How to Assess the Security Risks of AI Tools in Your Organization

By Freedom251 Team · · 14 min read

Assess an AI tool as a system used for a specific business task—not as an abstract model. Inventory the service and its context, map data, users, permissions, integrations and consequences, test conventional and AI-specific threats, verify the provider’s evidence, apply controls, document residual risk, and assign continuous monitoring. The result should support a clear decision: approve, approve with restrictions, run a time-limited pilot, or reject.

What a defensible AI security assessment produces

A useful assessment is a decision record, not a questionnaire stored without an owner. It should let a security, privacy, procurement or business leader answer five questions:

As an Amazon Associate I earn from qualifying purchases.

  • What exactly will the tool do, for whom and with which data?
  • What systems, identities and external parties can influence or be influenced by it?
  • What could go wrong through ordinary software weaknesses and AI-specific attacks?
  • Which safeguards are actually configured and tested for this use case?
  • Who accepts the remaining risk, under what conditions, and when will the decision be revisited?

Keep the depth of review proportional to exposure and impact. A public chatbot used to draft non-sensitive text does not warrant the same approval path as an agent that can read customer records and send transactions. The decision should nevertheless be based on the same basic inventory and evidence disciplines.

1. Define the use case and the decision

Start with a named use case rather than a product name. Record the tool, business owner, technical owner, intended task, user groups, deployment model and the decision required. A third-party hosted assistant, an internally deployed model and an agent embedded in a business application have different boundaries even when they use similar technology.

Capture the minimum context

  • Purpose: describe the task in operational terms, such as summarizing internal tickets, searching engineering documentation or proposing code changes.
  • Users: identify employees, contractors, customers, administrators and service accounts. Note whether users have different privileges.
  • Data: list information entered, retrieved, generated, logged and exported. Classify personal, regulated, confidential, proprietary and public data.
  • Action level: distinguish read-only assistance from recommendations, automated decisions and actions that change records, execute code, send messages or spend money.
  • Deployment: state whether the model or service is internally developed, hosted by a provider, accessed through an API or embedded in another product.
  • Decision: specify whether the review seeks full approval, restricted approval, a pilot with an end date, or rejection.

Write down foreseeable affected people, not only direct users. A summarization tool can affect customers whose support conversations are processed; a hiring assistant can affect applicants; a coding agent can affect production systems and their users.

2. Map the system, boundaries and consequences

Draw a data-flow and privilege map before judging controls. Include the provider’s service, model and storage, your identity system, connected repositories, retrieval indexes, plugins, agents, APIs, monitoring platforms and downstream applications. For every component, identify its owner, location or region when relevant, and the evidence available to support its security claims.

Data and model flow

  • Where do prompts, uploaded files, retrieved documents and tool results originate?
  • Where are inputs, outputs, embeddings, feedback and logs stored?
  • How long are each of those data types retained, and can an administrator delete them?
  • Are customer inputs used to train, tune or evaluate a shared model, and can that use be disabled?
  • Which model versions, classifiers, safety filters and orchestration components process the request?

Identity and authority

  • How do users and service accounts authenticate?
  • Does the tool inherit a user’s permissions, use a shared account or receive broad application credentials?
  • Can administrators separate development, test and production environments?
  • What can the tool read, create, modify or delete, and are those permissions narrowed to the minimum required?

Dependencies and failure impact

Record model providers, hosting platforms, data processors, open-source packages, retrieval stores, plug-ins and external APIs. For each dependency, note outage behavior, change-notification practices and the effect of compromise. Then describe the consequences of a confidentiality breach, a corrupted output, an unavailable service and an unsafe automated action. Consequences should include legal, regulatory, financial, safety, operational and reputational harm where applicable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Check conventional security properties

NIST’s generative-AI guidance emphasizes that AI systems still require ordinary information-security controls. Evaluate confidentiality, integrity and availability for the service and its data, as well as the software and hardware underneath it. Where applicable, include the integrity and confidentiality of code, training data and model weights.

Property Questions for the proposed architecture Evidence to request or test
Confidentiality Can unauthorized users, provider staff, other tenants, plug-ins or logs see prompts, files, outputs, credentials or retrieved documents? Access-control design, encryption details, tenant-isolation description, administrator roles, retention settings and a test using least-privilege accounts.
Integrity Can an attacker alter prompts, retrieval content, policies, model artifacts, code, configurations or outputs before they are used? Change control, signed artifacts where used, protected branches, integrity monitoring, vulnerability handling and tamper or unauthorized-change alerts.
Availability What happens during provider outages, rate limits, model failures, dependency loss or a denial-of-service event? Service commitments, status and incident processes, capacity controls, retry behavior, offline or manual fallback and recovery objectives.

Also review authentication, authorization, network isolation, secrets management, secure configuration, vulnerability remediation, backup and recovery, logging, incident response and software-supply-chain practices. Match each question to the actual architecture. A generic security certification or policy statement is not evidence that a particular tenant configuration, integration or data flow is safe.

4. Assess AI-specific attack surfaces

AI introduces failure modes that ordinary application testing may miss. NIST’s Generative AI Profile identifies information-security concerns including AI systems’ ability to enable cyber capabilities and new attack surfaces such as prompt injection and data poisoning. Assess likelihood and impact for your configuration; the existence of a category alone does not establish how exposed your organization is.

Prompt injection

Prompt injection occurs when instructions hidden in user input, retrieved documents, web pages, images or tool results manipulate the model’s behavior. Test both direct attacks, where a user asks the model to ignore policy, and indirect attacks, where untrusted content contains instructions that the model follows while performing a legitimate task.

What’s actually slowing this PC down?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Risk rises when the model can access confidential repositories or call tools. Separate untrusted content from control instructions, label provenance, restrict tool permissions, require confirmation for consequential actions and prevent retrieved text from silently changing policy. Test whether the model will reveal hidden instructions, secrets, other users’ data or unauthorized tool output.

Data poisoning

Poisoning is the deliberate manipulation of training, tuning, retrieval or feedback data so that behavior or results change. Identify every path by which outside parties can contribute content, ratings, documents or code. Protect ingestion pipelines, review high-impact sources, preserve provenance, detect unexpected distribution or behavior changes and maintain a trusted rollback point.

Prompt and output leakage

Leakage can occur through prompts, generated text, citations, logs, error messages, telemetry, browser history, cached files or model behavior. Test whether a user can induce the tool to reproduce confidential input, reveal system instructions, expose another tenant’s material or include sensitive content in an outbound action. Apply data minimization, redaction and output handling rules before information reaches the model or a downstream system.

Unsafe or overpowered actions

An inaccurate answer is different from an unauthorized change. Determine whether the tool can execute code, alter tickets, modify infrastructure, approve payments, send external communications or grant access. Use separate identities, narrow scopes, allowlists, transaction limits, sandboxing and human approval for high-impact actions. Treat an agent with write access as a privileged application, not merely a conversational interface.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

AI-enabled offensive use

Consider how the tool could accelerate phishing, malware development, vulnerability exploitation, credential attacks or social engineering if misused by an insider or compromised account. Rate this exposure alongside the risk that the tool itself is attacked. Apply acceptable-use rules, abuse detection, rate limits, monitoring and rapid account or token revocation.

5. Collect and validate evidence

Request evidence that describes the exact service tier, region, configuration and intended use. Ask for architecture and data-flow diagrams, retention and deletion behavior, identity and access controls, vulnerability and incident processes, dependency information, testing results and change-notification terms. Record the document owner, date, scope and any exclusions.

Evidence area Questions to resolve Common limitation
Data handling What is collected, retained, exported or used for model improvement? Can settings be enforced by an administrator? Marketing language may describe a default product rather than the contracted tier or enabled features.
Access control Are single sign-on, multifactor authentication, role separation, service-account controls and audit logs available? A feature may exist but require a higher tier, separate configuration or customer implementation.
Security operations How are vulnerabilities, incidents, abuse reports and subpoenas handled? What notice and support are provided? Provider policies may not specify response times, evidence preservation or your escalation path.
Architecture and dependencies Which model, subprocessors, APIs, retrieval stores and open-source components are involved? Rapidly changing dependencies can make a static diagram stale.
Testing What security, privacy, adversarial and resilience tests were performed, on which version and configuration? A pass result may not cover your prompts, connectors, permissions or operational workflow.

Validate important claims yourself where feasible. Inspect tenant settings, create test accounts, review audit events, attempt authorized misuse cases and verify deletion or export behavior. Treat provider assertions as inputs to risk analysis, not proof that risk is eliminated. If a critical question remains unanswered, record the uncertainty as residual risk and consider restricting the use case rather than assuming a favorable answer.

6. Select controls and test the complete workflow

Controls should address the mapped failure modes, not simply demonstrate that a policy exists. Document the control owner, implementation location, test method and expected result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reduce data exposure

  • Send only fields required for the task; remove secrets, identifiers and unnecessary history.
  • Use classification rules, redaction and tokenization before data reaches the model.
  • Disable training or retention uses that are not necessary, and enforce the setting centrally.
  • Separate sensitive workloads and prevent cross-tenant or cross-project retrieval.

Constrain identity and tools

  • Require managed identities, single sign-on and multifactor authentication.
  • Use role-based access and short-lived credentials; never place permanent secrets in prompts or model context.
  • Give agents narrowly scoped, read-only access by default, with explicit allowlists for write actions.
  • Place code execution and browser or network access in isolated environments with egress controls.

Keep people in control

  • Require a qualified reviewer before high-impact decisions or external communications.
  • Show the source, confidence or uncertainty information available to the reviewer, without treating it as proof of correctness.
  • Define when a user must stop automation and escalate to security, privacy, legal or operational staff.

Log, detect and recover

  • Log user, model or agent version, connector, tool call, approval and outcome while minimizing sensitive content in logs.
  • Alert on unusual volume, privilege use, repeated injection attempts, mass export, policy bypass or unexpected destinations.
  • Maintain a tested process to revoke tokens, disable connectors, preserve evidence, notify affected parties and restore a known-good configuration.

Test representative abuse cases

  1. Submit a prompt that requests hidden instructions or another user’s data.
  2. Place an adversarial instruction in a retrieved document and observe whether it can trigger a tool call or override policy.
  3. Attempt to pass sensitive data through prompts, attachments, outputs, logs and error messages.
  4. Try unauthorized read and write operations with ordinary users, administrators and compromised service credentials.
  5. Simulate provider outage, connector failure, model rollback and a malicious or poisoned data update.
  6. Verify that human approval, alerts, audit records and recovery actions occur as designed.

Record what the test could not establish. A test that passes in a sandbox does not prove safety in production if permissions, data sources, model versions or user behavior differ.

7. Decide on residual risk

After controls are implemented, describe the risk that remains, its basis, its owner and the conditions of acceptance. Do not turn framework alignment, a vendor certificate or a successful demonstration into a guarantee.

Decision Use when Typical conditions
Approve Exposure is understood, controls are operating and residual risk fits the organization’s appetite. Named owner, monitoring plan, incident route and reassessment triggers are recorded.
Approve with restrictions The use is useful but data, users, connectors or actions must be limited. Allowlisted users, prohibited data classes, read-only mode, human review, rate limits or a defined expiration date.
Pilot Evidence or operating experience is incomplete, but a bounded trial can answer material questions. Small user group, synthetic or low-sensitivity data, sandbox permissions, success and stop criteria, and a review date.
Reject or defer Critical boundaries are unknown, controls cannot be enforced, or potential impact exceeds acceptable risk. Document the blocking issue and the evidence or design change required for reconsideration.

The approval record should include the use case, architecture, data classes, threat findings, evidence reviewed, controls, limitations, residual-risk statement, accountable approver, operational owner and reassessment date. State explicitly which assumptions would invalidate the decision.

Comparing multiple AI tools for the same use case

Compare candidates against an identical use case and evidence request. A feature checklist alone can reward a tool that makes broad claims without showing that its controls work in your configuration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Comparison axis What to examine
Data governance Accepted data categories, retention and deletion, training use, export, regional processing and organizational control.
Identity and permissions Single sign-on, multifactor authentication, role separation, connector scopes, service-account design and administrative enforcement.
System security Confidentiality, integrity, availability, isolation, resilience, vulnerability handling, recovery and dependency transparency.
AI attack exposure Prompt injection through users or retrieved content, poisoning paths, leakage behavior, unsafe actions and abuse controls.
Observability Audit events, model and connector versioning, alerting, investigation support, retention of evidence and incident escalation.
Evidence quality Whether claims are documented or tested, current, independently assessed where relevant, and applicable to your tier and configuration.
Operational fit Ability to enforce restrictions, require human review, test changes, disable features and maintain controls as the service evolves.

Use a written rationale for trade-offs. For example, a tool with stronger retention controls may still be unsuitable if it cannot restrict a connector’s write permissions or produce the logs needed for investigations.

Using NIST guidance without treating it as a certification

NIST’s AI Risk Management Framework (AI RMF) 1.0 is voluntary, non-sector-specific, rights-preserving and use-case agnostic. It is guidance for managing AI risk across design, development, use and evaluation—not a certification, warranty or statement that a system is safe. NIST says AI RMF 1.0 is being revised.

The framework is organized into four functions:

  • Govern: establish policies, roles, accountability, risk tolerance and documentation.
  • Map: understand the intended context, affected people, data, dependencies, impacts and limitations.
  • Measure: evaluate security, performance, privacy, reliability and other trustworthiness characteristics using evidence and testing.
  • Manage: prioritize risks, apply controls, make decisions, respond to incidents and monitor residual risk.

The companion AI RMF Playbook provides voluntary suggested actions and references. NIST says it will be updated after the framework revision, so treat its recommendations as implementation support rather than a frozen compliance checklist.

For generative AI, NIST released AI 600-1, the Generative AI Profile, on July 26, 2024. It discusses information-security risks, including prompt injection, data poisoning, the new attack surface created by AI systems and the possibility that generative AI can enable cyber capabilities. NIST’s finalized adversarial machine-learning taxonomy, AI 100-2e2025, was finalized in March 2025.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

NIST IR 8596, the Cybersecurity Framework Profile for Artificial Intelligence, was published as an initial preliminary draft on December 16, 2025. Its focus areas are securing AI system components, conducting AI-enabled cyber defense and thwarting AI-enabled cyber attacks. The comment period is closed; use it as draft guidance, not a finalized standard. A separate draft guide on using AI for CSF analysis and reporting showed a comment deadline of October 15, 2026 on the NIST page accessed October 10, 2026; verify its current status before relying on it.

Monitor the tool throughout its lifecycle

Approval is a point-in-time decision. NIST’s AI RMF lifecycle framing calls for trustworthiness considerations at pre-design, design and development, deployment, use, and test and evaluation. For an acquired service, apply that principle whenever the service, configuration or operating context changes.

Operational monitoring

  • Review access, connector use, tool calls, exports, policy violations and unusual query patterns.
  • Track model, system-prompt, retrieval-index, plug-in and dependency changes.
  • Sample outputs for leakage, unsafe recommendations, harmful bias relevant to the use case and unexplained behavior shifts.
  • Confirm that retention, deletion, redaction and human-review controls continue to operate.
  • Reconcile provider notices, incidents, vulnerability disclosures and changes to terms or subprocessors with your risk record.

Mandatory reassessment triggers

  • A new use case, user population, data class or geographic processing location.
  • New connectors, APIs, plug-ins, agent capabilities or write permissions.
  • A model, service tier, hosting arrangement, subprocessor or retention policy change.
  • An incident, suspected prompt injection, data leak, poisoning event, abuse pattern or material test failure.
  • A change in regulation, contractual obligation, risk appetite or the business impact of an incorrect output.

Assign each trigger to a named owner and define what happens while reassessment is pending: disable a connector, revert to read-only operation, limit users, pause the pilot or suspend the service.

Common assessment failures

  • Approving the brand instead of the use case: the same service can be low risk for public text and high risk when connected to sensitive records.
  • Accepting a questionnaire as proof: answers may be generic, stale or outside the purchased tier and configuration.
  • Ignoring retrieval and tools: indirect prompt injection and unsafe actions often enter through connected content and APIs, not the chat box.
  • Testing only accuracy: a plausible answer does not demonstrate confidentiality, authorization, resilience or safe behavior under attack.
  • Giving agents broad credentials: excessive authority turns a model error or compromised session into a system compromise.
  • Logging everything indiscriminately: verbose logs can become a second repository of sensitive prompts and outputs.
  • Failing to define an exit: without deletion, export, credential revocation and fallback procedures, the organization may be unable to stop safely.
  • Leaving ownership ambiguous: security can assess controls, but the business owner must accept use-case risk and operations must maintain the safeguards.

A compact assessment record

Use the following headings in your risk register or approval ticket:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Tool, version or service tier, provider and deployment architecture.
  2. Business purpose, users, affected people and decision requested.
  3. Inputs, outputs, storage, retention, training use, regions and data classifications.
  4. Identities, permissions, connectors, dependencies and possible actions.
  5. Confidentiality, integrity, availability and resilience findings.
  6. Prompt-injection, poisoning, leakage, abuse and unsafe-action findings.
  7. Evidence reviewed, tests performed, scope limitations and unresolved questions.
  8. Required controls, control owners, monitoring signals and incident path.
  9. Decision, restrictions, residual risk, accountable approver and reassessment triggers.

This record makes the decision auditable and gives procurement, privacy, engineering, security and business teams a shared description of what was actually approved.

Conclusion

The safest way to assess an AI tool is to evaluate the complete system in its intended context. Map what it can receive, reveal and change; apply conventional security analysis alongside AI-specific attack testing; demand configuration-specific evidence; constrain data and authority; and record what remains uncertain. Use NIST’s voluntary AI RMF and related publications to organize the work, while distinguishing finalized guidance from drafts. Approval is only defensible when a named owner can explain the controls, residual risk and monitoring plan—and when the organization is prepared to reassess as the tool and its use change.
