How to assess the environmental and social impacts of a carbon removal project

A credible carbon-removal assessment asks two separate questions: does the project deliver a net, durable removal of atmospheric carbon dioxide, and are its local environmental and social effects acceptable under the laws and expectations of the place where it operates? Answering either question from a gross capture number, a permanence label, or a certification logo is not enough.

Use a documented counterfactual, a complete lifecycle boundary, storage-risk analysis, transparent monitoring data, and place-specific engagement with affected people. The sequence below works for proposed and operating projects, while clearly separating measured results from forecasts.

What a defensible assessment has to establish

Carbon removal is a project-level claim. The relevant unit is not the amount of carbon dioxide captured at a device or harvested from a field, but the net quantity removed from the atmosphere after emissions, leakage, and expected reversals are considered. A sound review should be able to show:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • what would happen without the project and why the project is additional to that baseline;
  • which construction, energy, feedstock, transport, processing, monitoring, and storage activities are inside the accounting boundary;
  • how gross removals and lifecycle emissions were measured or modelled, including uncertainty;
  • where the carbon is stored, for how long it is expected to remain there, and who is responsible if it returns to the atmosphere;
  • which site-specific effects occur to water, land, ecosystems, air quality, waste streams, and displaced activities; and
  • how rights holders and affected communities participated, received benefits or compensation, and can obtain remedy.

These tests are related but not interchangeable. A project can have excellent carbon accounting and still create unacceptable local impacts, or provide community benefits while failing to deliver net removal.

1. Identify exactly what is being assessed

Start a project record before evaluating claims. Record the items below and mark each as measured, independently verified, modelled, forecast, or not disclosed.

  • Pathway: for example, direct air capture with geological storage, biogenic carbon capture and storage, biochar, enhanced weathering, ocean-based removal, or a land-management activity.
  • Operator and location: include facilities, feedstock areas, transport corridors, injection or storage sites, and receiving waters where relevant.
  • Scale and stage: distinguish a pilot, an operating facility, an expansion, and a proposal. A forecast for a proposed plant is not evidence of operating performance.
  • Claimed quantity: state whether the figure is gross capture, net removal, credits issued, or a future estimate, and identify the reporting period.
  • Storage form and monitoring period: specify a geological reservoir, soil, biomass product, mineral form, ocean reservoir, or another sink.
  • Methodology and verifier: identify the accounting method, monitoring plan, independent verifier, registry, or certification system used.
  • Intended claim: document whether a buyer will claim a tonne removed, a contribution to climate goals, or another outcome.

This inventory prevents a common error: treating a proposed project’s engineering design or a marketing label as proof of delivered removals.

2. Set the counterfactual, boundary, and additionality test

Define the counterfactual

Ask what would happen if the project did not proceed. The answer should be supported by evidence about existing facilities, normal practice, legal requirements, market conditions, land-use plans, and available finance. The UNFCCC Clean Development Mechanism FAQ describes additionality by reference to what would occur without the project and defines leakage as emissions outside the project boundary caused by it. Those definitions are useful foundations, but the methodology legally applicable to the project controls the actual test.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check whether the activity would happen anyway

Additionality can be undermined when a project is already required by law, is standard practice in the relevant market, or is fully financed without revenue from removal credits or another incentive. Examine permits, investment decisions, contracts, public subsidies, and the timing of the claimed incentive. Explain which factor makes the activity additional and what evidence would change that conclusion.

Draw the boundary on a map and a process diagram

Include material emissions and removals from construction, electricity and heat, feedstock production, land preparation, chemicals, water treatment, transport, processing, monitoring, compression, injection, storage management, and end-of-life handling. List activities outside the boundary and explain why they are immaterial or how their effects are treated. Look specifically for leakage: an activity that shifts emissions or land pressure to another site or supplier rather than eliminating them.

Keep the baseline current

A baseline can become unrealistic when energy systems, land use, regulations, prices, or technology change. The European Union’s proposed Carbon Removal Certification Framework (CRCF) describes periodic baseline updates as part of its additionality approach. Because a proposal is not automatically binding law, confirm the in-force CRCF instrument and the methodology for the pathway and jurisdiction being assessed.

3. Calculate net removal, not gross capture

Request the full carbon balance

Obtain the gross-removal measurement and subtract emissions attributable to the project and its supply chain. Depending on the pathway, that may include electricity and fuel, materials and equipment, feedstock cultivation or collection, drying and preprocessing, shipping, pipeline or road transport, storage preparation, monitoring, and eventual replacement or disposal of products. Ask whether biogenic carbon would have decomposed, burned, or remained stored in the counterfactual; the answer changes the net result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Separate measured, modelled, and forecast quantities

For an operating facility, look for meter data, mass balances, sampling procedures, calibration records, and an independent verification statement. For a proposal, inspect the assumptions behind the forecast and label the result as expected rather than achieved. A credit issuance number is not automatically the same as a physically measured net removal.

Make uncertainty visible

Require the project to identify uncertain parameters, data gaps, model choices, and error ranges. Ask how conservative assumptions affect the reported tonne, whether uncertainty is deducted before crediting, and how missing data are handled. NOAA’s Science Council overview treats counterfactual baselines, robust gross-removal measurement, and production and supply-chain emissions accounting as parts of additionality assessment. A single precise-looking number without an uncertainty treatment is not a complete climate claim.

4. Test storage durability and reversal liability

Identify the reservoir and failure modes

Describe the physical or ecological reservoir and the mechanisms that could return carbon to the atmosphere. Geological storage may face well integrity, pressure, migration, or monitoring failures. Biomass and soil storage can be reversed by fire, harvest, drought, erosion, decomposition, or land-use change. Mineral or product storage can be lost through breakage, weathering, or disposal. Ocean pathways involve ecological responses and monitoring limits that may be difficult to resolve at project scale.

Match the claim to the monitoring period

Do not use a generic permanence label. State the required monitoring duration, the measurements that detect a release, the frequency of inspections, and the threshold that triggers corrective action. The European Commission describes permanent removals as securely stored for centuries; that phrase describes an outcome, not proof that every project meets it.

Follow the reversal response and liability chain

Ask who must report a release, replace invalidated units, fund remediation, and remain responsible if the operator closes or becomes insolvent. Review financial reserves, insurance, pooled buffers, or other mechanisms, and test whether they cover a worst-case event rather than an average year. The CRCF proposal addresses release risks and liability during the monitoring period, while UK government work on greenhouse-gas-removal monitoring, reporting, and verification identifies permanence as central to effectiveness. Confirm the current legal obligations rather than relying on proposal text.

5. Screen environmental effects beyond carbon

Environmental review must follow the pathway, supply chain, and site. Use a written impact register that identifies the receptor, geographic area, time horizon, evidence, mitigation, and residual risk.

Engineered and geological-storage projects

  • Energy: quantify electricity and heat demand, the generation mix, peak loads, and any new generation or transmission infrastructure.
  • Materials and chemicals: assess mineral, solvent, sorbent, steel, concrete, and replacement-material requirements, including extraction and manufacturing impacts.
  • Water and air: examine freshwater withdrawals, discharge quality, cooling, dust, solvents, process emissions, noise, and worker exposure.
  • Transport and storage: map truck, rail, ship, pipeline, compression, injection, well construction, and monitoring risks. Include accident scenarios and emergency response.
  • Waste and decommissioning: identify spent media, contaminated water, drilling waste, equipment replacement, closure, and site restoration.

Land, biomass, and biochar projects

  • Verify land tenure, land-use change, soil-carbon measurement, water use, nutrient inputs, and effects on food or fibre production.
  • Trace feedstock to its source and test whether collection removes residues needed for soil health, increases harvesting pressure, or displaces production elsewhere.
  • Assess biodiversity, habitat fragmentation, fire risk, invasive species, air pollution, ash or biochar handling, and the fate of carbon in the counterfactual.

Marine and ocean-related projects

  • Describe the affected water column, seabed, coastal communities, fisheries, and shipping routes.
  • Assess ecological toxicity, nutrient changes, oxygen effects, species displacement, and the ability of monitoring systems to detect harm over the relevant area and time.
  • State what remains uncertain; absence of observed harm is not proof that monitoring could have detected it.

The CRCF sustainability objectives include biodiversity and ecosystems, water and marine resources, circular economy, and pollution prevention and control. They are useful categories for screening, but they do not mean that DACCS, BioCCS, biochar, land-based, and marine projects have identical impact profiles.

6. Review social impacts with the people affected

Map rights holders and affected groups

Identify landowners, tenants, Indigenous peoples, local residents, workers, farmers, fishers, water users, downstream communities, and people affected by transport or infrastructure. Include groups that may bear risks without receiving project revenue. The applicable national and local law determines rights, consent, compensation, labour protection, cultural-heritage duties, and public participation requirements.

Examine land, water, and livelihood effects

  • Check acquisition, leases, easements, access restrictions, displacement, and changes to customary or communal use.
  • Assess competition for water, biomass, food-producing land, grazing, fishing grounds, and public services.
  • Review worker health and safety, training, contractor conditions, emergency planning, and exposure to chemicals or industrial hazards.
  • Analyse who receives jobs, royalties, tax revenue, or cheaper services and who pays through lost income, nuisance, risk, or higher resource costs.
  • Consider public health, cultural heritage, gendered effects, and impacts on vulnerable households.

Test whether participation changed the project

A list of meetings does not demonstrate meaningful engagement. Request the engagement plan, languages and accessible formats used, attendance and representation, issues raised, responses, design changes, and reasons for rejecting suggestions. For Indigenous and community rights, determine whether the relevant law requires consent, consultation, benefit sharing, or another process; do not apply a single universal checklist to every jurisdiction.

Inspect grievance and remedy mechanisms

There should be a channel independent enough for people to complain without retaliation, with published timelines, escalation, confidentiality, and records of outcomes. Ask how the operator restores lost access, compensates verified harm, or pauses operations when a serious risk is substantiated. The New Zealand Ministry for the Environment’s Assessment Framework for Carbon Removals, published 15 May 2026, provides a national process for preparation, assessment, decision-making, and implementation and links an activity self-assessment tool for checking evidence against scientific criteria. It is a process model for New Zealand, not a universal social-safeguard law.

7. Verify monitoring, reporting, and data quality

Monitoring, reporting, and verification (MRV) should connect the physical project to the claimed tonne and to environmental and social commitments. Request:

  • instrument locations, calibration and maintenance records, sampling design, laboratory methods, and chain of custody;
  • mass and energy balances, emissions factors, model code or documentation, and version-controlled assumptions;
  • uncertainty calculations, conservative adjustments, treatment of missing data, and rules for correcting errors;
  • independent verifier qualifications, conflict-of-interest controls, audit findings, and unresolved nonconformities;
  • release, leakage, incident, complaint, and remediation logs; and
  • public data at a resolution that allows scrutiny without exposing personal or security-sensitive information.

Compare the monitoring period with the claimed durability, and compare the verifier’s scope with the whole lifecycle boundary. A verification limited to capture equipment cannot validate unexamined feedstock, transport, land, or storage impacts.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

8. Compare projects on common axes

When choosing between projects, use the same questions and units rather than ranking by a single permanence label or headline tonne.

Comparison axis Evidence to place side by side Question it answers
Pathway and reservoir Process description, site map, storage form, monitoring duration What physically holds the carbon, and where?
Net removal Gross measurement, lifecycle boundary, emissions data, uncertainty How much atmospheric carbon remains removed after project emissions?
Baseline and additionality Counterfactual evidence, legal and financial tests, update rules Would the activity occur without the claimed incentive?
Durability and reversals Failure scenarios, detection, response, liability, financial cover What happens if stored carbon is released?
Leakage Supplier, land-use, market, and displacement analysis Are emissions shifted outside the boundary?
Environmental effects Water, land, biodiversity, pollution, waste, transport and ecosystem studies What local and supply-chain burdens remain?
Social performance Rights mapping, engagement records, benefit distribution, grievances and remedy Who bears costs, who benefits, and can people obtain redress?
Transparency Raw or summarized data, methodology, verifier reports, incident history Can an independent reviewer reproduce the claim?

9. Apply the right framework without overstating its authority

New Zealand

The Ministry for the Environment framework published on 15 May 2026 sets out preparation, assessment, decision-making, and implementation steps and provides a linked activity self-assessment tool. Use it within New Zealand’s legal and institutional context; it does not automatically govern projects elsewhere.

European Union

The European Commission’s certification-methodologies materials identify delegated CRCF methodologies for direct air capture with carbon storage, biogenic emissions capture with carbon storage, and biochar carbon removal. Confirm the specific in-force instrument, delegated act, methodology, and eligibility date before calling a project certified or compliant.

CRCF proposal principles

The Commission’s 2022 CRCF proposal sets out concepts for quantification, additionality, long-term storage, uncertainty, release risk, liability, and sustainability. Treat it as proposal text unless the current legal instrument says otherwise. A proposal can guide questions without proving that a project has met a binding requirement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

International MRV references

The UK greenhouse-gas-removal MRV task-and-finish work highlights the complexity of robust monitoring, reporting, and verification and the importance of permanence. NOAA’s Science Council overview discusses additionality, durability, leakage, and lifecycle emissions for marine carbon-dioxide-removal assessment. These references inform diligence; they do not certify a particular project.

Red flags that should pause a decision

  • A headline capture figure with no lifecycle emissions, counterfactual, or uncertainty.
  • A baseline based on a generic global scenario rather than local conditions.
  • Claims of permanence without a named reservoir, monitoring period, reversal plan, and liable party.
  • A certificate presented as proof of comprehensive environmental or social acceptability.
  • Boundary exclusions that omit feedstock production, electricity generation, transport, or storage.
  • Community consultation described only by the number of meetings, with no evidence of influence or remedy.
  • Forecast performance presented in the same table as measured removals.
  • Verifier reports that cover equipment but not the full lifecycle and social commitments.
  • No plan for insolvency, site closure, monitoring after ownership changes, or accidental releases.

A practical decision record

Conclude each review with a short, auditable record rather than a single score. State the project’s claimed net removal and confidence level; the baseline and additionality evidence; material lifecycle emissions and leakage; storage duration and reversal liability; environmental effects and mitigations; affected groups and participation results; unresolved uncertainties; and the conditions that must be met before purchase, crediting, construction, or expansion. Separate facts from assumptions and identify which findings depend on a particular jurisdiction or methodology.

If critical evidence is missing, the appropriate conclusion is that the claim is unverified or not yet decision-ready—not that the project has zero impact. Reassess when operating data, baseline conditions, monitoring results, incidents, or community agreements change.
