Assess an open-weight AI model as both a software supply-chain artifact and an AI system in a particular deployment. Verify what you downloaded and where it came from, review the code and dependencies needed to run it, test relevant model and system threats, and document the controls and remaining risks. A model name, repository badge, model card, or single benchmark is not proof that a particular download is authentic or safe for your use.
The right decision depends on the exact model revision, how it will be adapted and served, what data and tools it can reach, and what could happen if it behaves unexpectedly. The process below gives security, procurement, and AI platform teams a practical, evidence-based way to decide whether to use, restrict, mitigate, or reject a candidate. It is an operational assessment method, not a NIST certification or universal scoring scheme.

What you are assessing—and why the exact deployment matters
An open-weight model makes trained parameters available for others to download or use. That does not, by itself, establish that the training data, training code, inference code, or license are open, nor does it guarantee that weights are authentic or that the model is secure. Treat “open-weight” as a description of weight availability, not a security assurance.

The assessment target is therefore not just a model family or product name. It is a specific artifact—identified by revision and files—running with particular software, configuration, permissions, and data flows. The same weights can present different risks when run locally with no network access, exposed through an internal service, fine-tuned on sensitive records, or connected to tools that can change files or send messages.

NIST’s supply-chain guidance emphasizes visibility into how acquired technology is developed, integrated, and deployed. Its Generative AI Profile adds AI-specific concerns such as backdoors, weight exposure, model extraction, prompt injection, poisoning, and safeguards weakened by fine-tuning. Together, these perspectives support a layered review rather than a single pass/fail test.
1. Define the use case, boundary, and threat model
Start by describing the proposed use in terms that let reviewers identify plausible harm. “Use the model internally” is not specific enough. Record what it will do, who can use it, what inputs it will receive, and what actions its outputs may trigger.
Write down the deployment facts
- Purpose and users: Identify the task, user groups, and whether access is internal, customer-facing, or public.
- Data: List the sensitivity of prompts, retrieved documents, fine-tuning or adapter data, logs, and outputs. Note whether personal, confidential, regulated, or credential-bearing data may enter the system.
- Deployment boundary: Specify local inference, a private service, a hosted provider, or another arrangement. Include where weights, prompts, logs, and adaptation data are stored or processed.
- Permissions and connections: Record network access, APIs, retrieval sources, tools, agents, file access, and credentials available to the model-serving system.
- Consequences: Describe what a harmful, misleading, or manipulated response could cause, including unauthorized disclosure, fraud, unsafe advice, or an unintended action.
Then identify the relevant attackers and assets. Potential attackers may include someone with access to the distribution channel, a malicious or compromised dependency, a user crafting adversarial inputs, or an insider with excessive access. Assets may include model weights, adaptation data, prompts, credentials, connected systems, and the confidentiality or integrity of model outputs.
Use this context to select test cases and safeguards. A model-only prompt test cannot establish that an application with retrieval, tools, or broad permissions is secure. NIST’s Generative AI Profile calls for red-teaming and security assessment that address the system and its use, while NIST AI 800-1, a second public draft dated January 2025, discusses misuse risk across the AI supply chain. Treat that document as a draft unless a later finalized version has been verified.
2. Identify the supplier and establish chain of custody
Before downloading or approving a model, identify who publishes and maintains it and how the artifact reaches your environment. A reputable distribution platform is useful context, but it does not replace evidence that the files in hand correspond to the release you intended to evaluate.

Assess the supplier
Record the publisher, repository or distribution platform, maintainers, ownership and control information where available, release history, and known upstream model or dataset relationships. Ask how the publisher handles releases, security reports, corrections, and updates. Evaluate the supplier using the five dimensions in NIST SP 1326, Cybersecurity Supply Chain Risk Management: Due Diligence Assessment Quick-Start Guide, published July 8, 2026:
- Foreign ownership, control, or influence (FOCI).
- Provenance of the product and its components.
- Resilience, including the ability to continue supporting or maintaining the product.
- Foundational cybersecurity practices.
- Visibility into supply-chain tiers.
These are due-diligence dimensions, not proof that every concern can be resolved for every publisher. Record the evidence available, unresolved questions, and how each uncertainty affects the proposed use.
Pin down the artifact you reviewed
Capture the model or revision identifier, download location and time, file inventory, configuration, tokenizer and adapter files, relevant upstream repositories, inference runtime, and dependencies. Keep a record of the exact versions and settings used in testing so another reviewer can reproduce the assessment.
Where the format and distribution channel support it, verify cryptographic digests or signatures against a trustworthy publisher channel. This can help establish file integrity, but a matching digest alone does not prove the publisher is trustworthy, that the artifact was developed securely, or that the model behaves safely. NIST’s supply-chain guidance supports examining provenance and visibility; it does not prescribe one universal model-file verification procedure.
3. Review software, loading paths, and upstream dependencies
A model download may be data files, executable code, or a combination. Determine exactly what your inference stack executes. Review any custom model code, scripts, plugins, or nonstandard loading paths before running them, and isolate them from sensitive systems until the review is complete.

Inspect the software supply chain
- Review repository code, packages, build and release practices, and model-loading behavior.
- Identify dependencies used to download, convert, quantize, adapt, serve, and monitor the model.
- Search relevant upstream repositories and dependency sources for reported vulnerabilities; record which versions are affected and whether the delivered artifact can be traced to those components.
- Check how updates are obtained and whether a dependency or runtime change could alter the assessed system.
NIST SP 800-161 Rev. 1 provides organization-wide cybersecurity supply-chain risk-management guidance; its final page records November 1, 2024 as the document-history date for the final version with updates. NIST frames supply-chain concerns to include malicious functionality, counterfeit products, vulnerabilities arising from poor development or manufacturing, and limited visibility into how technology was developed and integrated.

They do not, by themselves, establish that model weights are authentic, reveal all model behavior, or show that an application is safe. Keep artifact provenance, software dependency review, and behavior testing as distinct evidence streams.
MITRE’s August 2023 release described an effort to scan GitHub repositories used to create publicly available model artifacts for reported upstream software vulnerabilities. That historical release does not establish the tool’s current availability or completeness. Do not make a present-day approval decision depend on an assumed capability of that tool.
4. Test model-specific threats and the integrated system
Build a threat list for the defined use case, then test the configuration that would actually be deployed. NIST’s Generative AI Profile identifies security issues that ordinary software review may miss, including backdoors, weight exposure, inference, bypass, extraction, compromised dependencies, and risks introduced by fine-tuning. It also calls for red-teaming against specific attack classes.
Choose tests from the threat model
- Unexpected or malicious behavior: Probe for hidden behaviors or backdoors relevant to the task, including behaviors that appear only under particular triggers or instruction patterns.
- Prompt and input attacks: Test prompt injection, adversarial prompts, attempts to bypass safeguards, and inputs designed to manipulate retrieved content or tool use.
- Misuse assistance: Assess whether the deployed model provides assistance with malicious code or more effective phishing that could materially increase risk in your setting.
- Privacy and model exposure: Consider membership inference, model extraction, inference attacks, unauthorized access, and exposure or theft of weights.
- Data and adaptation risks: Assess poisoning or untrusted training and adaptation data, and check whether fine-tuning, adapters, or other changes weaken security controls.
- Software and integration: Test unsafe loading paths, compromised dependencies, serving APIs, access controls, retrieval connectors, tools, agent permissions, logging, and network boundaries where applicable.
Define the test goals, safe inputs, success criteria, and limitations before testing. Preserve the prompts or test cases, model and configuration identifiers, observed results, and test dates. This creates evidence that can be tied to the reviewed artifact rather than an unrepeatable impression of model quality.

Interpret test results narrowly
A successful test shows how the tested artifact behaved under the tested conditions; it does not prove that all attacks have been covered. Record what was not tested and whether the environment differed from the intended deployment. A model-only test cannot establish the security of an application that later adds retrieval, tools, permissions, or sensitive data.
For consequential uses, involve reviewers who understand the application’s security boundary as well as the model. Red-team findings should result in concrete changes—such as narrowing permissions, improving input handling, adding monitoring, or rejecting a deployment—not merely a list of prompts the model answered well or poorly.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.5. Check controls, resilience, and operational ownership
Assess whether the organization can protect the model and contain problems throughout its use. Security depends not only on model behavior but also on who can access weights, data, credentials, endpoints, and connected services—and on whether the team can detect and respond to a failure.
- Access: Restrict access to weights, training and adaptation data, credentials, and inference endpoints to the people and services that need it.
- Monitoring: Decide which events and behaviors warrant review, how findings will be escalated, and how logs will be protected given the sensitivity of prompts and outputs.
- Incident response: Assign owners and define how the team will investigate suspected compromise, harmful behavior, data exposure, or a newly disclosed vulnerability.
- Rollback or replacement: Confirm there is a practical way to disable, roll back, or replace the model and its dependencies.
- Change management: Track updates to model revisions, adapters, dependencies, configuration, and deployment permissions.
- Provider protections: For hosted or shared infrastructure, assess how the provider protects weights and other sensitive model elements.
NIST’s Generative AI Profile calls for measuring security controls, conducting AI red-teaming, verifying that fine-tuning does not compromise controls, and regularly reassessing whether measures remain effective. NIST AI 800-1’s January 2025 second public draft says compute providers can implement physical and cybersecurity practices proportionate to misuse risk; because it is a draft, treat it as such unless a later finalized version has been confirmed.
Set reassessment triggers before deployment. A new model revision, adapter or fine-tune, dependency, permission, newly disclosed vulnerability, or material change in use case can invalidate earlier evidence. Repeating relevant checks after such changes is more useful than treating an initial approval as permanent.

6. Make a documented decision
For each material risk, record the scenario, evidence, likelihood and impact rationale, controls, residual risk, owner, mitigation, and decision. Choose whether to accept the risk, mitigate it, restrict the use, or reject the candidate. This record makes clear what the decision covers and what would require revisiting it.
This documentation approach is an implementation recommendation based on NIST’s integration of supply-chain risk assessment into organizational risk management; it is not a mandatory NIST template. A practical record should identify the exact artifact and system configuration reviewed and link each decision to evidence, an accountable owner, and a reassessment trigger.
Compare candidates without pretending one score says it all
If choosing among models, compare them against the same evidence axes: provenance transparency; supplier and dependency evidence; resilience and cybersecurity practices; known vulnerabilities; behavior in tests relevant to your use; deployment controls; and maintenance burden. Keep the underlying findings visible. A single number can hide a critical weakness—for example, strong test performance alongside unclear provenance or broad, poorly controlled permissions.

The NIST sources cited here provide assessment categories, not a universal quantitative cybersecurity score or ranking for open-weight models. If your organization creates a scoring method, define and validate it internally, explain what evidence supports each rating, and avoid presenting the result as a universal security measure.
What current guidance can—and cannot—settle
NIST describes AI security and resilience as active areas of work and notes that current frameworks do not comprehensively cover all machine-learning attacks and AI system attack surfaces. Its model-weight and configuration-focused control overlays are described as work in development, while Dioptra is presented as a testbed and research resource. These efforts may help inform assessment, but they should not be mistaken for a complete, settled checklist that certifies a model.
NIST’s AI Research – Security and Resilience page states: “The trustworthiness of AI technologies depends in part on how secure they are.” For a model decision, the practical implication is to retain evidence about the supplier, artifact, software, behavior, and deployment controls—and to be explicit about the limits of that evidence.
