Do not treat a conflict-zone address as proof of misconduct, and do not treat supply continuity as a reason to ignore credible harm. Assess the supplier through a documented, risk-based process: establish ownership and expectations, map the steel and payment chain, test evidence about conflict and human-rights impacts, evaluate disruption and concentration exposure, use your leverage to require measurable mitigation, and set clear conditions for suspension or disengagement.
The OECD minerals-and-metals framework is a useful process model, but it is not a steel certification and cannot answer country-specific sanctions, export-control or mandatory-due-diligence questions without the actual supplier, route, goods, buyer location and transaction dates. Those legal questions need current advice from qualified counsel or compliance specialists.

What a defensible assessment should produce
At the end of the review, your team should be able to answer five questions in writing:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Where does the steel, scrap, ore, alloying material and processing pass through the chain, and who controls each relevant step?
- What credible evidence indicates about conflict involvement, serious human-rights abuses, forced labour, corruption, environmental harm and financial or security risks?
- How severe and immediate are the impacts, how likely are they, and how closely is your company connected to them?
- Can your company or a collective effort obtain meaningful mitigation from the supplier, and can progress be measured?
- What decision, monitoring plan and escalation triggers will apply if facts change or commitments fail?
A country or region label is only a starting signal. Record the concrete facts that create exposure: control of sites and transport, armed-group or security-force involvement, payment and tax flows, treatment of workers and communities, and the effect of conflict on power, roads, ports, insurance and shipments.

1. Establish ownership, policy and expectations
Give one senior leader accountability
Appoint a senior owner with authority to make sourcing and risk decisions. Form a working group that includes procurement, legal and compliance, sustainability or human rights, operations, finance, and security or geopolitical-risk specialists. Define who can approve continued purchasing, who can order a shipment hold, and who communicates with affected stakeholders.
Write the standard before the incident
Adopt a supply-chain policy that covers responsible sourcing, human rights, conflict contribution, corruption and environmental conduct. State what suppliers must disclose, what records they must retain, how grievances can be raised, and how non-compliance is handled. Put relevant requirements into requests for information, supplier codes, purchase terms and contracts where appropriate. The OECD’s management-systems step calls for a supply-chain policy and communication of that policy to suppliers and other business partners; see the OECD Recommendation and Annex I framework.
Protect reporting and remediation channels
Provide a channel for workers, communities, transporters and other parties to raise concerns without retaliation. Define intake, triage, investigation, confidentiality and remediation responsibilities. A channel is useful only if complaints are logged, assessed for urgency and linked to decisions.

2. Map the physical, ownership and payment chain
Ask the supplier to identify every relevant location and business relationship, then corroborate the answer where practical. The objective is not a perfect diagram on day one; it is a clear record of what is established, what relies on a declaration and what remains unknown.
Map the material flow
- List mines, scrap sources or traders supplying iron-bearing and alloying inputs, as well as processors, stockyards and steelmaking or finishing sites.
- Record production steps such as melting, refining, rolling, coating, cutting and fabrication, noting where material changes legal or commercial custody.
- Identify intermediaries, freight forwarders, warehouses, ports, border crossings, export points and final delivery locations.
- Trace upstream processing as far as reasonably possible, especially where ore, scrap or alloying inputs are blended.
Map control and financial exposure
- Identify the supplier’s legal entities, beneficial owners, parent companies, directors and entities exercising practical control.
- Record who extracts, trades, handles, transports, processes and exports the material, and where each activity occurs.
- Document invoicing entities, banks, currencies, taxes, royalties, security payments and other material flows that could connect purchasing to armed actors, corruption or financial crime.
- Note security arrangements at sites and along routes, including public forces, private contractors and any allegations of armed-group control.
Separate known, asserted and unknown information
For every link, label the evidence as verified, independently corroborated, supplied by the vendor, a credible allegation or unknown. Preserve the date, source, geographic scope and product scope. A supplier declaration that covers a corporate group may not establish the origin of a particular heat, coil, billet or shipment.
The OECD-hosted five-step framework for miners emphasizes collecting and assessing supply-chain information. Adapt its questions to steelmaking, scrap and alloying inputs rather than assuming that a steel mill’s own site is the whole chain.

3. Build a risk picture beyond the country label
Conflict and human-rights risks
Investigate whether purchasing, transport fees, security payments or taxes could contribute to conflict or benefit armed groups. Look for credible indications of killings, torture, forced labour, child labour, unlawful detention, discrimination, attacks on communities, or restrictions on worker organizing. Assess both the supplier’s own conduct and its contribution through business partners.
Corruption and financial-crime risks
Examine bribery allegations, opaque ownership, unusual payment routes, sanctioned or politically exposed counterparties, falsified origin documents and pressure to bypass customs or safety controls. A clean corporate certificate does not resolve risks created by an intermediary or transport provider.
Environmental and community risks
Review pollution, tailings or waste handling, water use, land access, emergency controls and impacts on nearby communities. Determine whether conflict conditions weaken monitoring, permit enforcement or access to remedy.
Continuity, concentration and security risks
A key supplier can create material business exposure even where no adverse impact is proven. Assess the likelihood and duration of disruption to electricity, gas, rail, roads, ports, border crossings, insurance, telecommunications and worker access. Record the share of your demand supplied by this source, the time needed to qualify another mill, substitute grades, validate specifications and reroute freight. Keep continuity analysis separate from the human-rights analysis, then consider their interaction in the decision.
The OECD describes conflict-affected and high-risk supply chains as presenting risks of serious abuses and conflict contribution, while its current responsible mineral supply-chain overview highlights transparency, traceability, interoperability and commodity-trader roles. These are practical issues to test, not proof that a particular supplier has committed an offence.
4. Evaluate evidence quality and close decision-critical gaps
Triangulate instead of counting documents
Compare supplier records with shipping and customs data, ownership registries, site information, worker or community testimony, credible civil-society reporting, industry assessments and independent assessments. Check whether sources are current, specific to the facility and route, and capable of being independently reproduced. Ten generic policies do not outweigh one well-supported finding tied to your shipment.

Test the scope of audits and certifications
Check the audit date, standard, auditor independence, facilities visited, records sampled, worker-interview method, chain-of-custody coverage and unresolved findings. An audit is evidence to evaluate, not a guarantee that no harm exists. A certificate covering environmental management at a mill may say nothing about an upstream trader, armed checkpoint or forced-labour allegation.
Document uncertainty explicitly
Maintain an evidence register with the claim, source, date, location, product or entity covered, confidence level, contradictory information, owner and next action. Distinguish:
- confirmed facts supported by reliable records or multiple independent sources;
- credible allegations that require protection of sources and prompt investigation;
- supplier assertions that have not yet been corroborated; and
- unknowns that could change the sourcing decision.
Assign each decision-critical gap an owner and deadline. If a missing fact affects whether continued purchasing could contribute to severe harm, treat the gap as a risk requiring interim controls rather than silently assuming the best case.

Use a documented method to compare risks. At minimum, consider:
- Severity: the scale, scope and irremediable character of potential or actual harm.
- Likelihood: how plausible the event is, based on current conditions and evidence.
- Connection: whether your company caused, contributed to or is directly linked to the impact through a business relationship.
- Immediacy: whether people face ongoing or imminent harm, or whether the exposure is historical and contained.
- Evidence quality: how specific, independent, current and chain-relevant the information is.
- Business continuity: the probability and consequence of disruption, including concentration and substitution time.
Do not invent a numerical score unless your organization has a defined methodology and defensible inputs. A written rationale is more useful than false precision. State which facts drive the priority, what is uncertain, and what would change the rating.
6. Choose a response using leverage
The OECD framework describes three broad response paths. Choose one for each material risk, record the reasoning and set measurable conditions.

| Response | When it can fit | Controls to record |
|---|---|---|
| Continue trading while mitigating | Harm is not at a level requiring an immediate stop, mitigation is feasible, and the supplier is willing and capable of making progress. | Corrective actions, milestones, evidence required, review dates and consequences for missed commitments. |
| Temporarily suspend while mitigating | Risk is severe or urgent, facts are incomplete, or continued purchasing could contribute to harm while corrective measures are put in place. | Suspension scope, essential-supply exceptions if any, investigation steps, restart conditions and a time-bound review. |
| Disengage | Mitigation fails, the supplier will not cooperate, harm is severe and ongoing, or acceptable mitigation is not feasible. | Exit decision, responsible wind-down, worker and community considerations, replacement sourcing checks and legal review. |
Consider your actual leverage: purchasing volume, contract terms, technical qualification, payment timing, coordinated action with other buyers, and the supplier’s dependence on your business. If individual leverage is weak, collective or commercial leverage may be possible. Consult relevant suppliers and affected stakeholders when safe and appropriate.

Conversely, do not use the need for steel as an excuse to overlook severe impacts or failed mitigation. The response must reflect the assessed circumstances, as explained in the OECD response framework.
Make mitigation measurable
Replace general promises with actions such as verified disclosure of upstream entities, removal of a high-risk intermediary, independent worker interviews, repayment or remediation for affected people, documented security-payment controls, route changes, or a grievance process that publishes aggregate outcomes. For each action specify the evidence of completion, responsible person, due date and consequence of failure.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.7. Compare alternative suppliers and routes without assuming they are safer
When alternatives exist, assess them using the same questions. Compare:
- traceability and the quality, currency and chain-specificity of evidence;
- severity and likelihood of adverse impacts;
- supplier willingness and capacity to mitigate;
- your leverage and the possibility of collective leverage;
- exposure to conflict-related disruption and concentration;
- time and cost to qualify grades, test material and change logistics; and
- the consequences of continued sourcing, temporary suspension or exit for workers, communities, customers and your own operations.
Switching a mill or route can move rather than reduce risk. Check upstream inputs, traders, border points, security arrangements and ownership in the alternative chain before approving it. Preserve the comparison and the assumptions used so that a future change in conflict conditions can be reassessed.
8. Verify, monitor and escalate
Set monitoring indicators
Track the indicators that correspond to your risk assessment:
Best Value
- completion of disclosure and traceability milestones;
- new ownership, intermediary, route or export-point changes;
- audit findings, worker complaints, grievance outcomes and remediation;
- reported incidents involving armed actors, security forces, corruption or human-rights abuse;
- shipment delays, border closures, insurance restrictions, power interruptions and logistics failures; and
- supplier performance against every corrective-action deadline.
Define trigger events
Pre-approve what happens after a credible allegation, a new armed-group presence, a blocked route, a failed audit, refusal to disclose an intermediary or a missed remediation milestone. Triggers can require enhanced investigation, a shipment hold, senior approval, stakeholder consultation or a move from mitigation to suspension or disengagement.
Reassess when facts change
Conflict conditions and commercial chains can change quickly. Reopen the assessment after ownership changes, new routes, new products, major incidents, legal developments, credible allegations or material shifts in supplier capacity. Keep the review proportionate to the change; a route change may require focused transport and border checks, while a new controlling owner may require a full reassessment.
9. Handle legal and regulatory checks separately
The applicable rules depend on the supplier, beneficial owners, goods, processing steps, transport route, buyer and transaction dates. Before placing or continuing orders, identify every relevant jurisdiction and have qualified counsel or compliance specialists check current official requirements, including sanctions, export controls, customs restrictions, reporting duties and mandatory due-diligence laws. Do not infer legality from the OECD framework or from a supplier’s statement that it is compliant.
The OECD minerals-and-metals guidance is a process framework with five steps: establish management systems; identify and assess risks; design and implement a response; obtain independent third-party audit at identified points; and publicly report. It must be adapted to the actual steel chain and used alongside applicable law. Read the OECD Due Diligence Guidance, Third Edition for the minerals-and-metals framework.
10. Report accurately to management and stakeholders
Your report should state the chain covered, assessment date, products and sites included, evidence relied on, material gaps, risks prioritized, decisions taken, mitigation milestones, unresolved issues and next review date. Explain limitations plainly: a supplier declaration, desk review or audit may not establish conditions at every upstream location.
“Companies should publicly report on their supply chain due diligence policies and practices and may do so by expanding the scope of their sustainability, corporate social responsibility or annual reports to cover additional information on mineral supply chain due diligence.”
— OECD Council Recommendation on the OECD minerals due-diligence guidance

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsSpecial offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Public reporting should describe actions and limitations without exposing workers, complainants or security-sensitive route information. Internally, retain the underlying evidence register, decision rationale, approvals and follow-up records so that a later reviewer can understand why the company continued, suspended or ended sourcing.
A practical decision worksheet
- Assign ownership: name the senior decision-maker and cross-functional team; approve the policy and escalation authority.
- Define the transaction: identify supplier entities, beneficial owners, products, grades, quantities, dates, routes and buyer jurisdictions.
- Draw the chain: map inputs, processors, traders, transporters, borders, ports, payment flows and security arrangements.
- Classify evidence: mark each fact as verified, corroborated, supplier-asserted, alleged or unknown; record scope and date.
- Assess impacts: examine conflict, human rights, corruption, environmental and continuity risks; separate actual from potential impacts.
- Prioritize: document severity, likelihood, connection, immediacy, evidence quality and concentration exposure.
- Choose a response: continue with measurable mitigation, suspend while mitigating, or disengage; record leverage and rationale.
- Set conditions: assign owners, deadlines, evidence requirements, review dates and consequences for missed milestones.
- Check alternatives: compare other suppliers and routes on traceability, impact, leverage, disruption and qualification feasibility.
- Monitor and report: track milestones, grievances, incidents and route changes; escalate on predefined triggers and publish an accurate account.
This sequence lets a procurement team protect continuity without losing sight of people affected by the chain. It also creates an auditable basis for changing course when evidence, leverage or conflict conditions change.
