QBE Contents Insurance can cover belongings—and, in some circumstances, fixtures such as carpets and blinds—for Australian strata owner-occupiers. It is not building insurance. Whether a fixture belongs on your contents policy depends on your strata scheme’s obligations and local rules, so check your scheme documents before setting your cover.
What QBE Contents Insurance is designed to cover
QBE describes this policy as cover for personal contents, with some fixtures potentially included where the body corporate is not legally required to insure them. The product does not include home or building insurance. Its listed insured events include fire, flood, theft, water damage, storm, earthquake, tsunami and vandalism; each is subject to the applicable policy wording, limits and exclusions. QBE’s product page is a useful summary, but the relevant Product Disclosure Statement (PDS) governs the cover.

Strata building insurance and your own contents cover address different property and responsibilities. NSW Government guidance says personal contents are not the owners corporation’s responsibility and may remain uninsured by the scheme even when damage originates from common property. That guidance is NSW-specific; owners in other states and territories should check their local strata rules, scheme documents and insurer requirements rather than assume the same allocation applies.

QBE says carpets, blinds and fixtures may be covered when the body corporate is not required by law to insure them. That does not mean every fixture in every strata home is automatically covered by this policy. Responsibility can depend on local law and the scheme’s arrangements.

Check your strata plan, by-laws and insurance information, and ask the strata manager or body corporate which items the scheme insures. Include fixtures you are responsible for when estimating your contents sum insured, as QBE advises. Confirm the result against your Certificate of Insurance and the PDS that applies to your policy.
How much contents insurance do you need?
QBE’s PDS says to set the contents sum insured at the cost of replacing all covered contents at today’s prices. Make an inventory and estimate replacement costs, including any strata fixtures you have established are your responsibility. Avoid basing the figure on what you paid originally or what you could sell items for second-hand.
Some valuables have standard category limits. In PDS QM8698-1124, prepared by QBE Insurance (Australia) Limited on 4 July 2024, the stated limits are:

QBE may agree to increase an applicable limit if you declare the item and it is specified on your Certificate of Insurance. Check the current PDS and certificate before relying on a limit; the figures above come from the named 2024 PDS version.
Optional cover, liability and excess
Accidental damage and portable contents
Accidental damage and portable contents cover are optional and cost extra. QBE describes optional portable cover as applying across Australia and New Zealand and worldwide for up to 90 consecutive days. Conditions and the items selected matter, so check the policy wording for what qualifies and where protection applies.
Legal liability
QBE advertises legal liability cover up to $30 million. The PDS makes liability cover subject to its terms and exclusions, so the headline limit should not be read as protection for every kind of liability or circumstance.

Choosing an excess
QBE says selecting a higher basic excess can reduce the premium. Choose an amount you could afford to pay if you needed to claim; a lower quoted premium may not be worthwhile if the excess would be difficult to meet.
Premiums and value for money
There is no uniform QBE premium established for this policy. QBE’s Additional Information Guide says pricing can depend on factors including your selected excess, payment frequency, claims history, sums insured, insured location and property details, optional cover, and other rating and underwriting factors. Your actual price appears on your individual certificate.
QBE says annual payment may reduce the premium compared with other payment frequencies, and a higher basic excess may also lower it. Treat either as a quote-specific possibility, not a guaranteed saving. Compare quotes using the same sum insured, excess and optional cover so differences in price are meaningful.

Moving, exclusions and policy conditions
QBE says contents may be covered at both the old and new home for up to 60 days when moving within Australia. It also describes cover in transit in a motor vehicle to a new permanent residence or temporary storage facility before the move is completed. These arrangements are subject to PDS conditions; they do not establish cover for every storage or transit situation.
The policy does not cover building insurance, wear and tear, gradual deterioration or maintenance costs. Other exclusions and conditions address matters such as reasonable care, the home’s condition and business activity. Read the applicable PDS rather than relying on a short list of exclusions to decide whether a particular loss is covered.
Claims and keeping useful records
The PDS sets out proof-of-ownership and claim-settlement processes. Keep receipts, serial numbers, valuations and a contents inventory where useful; these records can help identify items and support a claim. Follow policy requirements to tell QBE about relevant changes, such as extended unoccupancy or fixture work, when they apply to your circumstances.

Which QBE documents should you read?
QBE’s policy-document page lists PDS QM8698-1124 for policies commencing or renewing on or after 11 November 2024. That PDS was prepared on 4 July 2024. The page also lists an Additional Information Guide effective 17 February 2025 and a Target Market Determination effective 18 August 2026. Match the documents to your policy’s start or renewal date, and use your Certificate of Insurance to check the insured people, property, cover and limits that apply to you.
The PDS states: “This PDS does not consider your objectives, financial situation or needs.” Read the documents and consider whether the cover fits your own circumstances.
How to compare QBE with another contents policy
Compare policies on the same practical basis, and check each insurer’s applicable policy version and geographic rules. In particular, look at:
- Which strata fixtures you are responsible for insuring.
- Insured events, exclusions and conditions.
- Standard limits for valuables and whether specified-item limits are available.
- Whether accidental damage and away-from-home cover are optional, and what they include.
- Liability limits and exclusions.
- Excesses and the replacement-cost basis for the sum insured.
- Moving cover, including any conditions for transit or temporary storage.
- Quote price and payment frequency.
- Claim documentation and settlement rules.
QBE provides online and phone access, but access alone does not establish that its cover is better value. The useful comparison is the cost and terms for the protection your strata home actually needs.
