Assess the deployed system and its public-sector use, not just the model or a vendor’s marketing. A defensible assessment follows the information and decision lifecycle: define the mission and affected people, assign accountable owners, map every data and integration flow, analyze privacy and security threats, test the configured system with representative users and cases, impose contractual and technical controls, and monitor for changed conditions or harm. Record residual risk and the authority that accepts it.
NIST’s voluntary AI Risk Management Framework (AI RMF) 1.0 provides a useful structure through Govern, Map, Measure, and Manage. It is guidance, not a certification, legal approval, or substitute for agency procurement, privacy, records, cybersecurity, accessibility, civil-rights, or sector-specific review.

Start with the system and the decision, not the model name
A government AI tool is a sociotechnical system: a model, application, prompts, retrieval sources, identity controls, logs, operators, vendors, downstream decisions, and affected people. The same model can present very different risks when used for drafting an internal memo, triaging benefit applications, supporting an emergency response, or recommending an enforcement action.
Write the assessment around the specific deployment. Identify the decision or service the tool will support, what the tool can and cannot do, who uses it, who is affected, and what happens when it is wrong, unavailable, manipulated, or misunderstood. A low-stakes drafting assistant and a system that influences eligibility, liberty, safety, health, employment, housing, education, or access to public services should not pass through the same approval gate.

NIST states: “The decision to commission or deploy an AI system should be based on a contextual assessment of trustworthiness characteristics and the relative risks, impacts, costs, and benefits, and informed by a broad set of interested parties.” Use that principle to set the scope before asking a vendor for assurances.
Use NIST’s lifecycle as a repeatable assessment spine
NIST AI RMF 1.0 was released on January 26, 2023. NIST’s current framework page says a revision is in progress, so confirm the current version immediately before adopting a policy. The framework is voluntary and does not certify a product or make a deployment lawful or safe.
| Function | What the agency does | Evidence to retain |
|---|---|---|
| Govern | Set policies, roles, risk tolerance, oversight, documentation, escalation, and accountability across the lifecycle. | Charter, roles and responsibilities, acceptable-use rules, approval record, training records, incident and pause authority. |
| Map | Describe purpose, context, stakeholders, data, dependencies, impacts, and plausible harms before selecting controls. | System description, data-flow and dependency diagrams, affected-population analysis, threat and impact register. |
| Measure | Test privacy, security, performance, reliability, bias, explainability, usability, and human-oversight assumptions with documented methods. | Test plans, datasets and sampling rationale, results, limitations, red-team findings, validation and verification records. |
| Manage | Choose mitigations, accept residual risk at the proper level, monitor operation, respond to incidents, and reassess when conditions change. | Risk treatment plan, risk acceptance, monitoring dashboards, incident records, rollback or shutdown criteria, reassessment log. |
NIST’s Generative AI Profile, released July 26, 2024, adds risks specific to generative systems. A preliminary Cybersecurity Framework Profile for AI dated December 2025 remains in development; treat it as emerging context rather than settled final guidance.
Step 1: Define purpose, context, and consequences
Describe the intended decision and alternatives
State the mission need in operational terms. Explain what human task the tool supports, what action follows its output, and whether a non-AI process could meet the need with less risk. “Improve efficiency” is not enough: identify the queue, service standard, error tolerance, and public outcome.
- List intended users, administrators, reviewers, contractors, and people whose data or rights may be affected.
- Define prohibited uses, including repurposing the tool for a more consequential decision without a new review.
- Describe the geographic, linguistic, accessibility, and jurisdictional scope.
- Record foreseeable benefits, costs, failure consequences, and groups that may bear disproportionate harm.
- Consult interested parties, including subject-matter experts, privacy and security staff, frontline workers, legal and records officials, and representatives of affected communities.
Classify the decision impact
Set a risk tier based on consequences, reversibility, scale, sensitivity, and the possibility that an automated recommendation will be treated as authoritative. Require stronger evidence and human authority for outputs affecting eligibility, benefits, safety, liberty, or legally protected interests. Document whether a person can understand, challenge, and correct an adverse outcome.
Step 2: Assign accountability before procurement
Create a named owner for the service, not merely a technical contact. Accountability should span program leadership, procurement, privacy, cybersecurity, legal, records management, accessibility, data governance, operations, and incident response. A responsibility matrix should identify who approves the use, configures the system, reviews outputs, manages access, reports incidents, answers public inquiries, and can pause or withdraw the tool.
Set operating rules
- Define permitted inputs, prohibited information, approved users, and environments.
- Require human review for specified output classes and prohibit rubber-stamping.
- Specify escalation paths for suspected privacy breaches, security compromise, harmful or discriminatory outputs, and vendor outages.
- Set a single authority that can suspend processing, disable integrations, or revert to a manual process.
- Define records, retention, disclosure, accessibility, and public-notice duties before launch.
Training should cover data handling, prompt and file hygiene, verification of outputs, reporting routes, and the limits of the tool’s testing. Completion records are part of the control evidence.

Step 3: Map the complete data and dependency path
Draw the flow from a user’s sign-in to every input, transformation, model call, plug-in, retrieval source, output, log, backup, and deletion event. Ask the vendor to identify each service and model involved, including subprocessors and locations. A diagram that stops at the application interface misses material exposure.
| Flow element | Questions to answer |
|---|---|
| Inputs and uploads | What prompts, documents, images, audio, identifiers, and metadata enter the service? Can users paste information from case files or restricted systems? |
| Processing and models | Which model and configuration process the data? Are external models, retrieval systems, plug-ins, APIs, or fine-tuning services called? |
| Outputs | Where are responses displayed, exported, cached, or inserted into an official record? Can outputs trigger another system or decision? |
| Logs and telemetry | Are prompts, outputs, user IDs, IP addresses, diagnostics, or usage metrics retained? Who can inspect them? |
| Storage and retention | Where are primary data, backups, snapshots, and indexes stored? What are the deletion timelines and verification methods? |
| Sharing and subprocessors | Who receives data onward, for what purpose, in which jurisdictions, and under what change-notice terms? |
| Training and reuse | Can agency data be used to train, fine-tune, evaluate, or improve a provider’s or another customer’s model? |
Classify direct identifiers and sensitive records, but also consider linkability and inference. A dataset that appears de-identified may become identifying when combined with public records, unique case details, location, timestamps, or model-generated inferences. Third-party integrations can add intellectual-property, privacy, and information-security risk. NIST’s Generative AI Profile warns: “Third party GAI integrations may give rise to increased intellectual property, data privacy, or information security risks, pointing to the need for clear guidelines for transparency and risk management regarding the collection and use of third-party data for model inputs.”
Step 4: Assess privacy as a use-and-lifecycle question
Purpose, minimization, and notice
Confirm that each field is necessary for the stated task and that the agency has authority to collect and use it. Prefer the least sensitive input that can achieve the objective. Explain to users and affected people what the system does, what information it processes, whether a human reviews outputs, and how to seek correction or redress when appropriate.
Retention, deletion, and reuse
Obtain precise terms for prompt, upload, output, log, backup, and support-ticket retention. Clarify whether deletion propagates to indexes, backups, abuse-monitoring stores, and vendor subprocessors, and what evidence the agency receives. Prohibit training or product-improvement reuse unless it is expressly authorized, necessary, and governed. “Not used for training” does not by itself answer logging, human review, support access, or legal-disclosure questions.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteInference, disclosure, and redress
Test whether the system can infer sensitive attributes, reveal memorized or confidential content, or expose one person’s information in another user’s response. Review access to prompts and outputs, exports, search indexes, and administrative consoles. Establish a route for a person to contest a consequential result, correct source data, obtain human review, and learn what information was used, subject to applicable law and legitimate security limits.
Privacy-enhancing techniques and trade-offs
Consider aggregation, de-identification, tokenization, access segmentation, privacy-preserving retrieval, or other controls. Treat none as a guarantee. Document re-identification testing, residual exposure, and any effect on accuracy, completeness, timeliness, or the agency’s mission.
Step 5: Assess security, resilience, and misuse
Evaluate the configured service and its surrounding environment, not only the model’s theoretical behavior.

- Confidentiality: Protect data in transit and at rest, restrict administrative support access, isolate tenants and environments, and control exports, screen capture, and clipboard paths where justified.
- Integrity and provenance: Record source documents, model and prompt versions, retrieval results, operator actions, and changes so investigators can reconstruct an output.
- Availability and recovery: Define service-level expectations, outage procedures, backups where appropriate, manual alternatives, recovery objectives, and safe degradation. Do not let an outage silently turn into an unreviewed decision.
- Adversarial inputs: Test prompt injection, malicious documents, indirect instructions in retrieved content, data poisoning, evasion, and attempts to override system controls.
- Exfiltration: Test whether prompts, system instructions, connected repositories, model parameters, or secrets can be extracted through ordinary or adversarial queries.
- Supply chain: Track libraries, models, data sources, hosted components, plug-ins, and update channels. Request software bills of materials or equivalent component information where feasible.
- Detection and response: Log security-relevant events without collecting unnecessary content, alert on unusual access and extraction patterns, preserve evidence, and rehearse notification and containment.
NIST identifies adversarial examples, data poisoning, and exfiltration through AI endpoints among common AI security concerns. Test these against the actual interfaces, permissions, connected data, and user roles; a generic vendor benchmark does not establish safety for the agency’s configuration.

Step 6: Perform vendor and contract due diligence
Ask for evidence tied to the exact service, edition, region, model, and configuration under consideration. Record what is contractual, what is a provider assertion, and what an independent assessor verified.
| Evidence area | Questions and controls |
|---|---|
| Service identity | What product, model version, hosting region, tenancy model, interfaces, and dependencies are included? How are changes identified? |
| Data terms | What data is collected, retained, accessed by support staff, used for training or improvement, shared with subprocessors, or transferred across jurisdictions? |
| Security assurance | Which controls, penetration tests, vulnerability processes, independent assessments, or SSAE reports cover this service and period? What exceptions remain? |
| Operations | What are incident-notification deadlines, service levels, maintenance windows, backup practices, and recovery commitments? |
| Audit and transparency | Can the agency review relevant records, test the service, obtain logs, and receive advance notice of material model, data-use, or subprocessor changes? |
| Exit | How will data, indexes, configurations, and logs be returned or deleted, including backups? Can the agency migrate without losing records or auditability? |
NIST names procurement due diligence, software bills of materials, service-level agreements, and SSAE reports as possible transparency and risk-management measures. None is automatic proof of safety. Check scope, dates, exceptions, and whether the evidence covers the deployment rather than a different service or environment.
Step 7: Test in the intended setting before launch
Write a test plan that connects each material risk to a measurable acceptance criterion. Use representative data, languages, workflows, user roles, accessibility needs, and failure cases. Document sampling, exclusions, test dates, model and prompt versions, reviewers, and what the test cannot establish.
Test categories
- Task performance: Measure accuracy, completeness, timeliness, and calibrated uncertainty against a human or approved baseline.
- Safety and rights: Include harmful, discriminatory, privacy-invasive, and legally sensitive scenarios; examine error rates by relevant populations where lawful and methodologically sound.
- Security: Run prompt-injection, poisoning, extraction, privilege, malicious-file, and integration tests with realistic access.
- Human factors: Observe whether users over-trust fluent answers, notice uncertainty, follow review rules, and can correct an error under time pressure.
- Resilience: Exercise outages, degraded dependencies, stale retrieval data, rate limits, and rollback to a manual process.
- Privacy: Verify minimization, masking, retention, deletion, access logs, and attempts to elicit another person’s information.
Set stop conditions before testing begins. A system should not pass because its average score is high if a rare failure can cause severe harm, expose restricted data, or bypass required human authority. NIST recommends iterative, documented test, evaluation, validation, and verification, and cautions that pre-deployment testing can be inadequate or mismatched to the deployment context.

Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Step 8: Decide, control residual risk, and monitor
Use a recorded decision gate
At approval, state the intended use, evidence reviewed, unresolved limitations, required controls, residual risk, and the official who accepts it. Possible outcomes are approve with conditions, pilot with a defined scope, require remediation and retest, or reject. Conditions should be testable: for example, block restricted records, require second-person review for specified outputs, or disable a plug-in until its data path is documented.
Monitor for drift and harm
Track performance, abstentions, overrides, complaints, privacy events, security alerts, access changes, outages, and disparities relevant to the use. Review samples of outputs and the quality of human review. Give operators and affected people clear reporting and contest channels. Preserve enough context to investigate without retaining more personal data than necessary.

Trigger reassessment
- Model, prompt, retrieval corpus, plug-in, API, hosting region, or subprocessor changes.
- New data categories, users, agencies, jurisdictions, or decisions are introduced.
- Material incidents, unexplained performance shifts, new threats, or credible complaints occur.
- Law, executive direction, procurement rules, records requirements, or agency policy changes.
- The vendor changes retention, training, support access, terms, or service-level commitments.
Define rollback and shutdown conditions in advance, including who can invoke them, how records are preserved, how users are notified, and how the mission continues safely without the tool.

When several products could serve the same use case, hold the purpose, test set, user roles, and acceptance thresholds constant. Do not compare a detailed contract for one vendor with a marketing page for another.
| Axis | Comparison questions |
|---|---|
| Data exposure | Which inputs and outputs are retained, reused, inferred, shared, or accessible to support staff? Can the agency control deletion? |
| Security architecture | How are identities, tenants, endpoints, integrations, dependencies, updates, and secrets protected and monitored? |
| Public impact | What could an error do to rights, eligibility, services, safety, liberty, finances, or public trust? Is harm reversible? |
| Transparency and contract | Are model and subprocessor details, audit evidence, incident duties, change notices, service levels, and exit assistance available? |
| Deployment testing | How closely do provider tests match the agency’s data, language, workflow, user population, and threat model? What remains untested? |
| Oversight and recovery | Can humans review and explain outputs, contest outcomes, detect incidents, switch to manual work, and recover records? |
NIST emphasizes that trustworthiness characteristics interact. Improving one dimension can create a trade-off elsewhere: aggressive filtering may reduce harmful output but also remove useful context; extensive logging may improve investigations while increasing privacy exposure. Record the trade-off and why it is acceptable for this mission.
U.S. federal considerations
A 2024 U.S. Code compilation cited for this topic describes limiting access to specific generative AI services based on specific risk assessments, establishing appropriate-use guidelines, and applying safeguards when access is provided. It identifies staff training, suitable vendor terms, and compliance measures for records, cybersecurity, confidentiality, privacy, and data protection.
Use that material as federal context, not as a complete checklist. Verify current statutory text, executive direction, agency policy, acquisition rules, records schedules, privacy requirements, security controls, accessibility obligations, and any regime governing the data or decision. State, local, tribal, territorial, and non-U.S. governments require their own legal and policy analysis; a federal practice does not automatically transfer.
Keep an assessment packet that another reviewer can reproduce
A practical file should contain:
- Purpose, alternatives, scope, affected populations, impact tier, and stakeholder input.
- System inventory, architecture and data-flow diagrams, dependency and subprocessor list, model and prompt versions, and hosting locations.
- Privacy analysis covering authority, minimization, notice, retention, deletion, inference, disclosure, access, and redress.
- Security threat model, identity and access design, logging plan, supply-chain evidence, incident playbook, backup and recovery plan, and safe-degradation procedure.
- Vendor questionnaire, contract clauses, assurance reports, exceptions, change-notice commitments, and exit plan.
- Test protocols, representative datasets, results, adversarial findings, human-factors observations, limitations, and remediation decisions.
- Approval or rejection record, residual-risk acceptance, training evidence, monitoring measures, reassessment triggers, and incident history.
Version the packet with the deployment. A later reviewer should be able to tell which model, data, configuration, contract, and policy were in force when a decision was made.

Common assessment failures and their fixes
“The vendor is certified, so the tool is safe.”
Assurance may cover a control environment, not the agency’s use, data, integrations, or consequences. Map the assurance scope and perform deployment-specific tests.
Best Value
“We removed names, so privacy is solved.”
Linkable details and model inference can re-identify people. Minimize fields, test linkage and inference, control access, and document residual risk.
“The pilot is internal, so no review is needed.”
Internal users can still paste restricted records, create official outputs, or establish a process that later affects the public. Apply proportionate review before the pilot and constrain its data and decisions.
“A human is in the loop.”
Human presence is not meaningful oversight if reviewers cannot inspect sources, are pressured to accept outputs, or lack authority to correct them. Test the real workflow and measure overrides and correction quality.

Benchmarks rarely represent the agency’s languages, records, users, integrations, or threat actors. Use them as one evidence point, then test the configured deployment and document what remains unknown.
“We will handle incidents later.”
Without a pause authority, notification route, evidence-preservation method, and manual fallback, a small error can become a continuing disclosure or service failure. Rehearse the response before launch.
Worked example: an internal benefits-case summarizer
Suppose an agency proposes a generative tool to summarize caseworker notes for internal review. The assessment should first prohibit automatic eligibility decisions and require a caseworker to verify every citation and material fact. The data map should show whether notes, attachments, prompts, summaries, and audit logs leave the agency environment; whether the provider retains them; and whether retrieval or plug-ins connect to a broader case repository.
Privacy testing would include attempts to elicit another claimant’s information, infer protected characteristics from narrative details, and reconstruct deleted notes. Security testing would cover a malicious attachment containing instructions, a compromised reviewer account, excessive search permissions, and extraction through repeated queries. Human-factors testing would observe whether caseworkers catch a plausible but unsupported statement during normal workload.
Approval would be conditional on least-privilege access, restricted input classes, documented retention and deletion, output labeling, mandatory source verification, logging that supports investigation without unnecessary content, a manual process for outages, and a reassessment trigger for any model, retrieval, contract, or use-case change. The same tool would require a materially different assessment if its summaries became inputs to eligibility or enforcement decisions.
Conclusion
A government AI risk assessment is credible when it is specific enough to reproduce: a defined public purpose, named accountability, a complete data and dependency map, privacy and security threat analysis, deployment-representative testing, enforceable vendor terms, meaningful human oversight, and monitoring with a real shutdown path. NIST’s AI RMF and Generative AI Profile can organize that work, but neither replaces jurisdiction-specific legal review nor proves that a particular tool is safe. The approval decision belongs to the agency, based on evidence from the actual system and the people who may be affected by it.
