How to Assess Maritime War-Risk Insurance for a Strait of Hormuz Voyage

To assess war-risk insurance for a proposed Strait of Hormuz voyage, match the exact route and dates against the latest Joint War Committee (JWC) listed-area notice, then obtain written, voyage-specific terms from the vessel’s broker or underwriter. Confirm what the policy and any additional cover actually insure, the premium and quote expiry, notification duties, exclusions, cancellation terms, and any required conditions. A listed-area notice flags an area for underwriting attention; it does not set a price or decide whether a particular policy covers a particular transit.

What the listed-area notice tells you—and what it does not

The JWC’s JWLA-035 circular is dated 16 September 2026. It lists waters that include the Persian/Arabian Gulf, Gulf of Oman, Indian Ocean, Gulf of Aden, and Southern Red Sea, along with named Middle East countries including Iran, Oman, Qatar, Saudi Arabia, and the United Arab Emirates. The circular says how its list applies to an individual contract is subject to specific negotiation.

The JWC is a London-market committee with underwriting representatives from Lloyd’s and the International Underwriting Association company markets. Its listed-area work is informed by independent advisers. The Lloyd’s Market Association (LMA), which hosts JWC information, said the listed areas were reviewed in September 2026. Use the newest circular available when making the voyage decision: a prior notice or article may no longer describe the current list.

Listed-area status is a prompt to check the contract and contact the insurer, not a universal coverage ruling. It does not, by itself, mean cover has ended, that every transit needs the same additional premium, or that the ship is uninsured. Nor does it say that a particular owner, vessel, route, or sailing date can obtain cover. Those questions depend on the actual policy and the terms agreed for the voyage.

The LMA says ships sailing into listed areas are required to notify underwriters, while rating is individually negotiated between underwriters and brokers. The JWC does not set the rating. Therefore, neither the circular nor a generic rate found elsewhere can substitute for an insurer’s written response to the proposed voyage.

In its official JWC information, the LMA states: “Rating is a matter for individual negotiation between underwriters and brokers and the JWC plays no role in that.” That distinction matters when evaluating claims about a standard Hormuz surcharge. A listed-area notice is not a published tariff, and a number quoted for a different vessel or sailing is not a reliable benchmark for this one.

Define the voyage before asking for terms

A request such as “Is Hormuz covered?” is too broad to establish what an insurer is being asked to accept. Prepare a voyage description detailed enough to identify the vessel, exposure, intended movements, and timing. If any part of the plan is uncertain, state the expected range and ask how a change would affect the terms.

  • Vessel: name or other identifying details, particulars, flag, ownership, and the policy or insured interest for which confirmation is requested.
  • Voyage: origin, destination, intended route, ports of call, and the planned Strait of Hormuz transit. Identify relevant territorial waters and any approach or departure legs that may intersect listed areas.
  • Timing: proposed transit window, expected arrival and departure, and possible waiting, delay, or anchorage. Ask whether the quoted period covers the whole planned exposure or only specified dates or movements.
  • Cargo and contractual context: cargo carried and relevant charterparty arrangements. These details help identify separate cargo interests and who may be responsible for arranging or paying additional premium, delay, or rerouting costs.
  • Changes and contingencies: disclose plausible route, port, or timing changes and ask whether they need fresh notice or agreement. Do not assume a quote for one voyage description automatically extends to a changed plan.

Public JWC and LMA information does not provide a vessel-specific quote. A broker or underwriter needs the particular voyage details to respond about price, conditions, and the scope of any acceptance.

Before sending the request, make sure the description is internally consistent. The route, ports, and transit window should match the operational plan and the information supplied to the insurer. Where a range of dates or a possible anchorage is part of the plan, say so rather than presenting a single idealized schedule. This gives the broker a chance to clarify whether the proposed terms encompass the actual exposure or whether revised details would require a fresh submission.

A useful request asks for a decision tied to the declared voyage, not an informal general view. It can ask the broker to identify the relevant policy, state whether notice has been received, clarify whether additional premium or cover is being offered, and explain what must happen for any terms to take effect. If the broker needs more particulars, supply them and request confirmation that the final written response reflects the updated facts.

Use a seven-step assessment before sailing

1. Check the latest JWC circular

Use the newest listed-area circular available at the time of the decision, and record its identifier and date. JWLA-035, dated 16 September 2026, is the circular identified here; do not assume it remains the latest notice at a later sailing date.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Compare the actual proposed track, ports, territorial waters, and timing with the circular’s listed-area wording. Do not reduce the exercise to checking whether the words “Strait of Hormuz” appear in a summary: the notice names broader waters and countries, while the contract determines how the list applies to the insured voyage. If the route or geographic boundary is unclear, ask the broker to identify in writing which parts of the declared voyage trigger notification or additional terms.

Keep the circular date with the voyage file so that the basis for the initial check is clear. Then repeat the check close to the decision to sail. A cached page, old circular, or third-party summary may omit a later change or may simplify geographic wording. The purpose is not to decide coverage from the list alone, but to give the insurer a precise question about the route and contract.

2. Notify the existing insurer or broker

Contact the broker or underwriter responsible for the existing policy before the vessel enters an area that may require notification. The LMA says ships sailing into listed areas are required to notify underwriters. Follow the notice method and timing in the policy; do not assume that a conversation, an unacknowledged email, or a notice to a different party satisfies the policy’s requirement.

Ask the recipient to acknowledge the precise vessel and voyage information supplied. If key details later change—such as dates, route, waiting period, or port call—ask whether the original declaration remains acceptable or must be amended. Keep the request, response, and any revised terms with the voyage and insurance records.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Clarify who is responsible for sending the notice and who will receive the acknowledgment. Where a broker is acting between the insured and underwriter, ask whether the response confirms receipt only or confirms acceptance of the declared voyage. Those are different milestones. Retain the actual written exchange rather than relying on a summary passed between operational teams.

3. Get written, voyage-specific terms

Request a written response that identifies the route and period being considered and states whether additional cover or premium applies. Ask for the amount and basis of any additional premium, what it attaches to, the quote’s expiry, and the action needed to accept it. Ask whether the underwriter is merely quoting, has accepted the declaration, or has formally bound the additional terms under the policy’s process.

Do not treat a circular, a broker’s estimate, or an informal email as proof that cover has attached. The China Shipowners Mutual Assurance Association (China P&I) guidance emphasizes that actual cover remains subject to formal insurance contracts. The operative policy and any properly agreed endorsement or acceptance control; ask the broker to explain what step makes the terms effective.

Make the written response useful to the people making the voyage decision. It should be possible to identify the vessel, policy or insured interest, route, relevant dates, and any stated conditions from the response and its attachments. If the insurer refers to a separate endorsement or declaration, obtain the applicable wording and confirm that it is the final version. Do not rely on a premium figure detached from the coverage and acceptance language.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Quote validity deserves its own check. Ask for the exact expiry date and time and what must be done before then: acceptance, payment, declaration, or another step under the insurer’s process. China P&I describes short validity periods in its member arrangements, but those examples are not universal market rules. Use the expiry stated in the actual quotation, and seek refreshed terms if the window passes or the voyage changes.

4. Read the policy and any endorsement

Review the applicable policy wording alongside the proposed additional terms. Resolve the following points in the actual documents rather than relying on a general description of “war-risk cover”:

  • Perils and exclusions: identify which perils are insured and which exclusions remain in force. Do not infer that an extra premium removes an exclusion unless the agreed wording says so.
  • Geographical scope: check the policy’s definitions and the wording used for the route, waters, ports, or listed areas. A geographic label in a circular does not by itself amend the policy.
  • Time and voyage scope: confirm the start and end of the agreed period and which transit legs, port calls, waiting, or anchorage are included.
  • Conditions and warranties: identify any required declarations, security measures, reporting, or other conditions, who must comply, and when. Ask what the policy says happens if a condition cannot be met or the plan changes.
  • Cancellation and notice: read who can cancel or change cover, how much notice is required, and how the provision applies to the contemplated voyage.
  • Sanctions wording: have the relevant sanctions clauses and proposed parties or activity reviewed by the appropriate insurance and legal professionals. Do not assume an insurance acceptance resolves separate sanctions obligations.

If terms are revised, compare the final wording with the original policy and the written voyage acceptance. A quoted change that has not been accepted or made effective in the manner required by the contract should not be treated as binding cover.

Do not stop at the heading of an endorsement. Check whether it changes only the declared voyage, adds a condition, alters an exclusion, or sets a separate cancellation mechanism. Ask the broker to explain any conflict between the endorsement and the base policy and to identify which wording governs. If the explanation is not reflected in the contract documents or formal acceptance, seek clarification before treating the issue as settled.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Check who bears the contractual cost and responsibility

Review the charterparty and other relevant contracts to establish who must arrange or pay an additional premium and who bears delay or rerouting responsibilities. The answer may depend on the actual wording and the parties’ agreement; do not assume that the shipowner, charterer, or another party is responsible without checking.

Assess cargo insurance separately. A vessel’s hull war-risk cover does not establish that cargo is insured, and a cargo policy may have its own terms, exclusions, notification requirements, and decision-maker. Cargo interests should confirm their own position with their insurer or broker rather than relying on the vessel’s cover confirmation.

Keep the insurance question and the allocation question distinct. An insurer may set terms for the vessel’s cover, while the charterparty determines how the parties allocate premium and operational consequences between themselves. That allocation does not itself amend the insurance policy. If the contracts appear to assign responsibilities differently, have the wording reviewed rather than assuming one document answers both questions.

6. Compare only written alternatives

If more than one insurer, route, or proposed set of terms is genuinely available, compare the alternatives on the same voyage facts. A comparison is useful only when it puts the covered route and dates, conditions, and contractual allocation side by side. The following fields help expose differences that a headline premium would hide:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Comparison field What to verify
Route and time window Whether the same declared route, ports, territorial waters, transit period, waiting, and any specified contingencies are covered.
Perils, exclusions, and geography Which perils are included; what exclusions remain; and how the policy or endorsement defines the relevant waters and locations.
Premium and quote validity The actual additional premium, how it applies to the proposed voyage, and the stated expiry of the quotation or acceptance opportunity.
Notification and cancellation Required notices, timing, the party that must give them, cancellation rights, and notice periods.
Warranties and security conditions Every condition the insurer requires, the party responsible for meeting it, and how a changed or delayed voyage is treated.
Charterparty allocation Which party arranges or pays the additional premium and how the relevant contracts allocate delay or rerouting responsibilities.
Cargo interests Whether cargo cover has been confirmed separately by the party responsible for that insurance.

Use the same vessel, cargo, route, and date assumptions in each request. Otherwise, an apparent price difference may reflect different coverage or exposure rather than a better offer. Public sources do not establish the existence of competing offers or comparable prices for any specific Hormuz voyage.

Look beyond the quoted amount when deciding whether alternatives are comparable. One proposal might cover a defined transit window while another uses different dates or conditions; a lower figure is not necessarily like-for-like if exclusions, cancellation rights, notification requirements, or covered movements differ. Record unresolved differences and ask the broker to explain them in plain terms before a decision is made.

There is no reliable, decision-relevant premium statistic here that can be used as a current rate. Avoid treating a percentage, vessel-value illustration, or market anecdote as a quote. The meaningful comparison is between written proposals for the same declared voyage, read alongside their terms and expiry dates.

7. Recheck before the voyage decision

Listed-area notices, security information, and underwriting appetite can change. Close to sailing, verify the current JWC circular again, confirm that the broker or underwriter’s written response still applies to the actual route and dates, and check whether any change has occurred that requires fresh notification or agreement.

Separately review current operational information from the United Kingdom Maritime Trade Operations (UKMTO). UKMTO describes its regional maritime-security information as verified and corroborated and provides security products, reporting, and voyage-planning resources. That information can inform operational planning, but it is not an insurance endorsement and does not amend the policy.

Make the final check against the actual intended departure plan, not just the schedule used when requesting a quote. A delay, new port call, altered route, or extended wait may matter under the agreed terms. If the plan has shifted, tell the broker or underwriter and ask for written confirmation of whether the existing terms remain applicable or need to be revised. Recheck both the contract position and the operational picture; neither substitutes for the other.

Keep insurance decisions separate from operational risk decisions

Insurance confirmation answers a contractual question: whether specified cover has been agreed on specified terms for a declared voyage. Operational information addresses a different question: what security conditions and reported events may affect the voyage plan. Neither answer replaces the other. The availability of insurance does not establish that a transit is safe, and a security alert does not itself determine whether a policy responds.

UKMTO’s home page surfaced a report that a crude-oil tanker was struck by an unknown projectile while transiting the Strait on 6 October 2026. However, the incident-list page displayed zero reports when opened. That discrepancy means the home-page snippet should not be represented as a complete or independently confirmed incident record. For a live decision, consult UKMTO’s current products and reporting rather than relying on a static summary of that item.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

China P&I’s March 2026 guidance recommends consulting the insurer before entering listed areas, obtaining written acceptance of additional-cover terms, considering sanctions and charterparty responsibilities, preparing route contingencies, and monitoring UKMTO and JMIC updates. These are useful assessment steps, but the guidance does not change the terms of an individual policy. Its examples of short quote-validity periods describe that association’s member arrangements, not a universal market rule. Check the expiry actually stated on the quote in hand.

Sanctions review belongs alongside, but not in place of, the insurance review. Confirm the relevant clauses and parties with appropriate professionals; do not presume that acceptance of a voyage for insurance purposes resolves separate sanctions responsibilities. Likewise, prepare contingencies for route or timing changes and clarify in advance whether a revised plan requires further notice, agreement, or a fresh quotation.

What cannot be concluded from public market information

The official information establishes the JWC’s listed-area process and the need to negotiate voyage-specific terms; it does not establish a reliable current premium for a Hormuz voyage. No decision-relevant premium statistic was verified in the official information cited here. Do not substitute a generic percentage, a vessel-value example, or a reported market estimate for a written quote tied to this vessel, route, and date.

The LMA has stated that hull war cover remained available in the London market at the time of its statement, while describing the situation as evolving and unpredictable. That statement is not a guarantee of availability or terms for any particular vessel, owner, policy, or transit date. Availability must be confirmed for the proposed risk with the insurer or broker.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This assessment framework is not a coverage determination, premium estimate, legal opinion, or recommendation to transit. For a decision, obtain professional advice on the actual policy, applicable contracts, sanctions questions, and operational conditions.

Frequently Asked Questions

Does being in a JWC listed area automatically cancel war-risk cover?

No. Listed-area status signals that the voyage needs attention and may trigger notification or negotiated additional terms. It does not, on its own, determine whether a particular policy remains in force or covers a specific transit. Check the policy and obtain written, voyage-specific confirmation.

Does the JWC set the additional premium for a Hormuz transit?

No. The LMA says rating is individually negotiated between underwriters and brokers, and the JWC does not set the rating. Request a written quote tied to the vessel, route, and dates; generic percentages or anecdotes are not a substitute.

What should I send the broker or underwriter?

Provide vessel identity and particulars, flag and ownership, cargo and insured interest, origin and destination, route and ports, planned transit window, and expected waiting or anchorage. Disclose plausible changes and ask whether they would require amended notice or terms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is a broker’s email quote proof that additional cover is in force?

Not necessarily. Ask whether the response is a quote, acknowledgment of notice, acceptance, or formal binding of terms under the policy process. Confirm what action makes the cover effective and obtain the applicable policy wording or endorsement.

Does hull war-risk cover also insure the cargo?

No assumption is safe. Cargo cover is separate and may have different terms, exclusions, and notification requirements. Cargo interests should confirm their own position with their insurer or broker.

What operational information should be checked before sailing?

Consult current UKMTO security products, reporting, and voyage-planning resources separately from the insurance review. UKMTO information can inform operational planning, but it is not an insurance endorsement and does not change policy terms.

The Bottom Line

For a Hormuz transit, use the newest JWC circular as a prompt to notify the existing insurer—not as a coverage decision or price list. Give the broker the exact voyage, obtain written terms that state the covered route and period, premium, expiry, exclusions, conditions, and effective acceptance step, then verify charterparty and cargo responsibilities. Recheck the contract and current UKMTO information close to sailing; insurance availability alone does not establish that a voyage is safe.
