A credible garment-factory assessment checks compliance with the labor law where the factory operates, then tests the result against international labor standards and workers’ lived experience. Review five areas together: core labor rights, compensation and benefits, contracts and human resources, occupational safety and health, and working time. Use records, workplace observation, management interviews and confidential worker accounts; record the assessment date, scope and uncertainty.
No public listing or single audit proves that conditions are acceptable today. Factory conditions can change between visits, and legal requirements differ by country. The result should therefore be a dated, evidence-based finding with a clear follow-up plan.

What a factory assessment must establish
The central question is not whether a factory has a labor policy. It is whether actual practices meet the applicable national law and respect fundamental labor rights. A sound assessment answers, for each issue:
- What legal or international requirement applies?
- What evidence was examined, and for which period?
- What did assessors observe directly?
- What did workers and managers report?
- Is the result a verified finding, an allegation, or an absence of evidence?
- What corrective action, owner and deadline follow?
Better Work’s Compliance Assessment Tool (CAT) is a useful way to organize the work. It combines five international labor-standard clusters with working-condition questions based on national law. The clusters are child labor, discrimination, forced labor, freedom of association and collective bargaining, and occupational safety and health. The working-condition areas are compensation, contracts and human resources, and working time. Better Work adapts questions to local conditions; where national law is missing or unclear, it uses international standards and good practices as a benchmark rather than presenting them as local law.

Set the legal and factual scope before visiting
Identify the factory and operations
Confirm the legal entity, trading name, address, production buildings, dormitories, warehouses, subcontractors and labor providers. A brand or supplier name can cover several sites. Record which site, production line and employment categories the assessment covers. Include temporary, migrant, agency, home-based and contract workers where they perform work for the factory.
Build a jurisdiction-specific legal register
Collect the current rules for minimum age, wages, overtime, working hours, rest days, leave, social insurance, deductions, termination, union rights, discrimination, recruitment fees, fire safety, machine guarding, chemicals, emergency exits and occupational injury reporting. Because no country-specific thresholds are stated, do not import a wage, hour or age limit from another jurisdiction. Note the law’s effective date, the authority that issued it and any sector or regional exceptions.
Define the review period and sampling
Choose a period long enough to reveal payroll and timekeeping patterns, such as several completed pay cycles, and state the exact dates. Explain how payroll records, personnel files, production areas, shifts and worker interviews were sampled. A one-day visit may identify visible hazards but cannot by itself establish a year of wage or overtime compliance.

Use the five assessment domains
| Domain | Questions to answer | Evidence to examine |
|---|---|---|
| Child labor | Are all workers above the legal minimum age? Are young workers protected from prohibited tasks, hours and night work? | Age documents, recruitment records, personnel files, age-verification procedure, school or apprenticeship records where relevant, worker interviews |
| Discrimination | Do hiring, pay, promotion, discipline, pregnancy, disability, religion, ethnicity, nationality, gender or union activity affect treatment unlawfully? | Job advertisements, hiring and promotion data, pay records, disciplinary files, grievance logs, accommodation records, confidential interviews |
| Forced labor | Can workers leave employment freely? Are recruitment debt, document retention, threats, coercion, restricted movement or involuntary overtime present? | Recruitment contracts, fee receipts, wage deductions, identity-document policies, dormitory rules, resignation records, worker accounts |
| Freedom of association and collective bargaining | Can workers form or join organizations and bargain without retaliation or interference? | Union or worker-committee records, election materials, collective agreements, meeting minutes, disciplinary and termination records, interviews |
| Occupational safety and health | Are risks identified and controlled, and can workers report hazards and injuries without reprisal? | Risk assessments, inspections, training, incident logs, medical and first-aid arrangements, chemical inventories, machine guards, emergency drills, site observation |
| Compensation | Are legally required wages, premiums, benefits and deductions paid accurately and on time? | Contracts, payroll, payslips, bank or cash-payment records, attendance data, deductions, benefits enrolment, worker confirmation |
| Contracts and human resources | Do workers receive understandable terms and fair disciplinary and termination processes? | Offer letters, contracts, handbooks, disciplinary notices, termination files, grievance and appeal records, personnel-file controls |
| Working time | Do ordinary hours, overtime, breaks, rest days and night work comply with law and contract? | Clock-in data, manual timesheets, production records, payroll overtime, schedules, leave records, worker interviews |
Collect evidence instead of relying on policies
Triangulation is the core method. A written policy shows what management says should happen; it does not show what happened on the production floor. Compare at least three evidence types wherever possible:
- Documents: payroll, time records, contracts, age checks, recruitment files, safety inspections, training attendance, injury logs and grievance outcomes.
- Direct observation: line conditions, exits, alarms, guards, personal protective equipment, chemical labeling, temperature, lighting, sanitation, dormitories and behavior by supervisors.
- People’s accounts: confidential interviews with workers from different shifts, departments, employment statuses, genders, nationalities and tenure groups, plus management and worker representatives.
Preserve the document title, period, issuing system, sample and version. For observations, record the location, time, equipment and people present. For interviews, document the method and language, not identifying details that could expose a worker to retaliation. Keep a chain of custody for copies and photographs, and restrict access to personal data.
Reconcile contradictions
If payroll shows regular overtime but time clocks do not, test whether hours are edited, whether workers work before clock-in, or whether production records reveal unrecorded time. If managers deny recruitment fees while workers describe debt, examine contracts, receipts, deductions and the labor broker’s practices. A contradiction is a finding about evidence quality, not automatic proof that one side lied.
Classify the conclusion
Use precise labels:
- Verified non-compliance: reliable evidence demonstrates a breach of an identified requirement.
- Potential or unverified concern: credible indications require additional evidence.
- Allegation: a reported claim that has not yet been corroborated.
- Compliant for the tested sample and period: evidence matched the requirement, while the scope and date remain stated.
- Not assessed or insufficient evidence: the records, access or sample did not permit a conclusion.
Do not convert missing records into proof of compliance. Conversely, do not describe a single uncorroborated interview as an established violation.

- Map the workforce and supply chain. List direct employees, agency workers, migrants, apprentices, contractors, subcontractors and labor brokers. Identify who controls hiring, pay, schedules, housing and discipline.
- Translate requirements into testable questions. For each CAT domain, write the local legal rule, the evidence needed, the sample and the person responsible for producing it. Mark international benchmarks separately from statutory requirements.
- Request records before the visit. Ask for organization charts, worker rosters, age documents, contracts, payroll, timekeeping, production schedules, overtime approvals, deductions, benefits, disciplinary files, grievances, safety risk assessments, injury logs and emergency plans.
- Test data integrity. Compare headcount totals across payroll, access badges, time clocks and production records. Look for duplicate names, unexplained edits, identical signatures, missing pay periods, cash payments without receipts and records that omit agency workers.
- Inspect every relevant area. Walk production, storage, loading, maintenance, kitchens, medical rooms, toilets, exits and dormitories where applicable. Observe a normal shift and, when risk warrants, a night or peak-production shift.
- Interview workers safely. Use private locations away from supervisors and labor brokers. Explain purpose, confidentiality limits, voluntary participation and how findings will be used. Offer interpreters who are independent of management. Never require a worker to answer in front of a supervisor.
- Interview management and worker representatives. Ask how recruitment, wage calculation, overtime approval, complaints, accidents, disciplinary action and union activity operate in practice. Request explanations for discrepancies without promising a particular outcome.
- Match each finding to a requirement. Cite the law, contract term or clearly identified international benchmark; state the evidence, date, affected population and severity. Separate immediate danger from systemic control weakness.
- Validate factual accuracy. Give management a controlled opportunity to correct factual errors and provide missing documents. Do not allow a response to erase an observed condition; record both the original evidence and the response.
- Create a corrective-action plan. Assign an owner, root cause, action, measurable completion evidence and due date. Set immediate controls for imminent risks and a later verification method for systemic changes.
Examine wages, deductions and benefits in detail
Recalculate a sample of payslips from attendance and the applicable wage rules. Check ordinary pay, overtime premiums, rest-day or holiday premiums, allowances, in-kind payments, social insurance and legally required benefits. Confirm payment date and method through records and workers, not only a payroll register.

Look for hidden deductions
Review recruitment, transport, housing, uniforms, tools, meals, loans, fines and deposits. Determine who imposed each charge, whether it is lawful, whether the worker agreed knowingly and whether it reduced take-home pay below a legal threshold. A deduction can also indicate forced-labor risk when it creates debt or prevents a worker from leaving.
Compare time and pay systems
Match the same worker’s clock records, supervisor timesheets, production targets and payslip. Investigate rounding, deleted entries, off-the-clock preparation, unpaid meetings, mandatory travel between dormitory and line, and work performed during meal breaks. Record whether the sample covers ordinary and peak periods.
Test contracts, recruitment and human-resource controls
Workers should receive understandable information about employer identity, job, location, wages, hours, probation, benefits, deductions, leave, termination and complaint channels before or when work begins. Check whether translated terms match the signed version and actual practice. Confirm that agency workers receive equivalent legal protections and know who is responsible for payment and safety.
Recruitment and migrant workers
Trace a worker from recruitment through placement: who recruited them, what they paid, what was promised, what documents they signed and whether identity papers remain in their possession. Examine broker contracts and repayment schedules. Interview workers separately from recruiters or supervisors. A policy banning fees is not enough if workers still incur debt.
Discipline, grievance and termination
Check whether rules are written, communicated and applied consistently. Search for fines, threats, verbal abuse, dismissal after complaints, pregnancy-related penalties and retaliation for union activity. Test whether workers can submit complaints confidentially, receive a response and appeal. Compare disciplinary and termination records with worker accounts and union activity timelines.
Assess occupational safety and health beyond visible PPE
Start with hazard identification: moving machinery, electrical systems, fire, chemicals, dust, heat, noise, ergonomics, lifting, vehicles, confined spaces and infectious-disease controls where relevant. Then ask whether controls follow a hierarchy—elimination or engineering controls before administrative rules and personal protective equipment.
- Are guards interlocked and maintained?
- Can every exit open immediately and remain unobstructed?
- Are alarms, extinguishers, emergency lighting and evacuation routes tested?
- Are chemicals labeled, stored, ventilated and accompanied by accessible safety information?
- Are first aid, medical referral and incident investigations available on every shift?
- Do workers receive training they can understand, and can they stop unsafe work without retaliation?
Compare the incident log with clinic records, compensation claims, absenteeism and worker reports. Repeated minor injuries, untreated symptoms or missing near-miss records can reveal weak prevention even when no fatal incident occurred.

Evaluate working time and production pressure
Build a timeline for sampled workers: scheduled start, preparation, line work, breaks, overtime, travel required by the employer and end of shift. Compare it with legal limits, required rest and contract terms for the relevant jurisdiction. Check whether overtime is voluntary where the law requires consent, whether refusal causes retaliation, and whether production targets make legal hours unrealistic.

Assess peak-season arrangements separately. A factory may comply during a normal month yet rely on excessive overtime when orders surge. Review schedules, time records and payroll from high-output periods, and ask workers whether records reflect all hours actually worked.
Use worker participation as a control, not a formality
Freedom of association and collective bargaining affect every other domain. Determine whether workers can choose representatives, meet, communicate and negotiate without management interference. Review election procedures, meeting access, collective agreements and any adverse action involving organizers.
Worker committees are not automatically independent unions. Ask workers privately whether representatives can raise wage, safety and scheduling concerns, and whether complaints lead to investigation or retaliation. Protect interview confidentiality and avoid identifying a small group through overly specific quotations or demographics.

The International Labour Organization’s 2024 “Good work!” due-diligence tool illustrates a Plan–Do–Check–Adjust cycle with practical wage and timekeeping controls for garment workshops in Argentina. Its legal references and workshop scope are Argentina-specific; use the cycle as a process model and verify every legal requirement in the factory’s jurisdiction.
Plan
Set the policy, legal register, risk priorities, responsibilities, resources, worker-participation method and review calendar. Include high-severity risks such as child labor, forced labor, blocked exits and retaliation.
Do
Implement controls: age verification, fee-free recruitment, accurate timekeeping, payroll review, machine guarding, emergency training, grievance channels and supervisor training. Communicate changes in languages workers understand.
Check
Test whether controls work through record sampling, observations, confidential interviews, incident trends and worker feedback. Check both completion and effectiveness; a training attendance sheet does not prove that workers can evacuate safely.

Interpret public factory information carefully
Better Work’s Transparency Portal publishes assessment information for participating factories in selected country programmes. Its own description states that assessments reflect compliance at the time of assessment and that coverage and displayed data are limited. Treat a listing as a dated evidence point, not a warranty of current conditions. Before comparing entries, confirm factory identity, country, assessment date, covered issues and disclosure limitations. Absence from the portal proves neither compliance nor non-compliance.
Public information should trigger questions for your own assessment, not replace one. A recent, broad assessment may be more informative than an older, narrow one, but recency alone does not establish quality. Record whether the published result is an assessment, advisory activity, improvement-plan status or another data type.
Compare two factories on an equal basis
Use one matrix for both factories and keep the local legal baseline separate for each country. Compare these five groups:
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors- Core labor rights: child labor, discrimination, forced labor, freedom of association and collective bargaining, and safety and health.
- Compensation and benefits.
- Contracts and human-resource practices.
- Occupational safety and health controls.
- Working time.
For every result, display the assessment date, review period, sample, method, source type and disclosure limitation. Do not rank a factory because it has a score without knowing whether the score covers the same issues, workers and time period. If one factory discloses payroll evidence and the other does not, report the evidence gap rather than treating the undisclosed factory as better or worse.
Document findings so they can be acted on
A useful finding has a consistent structure:
- Requirement: the applicable law, contract term or identified international benchmark.
- Condition: what was observed or documented, with location and date.
- Evidence: records, interviews, observations and corroboration status.
- Impact: affected workers and potential harm.
- Root cause: the process failure that allowed the condition.
- Action: immediate protection and longer-term correction.
- Owner and deadline: named responsibility and verification date.
- Status: open, partially implemented, verified closed or unable to verify.
Keep allegations distinct from verified findings, and record why evidence was unavailable. This protects workers, prevents exaggerated claims and makes follow-up measurable.
Common assessment failures and how to correct them
Using one announced daytime visit
Why it fails: it misses night shifts, peak production, subcontracting and altered records.
Correction: combine announced preparation with document testing, worker interviews and additional or unannounced checks where lawful and safe.
Accepting management records without reconciliation
Why it fails: payroll and time records may omit agency workers or off-the-clock work.
Best Value
Correction: cross-check independent systems, production output, access data and worker accounts.
Declaring compliance from a policy
Why it fails: policies do not prove implementation or worker awareness.
Correction: test whether workers received training, can use the procedure and experienced the promised protection.
Free tools Windows power users keep installed
One-click scans. No signup required.
Treating an international benchmark as local law
Why it fails: legal thresholds and enforcement differ by jurisdiction.
Correction: label the benchmark, verify the current national rule and explain which conclusion rests on each.
Publishing an undated score
Why it fails: conditions and ownership can change, and readers cannot judge scope.
Correction: publish date, site, period, domains, method, sample and limitations with every comparison.
Minimum deliverables for a defensible assessment
- A named factory, site, ownership or operating entity and covered workforce.
- A dated legal register for the country and sector.
- A risk-based plan covering all five core rights and working-condition areas.
- Evidence logs linking each conclusion to documents, observations and accounts.
- Confidential worker-participation and anti-retaliation safeguards.
- A finding register distinguishing verified issues, allegations and insufficient evidence.
- A corrective-action plan with owners, deadlines and effectiveness checks.
- A statement of assessment date, scope, sampling, method and limitations.
How to read the Cambodia assessment figure
A 2025 Better Factories Cambodia/International Labour Organization report cites 381 garment-factory assessments conducted in Cambodia in 2024. That number describes the programme’s Cambodia dataset; it is not a count or compliance rate for the global garment industry. Use it only with its country, programme, year and report context.
Final decision rule
Conclude that a factory meets a requirement only when evidence from the defined period and sample supports that conclusion under the applicable local rule. Where evidence conflicts, state the conflict and investigate. Where law is unclear, identify the international benchmark used. Where public information is old or partial, say so. The most useful assessment is not the one with the simplest score; it is the one that shows what was tested, what workers experienced, what remains uncertain and how improvement will be verified.
