How to Assess Infrastructure Stocks Using Order Books, Execution, and Debt

A large order book is only a starting point when assessing an infrastructure stock. The useful questions are how much work is contractually firm, when it can become revenue, what margin management expects to earn, whether projects are converting profit into cash, and whether debt remains serviceable through delays or heavier investment.

Use a filing-based process: identify the company’s business model, define its backlog on the issuer’s own terms, test conversion through revenue and margins, reconcile earnings with cash flow, then judge debt against liquidity, contracts, assets and capital needs. The same backlog-to-debt ratio should not be applied to a project contractor and a regulated asset owner.

As an Amazon Associate I earn from qualifying purchases.

Start with the business model

“Infrastructure stocks” describe several different economics. A contractor or engineering-services company wins projects and carries delivery risk. An owner/operator of a utility, transport network, midstream system or data-infrastructure asset owns the assets that generate revenue, often under regulation or long-term contracts. Their reported order books, debt and cash flows cannot be interpreted in the same way.

Model How revenue is earned Main order or backlog question Main debt question
Project contractor or engineering-services company Builds or maintains assets for customers; revenue is recognized as work is performed under contracts. How much work is signed, how cancellable it is, and whether the company can deliver it at the estimated cost and schedule. Can working-capital swings, claims, cost overruns and delayed payments be funded while projects are completed?
Infrastructure owner/operator Collects regulated, contracted or usage-based revenue from operating assets. Whether contracted or regulated cash flows are durable and what new projects are actually committed. Can asset cash flows cover interest, maintenance capital expenditure, distributions and refinancing obligations?

Before comparing two companies, record what earns their revenue, who pays, how prices or returns are set, how much capital must be reinvested, and whether debt sits at the parent, a project subsidiary or an asset-owning joint venture. Compare contractors with contractors and asset owners with asset owners whenever possible.

Read the order book as a definition, not a headline

Order book, backlog and remaining performance obligations are issuer-defined measures. A filing from an infrastructure-services provider explains that backlog can indicate future revenue, but companies calculate it differently and the measure may differ from accounting remaining performance obligations. Start by locating the definition, reconciliation and cut-off date in the annual report, interim report or regulatory filing.

Separate levels of contractual firmness

Do not treat every announced dollar as equally secure. Create separate columns for:

  • Signed backlog: uncompleted contract scope for which the company has enforceable rights to consideration under an executed agreement.
  • Awarded backlog: work announced or awarded to the company that may not yet have the same enforceable contractual position as signed work.
  • Unsigned or framework opportunity: potential work that requires a customer order, call-off, permit, financing decision or other condition before it becomes a contract.
  • Remaining performance obligations: the accounting measure disclosed under the issuer’s reporting rules; it is not automatically interchangeable with management’s backlog.

A project cancellation may not entitle a contractor to all the revenue shown in awarded backlog. Record termination rights, cancellation compensation, customer decision points and conditions precedent. A framework can represent a large addressable opportunity without being contracted sales.

Capture the details that determine quality

For each issuer, put these fields beside the headline total:

  • Signed, awarded and unsigned amounts, with the company’s definitions.
  • Expected conversion period and the portion scheduled for the next 12 months.
  • Largest customers, projects, geographies and end markets.
  • Cancellation, termination-for-convenience and milestone-payment provisions.
  • Whether change orders, claims, maintenance estimates, joint ventures, acquired businesses or unconsolidated work are included.
  • Any disclosed project margin, risk allowance or cost-to-complete estimate.
  • The reporting date, currency, segment and whether the figure is a point-in-time balance.

Align definitions and dates before comparing totals. A contractor that includes awarded work and another that reports only signed contracts may appear to have very different backlog quality even if their economic positions are closer.

Use book-to-burn carefully

Book-to-burn compares new backlog additions with revenue recognized over a period. Sterling Infrastructure, for example, defines the ratio as additions to backlog divided by revenue for the applicable period. A ratio above 1.0 under that definition means additions exceeded recognized revenue during that period; it does not prove that the additions will convert on time, at the expected margin or into cash.

Calculate the ratio only from the issuer’s stated numerator and denominator, then investigate what drove the change:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Organic awards versus backlog acquired through an acquisition.
  • One large project versus a broad increase across customers and regions.
  • Signed contracts versus conditional awards or frameworks.
  • Revenue timing affected by permits, design completion, customer funding or supply availability.
  • A denominator depressed by temporary project delays, which can make the ratio look unusually high.

Trend book-to-burn across several reporting periods rather than relying on one quarter. Keep the issuer’s definition beside your calculation because another company may use a different treatment for acquisitions, cancellations or foreign exchange.

Test execution through reported results

Build a time series with at least backlog or orders, revenue, operating profit or segment margin, operating cash flow, receivables or contract assets, working capital and capital expenditure. The purpose is to see whether awarded work is becoming profitable cash-generating activity.

Check conversion into revenue

Compare the change in backlog with revenue growth and the company’s stated conversion schedule. If backlog rises while revenue stagnates, examine the filing for delayed starts, permitting, customer decisions, labor shortages, equipment constraints, material availability or acquisition timing. Those are investigative questions, not automatic explanations. If management repeatedly pushes expected conversion into later periods, reduce the confidence you place in the headline balance.

Check project and segment margins

Revenue growth can destroy value if estimated costs rise faster than billing. Review gross margin, operating margin and segment margin, together with contract-loss provisions, claims, change orders and revisions to cost-to-complete estimates. Where an issuer publishes a margin estimate for its backlog, record whether it is pre-calculated, forecast or realized and whether it covers the entire order book.

Implenia reported an order book of CHF 8.467 billion at December 31, 2025 and said its pre-calculated project margin increased from 7.3% at the end of 2024 to 7.8% at the end of 2025. Group revenue was CHF 3.475 billion in 2025, down from CHF 3.559 billion in 2024. Those figures show why a larger order book and current-period revenue can move in opposite directions. They are Implenia’s reported CHF figures for the stated periods, not an industry benchmark.

Implenia CEO Jens Vollmar stated in the 2025 annual report: “We have increased our pre-calculated project margin from 7.3% to 7.8% within one year.” Treat that as management’s reported measurement and attribution, not as an independent forecast.

Check cash conversion

Reconcile operating profit with operating cash flow. A contractor can report profit while cash is tied up in unbilled work, contract assets, inventory, retention amounts or receivables. Compare operating cash flow with net income over several years and inspect large movements in receivables, contract liabilities and provisions. A single strong cash quarter may reflect customer advances or the release of working capital rather than a durable improvement.

Also separate maintenance capital expenditure from growth investment where the issuer provides the information. An owner/operator may have predictable operating cash flow but still require substantial capital to keep assets safe, compliant and productive. Distributions should be assessed only after interest and necessary reinvestment.

Read execution capacity and risk disclosures

An order book is useful only if the company has people, equipment, suppliers, permits and balance-sheet capacity to deliver it. Quanta Services reported, as of June 30, 2026, a 41.2% year-over-year increase in remaining performance obligations and a 21.5% increase in backlog relative to December 31, 2025. Its filing also warned that supply-chain challenges, policy and regulatory uncertainty, project delays and increased project costs had affected or could affect future periods. The lesson is to read the risk section beside the order number; Quanta’s circumstances should not be generalized to every contractor.

Assess debt against cash generation and structure

There is no universal debt-to-equity threshold that works for every infrastructure company. Start with gross debt, cash, net debt, interest expense, lease liabilities, project or subsidiary debt, maturities, covenant headroom, available liquidity and capital expenditure. Then ask whether recurring or contracted cash flows can cover interest, maintenance investment and planned distributions during a weaker operating period.

Measure the full funding burden

  • Gross debt and net debt: identify what is included in each issuer’s reconciliation and whether restricted cash is excluded.
  • Maturity schedule: note the next bond, term-loan and revolving-facility maturities, refinancing assumptions and floating-rate exposure.
  • Interest burden: compare interest expense with operating cash flow or a clearly defined operating earnings measure; keep lease interest and capitalized interest in view.
  • Liquidity: record unrestricted cash, undrawn committed facilities, commercial paper capacity and covenant conditions.
  • Project and subsidiary debt: determine whether lenders have recourse to the parent or only to a ring-fenced asset.
  • Capital spending: distinguish maintenance requirements from discretionary expansion and acquisitions.

For contractors, payment timing and working-capital requirements can make cash conversion diverge from accounting profit. For asset owners, leverage must be read alongside asset cash flows, regulation or contracts, refinancing exposure and required reinvestment. Use each company’s own definitions and reconciliations rather than forcing an identical ratio onto different structures.

Watch for timing effects in net cash

Reported cash at a period end can temporarily improve after a customer advance, asset sale, equity issuance or delayed capital spending. Compare the balance-sheet date with average or period-end debt, operating cash flow and major acquisition or investment spending. Kier’s investor information, for example, separately reports net cash at June 2026 and average month-end net cash/(debt) for FY2026. The distinction helps identify timing effects; it does not by itself establish that the company has superior debt quality.

Compare companies on aligned evidence

When two or more issuers are under consideration, use the same reporting periods and make a side-by-side worksheet. Mark “not stated” where a company does not disclose a comparable value rather than filling the gap with an estimate.

Area Questions to answer
Backlog firmness What portion is signed, awarded, unsigned, cancellable or dependent on a framework call-off? How quickly is it expected to convert?
Backlog quality How concentrated are projects and customers? What are the geography, segment and recurring-work mixes? Is margin disclosed?
Execution Are revenue and operating margins converting consistently? Are delays, claims, change orders, cost inflation or capacity limits disclosed?
Cash conversion Does operating cash flow broadly follow earnings? What do receivables, contract assets and working-capital swings explain?
Balance sheet What are gross and net debt, maturities, interest burden, liquidity, lease liabilities and project debt? Is new financing needed?
Business model Is revenue contractor-based, regulated, contracted or usage-based? How much reinvestment is required to sustain it?

Keep currencies, fiscal years, segment scopes and non-GAAP definitions visible in the worksheet. A higher backlog number is not evidence of a better investment if it is less firm, lower margin, slower to convert or more expensive to finance.

What the dated figures actually show

Kier: distinguish contracted backlog from frameworks

Kier Group reported an £11.9 billion order book as at June 2026. The same investor page described access to approximately £200 billion of framework opportunities. The £200 billion figure represents potential opportunities, not contracted backlog or guaranteed sales. Treat the two figures as separate categories in any model. Kier Chief Executive Stuart Togwell described the strategy this way: “We are building a stronger, more focused Kier, concentrating our expertise, investment and talent where we can create the greatest value for customers, shareholders, communities and colleagues.” That is management’s strategic framing, not independent evidence of future performance.

Sterling Infrastructure: qualify the 1.6x ratio

Sterling Infrastructure reported a 1.6x book-to-burn ratio for the year ended December 31, 2025, using its definition of backlog additions divided by revenue. It also said $488.9 million of year-end backlog came from an acquired business. Separate acquired additions from organic awards before interpreting the ratio as evidence of underlying demand.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Quanta Services: growth with execution caveats

Quanta Services reported a 41.2% year-over-year increase in remaining performance obligations and a 21.5% increase in backlog relative to December 31, 2025, measured as of June 30, 2026. Its accompanying risk disclosures on supply chains, policy and regulation, delays and project costs are essential context for judging whether the reported growth can be delivered at target economics.

Brookfield Infrastructure Partners: contracted cash-flow support

Brookfield Infrastructure Partners’ June 30, 2026 disclosure said approximately 90% of Adjusted EBITDA was supported by regulated or contracted revenues. That percentage is specific to the partnership and reporting period; it is not a statistic for infrastructure stocks generally. For an owner/operator, examine the term, counterparty quality, inflation linkage, regulatory reset, asset-level debt and upcoming capital requirements behind that support.

A repeatable filing-based workflow

  1. Set the comparison universe. Classify each company as a contractor, owner/operator or hybrid. Exclude companies whose revenue model cannot be compared without a separate analysis.
  2. Collect the primary filings. Use the latest annual and interim reports, earnings releases and investor presentations, then note the publication date, fiscal period and currency.
  3. Copy the definitions. Record the exact wording for backlog, order book, remaining performance obligations, book-to-burn, adjusted earnings, net debt and available liquidity.
  4. Grade backlog firmness. Split signed, awarded, unsigned and framework work; list cancellation rights, expected conversion and concentration.
  5. Build the time series. Enter at least three to five periods of additions, backlog, revenue, operating profit or segment margin, operating cash flow, working capital and capital expenditure where available.
  6. Investigate mismatches. Explain backlog growth without revenue, revenue growth without margin, and accounting profit without cash using the company’s disclosed project, customer and working-capital information.
  7. Map debt and liquidity. Enter gross debt, cash, net debt, maturities, interest, leases, project debt, facilities, covenants and maintenance capital spending.
  8. Stress the weak period. Ask what happens if conversion is delayed, costs rise, a customer withholds payment, rates increase or refinancing becomes more expensive. Use scenarios rather than an unsupported universal ratio.
  9. Write the conclusion by evidence. State whether backlog is firm, execution is demonstrated, cash conversion is credible and debt is resilient. Identify the single missing disclosure that most limits confidence.
  10. Set an update date. Revisit the worksheet after the next filing, major acquisition, contract cancellation, refinancing, guidance change or material project disclosure.

Red flags that deserve follow-up

  • Backlog rises mainly because of awards or frameworks while signed work and revenue remain flat.
  • A large order book has no disclosed conversion timetable, margin information or customer concentration.
  • Book-to-burn is high because the revenue denominator fell temporarily or because acquisitions supplied most additions.
  • Revenue grows while margin falls, contract-loss provisions increase or cost-to-complete estimates move adversely.
  • Operating cash flow repeatedly trails profit as receivables, contract assets or inventory expand.
  • Net cash improves only at a reporting date while average debt, acquisitions or capital spending remain high.
  • Debt maturities cluster before projects are expected to generate cash, or liquidity depends on an undrawn facility with restrictive covenants.
  • Management presents adjusted earnings without a clear reconciliation to statutory profit and cash flow.

How to form a balanced conclusion

Use four separate judgments instead of one headline score. First, rate firmness: how much work is enforceably contracted and how exposed it is to cancellation or customer discretion. Second, rate execution: whether the company converts backlog into revenue at stable or improving margins. Third, rate cash conversion: whether operating cash follows reported earnings after working-capital demands. Fourth, rate financial resilience: whether liquidity and asset or contract cash flows can withstand delays, cost inflation and refinancing.

A company can have excellent demand but weak execution, strong margins but poor cash conversion, or substantial assets but an uncomfortable maturity wall. Keep those judgments distinct so a large order book does not conceal a funding problem or a temporary cash balance does not conceal weak project economics.

Evidence limits and update discipline

The figures above are issuer statements from annual, interim or regulatory disclosures accessed October 13, 2026. Company definitions, forecasts, estimates and quotations should be checked against newer filings. Cross-company figures may use different currencies, fiscal periods, segment boundaries and non-GAAP measures. The evidence supports a disciplined assessment process, not a stock recommendation, fair-value estimate or universal numerical threshold. For an actual investment decision, read the complete filing, notes to the accounts, risk factors and debt agreements rather than relying on a headline backlog or leverage figure.
