How to Assess Health Risks From Ash-Contaminated Soil Near a Road

You cannot tell whether ash-contaminated roadside soil is hazardous from its color or distance from traffic. First identify what may have burned and how people could contact the soil; then ask a qualified professional to design representative sampling and have an appropriately accredited laboratory analyze it. Until the site is assessed, avoid disturbing suspected ash and follow local health or environmental agency advice.

What can make ash-contaminated soil a concern?

Ash from a burned structure can contain contaminants such as lead, arsenic, and asbestos. Fine ash and dust can also irritate the respiratory tract, eyes, and skin. What is present depends on what burned, so appearance alone cannot identify the contaminants or establish a health risk. The U.S. EPA’s Maui ash FAQ, dated November 1, 2023, and its wildfire ash cleanup guidance describe these concerns.

Road proximity raises a separate possibility: legacy lead in soil from historical use of leaded gasoline. EPA notes that lead may be higher near roadways, but road location does not prove that a particular site is contaminated. Older paint, industrial releases, ash, and other sources may also matter. EPA puts the exposure concern plainly: “High lead levels in soil can increase people’s contact with lead and therefore their exposure.” See EPA’s Lead in Soil guidance.

Lead exposure can occur through hand-to-mouth contact or soil ingestion, inhaled dust, produce grown in contaminated soil, and soil tracked indoors. Children playing in bare soil and anyone disturbing it may have more opportunities for contact. The site’s source history, measured concentrations, and actual contact patterns all matter; no single visible clue answers whether exposure is harmful.

Map the sources and exposure routes before testing

Begin with a concise site history and a map of places people use. Note whether the suspected ash followed a wildfire or structure fire, whether ash or debris was moved, and whether runoff or later disturbance spread material. Also record relevant past land uses, such as older painted structures or potential industrial activity.

  • Likely contact areas: bare play space, gardens, paths, driveways, roadside verges, and places where soil or dust may enter the home.
  • Possible routes: hand-to-mouth transfer, breathing windblown or disturbed dust, produce exposure, and soil carried indoors on shoes, clothing, pets, toys, or equipment.
  • People and activities: children’s play, gardening, digging, construction, or cleanup can change which parts and depths of soil are relevant.

This inventory helps a qualified assessor design a sampling plan that answers a real exposure question rather than producing a result from an arbitrary spot.

Use a sampling plan matched to how the soil is used

Ask a qualified environmental professional or lead risk assessor to select sampling locations, depths, timing, and analytes based on the site history and likely exposure. Shallow surface soil is often relevant to routine contact. Gardening, excavation, or construction may require samples from deeper soil as well. EPA explains exposure-specific depth selection in its lead soil sampling depth FAQ; ATSDR’s Evaluating Sampling Data guidance also addresses how sampling relates to exposure.

A sample from one point or one depth cannot automatically represent an entire property. Before sampling, clarify which areas and activities the plan is intended to represent and whether separate areas should be assessed independently. Request analysis by a laboratory accredited for the relevant methods and analytes. For lead or arsenic, ask the assessor or relevant agency whether bioavailability information is appropriate to interpretation; EPA provides guidance on that issue within its Superfund Soil Screening Guidance.

Do not treat a consumer test kit or one screening result as proof that soil is safe. EPA’s screening guidance uses a tiered evaluation and explicitly says screening levels are not national cleanup levels. A screening value is a tool for deciding whether more evaluation may be needed; its meaning depends on jurisdiction, land use, contact assumptions, and the contaminants present.

Choose a professional and laboratory by fit, not by a generic test label

Compare providers on whether their qualifications and laboratory accreditation cover the contaminants of concern and whether they will interpret results in the applicable local framework. Ask how the sampling plan accounts for ash history, roadside context, surface contact, and possible deeper disturbance. Also ask how samples will be documented and handled, including chain-of-custody and quality controls. The cited public guidance does not establish a specific provider or price, so a vendor name alone is not a reliable basis for choosing.

Reduce contact while assessment is pending

Avoid disturbing suspected ash or bare soil, and keep children out of cleanup areas. Follow instructions from local public-health or environmental agencies, which may address local fire conditions and site-specific restrictions. If ash cleanup is necessary, EPA recommends a tight-fitting respirator labeled NIOSH and either N95 or P100, along with gloves and protective clothing. A properly selected NIOSH-approved N95 respirator can reduce inhalation exposure during cleanup; it does not assess soil contamination or guarantee safety. EPA also advises HEPA-type vacuuming or damp methods for dusty surfaces because ordinary household and shop vacuums can send collected ash back into the air. See the EPA cleanup guidance.

To limit soil tracked indoors, remove shoes at the entry, wash hands after contact, and clean toys or objects that contacted soil. EPA also suggests keeping children from playing in bare soil and using clean barriers or cover where appropriate; see EPA’s Lead in Soil guidance.

Interpret results in context, not as a universal safety verdict

Have the assessor explain what the measured concentrations mean for the sampled areas, the people using them, and the proposed or existing activities. Applicable standards and screening frameworks vary by jurisdiction and land use, and the contaminant mix and sampling assumptions matter. If results indicate a concern, ask the relevant local agency or qualified professional what additional evaluation or exposure-reduction steps are appropriate.

Published examples illustrate why results must stay tied to their setting. In a May 19, 2026 release, EPA reported that 98 of 100 properties were below its federal lead screening level in subsurface samples and 95 of 100 were below it in surface samples after debris removal at sampled Eaton Fire properties. Those figures describe that follow-up sampling, not roadside or ash-contaminated soil elsewhere; see the EPA Eaton Fire response release. A 2022 study of ash collected at selected Pantanal wildfire sites reported lead of 8 ± 4 to 224 ± 81 mg/kg at sites affected by anthropogenic activities and total PAHs of 880 ± 314 to 1350 ± 70 ng/g; its findings concern those particular sites, not other fires or locations. See Caumo et al. (2022).

When to seek health advice

If you are concerned about a person’s exposure to lead, discuss blood lead testing with a health care provider. EPA directs people with soil-lead concerns to certified lead risk assessors and accredited laboratories; see EPA’s lead professional referral guidance. A soil result estimates conditions in the sampled locations; a health professional can advise whether personal exposure warrants medical follow-up.
