Start with the IT load and rack-density plan, separate opening-day capacity from the ultimate build-out, and obtain written utility and water-provider answers for every phase. A headline megawatt figure or a favorable climate is not evidence that a parcel can be energized on your schedule.
What a credible site assessment must prove
A data-center site is feasible only when five linked questions have defensible answers:
As an Amazon Associate I earn from qualifying purchases.
- Can the electrical network deliver the required phased load, at the needed voltage and resilience, when the project needs it?
- Can the electrical and mechanical design support the intended rack density, including high-density or AI equipment?
- Can the selected cooling system reject heat in the local climate with acceptable energy, water and operational requirements?
- Can the project obtain land-use, building, environmental, water and other approvals within the construction schedule?
- Is there physical and utility capacity for later phases, rather than just the first building?
ASHRAE’s AI Data Center Energy Performance Framework: Site Planning says power availability and grid capacity should be prioritized early because utility constraints and interconnection timelines are primary drivers of feasibility and schedule risk. Its guidance also calls for early attention to workload density, critical-equipment lead times, permitting, environmental effects and neighborhood considerations.
No general guide can establish a parcel’s actual megawatts, tariff, water entitlement, interconnection date, cooling design or total project cost. Those values depend on the workload, utility territory, climate, water provider and jurisdiction and must be confirmed through site-specific engineering and written agency responses.

1. Define the workload before ranking parcels
“How much power does a data center site need?” has no useful answer until the computing plan is written down. Create a load brief that distinguishes what must operate on opening day from what belongs to later phases.
Record the initial and ultimate IT load
- Expected IT demand at commissioning, expressed for the operating condition you will use in utility and engineering discussions.
- Ultimate IT demand after planned expansion, with each phase’s target date or trigger.
- Rack count, average rack density and the highest-density racks.
- Equipment mix, including CPUs, GPUs, storage, networking and any hardware with liquid-cooling requirements.
- Required availability and resilience for utility services, distribution paths, cooling trains and backup systems.
- Space, electrical and cooling allowances for growth that is not yet fully specified.
Separate IT equipment energy from facility energy. PUE is defined as total facility energy divided by IT-equipment energy, so the utility service must cover both the computing load and the electrical, cooling and other facility loads that support it. A single “data-center megawatt” number is incomplete unless it states which boundary, operating point and phase it represents.
Translate rack density into infrastructure requirements
Rack density affects busways, switchgear, transformers, power distribution, airflow management and the cooling concept at the same time. A site planned for conventional air-cooled racks may not be suitable for a later high-density AI deployment if the floor, distribution system, heat-rejection equipment and water systems cannot be upgraded without interrupting operations. ASHRAE recommends aligning site planning with the intended workload, including AI and high-density computing, rather than applying a generic data-center profile.
Make expansion assumptions explicit
For every phase, document the IT load, facility-load assumption, required utility service, cooling capacity, land area, substation or switchyard needs and date by which the capacity must be available. Mark assumptions as either committed, utility-confirmed or still to be validated. This prevents a site from appearing adequate because an uncommitted future upgrade was counted as available capacity.
2. Verify that the utility can actually serve the project
Utility capacity is a deliverability question, not a map or marketing claim. Ask the serving utility to respond to the project description in writing and identify the network location, studies, upgrades, dependencies and dates behind each answer.
Questions to put in the utility request
- What capacity is available now for the opening phase, and what capacity can be delivered for each later phase?
- At what substation, feeder or transmission connection point is that capacity available?
- What network studies, protection changes, substation work, transmission work or customer-funded upgrades are required?
- What is the interconnection-study status, and which decisions or approvals could change the schedule?
- What service voltage, metering arrangement, fault-duty limits and redundancy options apply?
- When can temporary construction power, permanent service, testing power and each operating phase be energized?
- What utility expansion plans affect the parcel, and are they funded, approved and scheduled?
- Which transformers, switchgear, breakers, relays and other long-lead items must be procured by the customer or utility?
ASHRAE specifically identifies utility infrastructure, interconnection timelines and lead times for transformers and switchgear as early planning considerations. Put the utility’s milestones on the same critical path as land acquisition, design, procurement, construction and commissioning. A site with a theoretically adequate grid connection can still fail the project if a required transformer or network upgrade arrives after the building is complete.
Distinguish capacity from a delivery commitment
Ask the utility to state whether each figure is existing firm capacity, conditional capacity, a planning estimate or a date subject to studies and upgrades. Record the assumptions, expiration dates and dependencies. Do not treat a proposed substation, an adjacent transmission line or a nearby industrial customer’s service as proof that your project can receive equivalent power.

Test the energization sequence
Build a sequence that covers utility studies, design approval, equipment procurement, civil work, installation, testing and final energization. Include the order in which construction power, permanent service, backup generation, uninterruptible power systems and cooling plants become usable. Commissioning cannot proceed on a date that precedes the utility’s documented energization path.

3. Match cooling architecture to the workload and climate
Estimate how the selected IT equipment rejects heat, then compare cooling concepts against rack density, outdoor conditions, water constraints, air quality and operational requirements. The U.S. Department of Energy’s Best Practices Guide for Energy-Efficient Data Center Design covers air management, cooling and electrical systems and direct liquid cooling. DOE FEMP’s Cooling Water Efficiency Opportunities for Federal Data Centers discusses cooling towers, air-side and water-side economizing, thermal storage and direct liquid cooling.
Air cooling and economizers
Air-side economizing can reduce mechanical cooling when outdoor temperature and humidity are within the equipment’s control range. It also introduces exposure to outdoor contaminants and requires filtration, humidity control and reliable changeover logic. Review hourly or sub-hourly temperature and humidity data, not just annual averages, and identify wildfire smoke, dust, salt, industrial pollutants and other air-quality events that could restrict economizer operation.
Water-side economizing uses outdoor conditions and the cooling-system configuration to remove heat through a hydronic path. It may reduce compressor operation during favorable conditions, but its performance depends on the heat exchanger, cooling-tower or dry-cooler arrangement, controls and required water temperatures.

Cooling towers reject heat through evaporation and discharge blowdown to control dissolved minerals. Evaluate the water source, seasonal reliability, treatment chemistry, makeup-water requirements, blowdown disposal, plume or drift controls and drought restrictions. Separate water withdrawal or makeup from water consumption and wastewater discharge; they are different permitting and operating questions.
FEMP reports that increasing cooling-tower cycles of concentration from three to six reduces cooling-tower makeup-water requirements by 20% and blowdown by 50%. Those figures apply to that operating change and do not represent total facility-water savings. Higher cycles may require treatment changes and must be checked against equipment, chemistry and discharge limits.
Direct liquid cooling
Direct liquid cooling can serve high-heat-flux equipment that is difficult to cool with room air alone. Assess the required coolant distribution units, heat exchangers, pumps, leak detection, water quality, maintenance access and heat-rejection path. Confirm whether the intended IT hardware supports the chosen liquid-cooling method and whether later equipment generations will preserve that interface.
Climate and operating envelope
For each candidate, examine:
- Outdoor dry-bulb and wet-bulb temperatures across the year.
- Humidity extremes and the control range permitted by the IT equipment.
- Airborne contaminants and the filtration burden.
- Water availability, seasonal restrictions, quality, treatment and discharge conditions.
- Heat-rejection noise, plume, drift and visual effects near neighbors.
- Flood, wildfire, freeze, storm and other hazards that could disable cooling or water systems.
Do not select a cooling technology solely because a site is cool or because it has a water source. The right design depends on the workload, operating envelope, resilience target and local resource constraints.

4. Compare efficiency with consistent boundaries
Use the same load profile, climate data, redundancy assumption, measurement boundary and operating condition for every site proposal. Otherwise, a lower metric may reflect a different scope rather than a better design.

| Metric | Definition or use | Evidence-based reference |
|---|---|---|
| PUE | Total facility energy divided by IT-equipment energy. | DOE FEMP states that average-efficiency data centers have a PUE of 2.0, while highly efficient facilities can approach the theoretical minimum of 1.0. These are contextual figures, not a promise for a proposed site. |
| WUE | Site water use relative to IT-equipment energy, expressed by FEMP in liters per kilowatt-hour. | Compare the same water boundary, climate, load and operating period for every option. |
| Cooling-system efficiency | Cooling-system power in kilowatts divided by cooling load in tons. | DOE’s 2024 guide identifies 0.8 kW/ton as a good-practice benchmark and 0.6 kW/ton as a better benchmark. These are comparison points, not guaranteed facility results. |
Require an assumptions sheet
Every efficiency proposal should state the IT load, weather file, supply and return temperatures, economizer hours, water temperature, redundancy mode, part-load behavior, measurement boundary and whether construction or auxiliary loads are included. Ask for seasonal and part-load values when the project will not operate at full design load from day one.
Use benchmarks without turning them into promises
DOE FEMP cautions that no design guide can identify “the most energy-efficient” data-center design for every scenario. Treat benchmark values as a way to compare like-for-like concepts. A design that meets a benchmark in a laboratory or modeled condition may perform differently after weather, controls, maintenance, redundancy and actual IT utilization are included.
5. Establish water feasibility at parcel level
The DOE Office of Indian Energy’s May 14, 2026 data-center siting FAQ lists land, water access and power access as general screening factors and notes that water needs vary widely with facility size and cooling technology. Use those factors to narrow a list, then obtain local confirmation.

Questions for the water provider and authorities
- What source can serve the initial and ultimate phases, and is the supply firm during drought or peak demand?
- What treatment, storage, pressure and connection work is required?
- What are the limits on withdrawal, makeup, consumption, cooling-tower blowdown and wastewater discharge?
- Which water, environmental and stormwater permits apply, and what review sequence and public process do they require?
- Can reclaimed or non-potable water be used, and what quality and reliability conditions apply?
- Are there seasonal curtailments, conservation rules, water rights issues or competing demands?
Model water for startup, normal operation, peak weather, maintenance, treatment failures and future phases. Report makeup, consumption and discharge separately so a low withdrawal number does not hide a disposal or reliability problem.
6. Put permits and community constraints on the critical path
Before eliminating a site, identify every authority involved in land use, building approval, electrical service, water, wastewater, air emissions, noise, environmental review, wetlands, traffic and construction. Confirm which approvals can run in parallel and which depend on utility studies, final equipment selection or public hearings.
ASHRAE warns that permitting timelines can affect speed to market and recommends proactive engagement. Include expected review duration, information requests, hearing dates, appeal periods and mitigation commitments in the schedule. Evaluate generator emissions, cooling-tower drift or plume, mechanical noise, lighting, truck traffic and visual impacts where they could affect neighbors or approvals.
Keep the shortlist flexible until agencies and utilities have responded. A parcel with inexpensive land can become the slower or more expensive option if its environmental review, water authorization or transmission upgrade is uncertain.
7. Compare candidate sites on one decision sheet
Use identical definitions and phase assumptions for every parcel. The following axes expose the tradeoffs that a simple power map misses.

Score evidence quality separately from attractiveness
For each axis, record the value, source, date, assumptions, confidence and next action. A utility-confirmed date should not receive the same confidence as an internal estimate. Require a named owner and deadline for every unresolved item before land acquisition or a binding option expires.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.8. A practical assessment sequence
- Write the workload brief. Define opening and ultimate IT loads, rack densities, equipment mix, resilience and expansion dates.
- Convert the brief into site requirements. Specify phased electrical service, distribution, cooling capacity, water quality and land reservations.
- Request utility validation. Ask for deliverable capacity, connection point, studies, upgrades, equipment dependencies and energization dates in writing.
- Screen climate and resources. Analyze temperature, humidity, air quality, water source, drought exposure and discharge constraints for each parcel.
- Develop comparable cooling concepts. Model air, economizer, tower, dry-cooler and liquid-cooling paths that fit the actual workload.
- Normalize efficiency metrics. Apply the same PUE, WUE and cooling-efficiency boundaries, weather files, redundancy and load profile.
- Map permits and community impacts. Identify agencies, review sequences, noise, emissions, water and environmental requirements before narrowing the list.
- Build the integrated schedule. Tie utility studies, permits, long-lead equipment, construction, commissioning and phased energization together.
- Close evidence gaps. Obtain provider letters, engineering studies and agency confirmations for every assumption that affects cost or opening date.
- Choose the site with documented contingencies. State what happens if a utility date slips, water is curtailed, a transformer is delayed or the workload changes.
Common failure modes and corrective actions
Relying on a headline megawatt number
Why it fails: The number may describe an entire network, a future plan or a different connection point rather than firm service for your phases.
Correction: Obtain the utility’s written capacity, upgrade scope, study status and energization milestones for the project’s actual load profile.
Choosing a cooling system before defining rack density
Why it fails: High-density or liquid-cooled equipment can change distribution, heat-rejection, water and maintenance requirements.
Correction: Freeze a workload and rack-density envelope first, then compare cooling concepts against it.
Using annual climate averages
Why it fails: Short periods of high humidity, smoke, dust or extreme temperature can disable economizer operation or increase treatment and filtration needs.
Correction: Analyze the full weather and air-quality range and document the equipment’s allowable control envelope.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsCounting water withdrawal as total water impact
Why it fails: Cooling towers also consume water through evaporation and discharge blowdown; wastewater and permit limits may be the binding constraint.
Best Value
Correction: Model makeup, consumption, blowdown and discharge separately, including drought and peak-weather cases.
Comparing efficiency claims with different boundaries
Why it fails: One proposal may exclude auxiliary loads, use a different weather file or assume a different redundancy mode.
Correction: Require a common assumptions sheet and matching measurement boundary before ranking PUE, WUE or kW/ton.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Leaving permits until after site control
Why it fails: Environmental review, water authorization, noise conditions or public hearings can move the opening date or require redesign.
Correction: Build an agency matrix and review schedule while multiple parcels remain available.
Assuming expansion is automatic
Why it fails: Later phases may need additional utility upgrades, land, cooling towers, water rights or switchgear that cannot be added without interrupting the first phase.
Correction: Reserve the physical and utility path and obtain confirmation for the ultimate plan, not just the first building.
What the final site-selection package should contain
- A workload brief with opening and ultimate IT loads, rack densities and resilience requirements.
- A phased electrical one-line and a utility letter describing capacity, connection point, studies, upgrades and dates.
- A long-lead equipment register covering transformers, switchgear and other schedule-critical items.
- Climate, air-quality and water-resource analysis tied to the proposed cooling architecture.
- Cooling and water models with PUE, WUE and cooling-efficiency assumptions stated consistently.
- A water balance separating makeup, consumption, blowdown, discharge and seasonal restrictions.
- A permit and community-impact matrix with review durations and dependencies.
- An expansion plan showing land, utility, electrical, mechanical and water reservations.
- A risk register assigning an owner, evidence source, date and mitigation to every unresolved assumption.
- An integrated schedule showing utility, permit, procurement, construction, commissioning and energization milestones.
If a critical item remains an unverified estimate, label it as such and keep the site in conditional status. Final commitment should follow documented utility and water-provider responses and project engineering, not a generic benchmark or a favorable initial impression.
