How to Assess Critical Infrastructure Risks in Your Organization’s Supply Chain

Assess supply-chain risk by starting with the critical services your organization must keep running, mapping every dependency that enables them, testing realistic disruption scenarios, and assigning treatment to the risks that could cause the greatest mission impact. A direct-vendor questionnaire is only one input. A useful assessment also covers upstream suppliers, physical materials, software and data, utilities, transport routes, geography, subcontractors, and the ability to substitute or recover.

What a critical-infrastructure supply-chain assessment must cover

A supply chain is more than the companies that send you invoices. A water operator may depend on treatment chemicals and electricity purchased from external providers. A hospital may rely on a cloud identity service, medical-device components, fuel deliveries, telecommunications, and specialized maintenance. A rail operator may depend on signaling software, spare parts, power, and a small number of logistics routes. Failure in any of those inputs can interrupt the service that communities or connected sectors depend on.

As an Amazon Associate I earn from qualifying purchases.

Assess the chain at three connected levels:

  • Physical: materials, equipment, facilities, utilities, warehouses, transport, ports, roads and fuel.
  • Digital: software, cloud services, data, networks, remote administration, update channels, identity systems and managed services.
  • Organizational and geographic: suppliers, subcontractors, ownership, concentration, cross-border exposure, shared locations and policy or contractual dependencies.

CISA’s Infrastructure Dependency Primer describes this wider view and notes that “These supply chain considerations can be an important part of understanding dependencies that can impact communities.” NIST’s cybersecurity guidance is valuable, but it is not a complete method for every safety, physical, geopolitical, financial or sector-regulatory risk.

1. Define the services and outcomes that must keep working

Do not begin with a spreadsheet of vendors. Begin with the services, mission outcomes and critical business functions your organization is responsible for. Name an accountable owner for each function and describe what interruption would mean.

  • Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
  • Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
  • Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
  • Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

Capture tolerable consequences

For each function, document the consequences that matter in your sector:

  • Safety consequences for workers, patients, customers or the public.
  • Loss of service availability and the maximum tolerable outage.
  • Integrity failures, such as incorrect treatment settings, corrupted records or unsafe control commands.
  • Confidentiality obligations where sensitive data or regulated information is involved.
  • Legal, regulatory, contractual and public-interest consequences.
  • Financial loss, environmental damage and effects on connected sectors.
  • Recovery requirements, including the order in which capabilities must return.

These tolerances are organization-specific. A national utility, a regional manufacturer and a local public agency may use the same assessment logic but have different thresholds and obligations.

Build a function-to-dependency register

Create one record for each dependency that enables a critical function. At minimum, record:

Field What to record
Critical function The service or outcome supported.
Dependency or supplier Company, internal team, product, service, utility or material.
Dependency type Physical, digital, personnel, facility, data, transport or contractual.
Location and route Production site, data center, warehouse, border, port or delivery path, when known.
Access and data Systems, facilities, credentials, operational data or remote connections available to the dependency.
Substitute and transition time Known alternate source, qualification needs and estimated time to switch.
Upstream visibility Known subcontractors, component makers and single points of concentration.
Failure or threat conditions Events that could make the dependency unavailable, unsafe, compromised or delayed.
Internal owner The person accountable for the dependency and its treatment.

Mark unknown fields explicitly. An unknown country of manufacture, subcontractor or recovery time is itself an exposure that should drive a follow-up action.

2. Map dependencies beyond tier one

For each critical function, draw the chain from the service back through systems, products, suppliers, utilities and logistics. Start with direct suppliers, then extend upstream where the information is available or where the consequence justifies the effort.

Include physical, logical and geographic relationships

  • Physical relationships: a generator depends on fuel, a treatment process depends on chemicals, and a facility depends on cooling, water and replacement parts.
  • Logical relationships: a service may depend on a shared identity provider, software update mechanism, domain, certificate authority, data feed or remote-management platform.
  • Geographic relationships: several suppliers may use the same region, power grid, transport corridor, port, data-center campus or disaster-prone area.
  • Policy and contractual relationships: export controls, licensing, sanctions, service-level terms, maintenance rights and end-of-life decisions can affect availability.

Represent dependencies as a graph or layered map rather than a flat vendor list. Link every node to the critical function it supports. This prevents a low-spend supplier from being overlooked when its component is irreplaceable, and exposes common-mode failures where multiple suppliers depend on the same upstream provider.

Ask for evidence proportionate to impact

Use contracts, bills of material, architecture diagrams, shipping records, maintenance agreements, service reports and supplier interviews to validate the map. A supplier may not disclose every upstream relationship, especially for proprietary components. Record the confidence of each map element and the date it was verified. Do not treat a supplier’s assertion that it has “redundancy” as proof that the alternate site, component or route is independent.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Identify which suppliers and products are critical

Prioritize a supplier when its failure, compromise, delay or unsafe output could materially impair a critical function. Purchase price or annual spend is not a reliable proxy for criticality.

Criticality signal Questions to answer Evidence to seek
Service impact Which essential function stops or degrades if this input is lost? Function owner’s impact analysis and recovery priority.
Substitutability Is there a qualified alternative, and how long would transition take? Approved alternates, qualification records, inventory and lead times.
Concentration Do several products or suppliers share an upstream source, location or provider? Component provenance, ownership and location information.
Access Can the supplier reach critical systems, facilities, data or operational technology? Accounts, network paths, privileges, remote-support arrangements and data flows.
Lifecycle dependence How are the product’s components developed, maintained, updated and retired? Support terms, update process, vulnerability handling and end-of-life notices.
Recovery evidence Can the supplier continue and restore service during a major event? Continuity plans, recovery objectives, exercise results and notification procedures.

Classify suppliers and products into tiers that your organization can operate consistently. For example, a “critical” tier might require executive ownership and scenario testing, while a lower tier receives a lighter review. Define the criteria in writing and allow a function owner to escalate a supplier when new information changes its impact.

4. Assess the product and its entire lifecycle

NIST SP 800-161 Rev. 1 Update 1, published November 1, 2024, is the current NIST publication for cybersecurity supply-chain risk management; it supersedes the May 2022 Rev. 1 edition and the older 2015 edition. NIST describes it this way: “This publication provides guidance to organizations on identifying, assessing, and mitigating cybersecurity risks throughout the supply chain at all levels of their organizations.”

Use that publication for strategy, policies, plans and product or service risk assessment, while adding the physical and operational lenses your sector requires. Examine not only the finished product or service, but also the components and the route they took through the chain. Relevant risks include malicious functionality, counterfeit or substituted components, weak manufacturing or development practices, tampering, poor maintenance and reduced visibility.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Review development, manufacturing and maintenance

  • How are source code, build systems, firmware and release artifacts protected?
  • How are components identified, approved and traced through manufacturing and assembly?
  • What controls detect counterfeit, altered or unauthorized parts?
  • How are vulnerabilities reported, triaged, fixed and communicated?
  • Who can issue updates or access the product remotely, and how is that access controlled?
  • What happens when a component, software version or support contract reaches end of life?

Request evidence that matches the risk. Possible evidence includes a component inventory, secure-development records, independent assessments, maintenance logs, provenance information, incident-notification terms and recovery-test summaries. A completed questionnaire is an input, not proof that controls work in practice.

5. Use a vendor assessment that asks decision-relevant questions

For information and communications technology purchases, CISA’s Operationalizing Vendor SCRM Template for SMBs and its spreadsheet provide a structured starting point. CISA describes the resource as a way to standardize planning for ICT hardware, software and services. Adapt the questions to your role as an acquirer, integrator or supplier; do not send every supplier the same form regardless of impact.

Core questionnaire areas

  1. Organization and ownership: legal entities, operating locations, ownership changes, key subcontractors and points of contact.
  2. Product and component provenance: manufacturing sites, critical components, software dependencies, update channels and known concentration.
  3. Security and access: administrative access, remote support, authentication, network connections, data collected and data location.
  4. Resilience: alternate facilities, staffing, inventory, logistics, recovery objectives and dependencies on shared providers.
  5. Incident handling: notification time, escalation contacts, evidence preservation, customer cooperation and public-communication responsibilities.
  6. Lifecycle support: vulnerability remediation, patch availability, version support, decommissioning and data deletion.
  7. Subcontractor governance: approval, flow-down requirements, monitoring and notification of material changes.

Ask for dates, scope and limitations for every assurance document. A certification may cover only one facility, service or period. Compare the evidence with your own architecture and consequence analysis.

6. Analyze realistic disruption and compromise scenarios

For each high-impact dependency, write scenarios that connect a threat or failure to a mission consequence. CISA’s ICT SCRM Task Force Threat Scenarios Report provides examples with impact and mitigation fields and says the approach can be extended to other critical-infrastructure providers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Scenario prompts

  • A supplier’s production site is unavailable because of fire, flood, earthquake, pandemic or prolonged power loss.
  • A critical component is counterfeit, tampered with or delayed at a border or transport hub.
  • A software update introduces malicious functionality or a vulnerability that spreads through connected systems.
  • A supplier or subcontractor suffers a cyber incident and cannot provide support, updates or data.
  • A shared cloud, telecommunications, identity or managed-service provider fails across several functions.
  • A supplier exits the market, changes ownership, loses a license or ends support for a product.
  • A geopolitical or policy change prevents procurement, export, payment or cross-border service delivery.

Record consequences and recovery paths

For every scenario, document the affected function, time to degradation, populations or connected sectors affected, safety and legal consequences, detection method, containment options, manual workaround, alternate source and restoration sequence. Include supplier concentration, common geography and shared ICT providers when they are relevant to the dependency. Avoid assuming that a plausible scenario is equally likely everywhere; record the basis and confidence for each judgment.

7. Prioritize risks with a transparent method

There is no universal scoring formula established by the cited guidance. Use a documented scale that decision-makers can understand and apply consistently. A practical priority statement combines four dimensions:

Dimension Assessment question
Consequence How severe is the effect on safety, service, integrity, legal duties, finances and connected sectors?
Exposure or likelihood How plausible is the failure, compromise, delay or loss under relevant threat and operating conditions?
Dependency criticality How essential is this supplier, product, route, system or component to the function?
Response capacity How quickly can the organization substitute, contain, continue manually or recover?

Use categories such as low, medium and high, or a numerical scale if your governance process already requires one. Define each category, record assumptions, identify who made the judgment and state confidence. A high-consequence dependency with weak substitution may deserve action even when the initiating event appears unlikely. Conversely, a frequent event may be tolerable when an independent, tested alternate is available.

  • Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft

Assess at the right organizational level

NIST recommends supply-chain risk assessment at enterprise, mission or program, and operational levels. At the system level, include both the supply-chain infrastructure and the information system or components moving through it. Enterprise leaders set risk appetite and resources; mission owners describe service consequences; operational teams validate controls, routes, configurations and workarounds. Keeping these levels connected prevents a procurement score from hiding an operational single point of failure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

8. Treat priority risks and assign accountability

Every priority risk needs an accountable owner, a specific action, a due date and a residual-risk decision. Possible treatments include:

Treatment When it helps Implementation examples
Reduce dependency A single source, privilege or shared provider creates excessive exposure. Qualify an alternate, redesign a component, limit remote access or remove unnecessary data flows.
Increase resilience Replacement takes longer than the tolerable outage. Hold appropriate inventory, pre-position spares, document manual operation or establish alternate logistics.
Improve assurance Visibility or evidence is insufficient for the impact. Require provenance, lifecycle information, testing, audit rights and material-change notification.
Strengthen continuity The supplier may be available but unable to restore service quickly. Align recovery priorities, test restoration, define escalation and agree communications.
Contain access A supplier or product can affect critical systems or data. Use least privilege, segmentation, strong authentication, monitored sessions and controlled update paths.
Accept with monitoring Further reduction is disproportionate and leadership accepts the residual exposure. Document the rationale, warning indicators, owner and review trigger.

Contract language should support the treatment, but a clause alone does not create resilience. Verify that notification windows, access restrictions, recovery commitments and subcontractor obligations are operationally achievable.

9. Exercise the plan and test critical functions

CISA’s corporate guidance recommends leadership participation in supply-chain incident tabletop exercises and continuity tests for critical business functions. Include senior business leaders, operational owners, procurement, cybersecurity, legal, communications and relevant suppliers.

Design an exercise that reveals dependencies

  1. Select one critical function and a dependency whose loss would challenge its recovery.
  2. Inject a realistic event, such as a supplier outage, compromised update, unavailable component or transport disruption.
  3. Ask who detects the problem, who has authority to stop affected operations and which supplier contacts are valid.
  4. Walk through alternate sources, manual procedures, inventory, segmentation, communications and restoration priorities.
  5. Record decisions, time assumptions, missing information and conflicts between contractual and operational expectations.
  6. Assign corrective actions and retest the changes.

A tabletop tests decisions and coordination; a continuity or technical test provides stronger evidence that systems, people and alternate arrangements actually work. Do not claim recovery capability solely because a plan exists.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

10. Govern the assessment as a living process

Refresh the map and risk decisions when a critical supplier, product, route, system, ownership arrangement, threat or operating requirement changes. Reassess after incidents, near misses and exercises. Choose a cadence suited to risk rather than applying one interval to every supplier. Critical dependencies may need event-driven review and regular operational validation, while low-impact suppliers can follow a lighter schedule.

Maintain a change log showing what changed, who approved it, which functions are affected and whether residual risk remains acceptable. Report a small set of decision-useful measures to leadership: critical dependencies without a validated alternate, suppliers with unknown upstream exposure, overdue treatment actions, untested recovery assumptions and open high-consequence risks.

How to adapt the method to smaller organizations

CISA reported in 2023, citing the Small Business Administration, that the United States had more than 31.7 million small and medium-sized businesses, representing 41.7 percent of private-sector employees and nearly half of gross domestic product. Those figures explain why CISA offers an SMB-oriented ICT supplier template, but they do not mean every small business is a critical-infrastructure operator.

A smaller organization can still apply the same logic with a focused register:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • List the few services that would cause the greatest harm if interrupted.
  • Identify the suppliers, utilities, systems and routes that make each service possible.
  • Contact the most critical suppliers first and document unknowns.
  • Choose one credible outage or compromise scenario for each essential function.
  • Agree on an alternate, workaround or recovery priority before an incident.
  • Run a short tabletop with leadership and operational staff, then track actions.

Scale the evidence request and exercise depth to consequence. A concise, maintained map is more useful than an exhaustive questionnaire that nobody reviews.

Common assessment mistakes

  • Counting vendors instead of dependencies: a low-cost component or utility can be mission-critical.
  • Stopping at tier one: subcontractors, shared providers and common geography can create hidden concentration.
  • Using cybersecurity as a proxy for all risk: physical, safety, geopolitical, financial and regulatory exposures need their own analysis.
  • Treating questionnaire answers as control evidence: validate important claims through documents, architecture review or testing.
  • Scoring without consequence: a number that is not tied to a critical function cannot guide action.
  • Assuming redundancy is independent: two suppliers may share a component, route, facility or provider.
  • Writing plans without exercising them: untested contacts, inventory and workarounds often fail under pressure.
  • Leaving ownership unclear: procurement, security and operations must share information, but one person must own each treatment.

Reference set for the assessment

Use NIST SP 800-161 Rev. 1 Update 1 for a current cybersecurity supply-chain risk-management structure and product or service assessment. Use CISA’s Infrastructure Dependency Primer to broaden the map across physical, logical and geographic dependencies; its Resilience Services and Multi-Asset and System Assessment resources for wider resilience planning; the Operationalizing Vendor SCRM Template for SMBs for ICT supplier vetting; and the ICT SCRM Task Force Threat Scenarios Report for example threats, impacts and mitigations. CISA states that the scenario approach can be adapted to other critical-infrastructure providers.
