Assess China’s demographic outlook in three layers: establish a dated, consistently defined population baseline; trace how age structure, labor participation, migration, saving and public spending affect the economy; then compare policy-sensitive scenarios rather than treating a population projection as a GDP forecast.

The latest official baseline is contractionary. China’s National Bureau of Statistics (NBS) reported 1,404.89 million people at year-end 2025, 3.39 million fewer than a year earlier, with 7.92 million births and 11.31 million deaths. Those observations show the demographic direction, but they do not by themselves determine future growth. Productivity, capital deepening, retirement behavior, migration, consumption and fiscal policy can materially change the economic result.

1. Start with an internally consistent demographic baseline

Before making an economic judgment, fix the reference date, population coverage and definitions. Do not mix a year-end population with a mid-year estimate, or compare age groups whose boundaries differ. Use the NBS annual communiqué for observed Chinese data and record the release year alongside the reference year.

Latest population, births and deaths

Measure Year-end 2024 Year-end 2025 How to use it
Total population 1,408.28 million 1,404.89 million Observed year-end totals reported by the NBS; 2025 was 3.39 million lower than 2024.
Births 9.54 million 7.92 million Observed annual births in the respective NBS communiqués.
Deaths 10.93 million 11.31 million Observed annual deaths in the respective NBS communiqués.
Births minus deaths Approximately −1.39 million Approximately −3.39 million Simple arithmetic from the published counts; it is natural change, not a complete migration estimate.

The 2025 figures come from the NBS communiqué released in 2026. The 2024 figures come from the preceding annual communiqué. Keep the publication year and reference year separate in a spreadsheet or chart, because a release dated 2026 can describe conditions at the end of 2025.

Age bands must match before they are compared

Age measure Published value Reference Interpretation
Age 15–59 868.75 million Year-end 2025 NBS communiqué A broad working-age band used in that communiqué; it is not the same as the employed population.
Age 0–14 212.76 million Year-end 2025 NBS communiqué Children and younger adolescents under that published definition.
Age 60 and above 310.31 million, or 22.0% Year-end 2024 NBS communiqué Older-population measure with a 60-year threshold.
Age 65 and above 220.23 million, or 15.6% Year-end 2024 NBS communiqué Older-population measure with a 65-year threshold.

The 2025 communiqué and 2024 communiqué use different published groupings. It is invalid to subtract the 2025 15–59 figure from the 2024 60-and-above figure and call the result an annual change. Build a like-for-like series from the same table definition before calculating trends.

Natural change is not the whole population story

Births minus deaths gives natural increase or decrease. The year-to-year population total also reflects the statistical treatment of migration and coverage. For a serious assessment, retain separate columns for births, deaths, natural change, net migration or adjustment where available, and the reported total. If those components do not reconcile exactly, check rounding and the communiqué’s definitions instead of forcing them to match.

2. Separate population size from effective labor supply

A falling headcount does not translate one-for-one into falling output. Economic labor input depends on how many people work, how many hours they supply, their skills and health, and when they retire. Conversely, a stable working-age count can coexist with weaker labor input if participation falls or workers move into part-time employment.

Working-age population versus workers

Use at least four distinct concepts:

  • Age-defined working-age population: a statistical band such as 15–59 or 15–64.
  • Labor-force participation: the share of a relevant population that is employed or seeking work.
  • Employment and hours: the people actually working and the quantity of labor supplied.
  • Effective labor: labor adjusted for education, experience, health, skills and productivity.

The World Bank’s June 2024 China Economic Update identifies both a declining working-age share and lower labor-force participation as channels through which aging can slow growth. Therefore, an outlook should show a demographic count and a separate assumption for participation and effective retirement age.

Human capital can offset part of the numerical decline

Fewer young cohorts may reduce the number of new workers, but education, training, health and job matching can raise output per worker. In a scenario model, represent this through labor-quality growth or total-factor productivity rather than quietly assuming that every person in an age band contributes the same amount of output.

Retirement behavior is a policy-sensitive variable

The age at which people leave employment affects labor supply, pension claims and tax receipts simultaneously. The IMF’s 2026 working paper explicitly evaluates retirement-age and pension measures. When comparing scenarios, state whether the effective retirement age is unchanged, rises gradually or remains below the legal threshold because of labor-market conditions. Do not treat a statutory change as an immediate increase in full-time employment.

3. Trace the economic channels instead of assuming a one-for-one GDP effect

The World Bank’s framework is useful because demography operates through several linked mechanisms. A sound assessment follows each channel and identifies whether it is a drag, a possible offset or a fiscal risk.

Labor supply and human capital

A smaller or older labor force can reduce potential output if participation and hours do not rise. It can also create shortages in particular occupations while leaving other workers underemployed. Track participation by age and sex, employment by sector, hours worked, educational attainment and migration status where the data permit.

Capital deepening and automation

When labor becomes scarcer, firms may invest in machinery, software and process improvements. That can raise capital per worker and soften the output effect of demographic contraction. It is not automatic: high uncertainty, weak demand or poor returns can suppress investment. Separate the demographic pressure from the investment response in your scenario assumptions.

Productivity

Productivity growth determines how much output each worker and each unit of capital generates. The IMF’s 2024 working paper estimates potential growth of around 3.8% a year on average in 2025–30 and around 2.8% in 2031–40 in a scenario without major reforms. In its reform scenario, which combines productivity-enhancing structural reforms with a shift toward consumption, potential growth averages around 4.3% over 2025–40. These are model estimates, not recorded growth rates, and they should not be added mechanically to a separate aging effect.

Household saving and consumption

Age structure changes who saves and who spends. Working-age households often accumulate assets, while retirees draw them down; the actual pattern depends on pensions, health costs, housing wealth, precautionary saving and confidence. A large older population can therefore alter the composition of demand even when total consumption is resilient. Compare scenarios using household saving, consumption growth and the adequacy of retirement income, rather than assuming that aging necessarily means weak consumer demand.

Pensions, health care and public finance

More retirees can increase pension and medical spending while the tax base grows more slowly. Fiscal pressure may reduce public investment or require higher contributions, benefit changes or transfers across regions. The World Bank describes these public-finance channels, and the IMF’s 2026 paper estimates that population aging alone could raise pension spending by nearly 10 percentage points of GDP by 2050 under its modeled assumptions. That is a conditional estimate, not a prediction for every policy regime.

Regional labor markets and migration

Internal migration means national averages hide very different local age structures. The World Bank reports that some richer regions are older, migrant-receiving provinces can be younger, and some poorer provinces are aging as working-age residents move away. A national labor shortage can therefore coexist with surplus labor or faster aging in particular provinces. Analyze origin and destination regions separately when the investment, housing or fiscal question is regional.

4. Compare explicit scenarios, not a single headline forecast

Use a scenario table that exposes the assumptions driving the result. At minimum, vary labor participation and effective retirement age, productivity and capital deepening, pension financing, migration and urbanization, household saving and consumption, and fertility and mortality assumptions.

Scenario Demographic assumptions Labor and productivity Fiscal and demand implications What to conclude
Continuation Low births continue, mortality follows the projection variant, and net migration does not materially offset natural decrease. Participation and retirement behavior change little; productivity follows the no-major-reform path. Pension and health costs rise relative to the tax base; saving remains high and consumption rebalances slowly. Slower potential growth and greater pressure on public finances, with results dependent on the model’s productivity assumptions.
Reform and adaptation Fertility may stabilize but is not assumed to rebound instantly; migration and urbanization improve matching. Participation rises, retirement is more flexible, human capital improves and firms deepen capital; productivity follows a stronger reform path. Better pension financing and stronger household confidence support consumption and preserve fiscal space. Demographic decline remains, but output per worker and demand composition improve.
Adverse aging Births remain weak, longevity rises and the older share increases faster than in the baseline variant. Participation falls or retirement is unchanged; productivity and investment disappoint. Pension and health spending crowd out other expenditure, while precautionary saving restrains demand. The largest downside risk, especially where local governments have a narrow tax base.

The IMF’s 2024 potential-growth estimates can anchor the continuation and reform contrast, while the IMF’s 2026 paper provides a separate estimate of the aging-only drag and pension-spending effect. Keep those exercises distinct: the first compares broad growth regimes, and the second isolates demographic aging under its own assumptions.

5. Use a repeatable assessment workflow

  1. Define the decision and horizon. An investor evaluating a five-year earnings outlook needs different measures from a pension analyst evaluating 2050 liabilities. Write the horizon before selecting a projection.
  2. Lock the baseline date. Record the NBS release date, the reference year, population coverage and every age-band definition.
  3. Calculate natural change. Put births and deaths beside the total population. Keep migration or statistical adjustments separate instead of inferring them from a residual without checking definitions.
  4. Measure effective labor. Add participation, employment, hours, education, health, migration and retirement behavior to the age-defined population.
  5. Map every macro channel. Estimate the direction and size of labor, productivity, capital, saving, consumption, pension, health and fiscal effects.
  6. Build at least three scenarios. Change one assumption at a time for sensitivity tests, then run coherent packages such as continuation, reform and adverse aging.
  7. Disaggregate geographically. Compare aging regions, migrant-sending provinces and migrant-receiving provinces before applying a national conclusion to a local market.
  8. Audit the projection vintage. Record the release, variant, extraction date and horizon. Replace old observed data with the newest official communiqué without silently changing the historical definitions.

6. Handle long-range population projections carefully

The United Nations World Population Prospects 2024 is an official resource with age-specific estimates, projections and multiple variants. A China projection is meaningful only when you identify the exact WPP 2024 variant, age breakdown, projection horizon and extraction date. Fertility, mortality and migration assumptions can produce materially different endpoints.

No single long-range endpoint should be quoted as “China’s population” without those qualifications. Use a range of variants for stress testing and show how each variant changes the dependency ratio, labor supply and fiscal burden. A population projection is an input to the economic model; it is not a GDP forecast.

7. Build an indicator dashboard

A practical dashboard combines observed demographic data with economic indicators that reveal whether adjustment is occurring.

Block Indicators Question answered
Population Total population, births, deaths, natural change, age bands Is contraction accelerating, stabilizing or changing composition?
Labor Working-age population, participation, employment, hours, effective retirement age How much labor is actually available?
Quality and productivity Education, health, output per worker, total-factor productivity, capital per worker Can productivity offset fewer workers?
Mobility Interprovincial migration, urbanization and migrant-receiving versus sending regions Where are workers and consumers moving?
Households Saving rate, consumption growth, housing wealth, pension coverage and benefit adequacy Will aging reduce demand or redirect it?
Public finance Pension spending, health spending, contribution revenue, transfers and local fiscal capacity Can government absorb the dependency-cost increase?
Projection controls Fertility, mortality and migration variants; model vintage How sensitive is the conclusion to assumptions?

8. A worked reading of the 2025 baseline

Suppose the question is whether China’s demographic data imply weaker medium-term potential growth. Begin with what is observed: the NBS reports 1,404.89 million people at year-end 2025, 7.92 million births and 11.31 million deaths. Births minus deaths is approximately −3.39 million. The year-end population also fell 3.39 million from 2024, although the components should still be checked against the NBS coverage and rounding conventions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The same communiqué reports 868.75 million people aged 15–59 and 212.76 million aged 0–14. Simple division by the total gives approximate shares of 61.9% and 15.1%; these are calculations from the published counts, not separately published NBS rates. The 2024 communiqué instead reports 22.0% aged 60 and above and 15.6% aged 65 and above. Because the age boundaries do not match, the 2025 counts cannot be used to claim a precise year-on-year change in the 60-plus or 65-plus share.

The economic reading is therefore conditional. The baseline signals fewer births and a larger need to support older cohorts. The size of the eventual growth effect depends on participation, retirement, productivity, investment, migration, saving behavior and the fiscal response. A continuation scenario might use the IMF’s no-major-reform potential-growth estimates; a reform scenario would test whether stronger productivity and consumption rebalancing offset part of the demographic drag.

9. Common analytical mistakes

  • Calling a population forecast a GDP forecast. Population is one input. Productivity, capital, labor participation and policy determine the rest.
  • Mixing age definitions. Do not compare 15–59 with 60-plus, or 0–14 with 65-plus, as if the categories were complementary.
  • Equating working-age people with workers. Participation, hours, health, skills and retirement behavior matter.
  • Ignoring migration. National totals can conceal sharp provincial differences created by internal movement.
  • Repeating model estimates as facts. Label the IMF growth and pension numbers as conditional estimates and name the model year.
  • Using an unlabeled projection vintage. Fertility, mortality and migration variants change long-range results. State the UN WPP variant and extraction date.
  • Assuming fertility policy has an immediate macro effect. A birth today enters the labor force roughly two decades later, while childcare, housing and labor-market policy can affect participation sooner.
  • Overlooking demand composition. Aging can change what households buy and save even when aggregate consumption does not collapse.
  • Applying a national conclusion to every province. Fiscal capacity, age structure and migration flows differ substantially by region.

10. How to state the conclusion responsibly

A defensible conclusion has four parts: observed direction, transmission channels, scenario range and uncertainty. For example: China’s population and natural change moved further into decline in the 2025 NBS data; this creates pressure through labor supply and age-related public spending, but the effect on output depends on participation, productivity, capital, migration, saving and policy; model scenarios span materially different growth paths; and the result should be updated as new NBS releases and projection vintages arrive.

The World Bank Group summarizes the fiscal and growth challenge this way: “A rapidly aging population presents additional challenges: a declining labor force is slowing GDP growth, while the growing ranks of the old could put pressure on public finances.” That statement describes the direction of the channels, not a fixed numerical forecast. The analyst’s job is to quantify each channel, keep observations separate from projections and show which policy assumptions drive the difference between scenarios.
