How to Assess a Data Center’s Water Use and Impact on Local Supplies

A data center’s water impact cannot be judged from one “gallons per day” figure or a favorable Water Usage Effectiveness (WUE) score. A defensible assessment separates withdrawals, consumption, and returns; identifies every source and discharge destination; establishes the facility and reporting boundary; and compares annual and peak-season flows with the local watershed, aquifer, competing users, ecological needs, water quality, and utility capacity.

The process below gives you a repeatable way to determine what a reported number means, what it leaves out, and whether a facility could materially affect local supplies.

Start with the question WUE cannot answer

Water Usage Effectiveness is useful for comparing operational efficiency, but it is not a sustainability verdict for a location. The U.S. Department of Energy’s Federal Energy Management Program defines WUE as:

WUE = (Annual Site Water Usage (liters)) / (IT Equipment Annual Energy Use (kWh)).

The result is expressed in liters per kilowatt-hour. A lower value means less water is used per unit of IT energy under the same accounting method. It does not reveal whether the water comes from a stressed aquifer, whether demand spikes during a drought, whether the supply is potable, or whether wastewater treatment capacity is constrained.

For that reason, every assessment should report WUE together with absolute volumes and local context. A facility with a higher WUE in a water-abundant area may pose less supply risk than a highly efficient facility drawing from a depleted aquifer. The reverse can also be true.

Define exactly what facility and period you are measuring

Before collecting numbers, write down the physical and accounting boundary. Data-center disclosures may cover a single building, a campus, a regional fleet, or an entire company. Those scopes are not interchangeable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Record the facility boundary

  • Facility or campus name and physical location.
  • Operator and reporting year.
  • Whether figures cover one site, a regional group, or a company-wide portfolio.
  • Whether cooling towers, chillers, humidification, server rooms, offices, kitchens, landscaping, fire-suppression tanks, and construction activities are included.
  • Whether leased, colocated, edge, or contracted facilities are inside the reported boundary.

A provider-specific example shows why this matters. AWS defines “attributable water withdrawals” to include water directly supporting cloud services, including cooling, domestic use at operational data centers, and filling fire-flow tanks. Its boundary covers owned, leased, or controlled facilities and certain edge sites. That is an accounting choice, not a universal industry rule. A different operator may exclude some of those uses or allocate them differently.

Record the time basis

Capture the calendar or fiscal year, the number of operating months, and whether the number is measured, estimated, modeled, or allocated. Annual totals can hide a short period of intense summer demand. If possible, obtain monthly data and identify the hottest and driest operating months.

Do not compare unlike numerators

Before comparing two facilities, confirm that each WUE numerator is water withdrawn, water consumed, or another quantity. Also record the IT-energy denominator, the geographic coverage, units, and any estimation method. A company-wide withdrawal WUE cannot be compared directly with a site-level consumption WUE.

Build a complete water balance

A water balance follows water from each source through the facility and into reuse, discharge, or evaporation. At minimum, collect four quantities for every source: withdrawal, consumption, return or discharge, and any transfer or reuse.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Withdrawal

Withdrawal is the volume taken from a municipal system, aquifer, river, reservoir, reclaimed-water network, or another source. It is not automatically the amount permanently removed from the local water cycle. Cooling water may be discharged or returned after treatment.

Consumption

Consumption is the portion not returned to the source or available to downstream users in the relevant time and quality. Evaporation from cooling towers is a common consumptive pathway. Water incorporated into products, lost through leaks, or disposed of with concentrated residuals can also be consumptive.

Return and discharge

Returned water may go to a river, aquifer, municipal sewer, industrial treatment plant, or a dedicated reuse system. A return flow is not impact-free: temperature, dissolved solids, treatment chemicals, metals, biological content, and other characteristics determine whether it can be accepted and how much treatment it requires.

Transfers and internal reuse

Track water moved between process loops, tanks, buildings, or treatment systems. Internal recycling can reduce new withdrawals while leaving evaporation, blowdown, treatment energy, and residuals to manage.

For each flow, note the source type, water quality, whether it is potable or nonpotable, the aquifer or watershed when disclosed, and the receiving system. The U.S. Geological Survey’s baseline water-use standards call for withdrawals, deliveries, or returns by source and water type, with aquifer designation for groundwater.

Identify every water source and its vulnerability

The same volume has different implications depending on where it comes from.

Municipal potable water

Potable supply competes with households, hospitals, schools, businesses, firefighting reserves, and other users. Ask which utility supplies the facility, whether the connection is treated drinking water, how much reserved capacity exists, and whether the utility has imposed drought restrictions or development moratoria.

Groundwater

Groundwater analysis requires the aquifer name or hydrogeologic unit, permitted pumping rate, historical water levels, recharge conditions, and nearby wells. A withdrawal can be locally significant even when its annual volume appears small relative to a river basin. Groundwater may also be slow to recover, particularly in confined or poorly recharged systems.

Surface water

For rivers, lakes, and reservoirs, identify the intake, legal allocation, minimum-flow requirements, drought rules, and seasonal reliability. A permitted annual amount does not guarantee availability during a hot, dry summer.

Reclaimed wastewater

Reclaimed water can reduce demand for potable supplies, but it still requires a reliable wastewater source, treatment capacity, distribution infrastructure, and backup supplies. Evaluate treatment energy, quality controls, residuals, and what happens when inflows fall.

Recycled process water

Closed or semi-closed loops can reduce fresh makeup water. They do not eliminate water demand: evaporation, leaks, blowdown, cleaning, and replacement of contaminated water remain. High recycling rates can also increase dissolved solids and treatment requirements.

Separate direct cooling water from electricity-related water

Direct water use occurs at the data center: cooling, humidification, domestic services, fire systems, and related operations. Electricity generation can create additional, off-site water use through power-plant cooling and fuel processing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A 2026 USGS synthesis describes both direct data-center cooling use and off-site water use for electricity. The total changes with the accounting boundary and the electricity-generation mix. Do not add direct and indirect figures unless the method, geography, time period, and units are clearly labeled. Reporting one as though it were the other can greatly overstate or understate a facility’s local water demand.

Use WUE as an intensity measure, not a local-impact score

The formula and denominator

Use the DOE formula exactly: annual site water usage in liters divided by annual IT-equipment energy use in kilowatt-hours. Confirm whether “site water usage” means withdrawal or consumption and whether it includes offices, fire tanks, and other non-IT operations.

An operator-reported example

AWS reports a global data-center withdrawal WUE of 0.12 liters per kilowatt-hour of IT load for 2025. The company also reports regional results and states that this WUE measures water withdrawn per kilowatt-hour of IT load. It is a global, operator-reported aggregate, not independent site-level evidence or a universal benchmark.

What WUE can and cannot show

WUE can help you compare WUE cannot establish by itself
Water intensity per unit of IT energy when definitions, boundaries, and years match. Whether the source aquifer, river, or utility is stressed.
Changes in a facility’s operational efficiency over time. How much demand occurs during a drought or heat wave.
Cooling-design performance under a stated accounting method. Whether water is potable, reclaimed, saline, or nonpotable.
Relative performance among comparable sites. Whether discharge quality or wastewater capacity creates a local constraint.

Always publish the WUE value, numerator definition, denominator, boundary, year, and absolute withdrawal and consumption volumes together.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Put annual and peak demand into watershed context

The USGS defines water availability as “the spatial and temporal distribution of water quantity and quality as it relates to the needs of humans and ecosystems.” That definition is important because a basin can have a large annual flow and still face a local or seasonal shortage.

Assess quantity and timing

  • Compare annual withdrawal and consumption with sustainable supply, not merely the total permitted volume.
  • Identify peak daily and monthly demand, especially during hot, dry periods when cooling loads rise and natural inflows fall.
  • Check drought plans, reservoir levels, groundwater trends, and climate-related reliability projections.
  • Determine whether the facility has firm capacity, interruptible service, emergency storage, or a backup source.

Account for competing users

Compare the proposed or reported flows with existing residential and industrial demand, irrigation, municipal growth, tribal or community allocations, and ecological requirements. A 2026 USGS synthesis notes that data-center demand can compete with other municipal and industrial uses, including irrigation, particularly in already water-stressed regions.

Check water quality

Quantity alone is insufficient. A source may be abundant but unsuitable without expensive treatment. Examine salinity, temperature, contaminants, treatment capacity, discharge limits, and whether a return flow meets the receiving water body’s standards.

Examine utility and wastewater constraints

Water and wastewater infrastructure can become the limiting factor before a watershed-wide volume appears large.

Drinking-water system questions

  • What is the utility’s current average and peak production?
  • How much treatment, storage, transmission, and distribution capacity remains?
  • Does the facility require a new main, pump station, reservoir, or treatment expansion?
  • Will the connection reduce pressure or fire-flow reliability for existing customers?
  • Are drought restrictions, conservation requirements, or allocation tiers triggered by the project?

Wastewater system questions

  • Where do cooling blowdown and domestic wastewater go?
  • What dissolved solids, biocides, corrosion inhibitors, metals, temperature, or other constituents are present?
  • Does the receiving plant have hydraulic and treatment capacity during peak periods?
  • Are pretreatment, discharge permits, monitoring, or surcharges required?
  • What happens if the municipal plant is offline or overloaded?

Mineral-rich cooling blowdown can be a serious operational issue. In Quincy, Washington, the U.S. Environmental Protection Agency reports that cooling blowdown challenged the municipal wastewater reclamation facility. A dedicated reuse utility was developed to treat and recirculate cooling water while managing concentrated salts in lined brine ponds.

Interpret reuse claims without treating them as zero impact

A reuse claim should be expressed as a complete balance, not a single “saved” number. Ask for:

  • The original water source and its quality.
  • The makeup-water source and annual and peak volumes.
  • The quantity actually reused.
  • Evaporation, blowdown, leaks, and other losses.
  • Treatment chemicals, energy, and residuals management.
  • The potable supply displaced and the period over which the displacement was measured.

The EPA’s Quincy case information, reported through 2022, estimates 138 million gallons (522 million liters) per year of potable-groundwater savings from the reuse system. The same case reports 260 million gallons (984 million liters) per year of Columbia Basin Project water used as makeup water, primarily during summer. Makeup-water volume is not the same as potable-groundwater savings. The system still involves evaporation, treatment, and concentrated-brine management.

Use large headline estimates with their assumptions attached

The 2026 USGS synthesis cites an International Energy Agency 2025 estimate that a 100-megawatt data center may consume about 2 million gallons of water per day. This is an illustrative estimate, not a default value for every 100-megawatt facility. Cooling technology, climate, utilization, water source, operating conditions, and the definition of “consume” can all change the result. Present it with the attribution and assumptions rather than applying it to an unnamed project.

Follow this step-by-step assessment procedure

  1. Name the asset and scope. Record the operator, address or watershed, campus size, reporting year, ownership status, and whether the figures are site, regional, or company-wide.
  2. Request the raw flows. Obtain monthly and annual withdrawal, consumption, discharge, return, transfer, and reuse data for every source.
  3. Classify each source. Mark municipal potable water, groundwater, surface water, reclaimed wastewater, recycled process water, saline water, and other sources. Add the aquifer or watershed where available.
  4. Document the accounting method. For WUE, write the exact numerator, IT-energy denominator, units, boundary, and estimation or allocation method.
  5. Separate direct and indirect use. Report on-site water independently from water associated with electricity generation. Explain the electricity mix and geographic boundary if indirect use is included.
  6. Map returns and residuals. Identify sewer connections, discharge points, receiving streams, aquifers, reuse plants, cooling blowdown, brine, sludge, and other residuals.
  7. Check permits and utility records. Compare disclosures with water-right permits, withdrawal records, wastewater permits, utility capacity studies, drought plans, and basin-management documents.
  8. Analyze seasonality. Plot monthly withdrawal and consumption against temperature, drought status, streamflow, reservoir levels, and groundwater levels.
  9. Compare competing demand. Include households, agriculture, industry, ecological flows, and planned growth in the same water-management area.
  10. State the conclusion at the right confidence level. Distinguish measured facts, operator disclosures, modeled estimates, and unresolved questions. If location-specific evidence is unavailable, say that a local impact conclusion cannot yet be made.

Compare two or more facilities on the same axes

A fair comparison uses a common worksheet rather than ranking WUE alone.

Comparison axis What to record Why it matters
Absolute demand Annual and peak-season withdrawal and consumption. Shows the scale and timing of pressure on supplies.
Source and quality Potable share, groundwater aquifer, watershed, reclaimed or saline sources. Reveals vulnerability and competition with drinking water.
WUE definition Numerator, IT-energy denominator, boundary, year, and measurement method. Prevents invalid intensity comparisons.
Returns and discharge Destination, temperature, dissolved solids, chemicals, blowdown, and treatment. Identifies wastewater and receiving-water burdens.
Reliability Drought exposure, seasonal supply, backup sources, and restrictions. Tests whether demand can be met during adverse conditions.
Infrastructure Drinking-water and wastewater capacity, expansions, and permit limits. Shows whether the utility can serve the facility without displacing others.
Reuse performance Makeup source, reused volume, evaporation, residuals, and potable water displaced. Separates genuine reduction from shifted or unreported impacts.

Recognize weak or misleading disclosures

A single annual gallon figure

An annual number without monthly peaks, source, or boundary cannot show whether a facility strains a summer system or a particular aquifer.

WUE without a numerator definition

“Water used” could mean withdrawal, consumption, or a modeled allocation. Require the definition before comparing sites.

Portfolio averages presented as local facts

A global or regional WUE may conceal large differences among climates, cooling systems, and water sources. Ask for site-level data.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reuse claims without makeup water

“Recycled” does not describe the fresh water needed to replace evaporation and blowdown. Require the complete balance.

Permitted volume treated as actual use

A permit is an authorization or limit, not proof of what was withdrawn. Obtain meter data or utility records where possible.

Consumption confused with discharge

Water discharged to a sewer is not necessarily consumed, but it may still impose treatment and quality costs. Water withdrawn and evaporated is consumptive even if the annual withdrawal looks modest.

How to write a defensible local conclusion

A strong conclusion answers four separate questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. How much water does the facility withdraw? Give annual and peak values, units, period, and source.
  2. How much is consumed? Identify evaporation and other losses separately from returns.
  3. What happens to the water that leaves the site? Name the receiving utility, water body, aquifer, reuse system, or residuals pathway and describe quality constraints.
  4. Is the use material in this location? Compare the flows with available supply, drought conditions, existing demand, ecological needs, and infrastructure capacity.

If any of those answers depends on undisclosed data, identify the missing evidence instead of turning an efficiency metric into a local-impact claim. A conclusion may reasonably be “the operator reports low global withdrawal intensity, but site-level sustainability cannot be determined without the local source, seasonal flows, and utility records.”

Evidence checklist for an investigation

  • Facility name, operator, location, year, and boundary.
  • Annual and monthly withdrawal, consumption, return, discharge, transfer, and reuse volumes.
  • Water source, potable status, aquifer or watershed, and source reliability.
  • Exact WUE definition, numerator, denominator, units, and reporting method.
  • Direct on-site use separated from indirect electricity-related use.
  • Cooling blowdown composition, receiving system, treatment, and residuals management.
  • Water-right permits, utility records, wastewater permits, basin plans, drought rules, and capacity studies.
  • Competing residential, agricultural, industrial, and ecological demand.
  • Peak-season conditions and climate or drought sensitivity.
  • Clear labels for measured, estimated, modeled, operator-reported, and independently verified figures.

What remains unknown without site-specific records

No general method can determine the actual impact of an unnamed data center in an unspecified watershed. Local conclusions require operating data, permits, utility information, and water-availability evidence for the relevant place and period. Disclosure requirements also vary by jurisdiction and can change, so current local rules must be checked for any named project.
