How to Ask Your Credit Card Issuer for a Lower Interest Rate

Call the customer-service number printed on the back of your card and ask whether your account qualifies for a lower annual percentage rate (APR). Have your current APR and recent payment history in front of you, and ask the representative to explain every available option, its duration, and the rate that would apply afterward. There is no guaranteed reduction and no legitimate paid shortcut.

A voluntary rate review is different from protections that can apply after certain rate increases. Federal rules may require periodic reevaluation or restoration of a prior rate in a narrow late-payment situation, but they do not guarantee that every cardholder will return to an old APR.

Start with a direct request to the issuer

Use a trusted channel: the phone number on your card, a secure message inside the issuer’s website or app, or an in-person branch if that issuer supports credit-card servicing there. Do not rely on an unexpected caller who says they can obtain a special rate through a bank connection.

A clear opening keeps the conversation focused:

“I’m calling to ask whether my account qualifies for a lower APR. What rate-reduction or other options are available?”

This wording is a practical suggestion, not a promise that the representative can approve a particular rate. The Federal Trade Commission (FTC) says there are no shortcuts or special tricks for obtaining a lower rate and advises consumers to contact the card company directly.

Ask for an account review even if you are unsure you qualify. The issuer may have an internal pricing review, a temporary retention offer, or a hardship program that is not advertised publicly. Eligibility, duration and account effects are issuer-specific, so treat any verbal offer as a starting point rather than a completed change.

Prepare before you call

Preparation helps the representative review the correct account and prevents you from accepting terms you do not understand. Gather the following from your latest statement and account records.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Current APR: Statements may show separate rates for purchases, balance transfers and cash advances. Note each one that applies.
  • Balance and transaction type: Ask which balance you are trying to reduce. A new offer may apply only to future purchases, only to an existing balance, or to a specified transaction category.
  • Promotional-rate details: Check whether any current APR is temporary, when it ends and what rate is scheduled afterward.
  • Payment record: Be ready to state accurate information about on-time payments. Do not claim a record that your account does not show.
  • Verified comparison information: If another card really offers a lower rate, have its documented terms available. Never bluff about a competing offer.
  • Credit or income changes: You may mention improved credit circumstances or a change in your finances as context. These facts do not guarantee approval.
  • Account notices: Keep letters or secure messages announcing a rate change. The effective date and reason can determine which legal protections apply.

Also note whether your APR is variable. A variable rate can change when the index named in your agreement changes, so a representative may be able to explain the margin or current index without offering a discretionary reduction. Record your statement closing date, payment due date and any minimum-payment amount so you can check whether a proposed program changes them.

Write down the representative’s name or identification number, the date and time, any reference number, and the exact terms discussed. If the issuer offers a rate change, request written confirmation or a message in the secure account channel before relying on it.

What to say during the conversation

After your opening request, answer verification questions and then ask targeted follow-ups. A short, factual explanation is more useful than a long negotiation story.

  1. State the request: “Please review my account for any lower-APR or rate-reduction option.”
  2. Provide relevant facts: Mention accurate payment history, the end of a promotional rate, or a verified lower rate elsewhere if it is relevant.
  3. Ask what is available now: Request the current offer, eligibility conditions and whether the review is automated or handled by a specialist.
  4. Clarify the scope: Ask whether the proposed APR applies to the existing balance, new purchases, balance transfers, cash advances, or only one category.
  5. Clarify timing: Ask when the new rate starts, whether it is temporary, when it ends and what APR follows it.
  6. Confirm account effects: Ask whether accepting the option changes minimum-payment calculations, fees, account status, purchase access or other terms.
  7. Request documentation: Ask for the terms in writing through a statement, letter or secure message.

You can use a second script if the first representative cannot make the decision: “Could you transfer me to the department that reviews APRs or hardship assistance? I would like the account-specific eligibility requirements and the terms in writing.” Stay polite, but do not accept a vague promise that the rate is “lower” without asking for the numerical APR and transaction categories.

If the representative says no, remain specific: “Is there another review channel, a supervisor review, or an account-specific hardship or workout option I can ask about?” The answer may depend on your account and the issuer’s policies. Asking about assistance does not automatically preserve your current terms or keep the account open.

Distinguish the kinds of rate reduction

The phrase “lower rate” can describe several different arrangements. Identify which one the issuer is offering before you compare it with your current APR.

Arrangement Questions to ask What to verify
Ongoing account APR change Is the rate permanent or subject to later review? The APR for each transaction category and the effective date.
Temporary reduction When does it begin and end? The exact expiration date and the APR that follows.
Existing-balance treatment Does it cover the balance already posted? Which balance, if any, receives the lower rate and how payments are allocated.
New-purchase rate Does it apply only to purchases made after approval? Whether the old APR remains on earlier balances.
Hardship or workout arrangement What payment, spending or account restrictions apply? Fees, account status, purchase access, reporting and the end-of-program terms.

A lower nominal APR may not help if it applies only to new purchases while your costly existing balance remains unchanged. Conversely, a temporary reduction can still be useful if you can repay the covered balance before the higher post-promotion rate returns. Make the issuer identify the covered transactions in writing.

Ask how payments are allocated when more than one APR applies. The statement may continue to show separate purchase, transfer and cash-advance balances, and a lower rate on one category does not automatically change the others. Confirm whether the offer is available only while the account is current and what happens if a payment is late during the program.

When legal protections may require a review

A voluntary request is not the same as a legal entitlement. The Consumer Financial Protection Bureau (CFPB) explains that an issuer generally must provide 45 days’ advance notice before increasing the rate on new purchases. Certain increases cannot be applied to existing balances, although exceptions include the expiration of an introductory rate, a change in a variable-rate index, serious delinquency, and completion or failure of a lower-rate arrangement.

Read the notice and the account agreement to determine which APR and transaction category changed. If the issuer raised a rate and you believe the notice or application was wrong, contact the issuer and ask for an explanation tied to the specific transaction type. Keep the notice, envelope or electronic timestamp and the statement showing the first higher rate.

Regulation Z reevaluation rule

Regulation Z §1026.59 covers certain increases in credit-card APRs. For covered increases, the issuer generally must reevaluate the account at least once every six months and reduce the APR as appropriate. The rule specifies when a required reduction takes effect and which covered balances or later transactions receive it.

  • [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by

This rule does not universally restore the exact APR that applied before the increase. The amount of any required reduction depends on the applicable review and the circumstances covered by the regulation. If you are relying on this protection, ask the issuer which increase triggered the review, the date of the last reevaluation and how the reduction was calculated.

Not every rate change is a covered increase. An introductory rate reaching its stated expiration, an index change on a variable APR, serious delinquency, or the completion or failure of a lower-rate arrangement can be treated differently. Ask the issuer to identify the reason code and the applicable transaction category instead of assuming that every increase starts a six-month reevaluation obligation.

Increase caused by a payment more than 60 days late

A narrower rule applies when a required minimum payment was not received within 60 days after its due date. For covered transactions, the CFPB says the previous rate must be reinstated after six consecutive on-time minimum payments following the effective date of the increase.

Do not assume this six-payment rule covers every penalty APR or every balance. Confirm that the increase was imposed for the qualifying late payment, identify the effective date, and ask which transactions are covered. Continue making at least the required payment on time while the issuer reviews the account. Ask when the sixth qualifying payment will be credited and when the restored rate should appear on a statement.

How to handle a declined request

An issuer can decline a discretionary reduction. Ask for the reason in terms you can act on, such as an ineligible transaction type, a temporary promotion that has not ended, or the absence of an available program. Then ask whether you may request another review later and what event or documentation would make that review possible.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If carrying the balance is becoming difficult, ask specifically about account-level hardship or workout assistance. Before accepting, obtain the payment amount, duration, APR, fees, spending restrictions, account-status consequences, reporting practices and post-program terms in writing. Do not assume that a hardship arrangement automatically closes the account, preserves rewards, or prevents credit reporting changes; the issuer must explain its own terms.

Compare the proposed payment with your budget and ask whether interest continues to accrue during the arrangement. Clarify whether new purchases are blocked, whether the credit line is reduced, and whether missing a program payment ends the reduced rate. If the plan does not solve the balance problem, ask what other account-specific assistance exists rather than repeatedly accepting terms you cannot maintain.

Compare a balance transfer carefully

If the issuer will not lower your APR, a balance-transfer offer may be an alternative to evaluate. No particular current offer, fee or approval standard is guaranteed, so compare the actual disclosure for the account you could obtain.

Comparison point Why it matters
Transfer fee A percentage or fixed fee increases the amount you must repay, even during a promotional period. Multiply the disclosed percentage by the amount transferred and add any fixed charge to estimate the starting balance.
Promotional APR and length Calculate whether you can repay the transferred balance before the introductory period ends. Divide the balance plus transfer fee by the number of promotional months for a rough principal target, then allow for any other charges.
APR after promotion This is the rate that applies to any balance left after the offer expires.
Eligibility and credit limit Approval and a sufficient limit are not guaranteed; a partial transfer may leave debt on the original card.
Payment allocation and new spending Understand how payments are applied and avoid adding purchases you cannot repay.

Estimate the total cost, including the transfer fee and interest that could accrue after the introductory period. Compare that estimate with the interest you would pay if the issuer reduced your current APR. A transfer moves debt; it does not erase it. Do not close the old card or spend on the new account until you understand utilization, payment due dates and the terms shown in the agreement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check whether the transfer offer has an application deadline and whether the promotional period begins on approval or on the date of transfer. Confirm the amount that can actually be transferred, the minimum payment during the promotion and the consequences of a late payment. The issuer’s disclosure, not an advertisement headline, controls the terms.

Recognize rate-reduction scams

Be suspicious of an unexpected call, text or email promising a guaranteed lower rate, a special relationship with your bank, or a limited-time decision that requires immediate payment. The FTC warns that such pitches may sell debt-relief services that do little or nothing.

  • End the unsolicited conversation and call the number on the back of your card yourself.
  • Do not provide card numbers, bank credentials, Social Security numbers or verification codes to an unexpected caller.
  • Do not pay an upfront fee for debt-relief services sold by phone.
  • Do not install software or follow a link merely because a caller claims it is required to obtain a lower APR.
  • Check any offer inside your issuer’s secure account channel and compare it with your statement.

Promises of a guaranteed percentage reduction, insider bank access or an urgent deadline are warning signs. A legitimate issuer may verify your identity through its normal process, but it will not require you to surrender one-time security codes to an unsolicited intermediary. If you already shared information, contact the issuer through a trusted number, change exposed credentials and monitor the account.

The FTC’s June 2024 consumer guidance states: “There aren’t any shortcuts or special tricks to getting a lower rate.” Its April 2026 consumer alert likewise advises contacting your credit-card company directly and asking how to qualify for a lower interest rate.

Document the result and monitor the next statement

Save the confirmation message, letter or reference number. Note the approved APR, covered transaction types, start and end dates, and any conditions. When the next statement arrives, check that the rate and effective date match what you were told.

Look separately at purchases, transfers and cash advances because statements can show different APRs. Verify that the minimum payment and fees reflect the new terms. If the change is missing or appears on the wrong balance, contact the issuer promptly, quote the reference number, and request a written correction or explanation.

Continue making at least the required payment while a correction is pending. A phone promise does not by itself change the statement’s due amount. Keep copies of statements before and after the change so you can identify the first billing cycle affected and describe the discrepancy precisely.

A practical decision checklist

  • Have I read the statement and identified the exact APR I want changed?
  • Is the rate temporary, variable, penalty-based or tied to a specific transaction category?
  • Am I calling through a trusted issuer channel?
  • Can I state my payment history and other facts accurately?
  • Have I asked whether the offer covers the existing balance or only future activity?
  • Do I know the start date, end date and post-promotion APR?
  • Will accepting the option change fees, minimum payments, account status or purchase access?
  • Have I obtained the terms in writing?
  • If the issuer declined, did I ask about another review or account-specific assistance?
  • If I am considering a transfer, have I compared the fee, promotional period, eligibility, credit limit and post-promotion APR?

What a successful call can and cannot do

A call can prompt an account-specific review, uncover a temporary offer, correct a misapplied rate, or identify a legal reevaluation that the issuer must perform. It cannot guarantee approval, force an issuer to match an unverified competitor, or make debt disappear. The most reliable approach is to ask directly, verify the exact terms, and continue on-time payments while you decide whether the result actually lowers the cost of the balance you carry.

Frequently Asked Questions

Can I call my credit-card company and ask for a lower APR?

Yes. Call the number on the back of the card and request an account-specific APR review. Ask whether the option applies to existing balances, new purchases or another transaction category, and obtain the terms in writing. Approval is discretionary unless a specific legal protection applies.

What should I say to get my credit-card issuer to lower my rate?

Say: “I’m calling to ask whether my account qualifies for a lower APR. What rate-reduction or other options are available?” Then provide accurate payment and account information and ask for the numerical APR, effective date, duration and post-promotion rate.

Does Regulation Z guarantee that my old APR will come back?

No. Regulation Z §1026.59 generally requires reevaluation of certain increases at least every six months and a reduction when appropriate, but it does not universally restore the exact pre-increase APR.

When does six on-time payments restore a penalty rate?

When the increase resulted from a required minimum payment not being received within 60 days after its due date, six consecutive on-time minimum payments after the increase’s effective date can require restoration for covered transactions. Confirm the qualifying reason, dates and transaction types with the issuer.

What if the issuer refuses to lower my rate?

Ask whether another review channel, supervisor review or account-specific hardship/workout option exists. If you consider a balance transfer, compare its fee, promotional period, eligibility, credit limit and APR after the promotion. A transfer moves debt rather than eliminating it.

How can I spot a credit-card rate-reduction scam?

Treat unexpected promises of guaranteed savings, special bank connections or urgent payment demands as warning signs. Contact the issuer yourself, do not share sensitive information with unsolicited callers and do not pay an upfront fee for phone-sold debt-relief services.

The Bottom Line

Call your issuer directly, request a specific APR review, and verify exactly which balances and dates any offer covers. Legal protections may require reevaluation in limited circumstances, but no company can guarantee a reduction. Keep making on-time payments, compare alternatives by total cost, and reject unsolicited rate-reduction pitches.
