For a construction permit, inspection result, plan-review comment, or project-portal notice that may change, preserve two layers: a dated full-page PDF or screenshot showing what people saw, and the underlying web record—HTML, associated assets, linked documents, or a WARC capture—so another person can verify context and relationships later.
Why a screenshot alone is not enough
A screenshot freezes appearance. It can show the page title, visible status, revision text, tables, and scrolling content, but it normally does not preserve working links, scripts, embedded files, page metadata, or the complete relationship between a starting page and its linked records.

The U.S. National Archives and Records Administration (NARA) defines web-record integrity as a record being complete and unaltered. Its guidance says agencies should use a method or combination of methods that captures the complete record. NARA also cautions that static screenshots do not retain hypertext functionality and are not sufficient as the permanent transfer format for web content.
Use the screenshot or PDF as the review-friendly exhibit, then retain the source material that supports it. For a dispute-sensitive record, preserve the original capture package and the procedure used to create it, and ask the project records officer or counsel about the applicable retention, privacy, public-records, access-control, and evidence rules in your jurisdiction.

Decide what belongs in the record
Start with a scope list rather than capturing one attractive page and assuming it represents the project. Include the pages and documents that explain the decision or event:
- Permit applications, issued permits, and revision histories
- Plan-review comments and responses
- Inspection results, correction notices, and sign-offs
- Public notices, hearing material, and meeting minutes
- Procurement pages, change orders, and award information
- Linked drawings, reports, PDFs, spreadsheets, photographs, and attachments
- Portal pages that identify the project, parcel, permit number, contractor, agency, or status
Record the relationship between items. A permit page may link to an inspection report, which may link to a correction notice; preserving those links in a URL inventory or site map makes the package intelligible to someone who did not perform the capture.
Capture provenance before you open the capture tool
Create a small manifest before saving the page. At minimum, write down:

Keep the original URL even when a portal redirects to another address. A redirected URL can be useful, but it should supplement—not replace—the address that led to the record.
Repeatable two-layer workflow

Define the scope
List the starting page, every relevant linked page, and the documents that explain the construction record. Mark pages that are likely to change or disappear so they receive an appropriate recapture schedule.

Record provenance
Complete the manifest before capture. Use UTC consistently, and record the operator, method, title, project context, and exact URL.

Prepare the page for a readable exhibit
Sign in only through the authorized project workflow. Wait for dynamic content to finish loading, expand panels that contain relevant information, and scroll through the page so lazy-loaded images or rows appear. Do not alter the substance of the record; note any interaction needed to reveal it.

Make the full-page exhibit
Use the browser’s full-page screenshot function or print the page to PDF. Verify that the output covers the entire rendered page, not only the visible viewport. Include the page title, URL, capture date and time, and visible status or revision information. If the page is so long that text becomes unreadable, split it into clearly numbered parts and keep the ordering in the manifest.

Preserve the underlying web record
For ordinary pages, retain the downloaded HTML and associated CSS, images, PDFs, and other files. For higher-risk or complex records, use a web-archiving crawler that creates a WARC-style capture. The Library of Congress describes a process based on seed URLs that attempts to collect HTML, CSS, JavaScript, images, PDFs, audio, and video in WARC or ARC containers.

Create a URL inventory or site map
Save a table that identifies the starting URL, each linked page or document, its filename, and its relationship to the project. NARA specifically recommends preserving a site map with a snapshot.

Add integrity information
Generate a cryptographic hash for every exported file and for the final archive package. Keep the original preservation copy separate from any working copy used for annotation or review. Restrict alteration of the preservation copy and document the standard procedure used by your team.

Store descriptive metadata
Store metadata beside the capture, not only in a database that could be separated from it. Useful fields include URL, UTC timestamp, extracted title, MIME type, file size, operator, capture method, project identifier, and digest or hash. UK Government Web Archive documentation lists URL, timestamp, MIME, digest, length, and extracted title among its archive fields.

Set a recapture schedule
Capture more frequently when a page changes often, records a live decision, or may be needed in a dispute. Capture less often only when the page is stable and the risk is low. Write down why the interval was chosen so the schedule can be defended later.

Test retrieval
Open the screenshot and PDF, inspect the archive package, check that expected links and assets are present, and recompute the stored hash. Record missing assets, authentication barriers, blocked resources, or other exceptions instead of silently repairing the preservation copy.
Do-it-yourself browser capture
Chromium-based browsers
- Open the authorized project page and wait for all relevant content to render.
- Use the browser’s developer tools and open the command menu.
- Choose the command labeled Capture full size screenshot or its current equivalent.
- Save the resulting image with a stable filename that includes the project identifier and UTC timestamp.
- For a reviewable document, open the print dialog, choose Save to PDF, and enable background graphics when they carry meaning. Check the resulting PDF page by page.
Browser screenshots often do not print the address bar. Put the URL, title, UTC time, operator, and hash in the manifest or in a separate cover sheet rather than editing pixels in a way that could be mistaken for page content.
Firefox and other browsers
Use the browser’s full-page screenshot command if available, then verify that it captured content below the fold. Print to PDF when a paginated, searchable exhibit is more useful than a single very tall image. Labels vary by browser and release, so record the browser name and version in the manifest.
Authenticated portals and changing state
Record whether the page required login, which authorized account or role was used, and what state was selected. Do not place passwords or session cookies in the archive. If the portal shows different content by role, capture the relevant view separately and identify the role in metadata.
Preserve HTML, assets, and WARC captures
A saved screenshot is the visual layer. The preservation layer should retain the material needed to reconstruct the page as closely as practical:

- Save the HTML response and the CSS, images, JavaScript, PDFs, and other files it references.
- Keep the original URLs and the local filenames in a manifest so a reviewer can see what was fetched.
- Use a crawler or web-archiving workflow that writes WARC or ARC containers when the page has many dependencies, complex navigation, or high evidentiary risk.
- Use seed URLs for the project’s starting pages and define whether the crawl may follow links, cross hosts, or download large media.
Web harvesting preserves more of the site’s structure than a screenshot, but it requires more technical handling and can still encounter robots restrictions, authentication, scripts that depend on live services, or resources that disappear before capture.

Choose a capture method by the record’s purpose

No single method is universally sufficient. NARA notes that PDF capture keeps links workable but loses some functionality and is not appropriate for complex or very large sites; harvesting better preserves web structure but requires more technical handling.
Make files understandable years later
Use stable names
Use a predictable pattern such as project-permit-page-2026-10-16T14-30-00Z.pdf and keep the original URL in the manifest. Do not rename the preservation copy after hashing it. If a working copy needs a friendlier name, record the relationship between the two files.
Keep a machine-readable manifest
A JSON or CSV manifest can accompany the files. Include fields for project identifier, URL, title, UTC timestamp, MIME type, byte length, operator, method, filename, and SHA-256 digest. The manifest itself should be hashed and retained with the package.
Separate preservation and review copies
Reviewers may need to add notes, redact a distribution copy, or convert a file for accessibility. Perform those actions on a derivative copy. Retain the original capture and its hash unchanged, and document every derivative.
Integrity, privacy, and legal limits
A hash demonstrates that a file has not changed since the hash was recorded; it does not prove that the original page was truthful, complete, or lawfully accessed. Preserve the capture procedure, the operator’s notes, and the relationship between screenshots and source files.
Construction portals can contain personal information, private plans, access credentials, or protected project data. Follow the owner’s access rules and the applicable retention and disclosure requirements. A screenshot may be useful evidence, but the sources described here do not establish a universal rule for screenshot admissibility. For a live dispute, involve the records officer or counsel before distributing the package.
Performance and reliability considerations
- Long pages: Full-page images can become difficult to read and expensive to store. Split extremely long pages into ordered sections while keeping one manifest entry for the complete capture event.
- Lazy loading: Scroll through the page or wait for the relevant selector before capture. Confirm that images, tables, and attachments are present in the output.
- Network variability: Record timeouts, failed requests, and missing resources as exceptions. A successful-looking screenshot can still omit a panel that failed to load.
- Changing content: Capture live decisions and volatile pages more often, and retain each dated version instead of overwriting an earlier one.
- Storage planning: Keep screenshots for rapid review, PDFs for searchable exhibits, and WARC or asset packages for high-risk records. Estimate storage from the number of pages, recapture interval, and retention period.
- Retrieval drills: Periodically open a sample package on a separate machine, verify the hash, and confirm that a reviewer can follow the URL inventory without relying on the original operator.
Common failures and fixes
The capture shows only the viewport
Cause: The browser saved a visible-area screenshot instead of a full-page capture.
Fix: Use the browser’s full-size or full-page command, then inspect the bottom of the image or PDF. If the page is too tall to read, create numbered sections.

Cookie notices, newsletters, or chat controls cover the record
Cause: An overlay loaded after the page.
Fix: Record the page before and after dismissing the notice when the notice itself matters. Otherwise, accept or close it as a normal visitor would, note the action in the manifest, and verify that no underlying content was removed.
Images or rows are missing
Cause: Lazy loading or a failed resource request.
Fix: Scroll through the full page, wait for the relevant content, and recapture. Preserve the failed-load note and, when possible, the source response or error log.
The portal redirects to a login page
Cause: The session expired, the page requires a particular role, or the original URL is session-bound.
Fix: Re-enter through the authorized login flow, record the original and redirected URLs, and identify the account role without storing credentials.

Cause: Print CSS, page scaling, headers, footers, or background settings changed the rendering.
Fix: Save a full-page screenshot as the visual exhibit, adjust print settings for the PDF, and keep both outputs linked in the manifest.
Links work in the PDF but not in the archive
Cause: The PDF preserved clickable addresses, but the referenced pages or files were not harvested.
Fix: Add the linked URLs and documents to the scope, capture them separately, and update the site map. A working link is not the same as a preserved target.
The stored hash no longer matches
Cause: A file was edited, recompressed, renamed through a conversion process, or replaced by a working copy.
Fix: Quarantine the changed file, retain the original if available, recompute hashes for every derivative, and document the chain rather than silently replacing the preservation copy.
