Short answer: treat a government web page as a managed record, not a file to download. Define the authority, scope and retention rule; capture the rendered page and the linked context needed to interpret it; record the URL, UTC time, operator, tool version and exclusions; preserve a write-protected master; generate and verify hashes; retain chain-of-custody and access logs; and periodically replay samples to document what still works and what was missing. A screenshot or PDF can be a useful human-readable derivative, but it is rarely sufficient evidence on its own.
Why a screenshot or PDF alone is weak audit evidence
A single image proves what was visible in one viewport at one moment, but it may omit linked notices, downloadable PDFs, images, pagination, response headers, scripts, embedded media and the behavior a reviewer needs to reproduce. A PDF can preserve layout better, yet it still may not show the page’s surrounding navigation, dynamic data, or provenance.

The UK National Archives distinguishes web archiving from making a backup copy of a website. It also warns that removable media can be lost or degrade. For an audit, the question is not merely “do we have a copy?” It is “can we show what was collected, under whose authority, when, with which settings, how it was protected, and whether every later copy or derivative is unchanged?”
Use a screenshot or PDF as an access derivative when it helps a reviewer. Keep the preservation master and its evidence package separate from that derivative.

Start with scope, authority and retention
Write a collection statement
Before capturing anything, write a short statement that identifies:
- the agency and jurisdiction;
- the exact URLs or URL patterns, including language or document variants;
- the purpose, such as a transparency request, policy record or compliance audit;
- the collection date range and whether this is a one-time snapshot or a recurring crawl;
- the legal or administrative authority for collection;
- the retention schedule and any legal hold; and
- exclusions, such as authenticated areas, personal data, robots restrictions or media you cannot lawfully collect.
There is no universal retention period or storage quota. Set both from your records schedule, legal holds, privacy rules and the risk of losing the source.
Define the unit of record
Decide whether the record is one page, a section of a site, a notice plus its attachments, or a time-bounded crawl. State whether linked PDFs, images, stylesheets, scripts, embedded media, navigation and pagination are in scope. A narrow definition makes an apparent “complete” capture misleading; an unlimited crawl creates uncontrolled volume and unclear disposition.
Capture the page and its context
Use a tool that records more than pixels
Your capture process should preserve the rendered page and, where supported, response or request context. Record the crawler or browser, software version, configuration, crawl boundaries, wait conditions and exclusions. Collect relevant linked assets rather than assuming the landing page contains everything a reviewer will need.
For dynamic pages, identify the data source and interaction that produced the visible result. If an API response, client-side route, “load more” control or pagination is required, capture the relevant states or document why they could not be collected. If a page requires authentication, record that barrier and the identity or role used only when your policy permits doing so; never place credentials in the archive.
Preserve provenance at collection time
At minimum, record:
- the exact URL as requested and the final URL after redirects;
- the UTC capture timestamp and the time source used;
- the operator or service identity;
- the browser or crawler name and version;
- the capture-tool name, version and configuration;
- scope boundaries, exclusions and failed requests;
- response headers or an equivalent provenance record when the tool supports it; and
- a stable record or case identifier that links the capture to the collection statement.
Do not infer a publication date from the page’s visible text. Keep the capture time and any date printed by the agency as separate fields.

Score each candidate on completeness, provenance, integrity, replayability, governance, discoverability and operations. Ask whether it can preserve scripts and linked files, produce hashes, restrict writes, retain custody events, support full-text search and export, schedule collections, and show exactly what failed.

Step-by-step archival workflow
1. Authorize and plan
- Approve the collection statement and identify the responsible owner.
- List URLs, URL patterns, language variants, attachments and expected dynamic states.
- Set crawl limits, rate and concurrency appropriate to the agency site.
- Mark legal holds, privacy constraints and redaction requirements before capture.
- Choose the approved preservation container and storage location; document why it supports provenance and replay.
2. Run the capture
- Synchronize the collection system’s clock and record the time source.
- Run the browser or crawler with the documented user agent, headers, cookies and wait rules.
- Save the rendered page plus in-scope linked assets, PDFs, images, stylesheets, scripts and embedded media where permitted.
- Record redirects, HTTP failures, blocked resources, authentication barriers, robots exclusions and content that disappeared before collection.
- Export the tool’s job log and configuration with the captured data.
3. Build the preservation package
Keep a preservation master separate from human-readable derivatives. Include the master container, URL and scope lists, collection statement, configuration, logs, manifests and a README that explains the directory structure and known limitations. The source guidance does not mandate one vendor or one universal format; your agency should document the selected format and its replay and provenance properties.
4. Generate and verify fixity evidence
Hash the master package and supporting manifests with an approved cryptographic hash process. Verify at ingest, after every transfer and on a scheduled interval. Store each verification result with the record, including the time, identity, software version and outcome. A hash demonstrates that bytes are unchanged since the hash was made; it does not by itself prove that the original page was authentic or complete.
5. Maintain an audit trail
NARA’s guidance says, “records systems should maintain audit trails or other elements sufficient to demonstrate that records were effectively protected from unauthorized alteration or destruction.” Log collection, review, copying, redaction, export, transfer and disposal events with UTC timestamps and responsible identities. Do not overwrite an earlier event when a correction is needed; append a new event that explains the change.
6. Control access and disposition
Use role-based permissions, encryption and write protection for the master. Keep derivatives in a location where reviewers can read them without gaining write access to preservation files. Apply legal holds before any disposition action. Deletion should require documented authorization and leave a disposal record linked to the retention rule.

Periodically replay samples and compare expected assets with what the archive serves. Record missing images, broken scripts, unavailable media, authentication failures and any differences between the replay and the access derivative. For contested material, have a second reviewer witness or validate the capture and sign the review note.
Metadata schema for an audit-ready record
Use a machine-readable record plus a human-readable summary. Field names can follow your records system, but the meaning should remain explicit.

Storage, security and chain of custody
Store the master in approved controlled storage with restricted write access. Maintain at least the primary preservation copy and a governed secondary copy according to your continuity policy; an untracked removable drive is not a preservation strategy. Encrypt data where required by policy, especially when pages include personal or sensitive information.

Every handoff should identify the source record ID, sender, recipient or system, UTC time, purpose, resulting hash and verification status. If you redact a derivative, preserve the unredacted master under the applicable access controls and record who authorized the redaction, what rule was applied and which derivative was produced.
Handling difficult pages and known gaps
Authentication and authorization
Capture only what your authority permits. Record that a login was required, the role used and the inaccessible paths. A successful capture of a public landing page does not establish that an authenticated dashboard was preserved.
Dynamic APIs and client-side rendering
Save the visible state and document the API or interaction that supplied it. If policy allows, preserve the relevant response data or an export from the system of record. Otherwise, mark the state as unverified and explain why.
Robots exclusions and rate limits
Respect applicable instructions and the agency’s service limits. Record excluded URLs, blocked requests and the configuration that caused the exclusion. Do not silently treat an exclusion as an empty page.
Disappeared or changed content
If a linked file returns an error or has changed between attempts, retain the error, timestamp and URL. Do not substitute a later version without labeling it as a separate capture.

Embedded video, audio, maps and third-party widgets may be inaccessible or may change independently. Record the media URL, capture status and any transcript or alternate representation collected under your policy. Test the derivative with the accessibility tools your reviewers use.
Performance, reliability and cost decisions
Storage and staff effort depend on scope, asset size, crawl frequency, retention and legal holds; the guidance provides no universal capacity or retention number. Estimate from a representative sample, then include headroom for retries, derivatives, manifests and replay copies.

- Use bounded URL patterns and depth so a calendar, search endpoint or tracking parameter cannot expand the crawl indefinitely.
- Separate discovery from preservation so failed links can be reviewed before the master is sealed.
- Capture during a documented window and keep the UTC start and end times.
- Retry transient failures, but preserve the original failure and each retry outcome.
- Monitor storage growth, verification failures, replay success and operator time as service metrics.
- Prefer immutable or write-protected controls for the master, while allowing a controlled workspace for derivatives.

Troubleshooting checklist
The capture is only a blank page
Check whether the site requires JavaScript, a delayed render, authentication or a blocked resource. Retry with a documented wait condition, record the failure, and do not present a blank derivative as proof of page content.

Use a capture configuration that accepts the consent banner and hides known overlays, or record the obstructed state and obtain a second derivative. Keep the original configuration in the log.
Images or attachments are missing
Confirm that linked assets are in scope, lazy images were loaded and the host did not block requests. Add the missing URL to a controlled retry and record both attempts.
The hash changes after transfer
Stop the transfer, quarantine the destination copy and compare manifests. Identify whether a transformation, redaction or encoding change occurred. Recopy the unchanged master or create a new labeled derivative; never overwrite the original evidence.

Replay does not match the original
Check the capture time, scripts, API responses, third-party resources, cookies and viewport. Document every missing or changed dependency and have a second reviewer validate contested material.

The crawl grows unexpectedly
Tighten URL patterns, depth and query-parameter rules. Review calendars, search endpoints and tracking URLs, then record the revised boundary as a new configuration rather than silently changing the old one.
What an auditor should receive
Deliver an indexed package containing the preservation master, a readable derivative, URL and scope lists, collection authority, UTC timestamps and time-source details, tool and version, operator and configuration, exclusions, hash manifest and verification history, custody and access logs, replay evidence, review notes, known limitations, retention references and legal-hold status. The index should support lookup by URL, capture time, agency, policy or case identifier and record ID.
Frequently Asked Questions
How long should a government web capture be retained?
There is no universal period. Apply the agency’s approved records schedule, any legal hold, privacy requirements and the risk associated with the collection.
Does a cryptographic hash prove that a web page is authentic?
A hash shows that the stored bytes have not changed since they were hashed. Authenticity also requires provenance connecting the URL, agency, collection event, operator and custody history.
Can I archive a page that requires a login?
Only when your authority and policy allow it. Record the authentication barrier and collection role, protect credentials, and document any paths that were not captured.
Is a later replacement for a missing PDF acceptable?
Not as the original capture. Preserve the error and timestamp, and store any later version as a separately labeled capture with its own metadata and hash.
