The intermediary submits your instruction through Hong Kong Securities Clearing Company Limited (HKSCC)’s FINI system. Before you authorize the order, read that IPO’s prospectus, verify your eligibility, confirm the broker’s earlier internal deadline, fund the required amount and submit only one application. An application gives you a chance of an allotment, not a guaranteed allocation or profit.
What the broker route actually is
Hong Kong IPOs can be offered through more than one electronic channel. In the broker route, you instruct a broker or custodian; that intermediary sends an EIPO application through HKSCC’s FINI (Fast Interface for New Issuance) platform. The broker’s app, website or dealing desk is your customer interface, while FINI is the market infrastructure used for public-offer processing.

This is different from an issuer-appointed White Form eIPO service. A White Form provider accepts your application directly under the issuer’s arrangements rather than through your brokerage account. Both channels remain subject to the same IPO prospectus, including its eligibility rules, board-lot sizes, timetable and payment instructions.

Before you start: documents and decisions to make
Find the correct prospectus
Locate the current prospectus for the specific listing and open the section normally headed “How to Apply for the Public Offer Shares” or “How to Apply for Hong Kong Offer Shares.” Do not rely on a generic broker tutorial: the issuer sets the offer’s eligibility and application mechanics in that document.
- Record the public-offer opening and closing times, including the time zone.
- Check whether applications are limited by nationality, residence, account type, professional-investor status or another jurisdictional rule.
- Note the permitted application quantities and the number of shares in each board lot.
- Read the payment, withdrawal, scaling-back and refund provisions.
- Check how and when the allotment results will be published.
HKEX’s FINI information for potential subscribers advises reading the prospectus for restrictions before subscribing. A broker accepting your account does not, by itself, establish that you are eligible for a particular issue.
Confirm that your account can participate
Ask the broker or custodian whether your account type and place of residence can be used for Hong Kong public-offer EIPO applications. Some intermediaries offer Hong Kong trading but not every IPO subscription, and an intermediary may set an internal cutoff earlier than the issuer’s advertised deadline.
Recommended Free Tools
Have the identity, tax-residency and bank details that the intermediary normally requires available. The broker may also require a completed risk disclosure, a Hong Kong-dollar cash balance or an approved financing facility before accepting the instruction.
Step-by-step: applying through a broker
1. Read the issue-specific application section
Start with the prospectus, not the order screen. Confirm the eligible applicant definition, the public-offer timetable, board-lot increments, maximum quantities, application method and refund instructions. If the prospectus excludes your jurisdiction or account category, do not attempt to bypass that restriction through a different account.
2. Ask the broker for its operating details
Use the broker’s official support channel or IPO page to establish five points before sending money:

- Submission channel: whether the instruction is entered in the mobile app, web platform, a dealing desk, a branch or a particular form.
- Internal cutoff: the latest time the broker will accept a fully funded instruction. Treat this as the real deadline for you; it can precede the issuer’s public closing time.
- Funding rule: whether the broker requires full pre-funding, a deposit, or approved financing.
- Accepted currency and method: for example, a Hong Kong-dollar cash balance, bank transfer or another method specified by the broker.
- Charges and refund destination: the broker’s handling, custody or other fees and the bank account to which surplus application money will be returned.
HKEX describes the broker or custodian as the party that submits the EIPO application through FINI. The detailed customer workflow, cutoffs and charges remain matters between you and that intermediary.
3. Calculate the amount you must provide
For a cash application, begin with the IPO offer price multiplied by the number of shares you request. Divide the requested shares by the board-lot size to ensure the result is an allowed application quantity. Add the exchange-listed application charges and any broker or custodian fees. If the intermediary requires a cash buffer or pre-funding amount, use its stated figure rather than your own estimate.
HKEX’s transaction-cost information, accessed in 2026, lists these components for Hong Kong securities transactions:
| Charge | Rate stated by HKEX | How to treat it |
|---|---|---|
| Brokerage | 1% | Listed by HKEX as a transaction charge; your broker may specify how it calculates or collects it. |
| SFC transaction levy | 0.0027% | Applied as a separate levy under the HKEX fee schedule. |
| AFRC transaction levy | 0.00015% | Applied as a separate levy under the HKEX fee schedule. |
| Exchange trading fee | 0.00565% | Applied as a separate fee under the HKEX schedule. |
HKEX states that each component is calculated and rounded to the nearest cent before the components are added. These rates are not a promise that your total cost will equal a particular percentage: your broker or custodian can add its own subscription, custody, settlement or CCASS-related service fees. Verify the live HKEX fee page and the broker’s tariff immediately before applying because rates and tariffs can change.
4. Fund the account by the broker’s deadline
Transfer or reserve the required amount using the broker’s specified method. Confirm that the money is credited as available for IPO subscription rather than merely showing as an incoming transfer. If the broker uses pre-funding, ask what happens when the transfer arrives after its cutoff or is short by a small amount.

5. Enter the order exactly once
Follow the broker’s designated EIPO workflow and select only an application quantity permitted by the prospectus. Supply the identifying and payment details requested by the intermediary, review the price, lot count and total amount, and submit.
HKEX warns that an investor can be rejected for making multiple applications, including a second application in joint names. Do not submit a second order to correct a suspected error until the broker confirms whether the first instruction was cancelled or rejected. Keep the electronic receipt, application reference, timestamp and amount funded.
6. Check acceptance and allotment information
A submission confirmation means the broker received your instruction; it is not proof that the issuer accepted it as a valid application. Monitor the broker for an acceptance, rejection or correction notice and use the result-search method stated in the prospectus or the listed-company information service. Record the number of shares allotted, if any, and the settlement date.
7. Reconcile the refund and shares
If the application is scaled back or unsuccessful, surplus application money is returned under the broker’s arrangement with you. HKEX states that, for a broker or custodian EIPO application, the intermediary arranges the refund to the designated bank account. Confirm the expected timing, account-name requirements and currency with the broker. Do not assume the refund will return to a different account or arrive on the same schedule as a White Form application.
How the two electronic application routes differ
HKEX identifies broker or custodian EIPO through FINI and the issuer-appointed White Form eIPO service as separate electronic channels. Neither channel overrides the prospectus or makes an allotment more likely.
| Question | Broker or custodian EIPO | Issuer-appointed White Form eIPO |
|---|---|---|
| Who provides the interface? | Your broker or custodian; it submits through HKSCC’s FINI process. | The service provider appointed for that IPO. |
| Where do you check eligibility? | The IPO prospectus and your intermediary’s account rules. | The IPO prospectus and the White Form provider’s terms. |
| Who sets the practical cutoff? | Your broker or custodian can impose an earlier internal cutoff than the public deadline. | The White Form provider publishes its own operating deadline. |
| How is surplus money returned? | The broker or custodian arranges payment to the designated bank account under its client arrangement. | HKEX says the provider returns funds by bank transfer or cheque according to its arrangement. |
| What extra charges might apply? | Broker handling, custody, settlement or CCASS-related service fees may be passed to you, in addition to the listed transaction charges. | Provider charges and the provider’s stated payment terms apply. |
| Does the channel change the allocation rule? | No. The allotment basis depends on valid applications for that IPO. | No. The issuer’s prospectus still governs restrictions and allocation. |
Choose the route you can fund, understand and monitor reliably. A broker route may be convenient when you already hold Hong Kong-dollar cash and securities in the account; a White Form route may use a separate payment and refund process. The prospectus and provider terms, not convenience alone, decide whether you can use either route.

What allocation, settlement and refunds mean in practice
An application is not an allotment
Valid applications are assessed under the issue’s published basis of allotment. Demand, the number of valid applications and the issuer’s announced allocation method determine the outcome. There is no general, independently verified success rate that can be applied to every Hong Kong IPO, so do not budget on receiving a particular number of shares.

Pick the symptom - the matching free tool is one click away.
Partial allocation can leave a balance
If you request more shares than you receive, the unneeded portion of your application money is surplus. The broker calculates and arranges the refund under its process. Compare the refunded amount with the broker’s statement and the prospectus terms; account for any separately charged fees that are not refundable.
Settlement still requires cash
If shares are allotted, keep enough money available for the final settlement and any charges the broker has disclosed. A failed transfer or an account restriction after allotment can create a contractual problem even though the original application was accepted. Ask the broker what happens if your available balance changes between application and settlement.
Subscription financing: understand the downside before borrowing
Some brokers offer financing for IPO subscriptions. Financing does not increase the issuer’s allotment pool or guarantee that you will receive shares. It creates an obligation to repay the borrowed amount, interest and related fees even if the application receives no shares or only a small allocation.
In a circular dated 20 March 2025, the Securities and Futures Commission (SFC) reported deficiencies at selected licensed corporations in controls for IPO subscription and financing, including accepting client orders before confirming sufficient resources. The circular is guidance and findings directed to licensed corporations; it does not establish that every broker has those deficiencies. It does show why you should ask how your provider checks funding, sets limits and handles an allocation that differs from your request.

Common failure points and what to do
The broker does not show the IPO
Ask whether the broker supports that particular public offer, whether your jurisdiction is excluded and whether the application window has opened. A broker may offer Hong Kong trading without supporting every EIPO.
Best Value
Your transfer is pending near the cutoff
Contact the broker immediately and ask whether the money is available for subscription. Do not place a duplicate application while waiting. If the cutoff has passed, request written confirmation of whether the instruction was accepted, rejected or never created.
The quantity is rejected
Compare your requested shares with the prospectus board-lot table and permitted application tiers. Correct the quantity only after the broker confirms that the original order is cancelled or rejected; a second live order can create multiple-application problems.
You discover an eligibility restriction
Stop the application and ask the broker whether it can cancel before submission. Do not use another person’s or a joint account to evade the restriction. Eligibility is set by the issuer and disclosed in the prospectus.
The refund has not arrived
Check the prospectus’s refund timetable, the broker’s stated processing date, the designated bank-account details and whether the amount was offset against fees. Ask the broker for the refund reference and escalation route before assuming the money is lost.
You received fewer shares than requested
Use the published allotment result to verify the number credited. The difference is normally handled as surplus money under the broker’s refund arrangement. Reconcile the account statement rather than submitting another application for the same IPO.
Questions to ask the broker before every IPO
- Can this account and my country of residence apply for this IPO’s public-offer tranche?
- What is your internal submission cutoff, and is it earlier than the prospectus deadline?
- Do you require full pre-funding, a deposit or approved financing?
- Which board-lot quantities can your system submit?
- What are your brokerage, subscription, custody, settlement and CCASS-related charges?
- Which currency and funding method are accepted, and when must funds be available?
- Where will surplus money be refunded, and how long does your process normally take?
- How will I receive the application reference, acceptance notice and allotment result?
- What happens if the offer is withdrawn, delayed, rejected or only partly allotted?
Printable application checklist
- Download the current prospectus and read its public-offer application section.
- Confirm issuer and jurisdiction eligibility for your exact account.
- Write down the offer timetable, broker cutoff and board-lot increments.
- Calculate the requested share value and add the HKEX-listed charges and broker fees.
- Confirm pre-funding, financing, currency and refund rules in writing.
- Fund the account early enough for the broker to mark the money as available.
- Submit one application through the broker’s designated EIPO channel.
- Save the confirmation, reference number, timestamp and amount.
- Check acceptance and allotment results using the prospectus and broker instructions.
- Verify the credited shares, final charges and any refund against your records.
Bottom line
The safest broker workflow is prospectus first, broker confirmation second, funding third and one carefully checked EIPO submission last. Treat eligibility, cutoffs, pre-funding, fees and refunds as issue-specific details to verify each time. FINI provides the electronic infrastructure, but your broker controls the customer-facing process and an IPO’s valid applications, not your expectations, determine the allotment.
