For the federal PM Fuel Relief Scheme, register by sending REG <CNIC> <VehicleNumber> <ProvinceInitial> <VehicleRegistrationDate> to 9771. The registration SMS is free. After registration, send TOK to 9771 before visiting a petrol station; the reply is a fuel-redemption token, not an application-status check. Pakistan does not have a single nationwide federal web tracker identified in the current official material. AJK and Gilgit-Baltistan have separate CNIC portals with regional scopes.
What the federal fuel-assistance process includes
The scheme has three different actions that are often confused:

- Registration: You submit your CNIC and vehicle details once by SMS to 9771.
- Token request: You send
TOKto 9771 when you need to redeem the allowance at a petrol station. - Status or complaints: A token request is not a status lookup. For federal registration or station problems, the reported support route is 9771. Online CNIC status pages found for AJK and Gilgit-Baltistan belong to those regional programmes, not automatically to the federal scheme.
The Ministry of Information Technology and Telecommunication describes registration as nationwide. Eligibility rules and token mechanics can be revised, so check the latest government message for your vehicle category before relying on an older limit.

Check whether your vehicle fits the published eligibility rules
The federal eligibility description is based on vehicle type, engine size and registration date. The published categories are:

These are the dates and categories stated in the federal material. They are not a guarantee that every application will be approved: the vehicle must also match the registration records used for verification. A vehicle outside the category, engine-size or date cutoff may fail even when the SMS is formatted correctly.
Use the current instructions for your province if they specify a different local implementation. The scheme is intended for petrol relief; do not assume that a diesel vehicle, a larger car, or a vehicle registered before the cutoff qualifies.
Prepare the information before sending the SMS
Have the following details in front of you so the text exactly matches your documents:
- Your 13-digit CNIC number.
- The vehicle plate or registration number.
- The first letter of the province in which the vehicle is registered.
- The vehicle registration date.
- A mobile phone able to send and receive ordinary SMS.
An official Gilgit-Baltistan guide gives precise formatting: write the CNIC without dashes, the vehicle number without spaces or dashes, and the date as DDMMYYYY. Treat those formatting rules as GB guidance unless a current federal instruction confirms that they apply identically across Pakistan. If your registration certificate prints a date in another format, do not silently guess; use the format required by the latest official instructions for your jurisdiction.
Keep your CNIC and registration documents available. A typo in one field can prevent the system from matching your vehicle, and repeatedly sending different versions can make it harder to identify which record was submitted.
How to register for the federal scheme by SMS
- Open a new SMS. Use the phone number you intend to use for scheme messages and ensure it can receive replies.
- Enter the registration keyword and fields in order:
REG <CNIC> <VehicleNumber> <ProvinceInitial> <VehicleRegistrationDate>. Replace each bracketed item with your actual value; retain a single space between fields. - Send the message to 9771. Registration messages were reported as free, and the Ministry describes the service as nationwide.
- Save the reply. Keep the confirmation or error SMS, including any reference information. You may need it when asking for help.
- Correct a rejection carefully. Compare every field with the vehicle record, especially the registration date, province initial, plate punctuation and CNIC digits. If the record still cannot be matched, use the 9771 complaint route rather than inventing a different vehicle number.
The SMS registers the vehicle; it does not put fuel into the tank. Once registration is accepted, you still need to request a token for a purchase.

Request a token and redeem the fuel discount
Request the token
- Before going to the petrol station, send
TOKto 9771 from the phone used for the scheme. - Wait for the returned token message and read its validity period and quantity. Do not assume that a token generated for one category has the limits of another.
- Present the returned message at a participating petrol station and follow the attendant’s redemption instructions.
TOK is a request for a fuel token. The official material reviewed does not describe it as an application-status query, so sending it will not tell you whether your registration is pending, approved or rejected.
Published quantities and validity periods

The quantities above are the Ministry’s published terms. The Rs100 figure is a discount per litre, not a promise that petrol will cost a fixed final amount: the amount you pay depends on the prevailing official petrol price on the redemption day.
Read the later small-quantity update correctly
An official update dated 19 September describes a different arrangement for motorcycles, Qingqi vehicles and auto-rickshaws that require less than five litres: a weekly Rs500 discount against one token, with one token each week. The same update says eligible vehicles up to 800cc continue to receive Rs100 per litre for up to 10 litres every ten days.
Those statements do not map perfectly onto the earlier monthly and token-size description. The practical rule is to identify your exact vehicle category and follow the current response message or official instructions attached to that category. Do not plan a monthly quantity by combining the two descriptions, and do not expect a token to remain valid after the period shown in your message.
Stations without an internet connection
Fuel stations without internet connectivity were approved to redeem fuel tokens through SMS. If an attendant says the station is offline, ask whether the station is using the approved SMS redemption process. Keep the token message until the transaction is complete; if the station cannot process it, record the time, station details and message and use the 9771 help route.

There is no confirmed nationwide federal web tracker
The official sources reviewed do not establish one federal website where every applicant can enter a CNIC and see the status of a PM Fuel Relief Scheme registration. Be cautious with an unverified page that uses similar wording. A page asking for a CNIC is not proof that it belongs to the federal programme.

AJK: use the regional application form only for an AJK case
The Government of AJK Public Fuel Subsidy Portal includes a “Track Your Application” form that asks for a CNIC. It is appropriate only when your application belongs to the AJK programme covered by that portal. A result there should not be interpreted as the status of a registration made under a different federal or provincial workflow.
Gilgit-Baltistan: status means subsidy disbursement information
The GB Fuel Subsidy Management System provides a CNIC status check for motorcycle owners. Its stated purpose is to show whether a subsidy amount has been disbursed or is expected soon. That is a disbursement-oriented result, not necessarily the same thing as a federal SMS registration status or a petrol token balance.
How to decide which status option applies
- Start with the geography of your vehicle registration: federal SMS, AJK, and GB services are not interchangeable.
- Check the vehicle category accepted by the portal; the GB tool specifically describes motorcycle owners.
- Read what the result represents: application progress, a disbursed amount, an expected payment, or a fuel token.
- Confirm that the page is an official government service before entering a CNIC. Do not use a look-alike page merely because its title contains “fuel subsidy.”
What to do when registration, payment or redemption fails
The SMS is rejected or the vehicle cannot be matched
First compare the submitted fields with the registration record: CNIC digits, plate number, province initial and date. Remove spaces and dashes only when the applicable instructions require it. In GB, the published guide specifically calls for a 13-digit CNIC without dashes, a vehicle number without spaces or dashes, and a DDMMYYYY date. If the details are correct but the vehicle still cannot be matched, report the problem through 9771 rather than changing a valid date or plate number.

Check that registration was accepted, that the message was sent to 9771, and that the phone can receive ordinary SMS. If the issue persists, keep the original registration and token messages and contact 9771. Do not treat a missing token as evidence that the application is rejected; it is a token-delivery problem until the support route confirms the reason.
The station cannot redeem the token
Ask whether the station is using the approved SMS method for locations without internet connectivity. Verify that the token is still within its stated validity period and that the station is processing the vehicle category shown in your message. If the transaction remains unresolved, note the station, date, time, token reference and error wording before contacting 9771.
A subsidy or payment appears to be missing
For a GB motorcycle case, use the GB CNIC check to see whether the amount is marked disbursed or expected soon. For an AJK case, use the AJK portal’s application form. For a federal SMS case with an unresolved registration or token-payment problem, the reported national route is 9771.

On 24 September 2026, the Economic Affairs Division described a dedicated complaint portal for vehicle-registration and token-payment complaints as still forthcoming. That statement did not verify that a nationwide portal later became operational, so rely on the current official 9771 route unless a government notice confirms a live replacement.

Use the scheme without exposing your CNIC
Registration requires sensitive identity and vehicle information, but the process uses ordinary SMS and does not require a smartphone. Send details only to the official short code identified in current government instructions. A message from another number, a social-media link, or a web form demanding extra fees is not validated by the SMS instructions.
- Do not publish your CNIC, full plate number or token text in a public post.
- Do not pay someone merely to send the free registration SMS.
- Check the recipient number before pressing send; a one-digit error can send personal information elsewhere.
- Keep confirmation messages private and delete forwarded copies from public or shared devices.
These precautions do not change eligibility or speed approval; they reduce the risk of handing identity information to an unofficial intermediary.
How long the process takes and what each message means
- Preparation: You gather the CNIC, plate, province initial and registration date.
- Registration: The
REGmessage creates or attempts to create the vehicle record. Save the response. - Verification: The scheme checks the supplied details against eligibility and registration information. A failed match needs correction or a complaint; it is not fixed by sending
TOK. - Redemption request: Once eligible,
TOKrequests the fuel allowance available under the current category rules. - Station transaction: The returned token is presented before its stated expiry. The discount is applied to the eligible litres, while the final price follows the day’s official petrol price.
- Status follow-up: Use a regional portal only when your case belongs to that region, or contact 9771 for a federal registration or station complaint.
This sequence explains why an applicant can receive a registration response without receiving a token immediately, and why a token message cannot substitute for an application-status page.
What the latest reported figures show
Government-reported totals are snapshots taken on different dates and measure different things:
- On 1 October 2026, a Government of Pakistan and Prime Minister’s Office briefing reported by Radio Pakistan said there were more than 8.4 million registrations, over 7.5 million beneficiaries and 12.2 million tokens issued, of which 10.3 million had been used.
- On 9 October 2026, the Prime Minister was reported by the Associated Press as saying that more than 10 million low-income people had received subsidies and that Rs75 billion had been allocated for fuel discounts.
Do not add those figures together. Registrations, beneficiaries, tokens issued, tokens used and people described as receiving subsidies are separate measures collected or reported at different times. The Economic Affairs Division quoted Federal Minister Ahad Khan Cheema on 24 September 2026 saying, “On the Prime Minister’s directions, the Fuel Relief Scheme is progressing successfully across the country.” That is an official statement about the programme, not an independent finding that every applicant’s registration or payment has succeeded.
