How to Appeal an Automated Moderation Decision on a Social Platform

Start with the platform’s own appeal process: save the decision notice, identify the specific policy reason, and explain what it got wrong using relevant context or evidence. A notice usually does not tell you whether a human, AI system, or combination of both made the decision, so avoid assuming it was made solely by AI. If you are in the EU and the internal appeal does not resolve the dispute, a certified out-of-court dispute settlement body may be another option—but its decision is not binding and cannot guarantee restoration.

What to do first: preserve the notice and its reason

Before appealing, save the notification and record when it arrived, which post or account it affects, the policy or legal reason given, and any deadline. Keep a copy of the affected content or its identifier if you can do so without violating platform rules. These details help you make a focused appeal and preserve a record if you need another review.

For users in the EU, the Digital Services Act (DSA) requires hosting services to provide affected users with a statement of reasons when content is removed or access is restricted. The statement should give clear, specific information about the reason and refer to the relevant law or terms of service. See the European Commission’s guidance on out-of-court dispute settlement and DSA remedies.

How to make an effective internal appeal

  1. Open the appeal route named in the notice. Use the link or in-product option provided by the platform. Interfaces and procedures differ, so follow the instructions for the particular decision rather than relying on generic click-by-click directions.
  2. Identify the decision. Include the affected post, account, or other content and quote or summarize the reason the platform gave.
  3. Explain the specific error. In a short, calm statement, describe what context the decision missed or why the cited rule does not apply. If the form allows attachments, include relevant supporting material.
  4. State the correction you want. For example, ask for the content to be restored or the account restriction to be lifted, as appropriate.
  5. Save your submission and response. Keep the confirmation and any later messages with the original notice.

This structure is practical guidance, not a guarantee of success or a universal platform requirement. Some disputes—such as copyright claims, account security or recovery, identity verification, impersonation, or suspected account behavior—may have separate procedures. Check the process for the specific issue rather than assuming a general content appeal will cover it.

If you are in the EU: consider certified dispute settlement

EU users who believe a platform made the wrong moderation decision can use its internal complaint-handling system and may also be able to submit the dispute to a certified out-of-court dispute settlement (ODS) body. The European Commission maintains a directory of certified bodies. Check the live listing and the body’s own rules before filing: coverage, eligible issues, language, fees, and deadlines vary. A body does not have to be based in your country if it can handle the relevant language and dispute.

ODS is an alternative to court proceedings, not a binding appeal over the platform. The parties must engage in good faith, but the body cannot impose a binding settlement. Users may still pursue judicial redress. The Commission describes the service as usually free or low-cost for users; if a dispute is settled in the user’s favor, the platform bears the fees. Confirm current costs directly with the chosen body.

Example: Appeals Centre Europe

Appeals Centre Europe’s published rules provide one example, not a universal EU procedure. It currently charges users no fee and says it aims to decide within 90 calendar days; complex disputes may take up to 180 days. It generally accepts removed or suspended content or account decisions no more than six months old from users located in an EU Member State. Its exclusions include hacked-account recovery, decisions based on account behavior rather than a specific content item, and some impersonation, copyright, and identity-verification cases. It also states that a favorable decision does not guarantee that the platform will restore content or an account. Check its current FAQ and eligibility rules before applying.

Platform-specific procedures can differ

X says users may appeal certain content, account suspension or termination, and monetization decisions through its internal process or choose a certified ODS body. X also states that it is not bound by an ODS decision. This describes X’s own disclosure and should not be treated as the procedure or policy of other platforms. See X’s Digital Services Act information.

On 24 October 2025, the European Commission announced a preliminary finding that Facebook and Instagram’s appeal mechanisms did not appear to let users provide explanations or supporting evidence to substantiate appeals. The Commission said this preliminary finding did not prejudge the investigation’s outcome. It is not a final ruling, and it does not establish that the interfaces remain unchanged. Read the Commission’s 24 October 2025 announcement for its qualification and context.

What published reversal figures can—and cannot—tell you

In a release dated 17 February 2026, the European Commission reported that 30% of 165 million internal appeals under the DSA had been reversed. It also reported that 52% of closed cases among more than 1,800 ODS disputes concerning Facebook, Instagram, and TikTok in the EU during the first half of 2025 were reversed. These are aggregate results for specific populations and periods, not a prediction of an individual appeal’s odds. The same release said 99% of content moderation decisions in the first half of 2025 enforced platforms’ own terms and conditions rather than removing content reported as illegal under EU or national law. See the Commission’s report announcement.

When an appeal is rejected

Read the response and notice again for any further internal review option, deadline, or separate process that applies to the type of decision. If you are in the EU, check whether a certified ODS body covers the platform, issue, and language, and whether your case meets its time limit and eligibility rules. A court remains an option for users who want judicial redress; the appropriate route depends on the circumstances and applicable law.
