Tokyu Construction (Tokyo Stock Exchange Prime Market: 1720) looks materially stronger in fiscal 2026 than in fiscal 2025, but a higher sales and profit base is not, by itself, a buy signal. The proper decision comes from linking new orders to future revenue, testing whether construction margins are repeatable, separating operating earnings from investment and extraordinary items, and then checking valuation against normalized earnings, balance-sheet risk and cash returns.
A company investor-relations snapshot dated September 24, 2026 showed a share price of ¥1,221.0, forecast PER of 11.8, actual PBR of 1.2 and expected dividend yield of 3.5%. What Tokyu Construction does and what the stock represents
Tokyu Construction Co., Ltd. is a Japanese general contractor listed on the Tokyo Stock Exchange Prime Market under ticker 1720. Its business is project-based: revenue is recognized as construction work progresses or is completed, while the timing and profitability of individual projects can move from one reporting period to the next.
The company’s long-term plan is titled “To zero, from zero.” President Koji Hisada describes the fiscal year ended March 31, 2026, as the fifth year of that plan. In his investor message, he wrote: “Construction demand in urban areas remains robust, and we are well-positioned to draw on our unique technologies and expertise cultivated over the years in Shibuya and elsewhere in Japan, as well as overseas.”

That statement identifies both the opportunity and the analytical task. Urban redevelopment can support a strong order pipeline, but a contractor creates shareholder value only when those orders are converted into revenue at acceptable margins, with controlled working capital and limited project losses.

Tokyu Construction reported a much larger and more profitable consolidated business in fiscal 2026 than in fiscal 2025. The headline figures are:
| Metric | FY2026 (year ended March 31, 2026) | FY2025 |
|---|---|---|
| Consolidated net sales | ¥341.1 billion | ¥263.945 billion |
| Operating income | ¥16.3 billion | ¥6.770 billion |
| Profit attributable to owners of parent | ¥13.3 billion | ¥3.896 billion |
| ROE | 12.6% | Not stated in the cited FY2025 summary |
| Orders received | ¥408.9 billion, non-consolidated | Not stated in the cited FY2025 summary |
The comparison is directionally encouraging: sales increased by about 29.2% from the FY2025 consolidated figure, operating income rose by about 140.8%, and attributable profit rose by about 241.4%. Those percentages are calculated from the rounded figures above, so they should not replace the company’s full-precision statements. The important question is why profitability expanded so quickly and how much of the improvement can persist.

Calculate the margins yourself
Using the reported figures, FY2026 operating margin was approximately 4.8% (¥16.3 billion divided by ¥341.1 billion), and attributable-profit margin was approximately 3.9%. For FY2025, the corresponding calculations were approximately 2.6% operating margin and 1.5% attributable-profit margin. A contractor’s margin can change substantially when project mix, completion timing, material costs or loss provisions change, so compare several years rather than treating one year as a permanent rate.
Start with orders received and backlog conversion
For a construction company, orders are the leading indicator and completed-construction sales are the conversion event. Tokyu Construction reported ¥408.9 billion of non-consolidated orders received in FY2026. Against ¥341.1 billion of consolidated net sales, that is an order-to-sales ratio of roughly 1.20 times. The ratio is useful as a first screen, but it is not a backlog balance and should not be interpreted as one.
Ask what the orders actually contain
New orders can have very different economic value. Examine, in the company’s disclosures, the project type, expected construction period, contract form, customer credit quality, geographic concentration and expected gross margin. A large, fixed-price project with thin economics may add more execution risk than a smaller project with contractual price-adjustment mechanisms.
Tokyu Construction has cited large redevelopment projects around Shibuya Station as contributors to record orders. Redevelopment demand can provide visibility for several years, but it can also create concentration: delays, permitting changes, labor shortages or cost inflation at one major site may affect multiple reporting periods.

Estimate backlog coverage without overstating precision
If the company provides an order backlog, divide backlog by the latest annual construction sales to estimate coverage in years. For example:
Backlog coverage (years) = disclosed order backlog ÷ latest annual construction sales
Then build a conversion schedule by fiscal year. A project expected to run for four years will not turn its entire contract value into next year’s revenue. Compare the schedule with historical completed-construction sales and with the company’s sales guidance. If new orders are rising while revenue remains flat, the pipeline may be lengthening, projects may be slow to start, or capacity may be constrained.
Test order quality, not just order growth
- Compare order growth with the number and size of major projects; one or two awards can dominate the annual change.
- Check whether orders are domestic, overseas, building, civil engineering or another disclosed segment.
- Look for changes in average project size and contract duration.
- Review cancellations, delayed starts and order revisions.
- Compare new orders with cash advances, receivables and contract assets to detect working-capital strain.
Reconstruct construction profitability
The FY2025 consolidated summary gives a useful starting point for margin analysis: completed-construction sales of ¥259,880 million and completed-construction gross profit of ¥23,290 million. Dividing gross profit by completed-construction sales produces a completed-construction gross margin of approximately 9.0%.
| FY2025 measure | Reported amount | Derived ratio |
|---|---|---|
| Completed-construction sales | ¥259,880 million | 100% |
| Completed-construction gross profit | ¥23,290 million | Approximately 9.0% of completed-construction sales |
| Consolidated net sales | ¥263,945 million | — |
| Operating income | ¥6,770 million | Approximately 2.6% of consolidated net sales |
| Profit attributable to owners of parent | ¥3,896 million | Approximately 1.5% of consolidated net sales |
Use the same numerator and denominator every year. Do not compare completed-construction gross margin in one year with consolidated operating margin in another. If segment disclosure is available, calculate the ratio separately for building work, civil engineering and other activities, then reconcile the segments to consolidated results.

Investigate what moved the gross margin
Margin expansion can come from better execution, favorable project mix, contract-price adjustments, lower-than-expected material or labor costs, or the reversal of an earlier provision. Margin deterioration can arise from design changes, delays, subcontractor claims, wage inflation, commodity prices or a newly recognized loss-making project.
Read the notes on contract assets, contract liabilities, construction losses and provisions. A high gross margin is more credible when it is supported by progress estimates, cash collection and stable project-level margins rather than by a single late-stage accounting adjustment.
Measure operating leverage and cost control
Operating income is what remains after construction gross profit and other gross profit have paid selling, general and administrative costs. Compare operating income with gross profit and SG&A each year:

Operating margin = operating income ÷ net sales
If gross profit rises while SG&A grows more slowly, the business is showing operating leverage. If gross profit improves but SG&A absorbs most of the increase, the earnings benefit may be less durable. Also check whether a new capacity build-out, digital investment or overseas expansion is temporarily depressing SG&A.
Separate recurring construction earnings from other profit sources
Attributable profit is not identical to construction operating profit. Tokyu Construction’s official results explanation identifies several items that can affect year-on-year profit: equity-method investment income, gains on investment securities, foreign-exchange effects, other non-operating expenses, extraordinary losses and taxes.
Build a bridge from operating income to attributable profit and label each item:
- Start with operating income from the consolidated income statement.
- Add or subtract recurring non-operating items, such as interest income, interest expense and equity-method earnings.
- Identify gains or losses on investment securities and foreign-exchange movements separately.
- Review extraordinary gains or losses, including project-related or asset-disposal items.
- Apply the effective tax rate and check whether it differs materially from the statutory rate.
- Use the resulting figure as reported attributable profit, then create a second figure that removes items you do not expect to recur.
Do not automatically exclude every non-operating item. An equity-method investment that regularly contributes earnings may be part of the economic model. Conversely, a securities gain or unusual foreign-exchange result should not be capitalized as if it were construction margin.
Use ROE with the balance sheet and cash flow
FY2026 ROE was 12.6%. That is a useful return measure, but it is not proof of durable competitive economics. ROE can rise because profit increases, equity is reduced, leverage increases or a one-time gain lifts net income.
Pair ROE with these checks:
- Compare average shareholders’ equity with ending equity; ROE based on average equity is more informative than a single ending balance.
- Review interest-bearing debt, lease liabilities and net cash to understand financial leverage.
- Compare operating cash flow with attributable profit over several years.
- Track receivables, contract assets, inventories and advances from customers.
- Check whether dividends and capital spending are funded from operating cash or from additional borrowing.
A 12.6% ROE supported by recurring operating cash generation and moderate leverage deserves a different valuation from a 12.6% ROE produced mainly by securities gains or balance-sheet leverage.
Value the shares with three complementary lenses
No single multiple captures a cyclical contractor. Use PER, PBR and dividend yield together, then test the result against normalized earnings and cash flow.

| Valuation lens | Dated snapshot | How to use it | Main limitation |
|---|---|---|---|
| Forecast PER | 11.8 times on September 24, 2026 | Compare with a consistent fiscal-year earnings forecast and expected growth. | Forecast profit may include cyclical peak margins or non-recurring items. |
| Actual PBR | 1.2 times on September 24, 2026 | Relate the price-to-book ratio to sustainable ROE and asset quality. | Book value may include assets whose realizable value differs from accounting value. |
| Expected dividend yield | 3.5% on September 24, 2026 | Check payout policy, free cash flow and balance-sheet capacity. | Dividends can be cut when project profits or cash flow weaken. |
PER: normalize the denominator
Recalculate PER with the latest share price and a clearly identified earnings forecast. Use the same fiscal-year basis when comparing Japanese construction companies. If FY2026 profit includes unusually favorable project completion or investment gains, create a normalized earnings estimate using mid-cycle operating margins and recurring non-operating income.
A low PER is not automatically undervaluation. It may be discounting expected margin reversal, project-loss risk, weak cash conversion or a high cost of equity. Conversely, a higher PER can be reasonable when order visibility, balance-sheet strength and sustainable returns are improving.
PBR and the ROE relationship
A PBR of 1.2 times sits close to book value. The economic question is whether a 12.6% ROE can be sustained. In a simplified framework, a company can justify a PBR above book when its long-run ROE exceeds its cost of equity and it can reinvest or distribute capital sensibly. For a cyclical contractor, estimate ROE across a full cycle rather than using the best recent year.
Inspect the composition of equity and assets. Large securities holdings, property values, deferred tax assets or underperforming investments can make reported book value a poor proxy for liquidation or earning power.
Dividend yield: treat the payment as a claim on cash
The expected yield of 3.5% is meaningful only if the expected dividend is supported by free cash flow and the company’s payout policy. Calculate:
Dividend payout ratio = annual dividend per share ÷ earnings per share
Then compare dividends with operating cash flow after capital expenditure. A payout ratio can look conservative while cash flow is consumed by growing working capital, and a high yield can simply reflect a falling share price or an earnings peak that management does not expect to repeat.

Best Value
- Order growth and disclosed backlog coverage.
- Completed-construction gross margin and consolidated operating margin.
- ROE, net debt and balance-sheet leverage.
- Forecast PER, actual or forward PBR and expected dividend yield.
- Exposure to urban redevelopment, infrastructure, overseas work and other project categories.
- The share of profit from recurring construction operations versus real estate, equity-method investments, securities gains, foreign-exchange movements and extraordinary items.
Do not rank companies by the lowest PER alone. A contractor with a lower multiple may have weaker margins, more concentrated projects or a higher probability of loss provisions. A higher multiple may reflect better backlog quality, lower leverage or more reliable cash conversion.
Build a practical earnings model
A simple model can make the investment decision auditable. Use separate assumptions for orders, conversion, margin and capital returns.
Revenue and backlog schedule
- Enter opening backlog, new orders and cancellations if disclosed.
- Assign each major project an expected start date, completion date and annual revenue curve.
- Reconcile the resulting annual revenue with management guidance and historical completed-construction sales.
- Flag any year in which revenue depends on one project or an unusually high conversion rate.
Margin cases
| Case | Assumption to test | What it tells you |
|---|---|---|
| Downside | Lower completed-construction margin, slower project starts and an additional loss provision | Whether the balance sheet and dividend can absorb an execution setback |
| Base | Backlog converts on schedule and margins settle near a multi-year average | What normalized earnings may support |
| Upside | Urban redevelopment converts efficiently and cost recovery improves margins | How much of the current valuation depends on continued execution |
For each case, calculate operating income, attributable profit, EPS, PER, ROE and dividend coverage. Keep one-time securities gains and foreign-exchange movements outside the base operating case unless there is a recurring reason to include them.

The available company materials identify several earnings swing factors, but the complete annual securities-report risk register and quantified sensitivities should be reviewed before investing. In particular, confirm disclosures on:
- Project-loss provisions and the timing of loss recognition.
- Liquidity, debt maturities, guarantees and covenant exposure.
- Safety incidents, quality claims and regulatory compliance.
- Labor availability, subcontractor stability and wage inflation.
- Material prices, foreign-exchange exposure and contract-price adjustment clauses.
- Governance, related-party transactions and capital allocation.
- Climate, extreme-weather and transition risks affecting construction sites and assets.
These are not abstract checklist items. A single loss-making project can reduce gross profit, while a delay can push revenue and cash collection into a later fiscal year. Foreign-exchange or investment gains can lift reported profit without improving domestic construction economics.
A step-by-step buying checklist
- Refresh the market data. Record the current share price, shares outstanding, latest book value, latest EPS forecast and proposed dividend. Do not use the ¥1,221.0 September 24, 2026 quote as a live price.
- Confirm the reporting basis. Mark each figure as consolidated or non-consolidated and confirm whether it covers the March fiscal year.
- Reconcile the income statement. Calculate sales growth, completed-construction gross margin, operating margin, net margin and year-over-year changes.
- Map orders to revenue. Review ¥408.9 billion of FY2026 non-consolidated orders, disclosed backlog, project duration and expected conversion.
- Normalize profit. Separate construction earnings from equity-method income, securities gains, foreign-exchange effects, extraordinary losses and taxes.
- Test cash conversion. Compare operating cash flow with attributable profit and inspect contract assets, receivables and advances.
- Evaluate ROE quality. Relate the 12.6% FY2026 ROE to leverage, equity changes and recurring operating returns.
- Run valuation cases. Recalculate PER, PBR and dividend yield under downside, base and upside earnings assumptions.
- Compare peers consistently. Use the same fiscal period, accounting basis and definitions across Japanese contractors.
- Set a monitoring plan. After buying, track orders, backlog conversion, gross margin, project provisions, cash flow, debt and dividend coverage each quarter.
What would make the shares more or less attractive?
Evidence that would strengthen the case
- Backlog converts into sales without a deterioration in completed-construction gross margin.
- Operating income grows through recurring project execution rather than investment or securities gains.
- Operating cash flow broadly follows attributable profit.
- ROE remains healthy with stable or declining leverage.
- Urban redevelopment orders remain diversified by project, customer and timing.
- The dividend is covered by recurring cash generation and the stated capital policy.
Evidence that would weaken the case
- Large orders fail to start, are cancelled or require substantial repricing.
- Gross margin falls because of labor, material, delay or subcontractor costs.
- Profit growth depends on extraordinary gains or foreign-exchange movements.
- Receivables and contract assets rise faster than sales while cash flow deteriorates.
- New project-loss provisions reduce equity and dividend capacity.
- The share price rises faster than normalized earnings, pushing PER and PBR above comparable contractors without better returns.
Decision framework
Tokyu Construction’s FY2026 results establish a stronger starting point: ¥341.1 billion of consolidated net sales, ¥16.3 billion of operating income, ¥13.3 billion of attributable profit, 12.6% ROE and ¥408.9 billion of non-consolidated orders received. The FY2025 figures show why decomposition matters: ¥23,290 million of completed-construction gross profit on ¥259,880 million of completed-construction sales, followed by ¥6,770 million of operating income and ¥3,896 million of attributable profit.
The dated valuation snapshot—11.8 times forecast earnings, 1.2 times book value and a 3.5% expected dividend yield at ¥1,221.0—can look reasonable, but it is only a starting point. A sound decision requires evidence that the order book converts on schedule, margins remain defensible, cash follows accounting profit and the 12.6% ROE survives a less favorable project mix. Recalculate the multiples with current data, then buy only if your normalized base case still offers an acceptable return for the execution and cycle risks.
