Start by measuring what your household actually spends, then separate higher prices from changes to borrowing costs. Review several months of bank and card activity, include cash and irregular bills, and compare the full picture with take-home income. That baseline shows which adjustments are realistic—and whether rising rates affect your particular debts.
Build a budget from actual spending
Memory is a poor record of small, frequent purchases and occasional bills. Use recent statements and receipts to make a monthly picture before deciding what to cut.

Include the expenses that are easy to miss
- All take-home income and cash purchases.
- Recurring bills, insurance, medical costs and family support.
- Seasonal or annual expenses, gifts and other irregular spending.
- Recurring contributions to savings or an emergency fund.
- A miscellaneous category for spending that does not fit elsewhere.
Compare the total with monthly take-home income. Check whether the amount left over on paper matches what remains in your account. If it does not, keep tracking until the gap is understandable.
Choose a tracking method you will use
The CFPB suggests recording spending as it happens, reviewing receipts weekly or monthly, or using a tracking tool. Its spending tracker and budget worksheet are free options; your bank or credit union may also offer a tool. A notebook works too. A paid app or planner is not required.

Separate rising prices from rising borrowing costs
Compare recent bills with your own earlier bills, category by category. Note whether a change is recurring, seasonal or a one-time expense. This makes it easier to distinguish a lasting increase from an unusually expensive month.
Interest-rate exposure depends on the debt. Many credit cards and other credit products have variable rates, so their borrowing costs may change when rates move. A fixed-rate loan payment typically does not change just because market rates rise. List each debt’s balance, rate type, minimum payment and due date; do not assume every loan reprices at the same time. The CFPB’s explanation of rising interest rates covers this distinction.

Match bills to income dates
A budget can look adequate for the month but still run short before payday if bills fall due at the wrong time. Put income arrival dates and payment due dates on a calendar, then track the balance through the month. The CFPB says you may be able to ask a creditor or service provider to adjust a due date; its budgeting resources include a bill calendar.
Keep essential payments visible and avoid missed payments where possible, since missed payments can have wider credit consequences. If timing—not total monthly spending—is the main problem, a due-date adjustment may help without changing the underlying budget.

Make changes that fit the numbers
Once the baseline is accurate, look first at categories that have changed materially or where spending can be reduced without compromising essential needs. Choose adjustments the household can sustain rather than applying the same percentage cut to every category. Update the working budget when income, bills or habits change, and review it after the next billing cycle.
Interest rates and prices do not move in lockstep. For historical context only, the CFPB’s 2024 annual report says U.S. consumer prices rose 3.2 percent from December 2022 to December 2023, compared with 6.5 percent from December 2021 to December 2022; both figures are from the U.S. Bureau of Labor Statistics. The report also says the federal funds rate reached 5.5 percent in July 2023, citing the Federal Reserve. These dated figures do not describe current 2026 conditions. The CFPB report provides the historical context.

Keep an accessible reserve for surprises
Car repairs, home repairs, medical bills or lost income can force a household to borrow. The CFPB notes that borrowing for an unplanned expense can add interest and fees. An emergency reserve can help cover those costs, but there is no single amount that fits every household.

If a larger savings goal is out of reach, even a small amount can provide some security. Cash-flow tracking or setting aside part of a one-time inflow may help build the habit. Keep reserve money somewhere safe and accessible for your situation; if you use it, rebuild it over time. See the CFPB’s guide to building an emergency fund.

Compare debt options by total cost, not just the payment
A smaller monthly payment can still mean paying more overall. Before moving credit-card balances or taking a consolidation loan, make a budget and understand why balances accumulated. Ask creditors whether they can offer more affordable payments, and consider free nonprofit credit counseling. The CFPB explains common debt consolidation options and risks.
| Option | What to check | Main risk |
|---|---|---|
| Balance transfer | Transfer fees, how long a promotional rate lasts, and the rate afterward. | The temporary rate may end before the balance is repaid, and fees add cost. |
| Consolidation loan | Fees, interest rate, repayment term and total amount repaid. | A longer term can reduce the payment but increase total cost. |
| Home-equity borrowing | Loan terms and whether the payment fits the budget. | The home secures the debt; failure to repay can lead to foreclosure. |
Consolidation does not fix a budget gap if spending continues to exceed income. Compare the full cost and consequences before accepting an offer.
Review savings account terms, not only the headline rate
If you have savings, compare current rates and account terms at banks and credit unions. A deposit rate may not rise as quickly as borrowing rates. Check fees, access to funds and any automatic payments linked to the old account before moving money, so essential bills are not disrupted. The CFPB offers general guidance on comparing savings options, not a current ranking of providers or rates.

Survey figures can describe particular groups without representing all households. The CFPB’s financial-well-being guide reports that 81 percent of adults in its “high” financial well-being score range were certain they could come up with $2,000 for an emergency. That is a result for a score-defined subgroup, based on CFPB analysis of the National Financial Well-Being Survey; it is not the share of all U.S. households able to raise that amount. Read the CFPB guide and survey findings.
