How to Adjust Your Household Budget When Gas and Energy Prices Rise

Start by separating gasoline for your vehicle from electricity, natural gas, and any delivered heating fuel. Use your household’s recent bills and fuel spending to revise the budget; national averages and forecasts cannot predict your personal costs. If the new plan leaves too little for essentials, contact your utility and check local assistance options promptly.

Separate the costs before changing your budget

“Gas” can mean two different expenses: gasoline for transportation and natural gas used for heating or other home needs. They are not interchangeable, and their prices may not move together. Track each separately, along with electricity and any delivered fuel such as propane or heating oil.

Use recent actual spending as your baseline. For each category, review several recent bills or receipts, note the billing period, and record the amount paid and—where available—the quantity used. Then update the monthly plan using expected household use and the prices on your own bills or local utility tariff. A national price average cannot tell you what your household will pay.

  • Gasoline: Use recent fill-ups and your expected driving, rather than a home-heating forecast.
  • Electricity: Check the bill’s usage and rate; rates vary by state and utility.
  • Natural gas: Record both the charge and usage, and check whether taxes or fees appear separately.
  • Delivered heating fuel: Budget for the fuel and delivery terms that apply to your home.

Use forecasts and averages only as context

The U.S. Energy Information Administration’s Winter Fuels Outlook 2026–27, published October 6, 2026, forecasts different household expenditure patterns by heating fuel and region. It expects average natural-gas and propane heating expenditures to decline, electricity costs to rise slightly, and heating-oil expenditures to rise more substantially. These are forecasts based on weather assumptions, not actual bills or predictions for a particular household.

EIA reports a 2025 U.S. annual average residential electricity price of 17.30 cents per kilowatt-hour. Its reported state range was 8.20 cents in North Dakota to 35.72 cents in Hawaii. These historical figures come from annual averages; the underlying February 2026 Electric Power Monthly table was preliminary. Use them to understand geographic variation, not as a rate to plug into your household budget. Check your own bill and local tariff instead. EIA’s electricity data

Do not switch heating fuels solely because a national forecast shows a lower average expenditure for another fuel. A meaningful comparison depends on your location and climate, likely use, equipment and home efficiency, and whether the cost comes from a regulated utility, a supplier-choice market, or delivered fuel.

Ask whether your utility can smooth natural-gas bills

Some utilities offer an annual budget plan that spreads natural-gas payments more evenly through the year. Availability and terms vary, so ask your utility whether it offers one and how its plan works. Before enrolling, check who is eligible, how the monthly payment is calculated, and whether the utility reconciles the account against actual charges later. A smoother bill can help with cash flow, but it does not by itself reduce the energy used or the total cost. EIA also notes that customer-choice shopping may be available in some areas; confirm whether it exists locally and compare the terms before choosing a supplier. EIA: Natural gas prices

Reduce home energy use where practical

For a natural-gas heating system, EIA recommends checking that equipment operates efficiently, lowering thermostat settings—especially when the home is unoccupied—and getting an energy audit to identify other potential ways to reduce use. These steps do not guarantee a fixed saving; results depend on the home, equipment, weather, and household routines. A programmable thermostat may help schedule lower settings, but check compatibility with your heating system and whether scheduled changes suit the people in your home. EIA: Natural gas prices

Prioritize an assessment before major upgrades

A home energy assessment can help identify which improvements are worth considering for your home. The U.S. Department of Energy’s Home Upgrades page says the Weatherization Assistance Program (WAP) saves participating households an average of $372 or more per year. That is a program-level estimate, not a promise or a household-specific savings prediction. WAP is administered through state and local agencies, and eligibility and availability depend on location.

If the revised budget cannot cover essentials

Contact your utility promptly about payment options and local assistance rather than waiting for a missed payment or shutoff notice. Ask what applies to your account and location; protections and plans are not the same everywhere. Check your state’s Low Income Home Energy Assistance Program (LIHEAP) office as well. DOE describes LIHEAP as assistance that can help with home energy bills, crises, weatherization, and minor energy-related repairs, but eligibility and available services vary. EIA also advises consumers to ask state utility regulators or local utilities about assistance and fuel funds, including options that may be available during winter emergencies. EIA uses “energy insecurity” to describe situations such as receiving a disconnection notice, cutting or forgoing basic necessities to pay energy bills, keeping a home at unsafe temperatures because of cost, or being unable to repair heating or cooling equipment because of cost. These are warning signs that it is worth seeking help; the definition is not a diagnostic test for an individual household. EIA: Household energy insecurity

Find local context without mistaking it for a personal estimate

DOE’s Low-Income Energy Affordability Data (LEAD) tool can show local energy costs and energy burden. Its listed inputs include U.S. Census Bureau American Community Survey 2018–2022 data and EIA utility data, so its figures are population-level context, not a personalized bill estimate. Use the tool to help frame questions about local affordability, then rely on your household’s bills and utility for budgeting decisions. DOE: LEAD Tool

EIA reported that in 2020 U.S. households averaged $1.04 per square foot in energy bills. Households reporting energy insecurity averaged $0.20 more per square foot than the national average and $0.26 more than households not reporting insecurity. Those are historical comparisons published in 2023, not current budgeting targets. EIA: Household energy insecurity
