Rebuild your budget from actual income and spending
A useful budget is a monthly plan that compares take-home income with expenses. Consumer.gov recommends listing both, subtracting expenses from income, and changing the plan when spending exceeds income. Review it as circumstances change, and use actual spending to shape the next month’s plan.

Gather recent utility bills, fuel receipts or card statements, pay stubs, and bank or card transactions. Look across several months, as the Consumer Financial Protection Bureau advises, so irregular costs do not disappear from the picture. Include rent or mortgage, food, insurance, repairs, medical and school expenses, and regular savings contributions if those are part of your household plan.
- Take-home income: Use the amount that reaches your accounts, not gross pay.
- Fixed and recurring bills: Record due dates and amounts, including utilities and debt payments.
- Variable costs: Estimate groceries, transport, and other expenses from actual transactions.
- Less frequent costs: Set aside a monthly amount for expenses such as repairs or annual insurance bills.
Subtract expenses from income. If the remainder is negative, identify which flexible categories can change and protect essentials such as housing, food, transport needed for work or care, and utilities. Do not leave out an expense to make the budget appear balanced. Consumer.gov’s guidance is to revisit the plan during and at the end of the month, then use what you actually spent to set the next plan: Making a Budget.

Estimate the higher energy costs using your own records
Keep vehicle fuel separate from electricity, natural gas, heating oil, propane, or other home fuels. They have different price drivers, and a household may have more than one energy cost moving at once. Compare recent bills and fuel purchases with earlier months, taking seasonal differences into account.
Electricity prices can reflect demand, fuel costs, available generation, and supply conditions; rates may vary by season and, in some places, time of day. The U.S. Energy Information Administration explains these factors, but a national trend or forecast is not a quote for your home: EIA: Prices and factors affecting prices.
For a dated illustration rather than a current benchmark, EIA’s September 9, 2025 release forecast an average U.S. regular gasoline price of $3.10 per gallon for 2025 and $2.90 per gallon for 2026. Those were forecasts, not actual prices, and they are not suitable as a current local budget estimate: EIA’s September 9, 2025 gasoline forecast. Use your own receipts and current local rates instead.

Make budget changes that fit your household
Set a realistic monthly amount for fuel and utilities from recent spending, adjusting for the season and any known changes in rates or use. Then look for offsets in flexible categories that your household can actually change. The right adjustment might be smaller discretionary spending, fewer optional trips, or a different timing for a nonessential purchase; it will not be the same for every household.
For fuel, compare spending by vehicle and trip purpose. Consider whether trips can be combined or reduced and whether an alternative is available and affordable. Do not count on a universal product or tactic to cut costs: the effect depends on the vehicle, travel needs, and local options.
Track actual spending at least weekly during the first month after costs change. If you are running over the new target, revise the next month’s plan rather than concealing the gap by omitting expenses. Preserve a savings contribution if feasible; Consumer.gov notes that savings can be treated as a budget expense.

Use budget billing to smooth bills—not to assume they cost less
Ask your utility whether it offers budget billing and how its plan works. These plans generally use an estimate, often based on past use, to spread payments more evenly through the year. That can make monthly cash flow more predictable, but it does not necessarily reduce the annual cost. If actual use exceeds the estimate, you may owe a balance later.
Before enrolling, ask about the details that determine the trade-off:
- How is the monthly amount estimated, and how often can it change?
- When and how is actual use reconciled with payments made?
- Can the account end with a balance due, a credit, or a refund?
- Are there fees or special rules for unusually high use?
- What happens if a payment is missed?
Budget billing terms differ by utility. The Federal Trade Commission describes how estimated payments can be reconciled against actual use: FTC: Getting Utility Services—Why Your Credit Matters.

If you may miss a utility bill, contact the provider early
Call the utility as soon as you think a bill may become unaffordable, using the contact information on a recent bill or its verified website. Ask what payment arrangements or assistance are available before agreeing to a plan. Some arrangements require you to pay current bills in full while also paying down a past-due balance; choose only an amount you can sustain.
Shutoff protections and payment rules differ by state and locality. Ask the utility what rules apply to your account and check with your state or local consumer-protection or utility regulator for local information. The FTC explains why it is important to understand the terms of a payment arrangement before accepting one: FTC utility payment guidance.

Lower energy use before committing to major upgrades
Start with your utility’s conservation advice and ask whether it offers a free or low-cost home energy assessment. An assessment can help identify which changes fit your home, rather than prompting you to buy equipment based on a general promise of savings.
The FTC suggests practical steps such as adjusting the thermostat, maintaining or replacing forced-air system filters as recommended, considering a programmable thermostat, and asking about energy-assistance plans. A programmable thermostat is optional: check compatibility, upfront cost, and whether its features suit your household before buying. No single savings amount applies to every home. See FTC: How To Save Money on Heating and Cooling Your Home.
If you are considering HVAC replacement, compare the purchase price with expected operating costs and confirm that the equipment suits the home. The FTC points consumers to EnergyGuide labels and the ENERGY STAR label when comparing products. Ask the utility or local energy office about current rebates before purchasing; availability and eligibility can vary, and an incentive should not be treated as guaranteed until confirmed.

A threat of immediate shutoff paired with a demand for a gift card, cryptocurrency, payment-app transfer, or wire transfer is a warning sign. Do not pay using the demanded method. Contact the utility using a phone number from an earlier bill or its verified website to check the account. The FTC describes these demands as utility-scam indicators in its guidance on utility services and home heating and cooling.
