In Windows 11, change mouse-wheel behavior at Settings > Bluetooth & devices > Mouse, in the Scrolling section—not on the similarly named Accessibility > Mouse page. There you can set how much each wheel movement scrolls, enable scrolling in inactive windows, and choose the scrolling direction.
Change mouse scroll settings in Windows 11
- Open Settings by pressing Windows key + I.
- Select Bluetooth & devices > Mouse.
- Under Scrolling, choose Multiple lines at a time or One screen at a time.
- If you selected multiple lines, adjust Lines to scroll at a time to change how far the page moves with each wheel movement.
- Turn on Scroll inactive windows when hovering over them to scroll a window without selecting it first.
- Under Scrolling direction, choose Down motion scrolls down or Down motion scrolls up.

What each scrolling option changes
- Multiple lines at a time: Moves the page in smaller increments. Use Lines to scroll at a time to adjust the amount moved per wheel movement.
- One screen at a time: Moves by a full screen rather than a set number of lines.
- Scroll inactive windows when hovering over them: Lets the pointer wheel-scroll a background window without bringing it to the foreground.
- Scrolling direction: Sets whether moving the wheel down moves the page down or up.
Why mouse scrolling is not under Accessibility
The label can be confusing. Microsoft directs users to Settings > Bluetooth & devices > Mouse for wheel scrolling. Settings > Accessibility > Mouse is for Mouse keys, an accessibility feature that lets you move the pointer with the numeric keypad. Pointer size and appearance are under Settings > Accessibility > Mouse pointer and touch. See Microsoft’s Windows 11 accessibility guide and Mouse keys instructions.
If you do want keypad pointer control, go to Settings > Accessibility > Mouse and switch on Mouse keys. That changes pointer control; it does not adjust the mouse wheel.

If the Mouse page looks different
Windows updates and device utilities can affect what you see, and the official instructions do not identify a specific first Windows 11 build for these controls. Open Settings and search for Mouse settings if you cannot find the page or a label differs. The documented steps do not establish that any particular mouse requires vendor software, so check the device maker’s instructions only if Windows’ available controls do not provide the behavior you need.
