To install speech support for a language, go to Settings > Time & language > Language & region. To add a voice that Narrator reads with, use Narrator’s own voice settings. Neither route creates a new voice from your own recordings. “Custom” in this context means choosing among the voices Windows offers, or installing a third-party speech synthesizer that Narrator can use.
Choose the right route first
The menu you need depends on what you want the voice to do. Language speech features and Narrator voices are managed in different places, and a third-party synthesizer follows its own installer.

Install text-to-speech for a language
Use this route when you want speech output for a language that is not yet set up on your PC. Microsoft notes that speech features are downloaded, so the PC needs an internet connection.
- Connect the PC to the internet.
- Open Start > Settings > Time & language > Language & region.
- If the language is not under Preferred languages, select Add a language, choose it, and select the language features you want during installation.
- Find the language, open its More language options or language Options (the label depends on the entry), and look under Language features.
- Select Download beside Text-to-speech.
If no Text-to-speech entry appears for a language, that language does not have speech support through this route. Microsoft’s language settings documentation states it plainly: “Not all languages have speech features.”

Add a voice for Narrator
Narrator has two voice families, and each is installed through its own flow. Start with the one that matches the voice you saw in Microsoft’s list.
Legacy voices
- Press Windows logo key + Ctrl + N to open Narrator settings.
- Select Add legacy voices.
- Under Manage voices, select Add voices.
- Select a language and add it.
- Wait for the download. Microsoft notes that download time depends on your internet speed.
- Return to Narrator’s voice settings and select the voice you want.
Natural voices
- Open Narrator settings with Windows logo key + Ctrl + N.
- Use the natural voices option to add new voices.
- Select a voice, and a language if you are asked to choose one.
- Preview the voice to check it.
- Select install.
Natural voices are limited to the languages and accents that Microsoft lists in its Narrator appendix, so a voice you cannot find is usually not offered for your language.

What “custom” does and does not mean here
Microsoft’s Narrator guidance describes specific legacy and natural voices by language. These are voices Windows already offers, not voices you create. The Microsoft pages covering these settings do not describe training, cloning, or importing an arbitrary custom voice through Settings. If you need a voice that is not on Microsoft’s list, you have to look at third-party synthesizers instead.
Third-party SAPI 5 voices
Narrator can use speech synthesizers built on the SAPI 5 interface. Microsoft’s “Chapter 7: Customizing Narrator” names Harpo Software, CereProc, NextUp, Eloquence, and Vocalizer Expressive as examples. Microsoft states: “Microsoft does not endorse any particular third-party software, nor can it offer any support for their installation and use.”

Before you buy or install one, check the provider’s documentation for Windows 11 compatibility. Microsoft’s pages do not confirm that any given release works on every Windows 11 build, and questions about a specific product should go to its provider.
A microphone is not part of this setup
Text-to-speech is output: the PC reads text aloud. Microphone settings are for speech recognition, which is input. Microsoft’s microphone instructions sit under Settings > Time & language > Speech. You do not need a microphone to install or select a text-to-speech voice.

Troubleshooting
- No Text-to-speech option for your language. Microsoft does not offer that feature for the language through Language & region. Use a Narrator voice that is listed for it, or a third-party synthesizer.
- The download is slow or stalls. Download time depends on your internet speed. Keep the PC connected and wait for the download to finish before you go back to Narrator settings.
- The new voice does not sound active. After a legacy voice finishes downloading, return to Narrator’s voice settings and select it. Installing a voice does not select it automatically.
- A voice you want is missing from the natural list. Natural voices are limited to the languages and accents Microsoft lists. Check the list in Microsoft’s Narrator appendix.
Menu labels can change with Windows 11 updates. If a label above does not match your screen, look for the same function under the nearest Narrator or Language heading.
