Apple documents using Shared Albums in a browser on a phone, tablet, or computer, but does not specifically confirm Android upload controls. Whether you can upload therefore depends on the options shown in your current browser and whether the album owner allows participants to contribute.

Apple describes iCloud.com/photos as a browser option for using Shared Albums on a phone, tablet, or computer. Its guidance does not name Android or specify the Android browser controls, so button names and availability may vary. If you do not see an upload option, do not assume that a different Android app or accessory will enable uploads.
Check whether the album lets participants add items
The album owner controls whether participants can add photos and videos, or only comment and react. If you can open the album but cannot contribute, ask the owner to check the album’s participant contribution setting. Apple’s guidance on Shared Album settings is at Apple Support: How to use Shared Albums in Photos.

If the album does not appear after you sign in, confirm that the owner invited the Apple Account you are using, or ask for the correct album link. Access to the album and permission to add items are separate issues.
A public link is for viewing, not proof of upload access
An owner can make a Shared Album viewable through a public link. Anyone with that link can view it, including people who do not use iCloud; that does not establish that link recipients can upload. Contribution depends on the album’s participant settings and the controls available to you. See Apple’s Shared Albums guidance.
