This keeps the effect limited to selected images instead of changing every image on your site.
1. Add a class to the image block

In the WordPress editor, select the Image block.

Open Advanced in the block settings and enter
image-fadein Additional CSS Class(es). Do not include a period before the class name. -
Repeat for each image that should fade. WordPress documents this field for adding classes to blocks; the exact controls can vary with the editor, theme, and account permissions. See the Image block reference and WordPress.com’s guide to block CSS classes.
2. Add the CSS
Place this CSS in a site-wide custom CSS area available to your site:

}The duration and opacity are illustrative starting values, not values tested on a particular theme. The selector assumes the standard core Image block structure: the block’s figure has the image-fade class and contains an img. WordPress documents the core block markup and selected-block styling in its Image block reference.
The transition is defined on the image’s normal state, so the image fades back when the pointer leaves. The hover change is inside a prefers-reduced-motion: no-preference media query; visitors who request reduced motion do not receive this transition. WordPress recommends accounting for operating-system motion preferences in its animation guidance.

3. Choose where to put the CSS

For the example above, use a CSS area that accepts a selector and its rule block. Adding a class in the block’s Advanced settings does not itself add the CSS.
4. Check the result if it does not work

Check the class spelling. The block must have

Check the front-end markup. This selector targets an image nested inside the classed block. A page builder, gallery, theme component, or plugin may render different markup; inspect the rendered element and adapt the selector to the actual structure.

Check the CSS location and access. If the CSS field is missing or rejects the rule, the theme may not expose that editor or the account may lack the required capability. WordPress’s Styles documentation describes the available controls and restrictions.

Check the interaction you are testing. A fade on hover is for pointer devices; touchscreens do not have a conventional mouse-hover interaction. Do not make essential information or controls available only through this effect.
Keep the fade decorative and accessible
Use hover fading for visual emphasis rather than as the only way to reveal a caption, link, or other important content. If an image’s purpose depends on an interaction, provide an equivalent way to access it without hover. The reduced-motion query in the example also keeps the transition from running for visitors whose system preference requests reduced motion.
