The decisive question is not simply whether the agent is recognized. It is whether this specific action is authorized, within its limits, consistent with the customer’s intent, and supported by evidence that can survive investigation or a dispute.
Why agent-initiated transactions require a different fraud model
Traditional payment controls usually treat the person, device, session, or application sending a request as the main actor. An AI agent breaks that assumption. The software may select products, negotiate terms, choose a payment instrument, and submit an order while the customer is absent from the checkout flow.
As an Amazon Associate I earn from qualifying purchases.
That creates two separate questions:
- Who is the principal? Which customer, employee, or business account is ultimately responsible for the instruction?
- What is the agent allowed to do? Which actions, merchants, products, amounts, and time periods did that principal delegate?
An authenticated agent can still make a mistake, follow a manipulated instruction, exceed its scope, or be used by an attacker. Conversely, an unfamiliar agent identity is not automatically fraudulent if the principal’s authorization and transaction context can be verified. Fraud teams therefore need a linked assessment of principal identity, agent identity, delegated authority, and the actual transaction.
The timing also changes. Visa security guidance says the opportunity to detect fraud or prevent an error may contract from hours or days to minutes or seconds when agents act automatically. Controls that run only after settlement are too late for purchases that an agent can complete immediately.

The core control: connect the principal, agent and action
Build a transaction record that keeps the customer and software identities distinct but related. A useful minimum model contains:
| Record element | What it should establish | Questions for the fraud system |
|---|---|---|
| Principal | The authenticated customer, employee, or business account represented by the request | Has the principal passed the required customer or account authentication? Is the account in good standing? |
| Agent identity | A credential or verifiable identity for the software making the call | Is the credential valid, current, and associated with the claimed principal? Has it been revoked or reported? |
| Delegation relationship | The link between the principal and the agent, including who created or approved it | Was this agent enrolled by the principal or an authorized administrator? What policy governs it? |
| Authorization envelope | The permitted action, merchant or domain, products or cart scope, amount, and validity period | Does this transaction fit every relevant limit, not just the identity check? |
| Transaction context | Merchant, operation, session, timestamp, cart, currency, delivery details and payment method | Is the evidence fresh and bound to this exact operation, or could it be replayed? |
| Decision evidence | Risk signals, policy results, interventions and any human approval | Can an investigator reconstruct why the transaction was allowed, challenged, held or declined? |
NIST’s February 5, 2026 announcement about a proposed National Cybersecurity Center of Excellence project identifies agent identification, authorization, auditing, non-repudiation and prompt-injection mitigation as areas where existing identity practices may be applied. It describes a concept-paper and proposed project, not a final NIST standard, so organizations should not treat it as a completed certification scheme.
Define authorization as an actionable, bounded permission
A broad statement such as “let my assistant shop for me” is not sufficient evidence for a high-value transaction. Convert delegation into an authorization envelope that can be evaluated mechanically.
Specify the operation
State whether the agent may search, add items to a cart, place an order, cancel an order, change shipping information, issue a refund, transfer funds, or perform another operation. Read-only and money-moving actions should not share an undifferentiated permission.
Specify the commercial scope
Where the use case permits, bind authority to a merchant or domain, product category, named cart, subscription, account, or service. Mastercard describes purchase-intent data that may include cart contents, transaction limits and validity windows. Those fields give a risk engine something concrete to compare with the attempted action.
Specify financial limits
Record a maximum amount, currency, cumulative spending limit, per-transaction limit and any restrictions on taxes, shipping, tips or recurring charges. A transaction that is below a single-purchase limit may still breach a daily or campaign budget.

Specify time and freshness
Delegation should expire or require renewal. A validity window limits the damage from a stolen credential and makes stale instructions easier to reject. Fresh evidence is especially important when an agent retries a request after a timeout.

Visa’s Trusted Agent Protocol describes signatures containing timestamps and a unique session identifier, bound to the merchant domain and operation and intended to resist replay. Visa says that protocol remains in development and deployment; these are described design features, not controls that every merchant already supports.
Evaluate the request against intent, not just identity
After establishing that an agent is associated with a legitimate principal, compare the requested action with the authorization envelope and expected context. A registered agent that suddenly changes the delivery address, buys outside the approved category, or submits a materially different cart should not pass solely because its credential is valid.
Useful intent checks include:
- Whether the merchant or domain matches the approved scope.
- Whether the cart contents, quantity and product category match the instruction.
- Whether the total and cumulative spend remain within limits.
- Whether the request falls inside the authorization’s validity window.
- Whether currency, shipping country, billing account and fulfillment method are expected.
- Whether the operation is consistent with the customer’s stated goal, rather than merely syntactically permitted.
- Whether a prompt, tool result or external page introduced an instruction that conflicts with the principal’s original request.
Visa’s security guidance emphasizes that an agent must have the correct request and parameters, the proper permissions, and a legitimate verified business or customer behind it. It also notes that human review may be appropriate at key decision points. The practical implication is a two-stage decision: authenticate the actor, then authorize the act.
A transaction decision flow for fraud teams
- Resolve the principal. Map the request to the customer or business account that supposedly delegated authority. If the principal cannot be established, stop before payment execution.
- Validate the agent credential. Check issuer, status, expiry, revocation, certificate or token integrity, and the recorded relationship to the principal.
- Load the current authorization. Retrieve operation, merchant or domain, cart or category, limits and validity period. Do not rely on an old cached permission when a newer revocation exists.
- Verify context binding. Confirm that timestamps, session identifiers, merchant domain and operation correspond to the request being evaluated. Reject evidence that is missing, stale or replayed.
- Compare the request with intent. Evaluate cart, amount, currency, delivery data, payment method and any material change from the customer’s instruction.
- Run ordinary transaction-risk controls. Continue checking account takeover indicators, unusual velocity, device and network anomalies, compromised credentials, merchant risk and payment-instrument signals. Agent authentication does not replace these controls.
- Apply policy before execution. Allow only when the request is inside the approved envelope and risk is acceptable. Otherwise hold, narrow the operation, require fresh approval or decline it.
- Record the decision. Store the authorization evidence, relevant intent data, signals, policy version, intervention and any human approval before releasing the transaction.
- Monitor completion and changes. A later modification to the cart, delivery address, amount or payment method should trigger a new evaluation rather than inherit the original approval automatically.
Use layered controls before an agent can spend
Policy gates
Place deterministic limits in the execution path. An agent should be technically unable to exceed a spending ceiling, use an unapproved merchant, or perform a prohibited operation. A warning shown after the order is submitted is not an authorization control.
Step-up approval
Require a fresh customer or administrator approval when the amount, merchant, category, destination, recurring nature or other material condition falls outside the approved envelope. Visa describes APIs that confirm intent and an auditable record of human approval in advanced pilots. Mastercard’s Agent Pay announcement describes consumer controls over what agents can purchase and on-device biometrics for strong consumer authentication. These are company-described capabilities, not evidence that every implementation provides them.

Prompt-injection resistance
Treat instructions discovered in product pages, email, documents or tool output as untrusted data unless they are authorized by the principal’s policy. An agent should not be able to convert an external instruction into a payment permission merely because it appears in a page the agent visited.
Safe failure behavior
When authorization evidence is unavailable or inconsistent, fail closed for irreversible or high-value actions. For low-risk operations, a limited read-only mode may be safer than either silently proceeding or blocking the entire account.
Signals to combine in a risk decision
| Signal group | Examples | Interpretation |
|---|---|---|
| Principal assurance | Recent authentication, account history, administrator approval, recovery events | How confidently does the system know who delegated the authority? |
| Agent assurance | Credential status, enrollment record, issuer, software identity, revocation state | Is this the expected software identity, and is it still trusted for this principal? |
| Delegation fit | Operation, merchant, category, cart, amount and validity window | Is the action inside the permission rather than merely associated with it? |
| Context integrity | Timestamp, session identifier, domain, operation, nonce or replay indicators | Was the authorization created for this fresh transaction? |
| Behavior and velocity | Rapid retries, unusual purchase sequence, sudden limit use, account changes | Does execution look unlike the principal’s established pattern? |
| Payment and fulfillment | Payment-instrument risk, billing mismatch, new delivery address, reshipping pattern | Do payment and delivery details introduce independent fraud concerns? |
| External instructions | Conflicting page text, injected tool commands, changed destination or quantity | Could the agent have been manipulated after the principal gave the instruction? |
Do not collapse these into a single “trusted agent” flag. A positive agent identity signal should raise confidence only when the action and context also fit.

Agent transactions must be explainable to fraud analysts, customers, merchants, payment partners and, when necessary, dispute teams. Retain:
- The principal identifier and the authentication event that established it.
- The agent identifier, issuer, enrollment relationship and credential status at decision time.
- The exact authorization text or structured permission, including operation, scope, limits and expiry.
- Purchase-intent data such as cart contents, amount, currency, merchant, delivery details and validity window.
- Timestamp, session identifier, domain, operation and replay-protection evidence.
- Risk signals, policy versions, rules fired, model outputs and the final allow, hold, challenge or decline decision.
- Any human approval, including who approved, what was displayed and when approval occurred.
- Subsequent changes, cancellations, refunds, chargebacks and customer reports.
Visa recommends traceable decision points. Mastercard says intent data can provide audit material that may help avoid or resolve cardholder disputes. Preserve enough evidence to explain the decision, but avoid collecting unrelated personal data. Visa’s protocol describes identifiers as consented by the consumer, and the Consumer Financial Protection Bureau has identified protection of sensitive personal and financial data as a concern.
Connect fraud controls to customer support and disputes
A legitimate agent can still make an unauthorized or mistaken purchase from the customer’s perspective. A customer may recognize the agent but reject a particular order, or may not recognize an agent transaction at all. The dispute process therefore needs to show:

Mastercard describes a process intended to clarify agentic transactions that consumers do not recognize. The CFPB has highlighted transparent decision-making and dispute resolution as consumer concerns. Do not treat a valid agent credential as conclusive proof that the customer intended every resulting transaction.

When selecting a protocol or designing an internal scheme, compare agent and principal identity, authorization scope, context binding and replay protection, pre-execution intervention, auditability, privacy, interoperability and deployment maturity. A published framework, product announcement or pilot should not be presented as a generally available, independently evaluated control.
Implementation roadmap
Phase 1: Establish ownership and data contracts
- Define the principal record and the authoritative system for delegation.
- Issue distinct agent credentials rather than sharing customer credentials.
- Define revocation, expiry and emergency suspension procedures.
- Agree on the minimum authorization and intent fields required by merchants, issuers and payment services.
Phase 2: Enforce the authorization envelope
- Implement operation, merchant, product, amount and time limits.
- Bind authorization evidence to a fresh session and the intended domain and operation.
- Prevent execution when required fields are missing or inconsistent.
- Add step-up approval for high-value or materially changed actions.
Phase 3: Add risk analytics and intervention
- Combine ordinary payment-fraud signals with agent-specific context.
- Detect prompt-injection indicators and unexpected tool instructions.
- Provide hold, retry, narrow-scope and human-review outcomes instead of only allow or decline.
- Re-evaluate any material change before execution or settlement.
Phase 4: Prove the control works operationally
- Test expired, revoked, replayed and cross-domain authorization evidence.
- Simulate a legitimate agent whose cart exceeds its limit.
- Simulate an attacker who obtains an agent credential but lacks the principal’s current permission.
- Verify that analysts can reconstruct a decision from stored evidence.
- Exercise customer notification, cancellation and dispute workflows.
Common failure modes and fixes
“The agent is registered, so approve it.”
Why it fails: Registration says who the software is, not whether this purchase is authorized. Fix: Compare operation, scope, limits, freshness and intent before execution.
“The customer approved the agent once.”
Why it fails: A standing approval can become stale or be abused for a transaction the customer did not expect. Fix: Use bounded permissions, expiry, revocation and fresh approval for material changes.
“A post-transaction model will catch abuse.”
Why it fails: Autonomous execution may complete before a review queue sees it. Fix: Put policy and risk gates in front of payment submission, with post-transaction monitoring as a second layer.
Free tools Windows power users keep installed

“The authorization record is enough for a dispute.”
Why it fails: The agent may have acted outside the customer’s intent even when a credential was valid. Fix: Store the original instruction, structured limits, cart and changes, decision path and any human approval.
Best Value
“Share every identifier with every participant.”
Why it fails: Excessive data sharing increases privacy and security exposure. Fix: Share only consented, necessary identifiers and the fields required to validate the transaction.
Metrics that are useful before fraud rates stabilize
No named agent-specific fraud prevalence, loss rate or detection-rate statistic is established by the cited primary sources. Do not substitute a general payment-fraud figure for that missing evidence. Instead, measure whether the control system is functioning:
- Percentage of agent requests with a resolvable principal and valid agent credential.
- Percentage of requests with complete authorization scope and intent fields.
- Rate of expired, revoked, replayed or cross-domain evidence detected before execution.
- Share of transactions blocked or stepped up because cart, amount or merchant fell outside scope.
- Time from request arrival to risk decision and time from anomaly detection to intervention.
- Human-review outcomes, false declines and customer-approved overrides.
- Rate of customer disputes involving agent transactions and the time required to produce supporting evidence.
- Frequency of authorization or policy changes that were not propagated to every execution point.
These operational measures show whether delegation controls are complete and timely without pretending that the market already has a reliable, comparable agent-fraud benchmark.

What the current market evidence supports
The CFPB’s 2025 Consumer Credit Card Market Report to Congress described consumer shopping and payment agents as being in the initial stages of development and deployment, with limited availability and purchase-execution capabilities at that time. It also raised concerns about sensitive personal and financial data, transparent decisions and dispute resolution. That statement should be read as a report-era snapshot, not as a current adoption statistic.
The safest near-term design is therefore adaptable: keep principal and agent identities separate, express permissions as transaction-specific data, run checks before execution, require human approval when the action leaves its approved envelope, and retain evidence that can be understood by both analysts and customers. As protocols mature, those controls can map to interoperable credentials and intent messages without changing the central risk question: did this principal authorize this agent to perform this action, in this context, now?
