VA describes identity verification as “a one-time process that helps us make sure that the person creating your account is really you—and not someone pretending to be you.” The process protects online account access; it is separate from determining whether you qualify for care or benefits.

What to do first
VA.gov requires a supported sign-in account for online access. The available providers described by VA are ID.me, Login.gov, and, in a limited pilot, CLEAR. If an online document upload fails, do not assume that your VA claim, appointment, prescription, or records request has stopped. Select the provider’s assisted route or use a non-digital VA channel.

- Identify the point of failure. Was it the photo or document upload, a missing phone, a password, or the lack of a suitable identity document?
- Choose the matching route. Login.gov has an in-person USPS option; ID.me has a video call and participating UPS Store appointments; VA itself offers phone, mail, and in-person service.
- Use only the current instructions shown by VA.gov and the provider. Participating locations, document lists, appointment rules, and pilot availability can change.
- Keep your reference information. A barcode, QR code, appointment confirmation, or other code may be required at an in-person visit.

How to complete Login.gov verification at a USPS location
Login.gov’s in-person path is designed for users who cannot finish the online identity check. VA says the option may appear when you start verification or after an unsuccessful attempt to upload an identification photo. The exact screens and participating locations are controlled by Login.gov, so follow the live instructions rather than relying on an old address or checklist.

Step 1: Start from the VA.gov sign-in flow
Open the VA.gov sign-in process and choose Login.gov. Create or use your Login.gov account as prompted, then begin identity verification. If the upload fails, look for an offered in-person option. In some cases, you can select the USPS route before trying the upload.
Step 2: Save the barcode or QR code
The in-person workflow supplies a barcode, QR code, or other reference that the participating USPS clerk uses to retrieve your verification request. Keep it on paper or on a device you can show at the counter. Do not arrive with only your account email unless the current instructions specifically say that is sufficient.
Step 3: Check the location and identification requirements
Use Login.gov’s current location instructions to find a participating USPS site. Not every post office offers the service. Review which identity documents are accepted and whether the instructions require an original document, a particular type of photo identification, or another item.

Show the clerk the code and the required identification. The provider’s instructions explain what happens after the visit and when to return to VA.gov. If the account still shows an incomplete verification status, use Login.gov’s account-help channel rather than repeatedly uploading the same image.

If you do not have a U.S. phone number
VA’s guidance notes that Login.gov may offer address verification by mail in situations where a user does not have a U.S. phone number. This is not guaranteed for every account or stage of verification. Look for the option in your live Login.gov flow and follow the mailing instructions exactly.
How to use ID.me’s assisted verification
ID.me provides two alternatives to a fully self-service document check: a live video call and an in-person route at participating UPS Store locations. Start through VA.gov so that the verified account is connected to the correct VA sign-in path. The acceptable-document list and appointment process are maintained by ID.me and can change.
Option A: ID.me video call
- Create or open your ID.me account through VA.gov. Choose the identity-verification path for VA access rather than a general account task.
- Prepare the requested documents. ID.me may require you to upload images before the call. Use clear, unaltered images and make sure names and dates are readable.
- Check your equipment. The video route requires a computer with a working webcam and an internet connection. A phone-only setup does not meet that stated requirement.
- Join the live representative session. Follow the on-screen queue or appointment instructions. The representative may ask you to display the same documents submitted online.
- Return to VA.gov after approval. Complete the sign-in connection shown by VA. If the status does not update, contact ID.me for verification support.
Option B: ID.me in person at a UPS Store
- Begin at VA.gov and select ID.me. The VA flow directs you to the appropriate ID.me verification screen.
- Choose the in-person method if it is offered. Follow the current appointment or scheduling instructions; do not assume every UPS Store participates.
- Save the appointment details and any code. The location may need a barcode, QR code, confirmation number, or other reference.
- Bring the requested identification. Use the live ID.me instructions to confirm which original documents are accepted and whether additional items are required.
- Finish the VA sign-in. After the in-person check, return to the VA.gov prompt that links your verified ID.me account to your VA access.
An in-person appointment can be useful when a camera, lighting, document scanner, or self-service upload is the obstacle. It does not remove the need to meet ID.me’s identity-document rules.

What if you do not have a smartphone?
A smartphone is not the only possible way to complete every part of VA account access. VA lists several multifactor-authentication alternatives, including a landline, a security key, and backup codes. Which choices appear depends on the provider, your account settings, and whether you are creating the account, proving identity, or signing in afterward.

For the identity check itself
- Login.gov: Use the in-person USPS route when an online upload is not workable. If you lack a U.S. phone number, check whether the account offers address verification by mail.
- ID.me: The video call needs a computer, webcam, and internet. If you cannot meet those requirements, check the participating UPS Store in-person route.
- CLEAR: An in-person option may exist at certain VA locations with CLEAR Ambassadors, but the pilot’s locations and requirements can change.
For multifactor authentication after verification
When the provider asks for a second sign-in factor, look for the alternatives displayed in your account. A landline can receive a call where supported; a security key is a physical authentication device; backup codes are one-time codes generated in advance. Do not assume that an option available during sign-in is also available during initial identity proofing.
How to get VA help without a Login.gov or ID.me account
You do not need an online identity-verified account for every VA interaction. VA says people can manage benefits and health care by phone, mail, or in person. The correct route depends on what you are trying to accomplish.
Phone
Use VA’s current phone-number list to find the team for your benefit, claim, appointment, pharmacy, billing question, or records request. Have your identifying information and any claim or appointment number available, but provide only what the representative requests. A phone representative can explain the next step even when you cannot sign in online.
For a form, evidence submission, records request, or other matter that VA accepts by mail, use the mailing address and instructions for that specific service. Copy your documents before sending them, use the delivery method required by the instructions, and keep proof of mailing when timing matters. Do not send sensitive records to a general address unless VA identifies it for your request.

In person
VA’s facility and office locator can help you find the appropriate medical center, regional benefit office, or other location. Services and hours differ, and an office that handles health care may not process a compensation claim. Check the location’s current instructions before traveling and ask whether an appointment is required.
Eligibility is separate from account choice
Creating an ID.me, Login.gov, or CLEAR account is an access decision, not an eligibility test. VA’s account guidance states: “Your choice won’t affect your eligibility for VA benefits or healthcare.” If a digital route is unavailable, use the non-digital channel for the service you need rather than delaying care or a deadline while trying to create an account.

VA describes CLEAR as an optional, free sign-in pilot for VA.gov. Some VA locations may have CLEAR Ambassadors who assist with an in-person setup. Because pilot sites and implementation can change, verify the current list and requirements before making a trip. If CLEAR is not offered in your area, choose Login.gov, ID.me, or a direct VA contact route instead.

VA guidance says ID.me or CLEAR may be usable by people with an international address. Users without a U.S. Social Security number need ID.me and a valid U.S. passport among their identity documents, according to the guidance reviewed. These are provider-specific conditions, not a universal rule for every VA service. Check the live VA and ID.me instructions for the country, document type, and account stage involved.
Fixing common failures
The document photo will not upload
- Confirm that the document type is accepted in the current provider instructions.
- Retake the image in even light, with all corners visible and no glare.
- Use the provider’s in-person route instead of making repeated failed attempts.
- For Login.gov, look for the USPS option that can appear after an unsuccessful upload.
You cannot access the account because of a password problem
Password resets and verification problems belong to the account provider. VA contact-center representatives cannot reset an ID.me, Login.gov, or CLEAR password. Use the provider’s account-recovery and support process, then return to VA.gov after access is restored.
You cannot find a participating location
Participation is not universal. Recheck the provider’s live locator, widen the search area if practical, and consider the other provider or VA’s phone, mail, or in-person service. Do not treat a generic USPS or UPS Store listing as proof that it offers identity verification.
The verification succeeded but VA still shows an error
Sign out and return through the VA.gov sign-in page so the provider account is linked to VA correctly. If the error persists, record the exact message and contact the provider for account or verification issues. Contact VA for the underlying benefit or health-care question, not for a provider password reset.
Prepare before choosing an in-person or assisted route
- Write down the VA service you need and any deadline.
- Have your VA claim, appointment, or correspondence number available if one exists.
- Read the current provider instructions for accepted documents and required codes.
- Save a barcode, QR code, appointment confirmation, or backup codes where you can retrieve them.
- Confirm location participation and hours before traveling.
- Use a private setting for video verification and protect documents from being photographed or shared unnecessarily.
- Keep copies of forms or evidence submitted through mail or in person.
Choosing between online access and direct service
An identity-verified account is useful when you need recurring online access to VA information or want to manage benefits and care through VA.gov. If verification is a one-time obstacle, an assisted or in-person provider route may solve it without changing your VA status. If you only need one action, have limited technology, or face a deadline, contacting the responsible VA office directly may be more efficient than continuing an unsuccessful online attempt.
The safest decision rule is simple: use Login.gov’s USPS option after a failed Login.gov upload; use ID.me’s video call or participating UPS Store route when ID.me assistance is appropriate; check CLEAR only where the pilot is currently offered; and use VA by phone, mail, or in person whenever an online account is unnecessary or unavailable.
