The safest way to accept UPI is to onboard as a merchant with your bank or an acquiring provider, use the merchant QR they issue, confirm your merchant category code (MCC), and obtain the current tariff and settlement terms in writing. Treat MDR, service fees, device charges, taxes, refunds and payout timing as separate items. Reconcile every successful payment with the day’s sales record; a customer screenshot alone is not proof that money has settled.
A Ministry of Finance release posted on 15 September 2026 describes an MDR framework, but the release text does not state its effective date. Your acquirer’s current written tariff and implementation notice therefore control what is actually deducted from your account.

What “without surprises” means
UPI acceptance has several layers that are easy to confuse:
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- Customer payment: the buyer scans your QR or selects UPI at checkout.
- MDR: a merchant-side charge within the payment ecosystem, where applicable.
- Provider services: an app, online gateway, soundbox, point-of-sale device, dashboard or support package that may have its own fee.
- Settlement: when the collected amount is credited to your bank account, after any permitted deductions, holds, refunds or adjustments.
- Reconciliation: matching the provider’s transaction record to your invoice, cashbook or accounting system.
A QR code is only the front end. The merchant account, MCC, contract, settlement schedule and operating controls determine whether the payment is classified correctly and whether the amount you expect actually reaches your bank.

Get a proper merchant UPI setup
Choose a bank or acquiring provider
Ask your business bank or an acquiring provider for merchant UPI acceptance. NPCI’s UPI FAQ describes onboarding as an acquiring-bank process that includes due diligence, merchant identifiers, bank-account and UPI-ID configuration, and MCC assignment. The provider should tell you whether it is offering a simple merchant QR, an app-based acceptance product, a soundbox or POS bundle, an online gateway, or a combination.
For an in-person shop, a bank-issued or acquirer-issued QR may be sufficient. If you need invoices, staff logins, payment alerts, automated reconciliation or online checkout, ask whether those are included or billed separately. Do not assume that a product described as “UPI acceptance” includes every channel.
Ask for the document list that fits your business
There is no single NPCI checklist that covers every proprietor, partnership, company, trust, street vendor or other legal structure. The acquiring bank submits the required documents and performs its checks. Before you apply, ask for the exact list for:
Free tools Windows power users keep installed
One-click scans. No signup required.
- the business’s legal form and trade name;
- the owner, partners, directors or authorised signatories;
- the operating address and bank account;
- the nature of goods or services and expected monthly volume; and
- any licence or registration required for your sector.
Use the same legal and trading details on your application, invoices and display material. A mismatch can delay activation or send the provider back for clarification.
Confirm the merchant category code
NPCI states: “Acquiring bank should allocate the correct MCC to the merchant depending upon the merchant business category.” The MCC is not a cosmetic label. It can affect risk checks, reporting and whether a monthly-receipt condition or sector-specific MDR rule applies.

Describe your principal business accurately during onboarding. If you sell several types of products, ask the acquirer which category it will use and request written confirmation. Do not select a cheaper-looking category merely to reduce a fee; an incorrect classification can create disputes, failed payments or a later account review.
Use the merchant QR for business sales
Display the QR issued for the business merchant account. A personal UPI QR may credit an individual account, lack the merchant identification and reporting expected by an acquirer, and make staff reconciliation difficult. NPCI’s onboarding process links the merchant identifier, bank account, UPI ID and MCC; a merchant-issued QR preserves that chain.

Understand the MDR framework announced on 15 September 2026
The Ministry of Finance release posted on 15 September 2026 describes the following treatment. Its retrieved text does not establish an implementation date, so confirm the start date and your acquirer’s tariff before relying on any rate.
| Transaction or merchant condition | Statement in the Ministry release | What you must verify |
|---|---|---|
| P2P UPI | Remains free of MDR. | This is a person-to-person flow, not ordinary merchant acceptance. |
| P2M transaction up to ₹2,000 | Remains free of MDR. | Confirm that the payment is classified as P2M and that the framework is effective for your contract. |
| P2PM small merchant receiving up to ₹1 lakh per month through UPI QR | Zero MDR on all transactions. | Ask how the provider determines the monthly threshold, the measurement period and what happens if receipts exceed it. |
| Specified P2M transaction above ₹2,000 | 0.4% MDR; for transactions of ₹75,000 and above, the MDR is capped at ₹300 per transaction. | Ask whether your business and payment rail are among the specified cases and how the cap is applied. |
| Above ₹2,000 in named essential or thin-margin sectors | Flat ₹5 MDR for railways, telecommunications, insurance, fuel and agricultural inputs. | Confirm that your MCC and transaction type fall in the named sector. |
The release says banks have been advised to ensure merchants do not pass MDR on to customers. It also states: “MDR is a charge within the merchant payment ecosystem. It is not a charge on customers making UPI payments.” Do not add a separate “UPI surcharge” to a customer’s bill. If your provider has not yet published how it implements the framework, obtain that answer in writing rather than inferring it from a headline rate.

How the percentage and cap work as examples
For an eligible transaction to which 0.4% applies, ₹3,000 would produce a ₹12 MDR before any other contractually permitted deduction. At ₹75,000, 0.4% equals ₹300, which is also the stated cap. At a higher amount, the cap would limit the MDR to ₹300 if the transaction is within the specified category. These are arithmetic examples, not a determination that every transaction above ₹2,000 attracts the percentage rate.

MDR and provider pricing are different lines on your cost sheet. A provider can advertise zero UPI MDR while charging for a device, software plan, connectivity, online processing, other payment instruments, replacement equipment or optional services.
One cited Paytm merchant agreement lists UPI MDR at 0% for both of its stated transaction bands while separately describing merchant device plans and charges on other instruments. That agreement is provider-specific and may not reflect a newer Ministry framework or your own contract. Use it as a warning to read the full schedule, not as a current universal quote.
Request a signed or downloadable tariff that states:
- MDR by payment type and transaction band;
- any monthly-receipt condition for a small-merchant classification;
- software, dashboard, gateway, soundbox and POS fees;
- one-time purchase, rental, subscription, minimum-use and replacement charges;
- connectivity or SIM charges;
- GST and whether it is added to each service fee;
- refund, reversal, dispute and chargeback deductions; and
- any reserve, hold or delayed-settlement policy.
Keep the tariff version and acceptance date with your business records. A sales representative’s verbal assurance is not a reliable substitute for the contract schedule.

Settlement: when does the money reach your bank?
Settlement depends on the channel, provider, contract, cut-off time, bank holidays, risk controls and deductions. The cited Paytm agreement describes a T+2 working-day payout, after deductions, for a specified online payment flow. That example must not be turned into a universal promise for every UPI QR collection.
Ask the provider to define “T” and “working day,” including the transaction cut-off, weekends and bank holidays. Confirm whether the quoted schedule applies to counter QR, online checkout, or both. Also ask when a refund is debited, how a failed or reversed payment is treated, and whether a compliance review can pause payouts.
Record the provider’s settlement account, expected credit window and escalation channel. Compare actual credits against the promised schedule for the first several cycles; report variances while the transaction references are easy to retrieve.
Set up counter acceptance step by step
- Describe the business accurately. Give the acquirer the legal name, trading name, address, ownership details and actual products or services.
- Submit the requested onboarding documents. Ask which documents are required for your structure; do not assume a checklist for another business type applies to you.
- Confirm the MCC in writing. Ask the bank or acquirer to state the assigned category and correct any mismatch before printing signs.
- Link the intended settlement account. Check the account number, account name and UPI ID in the merchant dashboard or bank confirmation.
- Obtain the provider-issued QR. Verify the displayed merchant name with a controlled test payment.
- Configure alerts and staff access. Give each operator only the permissions needed to view or reconcile payments, and protect administrator credentials.
- Test normal and exception flows. Make a low-value payment, check the official success record, and learn where pending, failed, reversed and refunded statuses appear.
- Display payment instructions. Tell customers to wait for an in-app success confirmation and retain the transaction reference; do not promise instant bank credit unless your contract does.
- Store the tariff and settlement terms. Keep the agreement, fee schedule, MCC confirmation and support contacts where the person handling accounts can access them.
Accept UPI online without losing control
Online acceptance can mean a gateway or aggregator flow, a hosted payment page, or direct merchant QR acceptance. Ask the provider to identify the exact product and the account into which each flow settles. A QR intended for a counter does not automatically provide order matching, webhooks, invoices or refund controls for an online store.
Before going live, obtain written terms for processing fees, payout timing, refunds, failed payments, disputes, customer complaints and reconciliation. RBI guidance says payment-aggregator agreements should delineate responsibility for complaints, refunds, failed transactions, disputes, reconciliation and grievance handling. Your contract should name the party responsible for each event and explain how to open and track a case.

For every online order, retain the order number, payment reference, amount, status and fulfilment evidence. Do not ship solely because a browser returned to a “thank you” page; confirm the payment in the provider’s server-side or official merchant record.
Reconcile every day
A short, repeatable process prevents most “money missing” arguments.
- Export or review the provider record. Capture the transaction reference, date, time, amount, status and settlement batch.
- Match each success to a sale. Compare the amount with the invoice, order number or cashbook entry.
- Check the merchant name and account. This catches staff using a personal QR or an old display.
- Separate gross collections from deductions. Record MDR, service fees, GST, refunds and other adjustments on their own lines.
- Match settlement credits. Compare the expected net amount and payout date with the bank statement.
- Investigate exceptions immediately. Keep pending, failed, reversed, refunded and disputed items in a separate queue until resolved.
- Retain proof of fulfilment. Store the invoice, delivery or service evidence with the payment reference, subject to your privacy and retention policy.
For a pending or failed payment, use the named provider’s written procedure. A customer screenshot can help locate a transaction, but it does not establish that the merchant account was credited. NPCI’s FAQ includes failed-payment questions, while RBI expects the agreement to define failed-transaction, refund, complaint, dispute, grievance and reconciliation responsibilities.

| Option | Best fit | Questions before signing |
|---|---|---|
| Bank or acquirer merchant QR | A physical counter that mainly needs a verified QR and bank settlement. | What documents, MCC, settlement schedule, alerts, exports and support are included? |
| Provider app with merchant QR | A small team that needs transaction history, staff access or basic reporting. | Is the app fee separate from MDR? Are there limits, user charges, export formats or account holds? |
| Soundbox or POS bundle | A busy counter where audible or on-device confirmation reduces missed payments. | What are the purchase, rental, subscription, SIM, connectivity, minimum-use and replacement terms? |
| Online gateway or aggregator | A website or app requiring order-linked payments, refunds and automated status updates. | What are processing fees, payout cut-offs, reserves, refund rules, dispute ownership and reconciliation tools? |
These are product categories, not promises that every provider offers every feature. Compare the current written terms rather than the label on a poster or device.
Prevent common operating mistakes
Printing a generic QR stand
A tabletop stand can make a counter QR easier to see, but it does not create a valid merchant account or assign an MCC. Buy or print a stand only after receiving the provider-issued QR, and replace it if the QR, merchant name or settlement account changes.
Letting staff accept payments into personal accounts
Personal collections can disappear from the business report and complicate refunds, tax records and ownership disputes. Restrict displays and devices to the approved merchant QR and reconcile by staff shift if several operators use the counter.
Assuming a low-value rule covers every payment
The Ministry release distinguishes P2M, P2PM small merchants, transaction values and named sectors. A ₹2,000 threshold or ₹1 lakh monthly condition is not a blanket guarantee for every merchant or every provider product. Ask how your acquirer classifies the payment and measures the condition.
Ignoring version changes
Save each tariff and contract version. When a provider changes a fee, device plan or settlement rule, record the notification date, effective date and the transactions affected. The 15 September 2026 Ministry release itself does not state its effective date, so implementation should be confirmed rather than assumed.
