How Tidal Turbines Generate Electricity from Moving Seawater

Tidal-stream turbines generate electricity by taking kinetic energy from moving seawater. As an ebbing or flooding tide creates a current, that flow pushes or lifts turbine blades (or another underwater energy converter). The resulting mechanical motion drives a generator, and subsea cables carry the electricity through an array and an export connection to shore.

The key point is that a tidal-stream device uses the movement of the water itself. It is not the same technology as a tidal barrage or lagoon, which generates power from a difference in water level.

The complete energy-conversion chain

A tidal turbine is one part of a system that begins with astronomical tides and ends at a grid connection. Each stage has a distinct job and a different engineering constraint.

1. Tides create a moving current

The gravitational interaction of the Earth, Moon and Sun causes sea levels to rise and fall. Where the seabed, coastline and channels concentrate that movement, water flows rapidly during an ebb tide (moving out) or a flood tide (moving in). A tidal-energy converter is placed in a site where the current is strong enough, regular enough and accessible enough for a project to operate.

Unlike a still-water installation, a tidal-stream project must account for flow in two directions or select a configuration that works primarily during one direction. The current also changes over the tidal cycle, so the available mechanical input is not constant. Site surveys therefore examine the timing, direction and variation of flow rather than relying on a single maximum-speed observation.

2. Water flow turns a rotor or another converter

In the familiar horizontal-axis design, two or three blades rotate around a shaft. The moving water passes over the blade surfaces and creates lift, much as air creates lift on a wind-turbine blade. That lift produces torque, turning the rotor. The analogy to a wind turbine is useful for understanding the energy path, but seawater is denser and imposes different loads, corrosion conditions and installation requirements.

Not every tidal-energy converter has propeller-like blades. Vertical-axis machines rotate around a vertical shaft; ducted or Venturi devices guide and accelerate flow around a turbine; tidal kites tow an integral turbine through the water; oscillating hydrofoils move back and forth; and helical or spiral devices use a different rotor geometry. In each case, the design converts movement in the current into controlled mechanical motion.

3. The mechanical input drives a generator

The rotating shaft, reciprocating mechanism or other moving component is coupled to an electrical generator. The generator converts mechanical energy into electrical energy through electromagnetic induction. A project may include gearing, direct drive, power electronics or other equipment, but there is no single generator type or electrical architecture used by every tidal turbine.

Controls regulate how the device responds as current speed and direction change. They may adjust blade pitch, rotor orientation or electrical loading, depending on the design. The purpose is to keep the machine within its operating limits while extracting useful energy. The exact control strategy is technology-specific, so a specification for one turbine should not be treated as a universal feature of the industry.

4. Cables carry electricity from the device to shore

Electricity from a single turbine is usually collected with an intra-array cable. Several machines can be connected in an array, with the combined output sent through an export cable toward land. Larger projects may require an offshore substation or other electrical equipment before power reaches a land-side grid connection.

The cable system must be designed for movement, seabed conditions, installation constraints and protection against external damage. Exporting power is therefore a project-wide task, not an afterthought that begins once the turbine is turning.

Why moving seawater contains usable energy

A current has kinetic energy because a mass of water is moving. A turbine extracts part of that energy by slowing and redirecting the flow as it passes through the device. The blades must allow water to continue around and through the rotor; blocking a channel completely would create a different hydraulic structure and is not how an open-flow turbine normally operates.

Seawater is much denser than air, so a relatively compact underwater rotor can interact with substantial moving mass. That advantage comes with demanding loads on blades, shafts, bearings, foundations and cables. Salt water also makes material selection, sealing, corrosion protection and maintenance central design issues.

Tidal timing is highly predictable compared with weather-dependent resources, but predictability does not mean continuous output. A turbine produces most when the current is within its operating range and produces little or none during slack-water periods or maintenance. A grid operator therefore needs the expected timing and variation of output, not simply the machine’s nameplate capacity.

Different ways to capture tidal currents

“Tidal turbine” often means a horizontal-axis machine, but tidal-stream technology includes several converter families. The reviewed UK technical material describes these concepts without establishing a universal winner for efficiency, cost or annual generation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Concept How it captures current energy What makes it distinct
Horizontal-axis turbine Lift on blades turns a rotor around a horizontal shaft. Propeller-like form; one established tidal-stream concept.
Vertical-axis turbine Flow turns a rotor around a vertical shaft. Rotor orientation differs from a conventional propeller.
Ducted or Venturi device A structure guides or accelerates flow through a turbine. The surrounding duct is part of the energy-capture system.
Tidal kite An anchored underwater wing follows a programmed path while an integral turbine captures flow. The moving platform travels through the water rather than remaining fixed over one footprint.
Oscillating hydrofoil A foil moves back and forth under hydrodynamic forces and drives a power take-off system. Energy comes from oscillation rather than continuous rotor rotation.
Helical or spiral device A shaped rotor uses the current to produce continuous rotational motion. Blade geometry and flow interaction differ from a two- or three-blade rotor.

Support arrangements vary as well. A device can be fixed to the seabed or suspended from a floating structure that is anchored to the seabed. The support choice affects installation, access for maintenance, cable routing and the loads transmitted into the seabed or mooring system.

How a tidal-stream project is built

Choose and characterize a site

Developers look for a current with suitable strength and direction, enough water depth and a seabed or mooring environment that can support the chosen device. They also have to consider shipping, fishing, navigation, protected habitats, cable routes and the distance to a practical grid connection. A site that has a strong current but no feasible cable or installation route may not be a workable power project.

Install fixed or floating devices

Seabed-fixed turbines use a foundation or support structure installed on or in the seabed. Floating systems use an anchored platform, with moorings holding the device in position while allowing it to move with waves and currents. Installation methods are selected alongside the device design because construction vessels, lifting operations and seabed disturbance influence both cost and environmental assessment.

Connect an array

A demonstration may use one device, while a commercial project can group many devices. Intra-array cables collect electricity and may connect turbines in strings before reaching an offshore collection point. The layout must leave room for installation, inspection and retrieval while avoiding excessive interaction between neighboring devices and the flow field.

Export electricity and operate the asset

An export cable brings the collected power toward shore. Depending on project scale and electrical design, an offshore substation can gather, transform or switch the electricity before it reaches land. Onshore equipment then connects the project to the transmission or distribution network under the requirements of the local grid operator.

Operations include monitoring, scheduled inspection, retrieval or access to underwater equipment, cable surveys and response to faults. A floating or retrievable design may allow a device to be serviced away from the most energetic part of the channel; a fixed design may require specialized offshore work. These are project-specific trade-offs rather than properties shared by every turbine.

How electricity gets from an offshore turbine to the grid

  1. Generation: the converter drives its generator and produces electrical power inside the device or its support structure.
  2. Local conditioning: controls and electrical equipment regulate the output so it can be combined with other machines.
  3. Array collection: intra-array cables connect individual turbines or converters.
  4. Offshore aggregation: a collection point or substation may combine outputs and provide additional switching or transformation.
  5. Export: an export cable carries the project output to the coastline.
  6. Grid connection: land-side equipment connects the project to the electricity network, where the power is managed with other generation and demand.

Cable voltage, connector design, protection and route burial or stabilization depend on the project. A cable failure can interrupt several devices if they share a collection path, which is why array topology and protection are part of reliability planning.

How mature is tidal-stream power?

The UK Department for Energy Security and Net Zero’s 2025 National Policy Statement for Renewable Energy Infrastructure describes tidal-stream technology as being in the early stages of commercial development. The same statement reports 10 MW of installed tidal-stream capacity in the UK as of 2022. That figure is tied to the UK and to the 2022 status date; it is not a global capacity total or a 2026 measurement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Installed capacity is the maximum rated output of equipment under specified conditions. It is not the amount of electricity generated every hour or over a year. Tidal output varies with the cycle, and a project can be unavailable during maintenance or restricted by operating conditions. Any comparison of annual generation therefore needs a stated location, device, operating history and time period.

Environmental effects: what must be assessed

Environmental consequences depend on the site, device design, construction method and array layout. The UK’s 2025 policy statement identifies several possible pathways:

  • Changes to local tidal currents or waves.
  • Scour around foundations, anchors or other infrastructure.
  • Changes in sediment movement and deposition.
  • Effects on water quality during construction or operation.
  • Disturbance or loss of habitats.
  • Interactions with biodiversity, including species using the affected waters.

These are risk pathways to investigate, not guaranteed outcomes at every site. The same policy statement notes uncertainty about ecosystem effects because commercial-scale deployment remains limited. Monitoring plans consequently matter: developers may need baseline surveys, construction monitoring and operational studies to test whether predicted changes occur and whether mitigation is effective.

The policy statement says, “The primary form of impact mitigation is likely to be the careful design and siting of the development, along with the choice of construction and installation techniques.” In practice, that means selecting a less sensitive location where possible, arranging devices and cables to reduce disturbance, choosing construction methods suited to the seabed and scheduling work to avoid especially sensitive periods when regulations require it.

Tidal-stream turbines versus tidal-range schemes

Both technologies use tides, but they capture different forms of energy and need different infrastructure.

Feature Tidal-stream turbine Tidal-range scheme
Energy source Kinetic energy in moving seawater. Potential energy created by a difference in water level.
Typical hardware Underwater rotor or another current converter, array cables and export connection. A structure such as a barrage or lagoon with controlled water passages and turbines.
Flow arrangement Devices operate in an open current. Water is retained and released through an engineered impoundment.
Main site question Is the current resource suitable without unacceptable conflicts? Can a large water-level structure be built and operated with acceptable effects?

Calling every tidal project a “tidal turbine” obscures this distinction. The energy-conversion explanation in this article applies to tidal-stream devices.

Questions to ask when evaluating a project

  • What exactly is being measured? Separate rated capacity from measured electricity generation and identify the date and geography of every statistic.
  • What converter is being used? Confirm whether it is a horizontal-axis, vertical-axis, ducted, kite, hydrofoil or another design.
  • How is it held in place? Check whether the device is seabed-fixed or floating and anchored.
  • How does power reach land? Look for the intra-array layout, export route, possible offshore substation and onshore grid connection.
  • What happens when the tide reverses? Determine whether the machine operates in both directions, reorients, or has a different operating strategy for ebb and flood flows.
  • What environmental evidence exists? Ask which habitats, sediment pathways, currents, waves and species were assessed, what uncertainty remains and how monitoring will test the predictions.
  • How will maintenance be performed? A credible plan should identify access, retrieval or offshore servicing methods and account for cable and foundation inspections.

The bottom line

A tidal-stream turbine follows a straightforward energy path: the tide creates a current, the current moves a rotor or other converter, that motion drives a generator, and cables carry the resulting electricity through an array and export system to the grid. The difficult work lies in making every link reliable in a dense, corrosive and constantly changing marine environment. Device type, support structure, cable design, site conditions and environmental safeguards all determine whether a particular project can operate successfully.
