Thermal drones find fire hotspots by measuring infrared radiation and highlighting areas that are warmer than their surroundings. An onboard camera records heat patterns, software or a trained observer marks anomalous regions, and the system attaches GNSS coordinates so crews can investigate the location. In peatlands, that process can reveal heat associated with smouldering fire beneath the visible surface; in forests, it can expose hotspots obscured by smoke or vegetation.
The image is a detection aid, not a verdict that a fire is burning, safe, or fully extinguished. Weather, canopy, viewing angle, sensor characteristics and image-processing choices all affect what the drone can detect. Every candidate hotspot still requires operational verification.

What a thermal drone is actually measuring
A thermal-infrared camera detects radiation emitted by objects in its field of view. The camera converts differences in that radiation into image contrast: a warmer patch appears brighter or otherwise distinct from cooler nearby ground. A drone supplies an aerial viewpoint and can repeatedly cover terrain that is dangerous, remote or difficult to search on foot.

Most operational systems show apparent heat contrast rather than a laboratory-grade temperature measurement for every pixel. Emissivity, distance, optics, atmospheric moisture, smoke, viewing angle, ground cover and the camera’s calibration affect the result. There is therefore no universal altitude, pixel size or temperature threshold that guarantees detection of every peat or forest fire. Mission planners must validate a payload and flight profile for the specific terrain and conditions.

The useful question is not “Is this pixel hot?” but “Is this region unusually warm compared with its surroundings, and can a crew safely reach and verify it?”
Why peat fires require a different kind of search
Peat can burn slowly below the surface. A fire may produce little flame or visible smoke while heat remains in the organic soil. Thermal imaging does not see through peat like an X-ray; it detects heat that reaches or influences the surface. Aerial scans can therefore identify surface patterns associated with a subsurface smoulder that a normal camera or a quick visual patrol could miss.
A 2025 peer-reviewed study, Detection and Geolocation of Peat Fires Using Thermal Infrared Cameras on Drones, tested controlled peat fires under changing environmental conditions and then evaluated the system on real peat wildfires. The authors describe a workflow that segments thermal fire regions and assigns GNSS positions to the detections, giving response teams a navigable location rather than an isolated bright patch. The open-access record is available through doi.org/10.3390/drones9070459.

In a forest, thermal imagery is valuable when smoke, darkness or vegetation makes visible imagery unreliable. It can help crews locate residual heat, flare-ups and areas requiring mop-up, and can provide a relative indication of intensity across a scene. Official wildland-fire guidance describes forward-looking infrared (FLIR) use for finding hotspots and flare-ups, including some that are obscured by smoke. Thermal-equipped aircraft and drones are also used to locate fires and help determine their intensity.
Vegetation is not transparent to every wavelength or under every condition. A warm crown, trunk, rock or exhaust plume can be a non-fire source, while a deeply shaded or shielded fire can be missed. Thermal imagery should be interpreted with visible imagery, incident maps, terrain information and field reports.
The end-to-end detection workflow
1. Define the mission and configure the payload
Before launch, the incident team specifies the area to search, the resolution needed, acceptable risk and how detections will be delivered. The payload may provide radiometric data or image-level thermal contrast. Payload weight, power consumption, aircraft endurance, optics, stabilization, storage and data links must be compatible with the aircraft and the mission.

2. Collect overlapping thermal views
The drone follows a planned grid, transect or incident-directed route. Overlap helps the team compare a suspicious area with adjacent ground and reduces the chance that terrain or viewing angle hides a feature. Operators record the aircraft position, camera orientation, time and environmental conditions with the imagery.
3. Find anomalous warm regions
A human interpreter or software first looks for regions warmer than nearby background. Contrast, shape, persistence across frames and correspondence with known fire boundaries are more informative than a single bright pixel. A warm region may be active fire, residual heat, sun-warmed material, machinery, a heated rock or an imaging artifact.
4. Segment candidate hotspots
Segmentation separates likely fire pixels from background pixels so that the system can outline a region and calculate its position or area. In the 2025 peat-fire study, Otsu adaptive thresholding provided semi-automatic labeling. The researchers then used a ResNet-50 feature encoder with up-sampling layers and skip connections similar to a U-Net to produce a segmentation map. This is a published research method, not a universal operational standard; agencies may use different algorithms or manual review.
5. Attach a geographic position
A detection becomes operationally useful when it is mapped. The peat-fire study describes a geolocation algorithm that associates the segmented fire with GNSS information. Crews can then navigate to the candidate, compare it with fire lines and suppression records, and assign an inspection or mop-up task.

Responders investigate the mapped location using appropriate personal protective equipment and fire-behavior procedures. They determine whether the signal represents active combustion, residual heat, a subsurface peat pocket or a false alarm, and they record depth, extent and suppression status. A thermal image alone cannot establish the cause of an anomaly or prove that an area is extinguished.

Peat and forest signatures at a glance
| Environment | What may produce a thermal anomaly | Why interpretation is difficult | Operational use |
|---|---|---|---|
| Peatland | Heat from smouldering material below or at the peat surface | Low-flame fires can be hidden; moisture, organic-soil depth and ground cover change how heat reaches the surface | Map candidate pockets for inspection, excavation or mop-up |
| Forest floor | Residual heat, burning litter, roots, logs or flare-ups | Sun-warmed rocks, equipment and other hot objects can resemble fire | Find residual hotspots and prioritize mop-up after visible flames decline |
| Canopy or smoke-obscured area | Heat from vegetation or fire beneath a partial obstruction | Canopy, smoke, water vapor, cloud and viewing angle can hide or distort a signal | Search where visible imagery is degraded, followed by confirmation |
What the published accuracy numbers mean
The 2025 study reports results for its own datasets and evaluation conditions. They should not be treated as guaranteed field performance for another camera, algorithm, vegetation type, weather pattern or incident.
| Reported result | Context | How to read it |
|---|---|---|
| 87.6% intersection-over-union (IoU) | Unseen test set of thermal peat-fire images in Odusina and colleagues’ 2025 study | The predicted fire region overlapped the labeled region at this reported score under the study’s test conditions |
| 57.9% IoU | MobileNetV2 comparison trained under the same experimental conditions | A model comparison within that experiment, not a ranking of all current systems |
| 94.2% precision | Real peat-wildfire imagery evaluated by the study | Of the detections counted as positive in that evaluation, this was the reported proportion that matched the study’s reference labels |
| 90% IoU | Real peat-wildfire imagery in the same study | Reported overlap on that real-fire evaluation set; it is not a universal field guarantee |
An earlier 2019 pilot paper on thermal drones for subterranean peat fires used human inspection and a rudimentary automated method. Its indexed summary discusses detectability limits and false positives or negatives, but numerical limits and detailed operating recommendations should not be inferred from the summary alone.
How to choose a mission-ready system
There is no standardized benchmark in the cited material that ranks current commercial drone models. Compare the complete aircraft, payload, software and operating program against the mission.
| Decision axis | Questions to answer |
|---|---|
| Thermal detail and sensitivity | What spatial detail and thermal contrast can the payload resolve at the planned distance? Is the output radiometric or image-level? |
| Visible and geographic context | Can operators switch between thermal and visible views, and are camera orientation, aircraft position and time recorded accurately? |
| Mapping and delivery | How quickly can the system turn detections into coordinates, incident-map layers or crew tasking? |
| Endurance and payload compatibility | Does flight time remain adequate with the thermal payload, batteries, weather margin and required overlap? |
| Environmental robustness | What operating limits apply to heat, smoke, rain, dust, wind and electromagnetic interference? Are those limits documented by the manufacturer and agency? |
| False-alarm handling | Can reviewers inspect raw frames, compare neighboring pixels and record why a candidate was accepted or rejected? |
| Qualifications and coordination | Who is authorized to fly, interpret imagery and integrate the result into the incident command system? |
A consumer aircraft should not be assumed suitable or authorized for an active-fire mission. Payload compatibility, pilot qualifications, airspace approval, communications and incident coordination are part of the system.

Smoke, steam and atmospheric effects
Thermal imaging can reveal some hotspots through smoke, but smoke density, water vapor and cloud can reduce contrast or create unstable readings. A clear image in one pass does not guarantee the same result later.
Canopy and terrain masking
Trees, slopes and depressions can block the sensor’s line of sight. Multiple headings or altitudes may improve coverage, but changing geometry also changes apparent contrast. The claim that a drone can “see through everything” is false; official material supports hotspot detection through smoke and dense trees in some uses, not universal visibility through all canopy or weather.

Non-fire heat sources
Vehicles, generators, buildings, exposed rock and sun-heated surfaces can be warmer than the surrounding ground. Reviewers should compare shape, movement, persistence and incident context before dispatching crews.

A peat fire can remain too deep, too cool at the surface or too shielded to produce a detectable anomaly. A negative scan is evidence about that flight under those conditions, not proof that no smouldering fire exists.
Safety and airspace coordination
Drones near an active wildfire create a direct aviation hazard. The U.S. National Wildfire Coordinating Group’s interagency UAS program addresses performance, risk management, qualifications, training, equipment and coordination. Operators must follow current aviation restrictions, incident airspace plans and local rules rather than launching independently.
The U.S. Government Accountability Office reported that U.S. wildfires are associated with an average of 12 deaths per year and at least $3.2 billion in annual costs; those figures describe broad wildfire impacts, not drone-sensor performance. The Department of the Interior reported 53 unauthorized drone incursions during wildfires in 2025, with 44 directly interfering with or threatening aerial firefighting operations. Its May 29, 2026 announcement quoted Wildland Fire Service Director Brian Fennessy: “Every time a drone is spotted near an active wildfire, fire managers may be forced to suspend aerial firefighting operations until the drone is confirmed to be clear of the area.”
Thermal detection should therefore be planned as an authorized fire-management activity. The aircraft must be visible to the incident organization, its operating area must be clear of crewed aviation, and the mission must stop immediately when airspace control requires it.

A practical mission checklist
Before launch
- Confirm the incident assignment, airspace authorization, pilot qualifications and communications channel.
- Define the search polygon, expected hotspot size, overlap, altitude and return-to-home margin.
- Check payload calibration, focus, storage, batteries, weather limits and GNSS reception.
- Agree on how detections will be labeled, mapped, reviewed and handed to crews.
During the flight
- Maintain the approved route and continuous awareness of crewed aircraft, terrain and smoke movement.
- Record thermal imagery with position, time and camera orientation.
- Mark candidates only after comparing them with nearby background and visible context.
- Pause or terminate the mission when conditions exceed aircraft, payload or airspace limits.
After the flight
- Export the original imagery and the reviewed detection layer so later analysts can audit decisions.
- Send coordinates, confidence, imagery and access notes to the incident map, not just a screenshot.
- Have crews verify each actionable candidate and record whether it was fire, residual heat or a false alarm.
- Update subsequent flight lines using confirmed findings and remaining uncertainty.
What emerging systems are trying to improve
NASA’s FireTIRS project describes research into multispectral thermal-infrared monitoring for hotspot detection, fire movement and plume characterization. The project description lists objectives of sub-meter spatial resolution, sub-second temporal resolution, an unmanned aircraft system under 2 kilograms, power below 20 watts and data latency under five minutes. These are project objectives or descriptions, not verified specifications for a generally available commercial system.
The direction is clear: higher spatial detail can separate small hotspots, faster updates can support changing incidents, and low-power payloads can extend the usefulness of small aircraft. Those gains still have to be balanced against endurance, smoke, canopy, mapping accuracy, operator workload and aviation risk.
The operational takeaway
Thermal drones detect hotspots by turning infrared heat contrast into a geolocated candidate map. The strongest published peat-fire example combines thermal imaging, adaptive thresholding, neural-network segmentation and GNSS positioning, while wildland-fire guidance emphasizes hotspot and flare-up detection for response and mop-up. The result is a faster way to decide where people should look—not an autonomous declaration of fire status. Reliable use depends on mission-specific validation, human review, field confirmation and strict coordination with wildfire aviation operations.
