In the United States, the Nuclear Regulatory Commission (NRC) does not treat approval of a reactor design as automatic permission to build that reactor at a particular site. A standard design certification can settle design issues independently of a site; construction requires a separate, site-specific authorization, such as a Part 50 construction permit or a Part 52 combined license. Before a plant licensed under a combined license can operate, the NRC must also verify that required construction checks have been completed.
This describes the NRC process for commercial power reactors. Other countries and non-power research reactors may follow different rules.

Which licensing route does an applicant choose?
The principal U.S. pathways are in 10 CFR Parts 50 and 52. Part 50 generally separates permission to build from permission to operate. Part 52 offers a combined license (COL), which authorizes construction and provides conditional authority to operate once the required findings and construction verification are complete.

| Feature | Part 50 | Part 52 |
|---|---|---|
| Construction and operation | Two steps: a construction permit, then a separate operating license. The permit authorizes construction, not operation. | A COL combines construction authorization with conditional authority to operate, subject to required findings and verification. |
| Information submitted | The construction-permit application includes a preliminary safety analysis report, an environmental report, and specified financial and antitrust information. Further and final information is addressed in the later operating-license application. | The applicant submits essentially the information needed for an operating license at the outset and proposes inspections, tests, analyses, and acceptance criteria (ITAAC). |
| Earlier approvals | The pathway is not described here as referencing a Part 52 design certification or early site permit. | A COL may reference a design certification, an early site permit, both, or neither. Incorporating earlier approvals can avoid reopening issues already resolved. |
| Construction verification | The two-step process includes a later operating-license review. | ITAAC provide the basis for checking that the plant was built and will operate in accordance with the license and applicable requirements. |
| Design changes | The later operating-license stage provides a subsequent review point; the exact scope of changes depends on the application and applicable requirements. | Issues resolved in a design certification are generally more difficult to modify later. |
These are different licensing structures, not different standards for protecting health and safety. The specific application contents and review path depend on the technology, site, and chosen framework.

What can happen before a formal application?
Applicants can engage with the NRC before filing. They may submit technical or white papers, develop topical reports on important technical issues, and ask the agency to assess draft-application readiness. This can help surface novel or difficult issues and prepare for both safety and environmental review. Pre-application work does not itself authorize construction.
What does design certification approve?
A Part 52 design certification is an NRC approval of a standard plant design through rulemaking, considered independently of a particular site. The applicant must demonstrate compliance with applicable requirements and propose ITAAC for that standard design. A later COL can reference the certification, but the certification alone is not authorization to build at a chosen location.

The NRC invites public comments on a proposed design-certification rule. Because issues resolved in a certification are generally more difficult to change later, design decisions and their supporting evidence matter well before site-specific construction begins.
How does the NRC review an application?
Safety and technical review
For a COL, NRC staff evaluates applicant qualifications, design safety, site safety, operational programs, and proposed construction verification. The safety review compares the design and safety analysis with regulatory requirements, including protection of workers and the public during construction, operation, and decommissioning. As the NRC puts it, “The NRC staff reviews the reactor’s design against the regulations to determine if it will maintain the health and safety of the plant workers and the public at large while under construction, in operation, and during decommissioning.”

- HOBBY MODEL KIT – Unassembled model packed in an envelope with easy to follow instructions. Ideal for ages 14 and up
- NO GLUE OR SOLDER NEEDED – Parts can be easily clipped from the metal sheets. Tweezers are the recommended tool for bending and twisting the connection tabs.
- F4U CORSAIR – 1 Sheet Model with an easy difficulty level. Assembled Size: 4.49 x 3.71 x 1.48 inches.
- FROM STEEL SHEETS TO 3D – Pop out the pieces and connect using tabs and holes. Includes illustrated instructions.
- HIGHLY DETAILED ETCHED MODEL – Display your 3D model once completed - collect and build them all.
The NRC identifies Regulatory Guide 1.206 for Part 52 applications and NUREG-0800 as safety-review guidance. Advanced non-light-water reactor applicants can use technology-inclusive application guidance, including ARCAP materials. These documents explain ways to prepare and review applications; the governing regulations establish the requirements.
Environmental review
The applicant’s environmental report describes the facility’s environmental effects. NRC staff reviews it alongside the other application materials and coordinates with relevant federal and state agencies, including the Environmental Protection Agency, Fish and Wildlife Service, and NOAA. The review considers effects on land, waterways, wildlife, and other federally identified areas. Environmental reports accompany applications for construction permits, early site permits, COLs, design certifications, and manufacturing licenses.

The NRC’s new-reactor guidance currently estimates the environmental-review component at approximately 24–36 months. That is an agency estimate for environmental review, not a guaranteed duration for the full application review, licensing, or construction.

A COL has a mandatory hearing, according to the NRC’s licensing overview. The agency also invites comments on proposed design-certification rules, licensing actions, and draft technical documents. The opportunities and timing vary by stage; a public comment on a proposed rule is not the same thing as a licensing hearing.

There is also a separate, later ITAAC-related hearing process before operation. It is narrow: a hearing request may be tied to the planned fuel-loading date. It should not be confused with the general hearing associated with the COL.
What must be verified before a COL plant can operate?
ITAAC means inspections, tests, analyses, and acceptance criteria. They are the checks used to provide assurance that the facility was built and will operate in accordance with its license and applicable requirements. Most ITAAC derive from the reactor technology’s design certification; remaining site-specific ITAAC are submitted with the COL or an early site permit.
After construction, the NRC must make the required finding that the COL acceptance criteria have been met before operation may begin. Thus, design approval, site-specific construction authorization, completion of construction checks, and permission to operate are distinct milestones.
How long does a combined license last?
The NRC’s COL overview states that a combined license is valid for 40 years from the Commission’s finding under 10 CFR 52.103(g), and that it may receive an additional renewal term of 20 years. These are license-duration figures, not estimates of how long application review or construction will take.
