How the SDA Satellite Transport Layer Relays Data Between Satellites and the Ground

The Space Development Agency (SDA) Transport Layer is a military communications mesh: a source satellite, sensor or other compatible node injects data; optical intersatellite links (OISLs) move it across connected Transport Layer spacecraft; an available optical ground terminal (OGT) provides a ground entry point; and terrestrial networks carry the data to mission systems, operators or users.

That is an architecture, not one mandatory route for every packet. Which satellites, terminals, radio links and ground gateways participate depends on the mission and the network configuration. SDA describes the Transport Layer as part of the Proliferated Warfighter Space Architecture (PWSA), with optical links at its core and radio-frequency (RF), tactical and terrestrial links providing additional ways to connect users and systems.

What the Transport Layer is—and what it is not

The Transport Layer is the PWSA’s space-based communications and data-relay layer. It is not a consumer satellite-internet service or a single satellite that forwards all traffic through one fixed path. SDA’s FAQ describes a mesh of communications satellites that connect to one another, other space vehicles and ground stations through OISLs. The agency’s Transport Layer presentation calls that network the Network Established Beyond the Upper Limits of the Atmosphere (NEBULA).

In a mesh, multiple connected nodes can provide possible paths between a source and a destination. A source payload might be a surveillance sensor, a missile-warning instrument or another mission system. The destination could be a ground processing site, an operations center, a tactical platform or another compatible spacecraft. The public material establishes the architecture and its interfaces; it does not publish one universal packet-routing algorithm or a guaranteed route for every mission.

SDA describes NEBULA as using high-speed optical and RF links to pursue high data rates and low latency. Those are agency capability descriptions, not a public, independently measured performance guarantee. The practical result is that data can remain in space across several crosslinks before descending at a gateway that has a suitable optical path.

SDA’s FAQ defines the Transport Layer in terms of this connectivity, while the 2024 Transport Layer presentation supplies the NEBULA architecture description.

How one relay moves data from a source to the ground

The following sequence shows the architecture-level handoff. A real mission can omit steps, use several crosslinks, choose another gateway or deliver directly to a platform rather than first going to a terrestrial application.

  1. A source node creates and injects data. A sensor payload, another Transport Layer satellite, a partner spacecraft or an operational platform with a compatible terminal produces mission data. SDA’s architecture materials include optical ground terminals, tactical platforms, partner space assets and selected commercial systems in the interoperability vision. Inclusion in that vision does not mean every asset is connected continuously or that it can exchange every type of traffic.
  2. The source establishes a link with a neighboring node. A Transport Layer satellite uses an optical terminal to acquire and track another satellite’s optical terminal. The resulting OISL carries the data between the two spacecraft. Optical links use narrow beams and require pointing, acquisition and tracking; the public documents describe the interfaces and intended capabilities but do not provide a complete operational contact schedule.
  3. Crosslinks carry the data through the mesh. The receiving spacecraft can pass traffic to another connected Transport Layer node. Several OISLs may be used before the data reaches a satellite that has a suitable path to the ground or to the final space-based recipient. The next hop is selected by the mission’s network configuration and available links, rather than by a single path prescribed for every packet.
  4. A satellite hands the traffic to an optical ground terminal. An OGT functions as a ground entry point (GEP). When a satellite and gateway have a usable optical contact, the satellite-to-ground optical link transfers the data into the ground segment. SDA also identifies possible optical peers in space, so a ground handoff is one outcome of the mesh, not an unavoidable step for data destined for another spacecraft.
  5. The ground segment routes data to mission systems. From the GEP, terrestrial backhaul connects the gateway to an integrated satellite network, operations centers, mission-processing applications and users. Ground functions include command and control, computing, networking, storage, cybersecurity and the applications that process, exploit and disseminate mission data. The destination may be a secure long-haul network, a tactical user, an analyst’s processing system or another authorized mission service.

This chain separates two jobs that are often conflated. OISLs and optical satellite-to-ground links move bits across space; the ground infrastructure decides how those bits enter operational networks and applications.

Where each link fits

Endpoints Link or medium Primary role What the public material establishes
Transport Layer satellite to Transport Layer satellite Optical intersatellite link (OISL) Crosslink inside the space mesh Core connection used to form the NEBULA mesh
Transport Layer satellite to ground entry point Optical satellite-to-ground link using an OGT Handoff from space to terrestrial infrastructure OGTs are identified as optical ground entry points; exact contact schedules are mission-dependent
Spacecraft to operational or tactical platform Optical or RF path, depending on terminal and mission Direct-to-platform delivery or exchange with a partner asset Interoperability is an architectural objective, not proof that every platform is always connected
Transport Layer vehicle to user or tactical network Ka-band RF and, in some configurations, tactical data links Complementary user access and mission connectivity Tranche 1 vehicles are described with Ka-band RF receive/transmit capability; some Tranche 0 vehicles include tactical data-link capability
Gateway or operations site to mission system Terrestrial backhaul and secure long-haul networks Onward routing, processing, command and dissemination Ground descriptions include backhaul, operations centers, applications and an integrated satellite network

The table distinguishes endpoint and purpose. An RF link is not simply an optical link at a different frequency: terminals, protocols, pointing requirements and mission uses differ. A tactical data link may serve a platform-level exchange, while an OISL is primarily a space-network crosslink.

What happens at the ground entry point

An OGT is more than a conventional satellite dish. It is the optical interface between a Transport Layer spacecraft and the terrestrial network. After optical acquisition and data transfer, gateway equipment places the traffic into the ground architecture, where it can be authenticated, routed, stored or sent to processing applications according to mission rules.

SDA’s Ground & Launch description says the ground layer supplies the integrated infrastructure needed to “transmit, receive, process, exploit and disseminate data.” Its functions include constellation management, command and control, mission applications, secure long-haul connectivity, cyber defenses, computing, networking and storage. The agency’s Tranche 1 operations and integration description also identifies multiple GEPs, operations centers, terrestrial backhaul, an integrated satellite network, battle-management/command-control/communications/computers (BMC3) functions and an interoperability test environment.

Consequently, a successful satellite-to-ground optical contact does not by itself deliver a report to an end user. The gateway must be connected to the right terrestrial network, and the mission’s applications must be able to receive and interpret the data. Ground routing, processing and dissemination are part of the relay service.

See SDA’s Ground & Launch overview and its Tranche 1 ground operations and integration announcement for the agency’s description of those functions.

How RF and tactical links complement the optical mesh

Optical terminals provide the principal crosslink technology, but the architecture is not optical-only. SDA reports that Tranche 1 vehicles have optical terminals for satellite-to-satellite and satellite-to-ground optical communications together with Ka-band RF receive/transmit capability. SDA’s description of Tranche 0 includes RF receive/transmit capability, and some Tranche 0 vehicles add tactical data-link transmit/receive equipment.

These links can support different portions of a mission:

  • Optical OISLs: high-capacity crosslinks between satellites, subject to line-of-sight and acquisition conditions.
  • Optical satellite-to-ground links: connections from a spacecraft to an OGT/GEP when the geometry, terminal compatibility and network plan permit.
  • Ka-band RF: a radio path for configured receive/transmit functions and user or mission connectivity.
  • Tactical data links: platform-oriented exchanges on vehicles equipped for that function, including the tactical capability reported for some Tranche 0 spacecraft.

The presence of multiple link types can provide additional ways to reach users or move information, but it does not mean all links carry identical traffic or share one protocol stack. Mission planners determine which path is appropriate.

Standards make terminals interoperable

The SDA OCT (optical communications terminal) standard sets top-level technical specifications intended to let optical terminals interoperate within the PWSA. SDA’s standards resources page lists versions 3.2.0 and 4.0.0 and states that it intended version 3.2.0 to be the standard of record for Tranche 3, with a smaller selected number of version 4.0.0-compliant terminals. That is the agency’s stated plan on the referenced page, not a permanent designation for every future tranche.

The OISL Standard v2.1.2 describes requirements for Tranche 0 optical links, including space-to-space and space-to-ground communications. Its scope is limited to the physical and data-link layers. In practical terms, the standard helps terminals establish a compatible link; it does not by itself define every end-to-end route, encryption policy, mission application or ground-network service.

Standards compliance therefore answers an interoperability question—whether equipment is designed to communicate at the specified interface level—not an availability question. A compliant terminal still needs a compatible peer, line of sight, a network assignment and an operational gateway or application.

Program counts and what they actually mean

Published spacecraft numbers describe particular announcements or agency pages. They should not be combined into a current operational total.

Program item Figure and date How to interpret it
Tranche 0 Transport Layer 20 space vehicles, on SDA’s on-orbit page accessed in 2026 Agency-reported configuration: 13 Group A mesh nodes with two optical terminals each, plus seven Group B satellites with the same optical configuration and tactical data-link transmit/receive capability
Tranche 1 Transport Layer 126 vehicles, announced February 28, 2022 Announced foundation plan for six orbital planes and a mesh network; not a statement of the number currently operational
Tranche 2 Beta 72 satellites, announced August 21, 2023 Announced prototype-constellation plan
Tranche labels in SDA’s FAQ Tranche 2 identified as FY26 and Tranche 3 as FY28 Planning labels, not confirmation that launches or deliveries occurred on those dates

SDA’s on-orbit page also reports a “first-ever Link16 radio network connection to and from space” in November 2023. That is a specific agency-reported demonstration milestone. It should not be read as proof that every current Transport Layer spacecraft provides operational Link 16 connectivity.

The Tranche 1 and Tranche 2 figures come from SDA’s Tranche 1 award announcement and Tranche 2 Beta announcement.

Planned architecture versus demonstrated capability

SDA’s public material mixes three evidence levels that should be kept separate:

  • Architecture and design intent: NEBULA’s mesh, optical crosslinks, OGTs, RF options and interoperability with partner assets describe how the system is intended to work.
  • Contracted or announced configuration: vehicle counts, orbital-plane plans and tranche schedules describe program commitments or plans at the date of each announcement.
  • Reported demonstration: the Tranche 0 on-orbit configuration and the November 2023 Link16 milestone are agency-reported events or status statements.

These categories do not establish live, global availability, measured latency, a guaranteed data rate or continuous connectivity for every user. The sources provide no complete public packet trace or universal routing example. A mission-specific route depends on terminal versions, satellite geometry, link availability, gateway assignment, security policy and the destination’s interface.

How to read a relay diagram without overinterpreting it

When a diagram shows a sensor, several satellites, an OGT and a ground application, read each arrow as an available interface rather than a promise that every packet always follows that arrow. Ask four questions:

  1. Who are the endpoints? Identify the source payload, intermediate spacecraft, gateway and final user or application.
  2. What is the link type? Label each segment as OISL, optical satellite-to-ground, Ka-band RF, tactical data link or terrestrial backhaul.
  3. What is the role of the segment? A crosslink extends the space mesh; an OGT performs a ground handoff; backhaul connects the gateway to processing and users.
  4. What is the evidence status? Mark the segment as planned architecture, announced configuration, current agency-reported equipment or a demonstrated event.

This method prevents two common errors: treating the Transport Layer as a single end-to-end satellite and treating a planned tranche capability as proof of an already operational service.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why the space-based relay matters to mission users

Keeping traffic in space across OISLs can let a source reach a distant gateway or another spacecraft without waiting for a direct view of a particular ground station. A proliferated set of nodes also gives planners more candidate paths than a single-satellite design. The intended benefits—resilience, broad connectivity and low latency—remain dependent on the number and placement of available nodes, terminal compatibility, link conditions, gateway coverage and the mission’s network management.

The ground segment completes that value. Without terrestrial backhaul, processing applications, command-and-control systems and secure user connections, an optical crosslink would move data only between spacecraft. The Transport Layer is therefore best understood as one part of an integrated space-and-ground communications system.
