The details vary by ship and maintenance period; Navy accounts document examples, not one universal procedure.
What an aircraft carrier overhaul involves
An overhaul takes a carrier out of normal flight operations so the Navy and shipyard workforce can perform major maintenance and modernization. A midlife refueling and complex overhaul (RCOH) includes refueling the ship’s nuclear reactors as well as repairs, upgrades and system modernization intended to prepare the carrier for the second half of its service life. The Navy describes RCOH as accounting for approximately 35 percent of a carrier’s depot-level maintenance over its life, and says carriers typically undergo it at about the 25-year mark. Those are Navy descriptions, not a guarantee of a specific ship’s schedule. The Navy’s 2021 account of USS John C. Stennis’s RCOH describes years of planning and assessment, followed by disassembly, structural and surface replacement, and repair or replacement of complex machinery and systems.

Not every availability is an RCOH. A planned incremental availability is a scheduled period for extensive maintenance, repairs and modernization, but it is distinct from a midlife reactor refueling. For example, USS Dwight D. Eisenhower completed sea trials after its planned incremental availability in 2026. The Navy does not establish that this kind of availability has a duration interchangeable with an RCOH. The Navy’s report on Eisenhower’s sea trials describes that ship-specific milestone.

When Stennis began its overhaul in 2021, the Navy cited an approximate 48-month maintenance period. That was an estimate for that ship at that point, not a general duration for all carrier overhauls. In 2026, the Navy and PAE Maritime described November 2031 as the planned completion of USS Harry S. Truman’s RCOH; it is a future plan, not a confirmed delivery date. How the ship’s crew keeps its skills current
Sailors do not necessarily train only aboard the carrier being overhauled. During Eisenhower’s maintenance period, Air Department Sailors trained aboard other Norfolk-area carriers, then could have their qualifications observed and certified when they returned to Eisenhower. The Navy noted that aviation boatswain’s mate qualifications and skills transfer between carriers. This is a documented Eisenhower example, not a promise that every crew member or ship uses the same arrangement. For Truman’s RCOH, a 2026 Navy initiative said contractors would take on some supplementary duties to let Sailors focus more on in-rate training and operational readiness. The Navy described the potential recovery of “up to 1 million Sailor Man-Hours.” That figure is an announced goal, not a measured outcome. The Navy’s announcement sets out the initiative.

Readiness also depends on the conditions in which people work. In June 2026, the Navy opened a Carrier Refueling Overhaul Workcenter near the Newport News drydock, with work areas, a fitness center, recreation areas and counseling offices for Sailors and shipbuilders assigned to overhaul work. This is a Newport News facility, not a standard amenity established for every shipyard. The Navy’s opening announcement describes its services.
How air wings and aircraft stay ready
Squadrons continue training away from the ship
In the Eisenhower example, air-wing squadrons trained while the carrier was in maintenance. They later returned for flight-deck certification and carrier qualifications. The Navy’s account does not establish one fixed shore location for all squadrons during an overhaul, nor does it say that all aircraft remain embarked while the carrier is in the yard. Aviation maintenance continues
Specialized maintenance work can continue even when the ship is unavailable for flight operations. A 2020 Navy account from Eisenhower describes Sailors maintaining and repairing jet engines, checking engine performance in a test cell and rebuilding an engine after a 23-month shipyard availability. It demonstrates a type of work performed by shipboard aviation-maintenance personnel; it does not establish where every carrier’s aircraft are based or maintained during every overhaul. The wider air-wing training cycle
Overhaul readiness fits within a broader deployment cycle, rather than replacing it. The Department of the Navy’s FY2026 budget says carrier air wings maintain varied training and readiness levels under the Optimized Fleet Response Training Plan (OFRTP), providing trained aircrews across a 36-month deployment cycle. The budget describes the larger framework; it does not set one universal training schedule for every air wing during its carrier’s overhaul. The FY2026 Navy budget discusses the plan.

How the carrier returns to flight operations
Finishing repairs alone does not make a carrier ready to launch and recover aircraft. The Navy’s Eisenhower example includes work on aircraft elevators, catapults, arresting gear, safety nets and jet blast deflectors, followed by flight-deck certification. That certification assessed flight operations and the readiness of the ship and air wing as an integrated team. Afterward, squadrons returned for carrier qualifications—training that the Navy described as an important step toward deployment. Other ship-specific milestones can include extensive system testing, “fast cruise” and sea trials. The Stennis RCOH account describes these as later stages in that ship’s maintenance and return process; it should not be read as a universal checklist or fixed timetable for every carrier.

What readiness during an overhaul means in practice
Readiness is not a single status that flips from “down” to “ready” when shipyard work ends. The Navy’s documented examples point to four related strands: ship’s-force proficiency; aircraft and aviation-maintenance status; aircrew and squadron proficiency; and integration of the ship and air wing through tests, flight-deck certification and carrier qualifications. A carrier can be undergoing major repairs while people and units continue training, but normal carrier flight operations require the ship’s systems and the ship-air-wing team to be brought back together and assessed.
