How the Federal Debt Differs From the Annual Budget Deficit

The annual budget deficit is a one-year shortfall; federal debt is the accumulated borrowing outstanding at a specific date. If the government spends more than it collects in receipts during a fiscal year, it runs a deficit. It generally finances that gap by borrowing, adding to the debt. A surplus reverses the relationship: receipts exceed outlays, and debt held by the public can decline.

The distinction matters whenever someone cites a “debt” or “deficit” number. One is a flow measured over a period, while the other is a stock measured at a point in time. The number also depends on which debt measure, date, publisher and accounting basis is being used.

Deficit and debt are different kinds of measurements

A deficit is a fiscal-year flow

The federal budget deficit is the difference between total federal outlays and total federal receipts during a defined fiscal year. When outlays exceed receipts, the result is a deficit. Treasury describes receipts as items such as taxes and defines the budget surplus or deficit as the difference between total federal spending and receipts in a given year.

Because it covers activity accumulated over the year, a deficit is a flow. It answers: “How much more did the government spend than it took in during this fiscal year?” The answer is expressed in dollars for that year, such as $1.7754 trillion for fiscal year 2025 in Treasury’s report.

Debt is an outstanding balance

Federal debt is the amount the government has borrowed and still owes at a particular point in time. It is a stock, similar to the balance on a loan account. It answers: “How much borrowing was outstanding on this date?”

A stock reflects the accumulated effects of many earlier deficits and surpluses, along with borrowing and repayments that occur for financing and cash-management reasons. A single year’s deficit is therefore one contributor to the debt balance, not the balance itself.

A household analogy helps—but has limits

Consider a household that earns $80,000 and spends $85,000 in a year. Its $5,000 shortfall resembles a budget deficit. If it previously owed $40,000 and borrows the shortfall, its balance owed may rise toward $45,000. The yearly shortfall is the flow; the loan balance is the stock.

The federal government’s accounts are more complicated than this example. “Debt” can refer to different sets of creditors, and budget accounting does not map perfectly to cash borrowing or to the change in every debt measure. Treasury’s financial statements reconcile the budget deficit with changes in cash and monetary assets, including non-cash budget outlays and cash movements that are outside the budget. Use the analogy to understand the direction of the relationship, not as an exact accounting equation.

How a deficit normally adds to debt

Borrowing finances the gap

When receipts do not cover outlays, the Treasury generally borrows from the public to finance the deficit. It issues Treasury securities that are purchased by investors and other entities. The proceeds provide cash for federal payments, while the securities create obligations that remain outstanding until they mature or are otherwise redeemed.

That is why the Congressional Budget Office states that, because the government borrows to finance deficits, a deficit adds to federal debt—the total amount borrowed by the government at a given point in time.

A surplus can work in the other direction

If receipts exceed outlays, the government has a budget surplus. A surplus can reduce debt held by the public when the resulting cash is used to retire more publicly held securities than are issued. The reduction is not guaranteed to appear as an equal, immediate fall in every measure of federal debt because cash balances, non-cash transactions and intragovernmental accounts also affect the totals.

Measure What it includes How to interpret it
Debt held by the public Federal securities owed to entities outside the federal government, including individuals, corporations, state and local governments, Federal Reserve Banks and foreign governments. The measure most often used in Congressional Budget Office budget reports and commonly used to assess the government’s obligations to outside investors.
Intragovernmental holdings Securities held in federal government accounts, such as trust funds and other federal accounts. These are obligations of one part of the federal government to another part.
Gross federal debt, also called total public debt outstanding Debt held by the public plus intragovernmental holdings. A broader total than debt held by the public; it should not be compared with a public-held figure as though they were the same measure.

Some reports also specify whether accrued interest is included. Keep that qualification attached to the number. A debt figure without its measure and date is incomplete.

What the fiscal year 2025 figures show

Treasury’s reported deficit and public-held debt

In its report on fiscal year 2025 results, the U.S. Department of the Treasury reported a $1,775.4 billion federal budget deficit for FY 2025. That is the amount by which federal outlays exceeded receipts over that fiscal year.

The same report reported $30.2 trillion in debt held by the public, excluding accrued interest, as of September 30, 2025. Treasury expressed that balance as 99 percent of gross domestic product at that date. The deficit is a year-long flow; the $30.2 trillion figure is a point-in-time stock accumulated through the end of the fiscal year.

Why CBO’s published figures look slightly different

The Congressional Budget Office reported an approximately $1.8 trillion FY 2025 deficit and debt held by the public equal to 99.8 percent of GDP at the end of FY 2025. These figures are not a contradiction of Treasury’s numbers. CBO and Treasury can use different rounding, presentation conventions and reporting bases. Quote each publisher’s label and precision rather than silently substituting one agency’s number for the other.

Why the deficit does not equal the change in debt

It is correct to say that deficits generally add to debt, but it is not correct to assume that the deficit must equal the year-to-year change in total debt or cash. Treasury’s Statement of Changes in Cash Balance provides the reconciliation.

Non-cash budget outlays

Some transactions count as federal outlays in the budget even though they do not require a cash payment during that period. They affect the reported deficit without producing an identical amount of new cash borrowing at that moment.

Cash activity outside the budget

Other transactions change the government’s cash or monetary assets but are not recorded as budget outlays or receipts in the same way. Those items can move cash and debt balances without changing the deficit by an equal amount.

Timing, repayments and account structure

Debt securities mature and are refinanced, and balances in federal accounts move during the year. Intragovernmental holdings can change independently of debt held by the public. These timing and account effects are why an analyst must specify whether a comparison concerns the deficit, cash, debt held by the public or gross federal debt.

How to read a debt or deficit statistic correctly

  1. Identify the concept. Is the figure a budget deficit or surplus for a fiscal year, or a debt balance on a particular date?
  2. Name the debt measure. State “debt held by the public” or “gross federal debt/total public debt outstanding.” Do not use the word debt alone when precision matters.
  3. Check the date. A fiscal-year deficit covers a period; a debt figure needs an as-of date, such as September 30, 2025.
  4. Check the units and rounding. Distinguish millions, billions and trillions, and preserve whether the publisher reports $1,775.4 billion or a rounded $1.8 trillion.
  5. Check the GDP denominator. A debt-to-GDP ratio is a comparison with the economy’s size, not a dollar balance. Confirm the agency’s definition and reference period.
  6. Check exclusions. Note whether accrued interest is excluded and whether intragovernmental holdings are included.
  7. Attribute the number. Treasury and CBO may publish different rounded values for a similar period; cite the agency whose figure you are using.

A simple numerical example

Suppose the government begins a year with $500 billion of debt held by the public. During the year it collects $100 billion and spends $120 billion, producing a $20 billion deficit. If financing and accounting conditions otherwise line up, borrowing to cover that shortfall would tend to raise the public-held debt toward $520 billion.

That example illustrates the direction, not an accounting promise. A non-cash outlay, a change in cash balances, a repayment or refinancing, or an intragovernmental transaction could make the measured year-end change differ from exactly $20 billion.

Debt-to-GDP adds scale, not a new type of debt

Debt-to-GDP divides a debt measure by the value of goods and services produced by the economy. It answers how large the debt is relative to the economic base that supports federal revenues, rather than how many dollars are owed in isolation.

The numerator still needs a label. Treasury’s 99 percent figure for September 30, 2025 referred specifically to debt held by the public, excluding accrued interest. CBO’s 99.8 percent figure used its own reported basis. Ratios from different agencies or dates should not be compared until their measure, denominator and timing are aligned.

Where to find a current balance

Debt balances change as securities are issued, redeemed and otherwise recorded. Treasury’s Debt to the Penny dataset is designed to provide daily observations and is updated each business day using the previous business day’s data. Because balances are time-sensitive, use the current Treasury data interface for a live figure and retain the displayed date and measure with the number.

A historical annual report is appropriate for explaining FY 2025, but it should not be presented as an October 2026 balance. The latest daily observation and the annual budget deficit answer different questions.

Common mistakes and their fixes

  • Calling the deficit “the debt.” Fix: describe the deficit as the fiscal-year shortfall and debt as accumulated borrowing outstanding.
  • Adding this year’s deficit to gross debt without checking accounts. Fix: say deficits generally add to debt, then check the reconciliation and the debt measure.
  • Comparing public-held debt with gross debt. Fix: compare like with like or explain the intragovernmental component.
  • Dropping the as-of date. Fix: attach the date to every debt balance.
  • Treating Treasury and CBO rounding as an error. Fix: preserve each publisher’s stated precision and reporting basis.
  • Using a daily number without verifying its date. Fix: read the date shown in the current Treasury dataset rather than relying on an old search result or screenshot.

The short answer to the literal question

“What is the difference between the debt and the deficit (or surplus)?” The deficit or surplus is the result of one year’s federal receipts minus outlays. Debt is the total borrowing still outstanding at a particular point in time. Repeated deficits usually increase debt, while surpluses can reduce debt held by the public, but accounting and cash-flow adjustments mean the two figures will not always move by exactly the same amount.
