Sustainable chemistry is the development and application of chemicals, chemical processes, and products that benefit current and future generations without harmful impacts to humans or ecosystems. That sentence, proposed by the 20-member Expert Committee on Sustainable Chemistry (ECOSChem) in 2023, offers a common direction for scientists, public agencies and investors. It is a voluntary framework proposal—not a law, certification or proof that any particular chemical is sustainable.
The proposal is useful because it pairs the definition with five assessment categories: equity and justice; transparency; health and safety impacts; climate and ecosystem impacts; and circularity. Together, they discourage a narrow “green” claim based on one feature, such as renewable feedstock or low process energy, while ignoring hazards, pollution, labor conditions or end-of-life effects.

What the ECOSChem definition actually says
The wording comes from the ECOSChem paper published in RSC Sustainability in 2023: “Sustainable chemistry is the development and application of chemicals, chemical processes, and products that benefit current and future generations without harmful impacts to humans or ecosystems.”
Each part of the sentence matters. “Development and application” covers laboratory discovery, industrial production, product use and decisions about what happens after use. “Chemicals, chemical processes, and products” prevents a company from calling a final product sustainable while overlooking a hazardous manufacturing route, or from improving a process while the resulting product creates persistent pollution. “Current and future generations” introduces an intergenerational test: a short-term benefit does not settle the question if it leaves long-lived contamination, depleted resources or unmanaged waste. Finally, “humans or ecosystems” requires attention to workers, nearby communities, consumers and ecological systems rather than only the person buying the product.

ECOSChem’s landscape review considered 45 literature sources. Those sources and the committee’s 20 members explain how the proposal was assembled; they do not demonstrate universal adoption, market impact or agreement by every institution.
Why a shared definition is needed
Chemical innovation routinely involves trade-offs. A substitute may remove one toxic hazard but require more energy, depend on a scarce mineral or create a new waste stream. A bio-based input may reduce fossil-resource use yet increase land pressure, water demand or exposure for agricultural workers. A process that cuts factory emissions can still produce a product that releases harmful substances during normal use or disposal.
Before the ECOSChem effort, no single global wording captured all of these concerns. The committee aimed for a sentence that people could remember and use while complementing, rather than replacing, green chemistry and alternatives assessment. In this context, “consensus” describes a multisectoral effort to create an actionable direction. It does not mean that governments have enacted one binding definition or that every product meeting a company’s internal test has been certified.

The five criteria categories that accompany the definition
1. Equity and justice
Ask who receives the benefits and who bears the risks throughout the chemical’s life. That includes workers handling ingredients, communities near extraction or manufacturing sites, consumers with different levels of exposure, and populations that may be more vulnerable because of income, age, health or location. A proposal that improves conditions for one group while transferring pollution to another fails this broader test. Distribution of benefits, participation in decisions and protection of communities with less political power belong in the assessment.

2. Transparency
Decision-makers need enough information to evaluate hazards, ingredients, releases, supply chains, uncertainty and end-of-life behavior. Transparency does not require publishing legitimate trade secrets, but it does require clear disclosure of material risks and the assumptions behind a sustainability claim. A claim that cannot be independently examined is difficult for regulators, purchasers or investors to distinguish from marketing.
3. Health and safety impacts
Evaluate intrinsic hazards and real-world exposure, not just whether a substance is natural or synthetic. Relevant questions include acute and chronic toxicity, carcinogenicity, reproductive and developmental effects, persistence, bioaccumulation, worker exposure during production, and consumer exposure during use. Engineering controls and personal protective equipment can reduce exposure, but they do not erase a dangerous intrinsic property. Safer design that avoids the hazard is generally stronger than relying on downstream controls.
4. Climate and ecosystem impacts
This category extends beyond a factory’s carbon inventory. Consider energy and greenhouse-gas emissions, air and water releases, land-use change, effects on biodiversity, persistence in the environment and impacts on ecological functions. Lifecycle boundaries should include extraction, feedstock processing, manufacture, transport, use and disposal. A lower-impact stage does not automatically compensate for severe damage at another stage; the trade-off must be made visible.

Circularity asks whether materials can remain useful without creating toxic loops. Design choices may enable reuse, repair, safe recycling, recovery of valuable components or controlled biological degradation. Recycling is not inherently sustainable if it concentrates hazardous substances, exposes workers or produces contaminated residues. A circular system also depends on collection infrastructure and markets, so claims should describe the conditions required rather than assume that a theoretical recovery route will operate everywhere.

How other institutions frame sustainable chemistry
The ECOSChem sentence is not the only legitimate formulation. Federal agencies and international bodies use related language with different levels of technical detail and different institutional purposes.
| Framework | Primary scope | Lifecycle, resource and hazard emphasis | Social dimensions | Status |
|---|---|---|---|---|
| ECOSChem, 2023 | Concise definition plus five criteria categories | Covers chemicals, processes and products; explicitly links human and ecosystem harms with climate, circularity and safety | Equity, justice and transparency are named categories | Multisectoral working-group proposal |
| U.S. NSTC formulation, 2023 | Technical federal description for sustainable-chemistry activities | Addresses renewable building blocks, reagents and catalysts; efficient operation; renewable energy; intentional lifecycle design and management; circularity; resource depletion and waste accumulation | Includes human and environmental impacts, societal needs and economic resilience | Federal research-and-development framing, not a product certification |
| NSF public overview | Agency explanation of sustainable-chemistry research and workforce activity | Highlights renewable inputs, efficiency, renewable energy, minimal waste and reduced health and environmental impacts | Connects environmental performance with economic benefits and workforce development | Agency overview, not a consensus standard |
| UNEP, Green and sustainable chemistry | Ten objectives for implementation | Calls for hazard minimization, prevention of releases, sustainable feedstocks, efficient production, safer products and non-toxic circular material flows | Includes worker, consumer and vulnerable-population protection, social benefits and focus on sustainability challenges | International objectives developed through consensus-building; UNEP page updated 4 December 2025 |
| OECD definition quoted by IUPAC, 1999 | Historical definition of sustainable chemistry | Environmentally benign products and processes; pollution prevention; reduction or elimination of hazardous waste; lower risk to health and the environment | Primarily health and environmental risk, with less explicit treatment of justice or transparency | Older attributed formulation, not interchangeable with ECOSChem |
| IUPAC green-chemistry definition, 2000 | Historical definition of green chemistry | “The invention, design, and application of chemical products and processes to reduce or to eliminate the use and generation of hazardous substances” | Hazard prevention is central; broader social and distributional questions are less explicit | Related concept, not a replacement for sustainable chemistry |
The U.S. Sustainable Chemistry Research and Development Act (Public Law 116-283) established federal coordination and stakeholder consultation and called for a consensus definition and metrics framework. That statutory context explains why a shared vocabulary matters to public planning, while leaving the ECOSChem criteria voluntary. The NSTC and NSF formulations overlap with ECOSChem but use more technical language about inputs, catalysts, energy and economic resilience. UNEP’s objectives provide an implementation lens rather than a single sentence to quote as a legal standard.
A practical way to apply the criteria to a chemical or process
No universal scoring formula is mandated by the ECOSChem proposal. A disciplined review can nevertheless make the categories operational and expose trade-offs before a decision is made.
- Define the decision and comparison. State whether you are choosing a molecule, a manufacturing route, a formulation, a packaging system or an end-of-life pathway. Identify the incumbent and realistic alternatives; an abstract “better” option is not a useful comparator.
- Map the full lifecycle. Record extraction or cultivation, feedstock conversion, reagents and catalysts, energy, manufacturing, transport, use, maintenance and disposal. Include foreseeable releases and waste at each stage, not only the plant boundary.
- Screen hazards before optimizing performance. Examine acute and chronic toxicity, persistence, bioaccumulation, ecotoxicity and exposure for workers, consumers and communities. If a candidate introduces a serious hazard, document why substitution is unavoidable and what controls are reliable.
- Test climate and resource consequences. Compare energy demand, greenhouse-gas emissions, water use, land pressure, critical-material dependence and waste generation. Renewable feedstock or renewable electricity is one input to this analysis, not a conclusion.
- Check circularity under real conditions. Specify whether reuse, repair, mechanical or chemical recycling, recovery or safe degradation is technically feasible, available in the target market and safe for workers. Identify residues and substances that could accumulate in recycled material.
- Evaluate equity and justice. Identify affected workers and communities, exposure differences, access to benefits and the location of environmental burdens. Seek meaningful information from people who may bear risks but have little control over the decision.
- Document assumptions and uncertainty. Publish the system boundary, data sources, modeled scenarios, data gaps and confidence level. A transparent statement that evidence is incomplete is more credible than a precise-looking score built on hidden assumptions.
- Review alternatives and unintended effects. Compare the candidate with safer designs, non-chemical approaches, process changes and demand reduction. Reject a regrettable substitution when the apparent improvement simply shifts harm to another lifecycle stage or population.
This sequence can support a procurement specification, a laboratory gate review, a public grant proposal or an investment memo. It should be adapted to the decision and jurisdiction rather than presented as an officially required checklist.

What the definition changes for scientists
For scientists, sustainable chemistry broadens the research question from “Can this molecule perform the desired function?” to “Can it perform that function while avoiding unacceptable harm across its life?” Early-stage design can therefore include hazard prediction, safer solvents and catalysts, renewable or abundant feedstocks, lower-energy conditions, design for disassembly and end-of-life testing. It also encourages teams to identify social and supply-chain issues before a process is locked into scale-up.
The federal NSTC formulation is more explicit than the ECOSChem sentence about renewable building blocks, reagents and catalysts, efficient operation, renewable energy and intentional lifecycle management. Using both helps a project retain the memorable ethical direction of ECOSChem while specifying engineering variables that can be measured.

Agencies can use the definition to align grant programs, technical guidance, procurement rules and metrics without treating it as a new regulatory threshold. A funding call might require applicants to describe hazard reduction, lifecycle releases, circularity, equity and transparency alongside performance and cost. A public procurement team could ask suppliers to disclose ingredients, exposure controls, energy and waste data, end-of-life pathways and impacts on vulnerable populations.

The ECOSChem categories are useful for organizing a consultation; NSTC language can guide technical program design; UNEP’s objectives can help connect domestic actions with international sustainability goals. None of these labels alone substitutes for existing chemical-safety, environmental or labor law.

What investors can and cannot infer
A common definition can make investment conversations more comparable. An investor can ask whether a company measures hazards and releases across the lifecycle, how it prevents regrettable substitutions, whether its supply chain depends on scarce resources, and how benefits and risks are distributed. Transparent assumptions make it easier to distinguish a genuine design change from a claim based on a single favorable metric.
However, the ECOSChem proposal does not establish a portfolio-wide investor standard, an adoption rate or a rule for pricing sustainable-chemistry performance. Investors still need to examine sector-specific regulation, data quality, transition costs, liabilities, customer requirements and the feasibility of end-of-life systems. Calling a project “aligned” with the criteria is not the same as certifying its sustainability.
Common mistakes to avoid
- Equating renewable with sustainable. Renewable carbon can coexist with land, water, biodiversity or labor problems.
- Treating biodegradability as a complete answer. The rate, conditions and products of degradation determine whether environmental harm is actually reduced.
- Counting only factory energy. Extraction, feedstock processing, transport, use and disposal can dominate total impacts.
- Assuming recycling is automatically circular. Toxic additives, contamination, collection gaps and unsafe recycling can create new exposure.
- Using green chemistry and sustainable chemistry as synonyms. IUPAC’s green-chemistry wording centers on eliminating hazardous substances, while sustainable chemistry adds explicit lifecycle, social, justice, transparency and intergenerational dimensions.
- Calling the ECOSChem wording a regulation or certification. It is a proposed common direction developed by a multisectoral committee.
How to describe the status accurately
The most precise description is: ECOSChem’s 2023 wording is a concise, voluntary consensus proposal with five companion criteria categories. It is designed to guide innovation, policy and investment discussions and to reduce greenwashing or regrettable substitutions. Federal law supports coordination and consultation around sustainable chemistry, while NSTC, NSF and UNEP provide related but differently scoped formulations. There is no evidence in these sources of a universal adoption rate, a globally binding definition or a certification scheme built on the ECOSChem sentence.

That limited status does not make the proposal unimportant. A definition becomes useful when it changes what teams measure and disclose: hazards as well as efficiency, lifecycle releases as well as factory emissions, circularity as well as throughput, and justice as well as aggregate benefits. Used that way, the consensus wording gives different institutions a shared direction without pretending that one sentence can settle every technical or political choice.
