The Banco Master scandal has unsettled Brazil’s presidential race in two connected ways: a failed lender is at the center of a major alleged fraud investigation, and the case has pulled candidates, politicians and Supreme Court justices into a fierce dispute over accountability and institutional trust. The investigation of opposition candidate Flávio Bolsonaro adds a direct campaign link, but the allegations remain allegations, and the available polling does not show how much the scandal has changed voter behavior.
What is the Banco Master scandal?
Banco Master was a failed lender at the center of a large alleged fraud investigation. The case began affecting financial institutions and their customers before it became a defining political controversy.

From a failed sale to a police operation
According to Agência Brasil’s 2026 reporting, the state-controlled Banco de Brasília (BRB) attempted to buy Master for about R$2 billion. Brazil’s Central Bank rejected the transaction in September 2025. The Federal Police launched its Compliance Zero operation in November 2025, and multiple institutions in the Master group and related entities later entered extrajudicial liquidation.
The customer cost
Agência Brasil reported on May 18, 2026, that the Fundo Garantidor de Créditos (FGC) had reimbursed customers of the Master group, Will Bank and Banco Pleno approximately R$49.5 billion. That is a reported cumulative figure as of that date, not a final audited total.

Why is Flávio Bolsonaro being investigated?
The campaign connection became concrete through reported financing discussions for Dark Horse, a film about Jair Bolsonaro. Reuters reported on September 11, 2026, that Flávio Bolsonaro was under investigation over alleged corruption and money laundering connected to the case. The inquiry reportedly concerns financing he sought from Master owner Daniel Vorcaro for the film.
After an order by Chief Justice Luiz Edson Fachin, court documents were unsealed showing a police-requested investigation into whether Flávio had committed money laundering, illicit foreign exchange or corruption. Flávio acknowledged seeking financial backing from Vorcaro and denied wrongdoing. An investigation is not a finding of guilt.

At a campaign event on September 11, Reuters quoted Flávio as saying: “Investigate everything and everyone with transparency; show it to the press, show it to the people. Let’s see who is right.”

The controversy widened from alleged financial wrongdoing into a dispute about the court’s handling of the investigation and its own credibility. The claims and responses are contested; reported contacts or business arrangements do not, by themselves, establish corrupt conduct.
A dispute over disclosure and procedure
Associated Press reporting in September 2026 described disagreement among justices over the handling and unsealing of material in the sprawling case. Some justices accused Justice André Mendonça of selective disclosures and election-timed delay; Mendonça denied bias. AP reported that Fachin ordered documents unsealed and removed Mendonça from overseeing the investigation.
Scrutiny of Alexandre de Moraes
AP separately reported that police material indicated Vorcaro repeatedly sought advice from a person authorities identified as Justice Alexandre de Moraes. AP also reported that Moraes’s wife had a R$130 million contract with Banco Master. Her lawyers said Moraes checked the document to assess conflicts and had never ruled in cases involving the bank or Vorcaro. Moraes had not commented on the findings in that report. These reports describe scrutiny and disputed circumstances, not a proven corrupt act.
Rank #4
The court’s institutional standing is at stake beyond the immediate case. AP reported that the next president would appoint at least four Supreme Court justices, and that court-reform proposals were being discussed by political allies on both sides. At a court ceremony in September, Fachin said: “In moments of particular gravity, it is everyone’s duty to preserve the integrity of the Supreme Court, the authority of its decisions, respect for its rules and, above all, society’s trust in the institution.”
How did the scandal affect the presidential race?
It gave rival political camps material to challenge each other while making the Supreme Court’s conduct a campaign issue. Bolsonaro allies could point to scrutiny of Moraes, a justice associated in public debate with cases against Jair Bolsonaro. Lula-aligned institutions faced reputational pressure as some voters questioned whether the court was impartial or aligned with the government.
Best Value
That is political exposure, not proof of partisan coordination or guilt by association. Reporting describes contacts and scrutiny across political camps; the case cannot be reduced to a simple ledger in which one side is implicated and the other untouched. Nor does the available evidence establish a causal estimate of the scandal’s independent effect on votes or the eventual result.

A dated polling result offers a snapshot, not a measure of the scandal’s effect. Scotiabank Economics’ May 22, 2026, Latam Weekly reproduced AtlasIntel figures for a simulated Lula–Bolsonaro second-round matchup: 49% for Lula and 42% for Bolsonaro in mid-May, compared with 48% each in late April.
Those figures are from May, not October standings. The comparison alone cannot show that Banco Master caused the movement: it does not isolate the scandal from other campaign developments, and it is not a prediction of the election result.

Quick Recap
What remains unresolved?
- Allegations versus findings: The reported investigation into Flávio Bolsonaro and scrutiny of Supreme Court figures should not be treated as proof of wrongdoing.
- Financial losses versus political effects: The liquidation and reported FGC reimbursements document the financial scale of the episode; they do not quantify its influence on voters.
- Court process: AP reports a dispute among justices over disclosure and oversight. The Supreme Federal Court’s visible announcement confirms that an inquiry into possible irregularities involving Brazil’s securities regulator, the CVM, was ordered; the available reporting does not establish its later findings.
- Election consequences: Campaign rhetoric, polling, court procedure and the investigation can change. The May poll is a dated signal, not an October measure or a causal verdict.
