Sustainable startups do not have to choose between venture capital and stopping growth. Grants, prizes, concessional loans, guarantees, revenue-based finance, blended finance, green banks and, for more mature projects, green bonds can each fund a different part of the journey.
The right mix depends on your location, technical and commercial stage, cash-flow pattern, project readiness, tolerance for repayment, and willingness to share ownership or control. Treat “non-VC funding” as a financing strategy rather than a single product.

What “without relying on venture capital” really means
Venture capital is only one way to finance a company, and it is designed for businesses that can plausibly deliver very large equity returns. A sustainable company may instead need money for a specific pilot, equipment, certification, factory tooling, market validation, or recurring working capital. Those needs do not always justify selling equity.
Recommended Free Tools
Non-VC funding is not automatically free, permanent or non-dilutive. A grant can restrict how money is spent and require reports. A loan preserves ownership but must be repaid. Revenue-based finance avoids a fixed instalment in some structures but still creates a contractual obligation. Blended finance may bring private investors into a transaction, and the structure can include debt or equity. The practical goal is to match each use of money with the least damaging obligation that the business can realistically carry.

Map the main alternatives
| Route | How it works | Where it can fit |
|---|---|---|
| Public grants and prizes | Government or public agencies award money through calls, challenges or competitions under defined rules. | Research, prototypes, pilots, staff, testing, market research, equipment access and business services; access depends on eligibility, timing and permitted costs. |
| Concessional loans and guarantees | A lender offers favourable loan terms, or a public guarantee absorbs part of the lender’s risk. | Companies with a credible repayment plan that want to retain ownership; debt service and programme criteria still apply. |
| Revenue-based finance | Repayment is linked to revenue generated by the financed activity instead of a wholly fixed instalment schedule. | Businesses with sales that can support repayment but fluctuate enough that rigid payments would create stress; contract economics are decisive. |
| Blended finance | Public or philanthropic capital reduces risk so that private capital participates. | High-risk sustainable innovation or infrastructure where commercial investors need risk-sharing; it is not automatically a grant to the operating company. |
| Green banks | Public, quasi-public or nonprofit finance entities combine public and private capital for emissions-reducing projects. | Clean-energy companies and projects in jurisdictions where a green bank operates and offers a suitable product. |
| Green mini-bonds | A smaller bond or pooled bond structure raises money for defined green projects. | Issuers able to meet investor, issuance and disclosure requirements; generally more suitable after a project and cash flows are established. |
| Targeted innovation programmes | A programme funds specified technologies, sectors or maturity levels under its own rules. | Projects that meet the programme’s geographic, sectoral and readiness tests, such as decarbonisation projects in covered European Union Emissions Trading System sectors. |

Use grants and prizes for work that creates evidence
What grants can pay for
The International Energy Agency’s 2022 clean-energy startup financing analysis describes public support for research and development, prototypes, pilots, staff, testing, market research, equipment access and business services. These categories are especially useful when a project is technically promising but too early, uncertain or capital-intensive for ordinary lending.
A grant can finance a defined work package without the funder taking company equity. That does not make it unrestricted cash. The call may specify eligible personnel, procurement rules, reporting dates, matching contributions, intellectual-property conditions or a required completion milestone. Build the budget around those rules rather than treating the award as general working capital.

When a prize is a better fit
Prizes and challenge competitions pay for achieving a defined result or demonstration. The IEA includes prizes among mechanisms that can provide unrestricted grants, but the competition still controls its timetable, judging criteria and payment conditions. A prize can be valuable for validating a technology, attracting customers and making a later loan application more credible; it is less useful when the immediate need is several years of routine operating expenses.
How to improve your odds
- Describe one measurable project with a start date, end date, budget and deliverable.
- Separate eligible project costs from overhead and future commercial spending.
- Show why the work advances an emissions, resource-efficiency or resilience objective covered by the call.
- Confirm who owns the resulting data, designs and intellectual property.
- Plan cash flow for the period between spending and reimbursement if the programme pays in stages.
Preserve ownership with loans, guarantees and revenue-linked repayment
Concessional loans and guarantees
Concessional loans have more favourable terms than a purely commercial loan, while a guarantee reduces the lender’s risk by promising to cover an agreed portion if the borrower defaults. Both can let founders avoid selling shares. They are still debt: principal, interest or fees, covenants and reporting obligations can affect the company long after the project is announced.

Debt is most defensible when the financed asset or contract can produce cash on a reasonably visible schedule. A founder should model downside cases, including a delayed pilot, slower customer payments and a grant arriving later than expected. A guarantee may improve access but does not remove the company’s obligation to repay the lender.
Revenue-based finance
Revenue-based finance ties repayments to a share or amount of revenue generated by the financed activity. The OECD’s 2025 analysis of sustainable small and medium-sized enterprises presents it as a potentially more flexible option for businesses whose income fluctuates. If sales fall, the payment may fall under the contract; if sales rise, repayment can accelerate or become more expensive than a conventional loan, depending on the agreed terms.

Check the revenue definition, payment percentage, repayment cap or end date if stated, minimum payments, reporting duties, security, events of default and what happens if the financed activity is paused. This route requires enough actual or near-term revenue to support repayment; it is not a substitute for pre-revenue development capital.
Understand what blended finance does—and does not do
Blended finance combines public or philanthropic capital with private investment to reduce risks that private investors would otherwise avoid. The concessional layer might absorb early losses, provide a guarantee, fund technical assistance or improve the risk-return profile of a project. The OECD describes this approach as a way to mobilise additional private capital for sustainable innovation.
Do not label blended finance “free money.” The private portion can be debt, equity or another instrument, and the public or philanthropic participant may impose impact targets, procurement rules, reporting or restrictions on the use of proceeds. The operating company may still dilute ownership or assume repayment obligations, depending on the transaction.

Ask three questions before pursuing a blended structure:
- Which specific risk is the public or philanthropic layer covering?
- What capital remains at the company’s risk, and on what repayment or return terms?
- Who controls key decisions, data, intellectual property and future financing?
Check whether a green bank operates in your market
The US Environmental Protection Agency defines green banks as public, quasi-public or nonprofit financing entities that leverage public and private capital for clean-energy projects that reduce emissions. A green bank may offer credit enhancements, project finance, warehouse facilities or other products, but there is no single international product menu.
Availability is location-dependent. Start by identifying the entity that serves your state, province, country or utility territory, then check whether it finances companies, end customers, equipment, infrastructure or only particular technologies. Some green-bank products reach a startup indirectly through an installer, lender or project developer rather than through a direct corporate loan.
Prepare a project-level case: technology performance, permitting status, customer or offtake evidence, capital required, expected emissions reduction and repayment source. A compelling climate mission alone does not establish eligibility.
Consider green mini-bonds only when the project can support them
Green mini-bonds and pooled bond structures can raise money for defined green projects without selling ordinary company shares. They require an issuer, investors, documentation, payment mechanics and disclosures that demonstrate how proceeds will be used. Those obligations can outweigh the benefit for a very early startup with no dependable cash flow.

This route becomes more plausible when a company has a repeatable project pipeline, auditable impact measures and predictable payments from customers or counterparties. Compare the full issuance and compliance burden with a loan or a project-finance structure before commissioning legal and verification work.
Use targeted innovation programmes only when every eligibility test matches
Targeted programmes can be powerful but narrow. The European Commission’s Innovation Fund, for example, focuses on decarbonisation in sectors covered by the European Union Emissions Trading System and requires sufficient project maturity. It is not a general-purpose global startup grant.
For any programme, verify the current call’s geography, eligible applicant, technology definition, project size, maturity threshold, co-financing requirement, submission window and payment schedule. A technically excellent project can still be ineligible because it is at the wrong stage or outside the covered sector.

- Ownership and control: Does the instrument take equity, voting rights, warrants or approval rights? If it is debt, what covenants can restrict future decisions?
- Repayment shape: Are payments fixed, linked to revenue, deferred until a milestone or contingent on project performance? Model the worst month, not only the expected case.
- Geography and eligibility: Is the applicant, project site, technology and ownership structure inside the programme’s jurisdiction and definition?
- Stage and readiness: Is the money intended for research, a prototype, a pilot, deployment or expansion? Does the funder require permits, customers, matched funds or audited accounts?
- Speed: How long do application, approval, contracting and disbursement take, and can the company survive until then?
- Administrative load: What reporting, impact measurement, procurement, verification and use-of-proceeds evidence will be required?
The OECD, IEA, EPA and European Commission materials describe different instruments and rules; none establishes one universally superior option.

Build a financing stack instead of forcing one product to do everything
A sustainable startup can combine instruments when each tranche has a clear job. For example, a grant can fund technical validation, a concessional loan can purchase equipment after the design is proven, and revenue-based finance can support sales expansion once customers are paying. The sequence matters: borrowing before a project has evidence can create repayment pressure that a later grant does not erase.
- List the next 12–24 months of uses: Separate research, prototype, pilot, equipment, hiring, certification, inventory and customer acquisition.
- Mark the evidence each use will create: Examples include a tested prototype, a permit, a signed purchase order, measured emissions data or recurring revenue.
- Search local and sector-specific calls: Confirm current rules directly with public agencies, green banks, development lenders and programme administrators.
- Build a monthly cash-flow model: Include grant reimbursement timing, debt service, revenue volatility, taxes, payroll and a contingency reserve.
- Assign the least burdensome instrument to each use: Use non-dilutive support for uncertain evidence-building work when available; reserve debt for assets or contracts with a plausible repayment source.
- Compare total obligations: Add interest, fees, revenue share, legal costs, reporting labour, collateral, dilution and restrictions on future fundraising.
- Prepare one evidence pack: Keep the technical plan, impact methodology, budget, ownership documents, financial statements and risk register consistent across applications.
- Set a stop rule: If a financing offer would leave the company unable to pay staff or maintain essential operations under a downside case, decline or resize it.
Illustrative matches for common startup situations
Pre-revenue hardware pilot
A company still proving performance may prioritise a grant or prize for testing, staff and equipment access. A loan taken before the pilot produces evidence could create fixed obligations with no sales to service them. After a successful demonstration and a customer commitment, a guarantee-backed equipment loan may become more realistic.
Early commercial service with uneven sales
A service business with paying customers but seasonal or milestone-based revenue can examine revenue-based finance. It should compare the total expected revenue share with a conventional loan and test what happens if sales arrive three or six months late.

A project with permits, measurable emissions reductions and contracted revenue may investigate a green bank, blended finance or a green bond structure. The appropriate route depends on jurisdiction, project scale, investor requirements and the sponsor’s ability to manage disclosure and repayment.
Pitfalls that make “non-VC” funding expensive
- Calling every grant unrestricted: Read eligible-cost, matching-fund and milestone clauses before hiring or ordering equipment.
- Ignoring timing: A successful award does not help a payroll due next week if contracting and disbursement take months.
- Borrowing against hope: Debt requires a repayment source, not merely a large addressable market.
- Confusing blended finance with a grant: Identify the private capital, return expectations and rights in the structure.
- Assuming a green bank is available everywhere: Check the actual institution and product in your jurisdiction.
- Underpricing administration: Impact measurement, audits, procurement and investor reporting consume skilled time.
- Stacking incompatible obligations: A grant’s intellectual-property or seniority terms may conflict with a lender or future investor; resolve conflicts before signing.
A practical next move
Write a one-page funding map for the next project: amount, use, milestone, location, required date, repayment source and evidence of impact. Then check current local calls and financing products, test at least two downside cash-flow cases, and compare the complete obligations—not just the amount offered. Growth without venture capital is achievable when each funding instrument is matched to the work, risk and cash flow it can genuinely support.
