Neither category is universally stronger in the anime. Legendary and Mythical are labels, not rungs on a shared power scale. To compare two Pokémon fairly, look at what each one actually does in a particular episode or film, who or what it faces, and the circumstances of the scene.
Do Legendary Pokémon outrank Mythical Pokémon in anime strength?
No official anime ranking establishes that every Legendary Pokémon is stronger than every Mythical Pokémon, or vice versa. Pokémon Support’s discussion of the broader “strongest Pokémon” question says strength depends on the challenge; its example about training is specifically about video games, not an anime power scale. Pokémon Support: “What is the strongest Pokémon?”

The available official episode and movie summaries describe individual story events. They do not provide a standardized set of head-to-head battles or a numerical measure of strength. So a defensible answer compares named characters and scenes rather than generalizing from category labels.
What do the anime examples actually show?
Arceus intervenes in a conflict involving Dialga and Palkia
In the Season 24 episode “Showdown at the Gates of Warp!,” Dialga and Palkia are locked in battle. The official synopsis says Arceus momentarily appears to quell their conflict and restore space-time. That is a consequential intervention in the episode’s plot; the synopsis does not establish a universal ranking of Arceus against every Legendary or Mythical Pokémon. Official episode summary: “Showdown at the Gates of Warp!”

Azelf, Mesprit and Uxie show both power and vulnerability
In the Season 12 episode “The Needs of the Three!,” Hunter J captures Azelf. Mesprit and Uxie then appear, and their Future Sight attack brings down Hunter J’s ship. The episode presents powerful Legendary Pokémon, but Azelf’s capture also makes clear that the story’s circumstances matter. This is not a controlled contest against a Mythical Pokémon. Official episode summary: “The Needs of the Three!”
Ho-Oh and Marshadow share a film, but the labels settle nothing
The official page for Pokémon the Movie: I Choose You! identifies Ho-Oh as Legendary and Marshadow as Mythical. Their classifications and presence in the same film do not amount to a quantified strength comparison. Official movie page: Pokémon the Movie: I Choose You!

Lugia and Zeraora have different described abilities
The official page for Pokémon the Movie: The Power of Us describes the Wind Festival as celebrating Legendary Pokémon Lugia, and says Mythical Pokémon Zeraora emits large electrical currents and moves through the air at lightning speed. Those brief descriptions establish story context and an ability for Zeraora, not which Pokémon is stronger. Official movie page: Pokémon the Movie: The Power of Us
How to compare two Pokémon fairly
For a head-to-head judgment or a tier list, identify the specific anime appearance and separate what the scene shows from what you infer. Check:

- No assembly required
- Demonstrated feat: What action or outcome is actually shown or stated?
- Opponent and circumstances: Who or what is involved, and does the account mention surprise, injury, restraint or another relevant condition?
- Agency and assistance: Does the Pokémon act independently, or does the source establish trainer involvement or other help?
- Story stakes: Is the scene a battle, rescue, intervention or disaster? A dramatic plot event is not automatically a standardized strength test.
- Evidence boundary: Does the example support a claim about one individual in one story, or is there evidence for a broader conclusion?
The official summaries cited here are brief plot descriptions, not complete, standardized battle records. A more detailed claim about a move, exchange or outcome should be checked against the episode or film itself.

Game stats, competitive restrictions and capture mechanics belong to game systems. They do not, by themselves, establish how powerful a Pokémon is in an animated story. Pokémon Support’s strongest-Pokémon article discusses challenge-dependent strength and explicitly uses video-game training as an example; it should not be treated as an anime ranking. Pokémon Support: “What is the strongest Pokémon?”

What is confirmed, and what is left to interpretation?
Pokémon Support says that questions not already answered in the games, animated movies or TV shows are intended to be left to fans’ imaginations and interpretations. For anime comparisons, that means grounding conclusions in depicted events and labeling broader power judgments as interpretation rather than confirmed fact. Pokémon Support: “What are the origins, legends, and histories of Pokémon characters or trainers?”
