How Stores Track Shoppers: 9 Methods From Parking Lot to Checkout

Stores can observe a visit through several different systems, from parking-lot video and license-plate cameras to checkout monitoring, wireless-signal sensors and app permissions. These methods do not all identify you: some produce anonymous traffic counts, while others can connect an image, vehicle, device, account or face with a visit. The technology and notice vary by retailer and location. A current U.S. example is Lowe’s privacy statement, which says some stores use parking cameras and, where legal, automated license-plate readers (ALPRs); that disclosure is not evidence that every retailer uses either system.

What “tracking” can mean in a store

Tracking is not one technology. A camera may simply count people entering a department. A sensor may record a phone’s network identifier and estimate dwell time. An app may send a location request tied to an advertising identifier. A plate reader can associate a vehicle image with a date, time and general location. Facial recognition is a separate biometric process that attempts to match a face to an identity; ordinary video analytics usually does not do that.

The distinction matters because the practical controls differ. Phone settings can limit app-based location and advertising collection, but they cannot stop a parking camera. Declining store Wi-Fi does not necessarily stop a sensor that listens for nearby device signals. A retailer’s current privacy notice and applicable local law are the best sources for what a particular chain actually does.

1. Parking-lot video cameras

Outdoor cameras can record people, vehicles, entrances, exits and activity around a store. Lowe’s says cameras at some stores capture images or video of people and vehicles, together with the date, time and general location. Its stated purposes include deterring crime and promoting safety.

This is a retailer-specific disclosure, not a claim about all stores. A conventional security camera records an image; it does not automatically identify the person in that image. Video may nevertheless be reviewed later, shared with authorized parties or analyzed by software under the retailer’s policies and local rules. The Lowe’s statement does not establish a retention period for these recordings.

2. Automated license-plate readers (ALPR)

ALPR systems use cameras and software to capture a vehicle and its plate as it passes a reader. Lowe’s says some stores use cameras near or around parking areas, where allowed by law, to capture vehicle and plate images with the date, time and general location. The listed authorized purposes include security, theft and fraud prevention, parking enforcement and safety.

An ALPR can identify a vehicle more directly than a general scene camera, but a plate is not automatically proof of who was driving. Whether a retailer operates ALPR, what it does with the images and how long it keeps them depend on the location and the retailer’s policy. Do not assume that a plate reader is present at every branch or that every state permits the same uses.

3. In-store cameras and video analytics

Inside the store, cameras can be paired with analytics that count foot traffic, measure queues or create heat maps showing movement and popular displays. The Federal Trade Commission’s 2015 technical overview described these uses as a way to understand how shoppers move through a space. In that overview, video analytics typically did not use facial recognition.

A heat map can reveal that a display receives attention without naming the shoppers who looked at it. Analytics can still become more identifying if combined with another database, so read the retailer’s notice rather than treating “anonymous analytics” as a universal guarantee. The FTC material is historical technical context from 2015; current implementations and disclosures may differ.

4. Checkout-area cameras

Lowe’s specifically discloses cameras in checkout areas to monitor lines, help prevent theft and improve the shopping experience. The policy says these cameras may capture shoppers’ images and the products they purchase. A camera pointed at a register can therefore record both the person and the transaction scene even when no facial-recognition system is involved.

Queue monitoring may be used to decide when to open another lane, while loss-prevention staff may review footage after an incident. The disclosure does not state a universal retention period or that every store uses identical equipment. Check the policy for the location you visit.

5. Facial recognition

Facial recognition attempts to compare a face in a camera image with reference images or a watchlist. It is a biometric identification method, not a synonym for ordinary camera analytics. A system can produce a false match, and a person may not know that an automated comparison occurred.

The FTC’s Rite Aid case documented facial-recognition use in hundreds of stores from 2012 through 2020. The agency described alleged false-positive harms, including customers being treated as if they were known shoplifters. The settlement included a five-year prohibition on using facial recognition for surveillance. That historical enforcement action establishes a documented deployment and the risks described by the FTC; it does not show that facial recognition is currently widespread or used by every retailer.

6. Passive Wi-Fi signal observation

A phone periodically searches for or communicates with Wi-Fi networks. Sensors can detect those radio signals even when you have not joined the store’s Wi-Fi and have not opened an app. The FTC described a historical system in the Nomi case in which sensors collected device MAC addresses and observation details inside and outside stores.

Those records were used to produce aggregate measures such as traffic, dwell time, device type, repeat visits and movement across locations. A persistent identifier can make repeat-visit analysis possible, although modern operating systems may randomize identifiers in some situations. The FTC’s detailed technical discussion dates from 2015, so current hardware, operating-system behavior and provider opt-outs may differ.

Passive observation is different from a customer deliberately connecting to a network. A store can offer Wi-Fi without that being the only way it measures nearby signals. Turning off Wi-Fi when you do not need it may reduce some exposure, but it can also disable useful phone functions and is not a defense against cameras or plate readers.

7. Bluetooth beacons and app-enabled proximity

Bluetooth approaches such as Apple’s iBeacon model can detect proximity between a phone and a beacon. FTC staff described these systems as generally dependent on an app, operating-system features and user permission; they are commonly designed as active, app-enabled interactions rather than silent collection from every passerby.

An app might use proximity to trigger an in-store message, measure a visit or support navigation. The exact behavior depends on the app and its permissions. Review whether the app needs Bluetooth, location or notification access, and disable permissions that are not required for the feature you want. Disabling Bluetooth may affect headphones, watches and other accessories.

8. Cellular and other wireless signals

Cellular analytics are distinct from store Wi-Fi. FTC material separates active carrier-based analytics from passive cellular tracking and explains that signal strength and identifiers can support location and repeat-visit inferences. A 2014 FTC mobile-tracking seminar described capabilities such as estimating a visitor’s path, time at a location, whether the visitor was new or returning and how often the person came back.

These pages explain what systems can do, not that a named retailer currently operates them. Temporary cellular identifiers, carrier data and passive radio measurements have different privacy characteristics, and the detailed FTC descriptions are from 2014. A phone user generally cannot control every cellular measurement with a single store setting; the relevant provider, carrier and retailer notices determine what is collected and shared.

9. Store apps and advertising identifiers

A retailer’s app can request location, Bluetooth, nearby-device, camera and other permissions. Smartphone advertising systems also provide a unique advertising identifier that apps and advertising partners may use for measurement or targeting. This is app-based collection: it is not the same as a passive sensor listening for Wi-Fi or cellular signals.

Open your phone’s permission controls and remove location access that the app does not need. Choose “while using” or an equivalent limited option when available, reset or restrict the advertising identifier in the operating system’s privacy settings, and review background activity and notifications. These changes can reduce app-linked tracking but do not affect a store’s parking cameras, ALPRs or independent in-store video systems.

How the methods differ

Method What is observed Can it link visits? Interaction normally needed Practical control
Parking video People and vehicle images Only if linked with other information None Follow posted rules; phone settings do not stop it
ALPR Vehicle and plate image, time and location Vehicle-level linkage is possible None Check local law and retailer notice
Video analytics Counts, paths and display heat maps Usually aggregate; implementation varies None No universal camera opt-out is established
Checkout cameras Shopper image, queue and purchased products Possible when combined with transaction records None Check the retailer’s policy
Facial recognition Biometric face template or match Designed to identify or verify a person None Look for a specific biometric notice and local restrictions
Passive Wi-Fi sensing Device signal, identifier and observation time Repeat visits and locations may be inferred No Wi-Fi login required Turn off Wi-Fi when practical; seek provider opt-out
Bluetooth beacon Phone proximity to a beacon App account or device linkage is possible Usually app and permission Revoke Bluetooth/location permission
Cellular or other wireless analytics Signal strength, identifiers and location patterns Repeat-visit inference may be possible Usually none for passive systems Controls depend on carrier and implementation
Store app and ad identifier Location, permissions and advertising ID Can link activity to an app account or ad profile Install/use app and grant access Limit permissions and advertising tracking

Can a store track your phone without Wi-Fi?

Potentially, yes. Passive Wi-Fi sensors can observe signals emitted while a phone searches for networks, so joining the store’s network is not required. Bluetooth beacons and app features usually involve an app or permission, while cellular systems use a different radio network. The presence of a technical capability does not prove that a particular store uses it today; look for a current privacy statement, signage and the provider’s opt-out process.

How to reduce tracking on a shopping trip

  1. Review the retailer’s current privacy notice. Look for sections on cameras, license-plate readers, biometrics, Wi-Fi, Bluetooth, location, sharing and retention. A policy may apply only to certain stores or to a stated jurisdiction.
  2. Limit app permissions. On your phone, open the app’s permissions page and turn off location, Bluetooth, camera or background access that is not needed. Use a one-time or while-in-use location choice where offered.
  3. Control advertising settings. Restrict personalized advertising or reset the device advertising identifier using the operating system’s privacy controls. This limits app and ad linking; it does not erase camera footage.
  4. Avoid store Wi-Fi if you do not need it. Do not join the network merely to browse. Turning Wi-Fi or Bluetooth off when practical can reduce some signal exposure, but it may disrupt connectivity and cannot block non-phone systems.
  5. Ask about an opt-out. Some analytics providers have offered opt-outs. Verify that the choice is actually available and covers the system in use. In the FTC’s 2015 Nomi settlement, the agency stressed that a company must honor the privacy choices it promises.
  6. Use stronger isolation only for a specific need. A signal-blocking pouch may disconnect a phone while it is enclosed, but no particular pouch is established here as tested or endorsed. It cannot stop cameras, ALPR or other non-phone tracking.

Notice, consent and what is not established

Notice and choice differ by technology and provider. An app permission is an explicit interaction; a passive sensor may operate without a login; a camera may be covered by a general security notice. The FTC’s Nomi case illustrates why a promised opt-out should be checked rather than assumed. Jessica Rich, then director of the FTC’s Bureau of Consumer Protection, said in the April 2015 settlement release: “It’s vital that companies keep their privacy promises to consumers when working with emerging technologies, just as it is in any other context. If you tell a consumer that they will have choices about their privacy, you should make sure all of those choices are actually available to them.”

An older survey cited by FTC staff in 2015 reported that eight in ten shoppers did not want stores to track movements by smartphone, and 43% said they would be less likely to shop at a favorite retailer that implemented a tracking program. The FTC article identifies the sample as 1,000 consumers but does not state the survey year, so these figures should not be treated as current opinion.

Loyalty accounts and payment records can, in principle, connect a purchase with an account or payment credential. The sources summarized here do not establish how a particular retailer currently links those records to camera or wireless data. Do not infer that linkage without reading that retailer’s own notice. Retention periods, vendors and state-by-state legal requirements also vary and are not uniform across stores.

What to remember before your next visit

A store may measure movement without identifying a person, identify a vehicle without identifying its driver, or use an app account that you knowingly installed. Those are materially different privacy situations. Check the specific retailer and location, treat older FTC technical descriptions as background rather than proof of current deployment, and use phone controls for app-based collection while recognizing their limits against cameras, ALPR and other independent sensors.
