A steam turbine power plant converts heat into electricity in a closed water-and-steam loop. A boiler or another heat source turns feedwater into high-pressure steam; the steam expands through stationary and rotating blade rows, spinning a shaft connected to an electrical generator. The generator—not the turbine by itself—produces electricity through electromagnetic induction.
After the last turbine stage, a condenser removes heat and turns exhaust steam back into liquid water. Pumps send that water to the boiler or steam generator to repeat the Rankine cycle. The same turbine-generator principle can be used with coal, natural gas, nuclear, biomass, geothermal and solar-thermal heat, although the upstream equipment, emissions controls, cooling system and operating behavior differ.

The heat-to-electricity sequence
Every steam-turbine station has the same essential chain: add heat to water, expand steam through a turbine, convert shaft rotation into electrical power, then condense and recirculate the water. The heat source determines how steam is made; the turbine and generator determine how that steam becomes electricity.

- Expansion: Valves direct steam into turbine stages. As pressure and temperature fall, the steam accelerates through fixed nozzles and pushes rotating blades.
- Mechanical transmission: The blade rows apply torque to a rotor. The rotor and its shaft turn at the speed required by the generator and grid.
- Electrical generation: The shaft drives the generator. Relative motion between its magnetic field and conductors induces an alternating electric current.
- Condensation and return: Exhaust steam enters a condenser, becomes liquid water, and is pumped back toward the boiler or steam generator.
The U.S. Energy Information Administration defines a steam turbine as “A device that converts high-pressure steam, produced in a boiler, into mechanical energy that can then be used to produce electricity by forcing blades in a cylinder to rotate and turn a generator shaft.” That definition separates the turbine’s job—converting steam energy to rotation—from the generator’s job of producing electricity.

How the boiler or other heat source makes steam
Feedwater is heated under pressure so it can absorb a large amount of energy without boiling at the low temperature associated with atmospheric pressure. In a fossil-fuel plant, burners heat water-filled boiler tubes. Coal, oil, natural gas, biomass and other combustible fuels can supply that heat, with equipment added to control pollutants in the flue gas.
A nuclear plant uses a reactor as the heat source. The nuclear reaction heats fuel, the fuel heats water to make steam, the steam spins the turbine, the turbine turns the generator and the generator makes electricity, as summarized by the U.S. Nuclear Regulatory Commission. Depending on reactor design, the steam may be produced directly in the reactor vessel or in a separate steam generator; the turbine-side principle is the same.
Geothermal plants use heat from underground reservoirs. Solar-thermal plants concentrate sunlight to heat a working fluid that ultimately produces steam. In both cases, the turbine does not care whether the original heat came from combustion, fission, the Earth or sunlight; it responds to the pressure, temperature, flow rate and moisture condition of the steam entering its stages.

What happens inside the turbine
A turbine casing contains alternating stationary and rotating blade rows. Stationary blades, also called nozzles or stators, convert part of the steam’s pressure into a high-speed flow and aim it at the rotor blades. The rotor blades change the steam’s momentum, creating torque on the shaft. Repeating this process across many rows extracts energy while the steam expands to progressively lower pressure.

Large units normally divide expansion into pressure sections. The exact arrangement varies by design, but the functions are distinct:
| Section | Steam condition and purpose | Why it matters |
|---|---|---|
| High-pressure (HP) | Receives the hottest, highest-pressure steam from the boiler or steam generator. | Begins expansion and extracts energy while the steam is still dense and moving at high pressure. |
| Intermediate-pressure (IP) | Continues expansion after pressure and temperature have fallen; some plants reheat steam between sections. | Controls temperature and moisture while adding more controlled energy extraction. |
| Low-pressure (LP) | Accepts greatly expanded steam and discharges it toward the condenser. | Extracts the remaining usable energy at very low exhaust pressure, using large final-stage blades. |
The U.S. Environmental Protection Agency describes high-temperature, high-pressure steam leaving the boiler and driving turbine blades “as it moves from the high-pressure to the low-pressure stages of the turbine.” Staging prevents one blade row from handling the entire pressure drop. It also lets engineers manage blade speed, steam volume, temperature and the amount of liquid water that forms near the exhaust.
Why steam moisture is controlled
As steam expands, some of it can condense into droplets. Excess moisture can erode fast-moving last-stage blades, reduce aerodynamic efficiency and increase mechanical stress. Plants therefore manage inlet temperature, pressure ratios, reheating and exhaust conditions so the final stages operate within their design limits. Moisture control is one reason a turbine is divided into sections rather than built as a single undifferentiated rotor.

The turbine shaft is coupled directly or through a mechanically integrated arrangement to the generator rotor. In a typical large alternating-current generator, the rotating rotor creates a magnetic field while stationary stator windings surround it. As the magnetic field sweeps past the conductors, electromagnetic induction produces an alternating voltage. Transformers then raise the generator’s voltage for transmission over the grid.

Steam flow controls turbine torque; excitation and grid controls regulate generator voltage, reactive power and synchronization. A turbine can therefore be spinning without delivering electricity to the grid during certain startup or testing conditions, while a generator cannot produce power unless the turbine supplies mechanical rotation.
Why the condenser is essential
At the turbine outlet, steam still carries substantial heat. The condenser is a heat exchanger positioned after the final stage. Cooling water flows through tubes while exhaust steam surrounds the tube surfaces; the two fluids do not mix. Heat passes through the metal walls, lowering the steam’s temperature and pressure until it condenses into liquid.
Condensing at low pressure increases the pressure difference available across the turbine, allowing more expansion and more shaft work than exhausting steam directly to atmospheric pressure. The resulting condensate also provides the feedwater for the next cycle. Condensate pumps, feedwater pumps and heaters return it to the boiler or steam generator, reducing the need for replacement process water and closing the Rankine-cycle loop.
Cooling-system choices
| Cooling arrangement | How it works | Trade-offs |
|---|---|---|
| Once-through wet cooling | Water is withdrawn from a river, lake, sea or other source, passed through condenser tubes and discharged after one pass. | High withdrawal and discharge volumes; performance depends on the available water body and environmental limits. |
| Recirculating wet cooling | Cooling water repeatedly circulates through the condenser and a cooling tower or pond, losing heat before returning to the condenser. | Lower withdrawals than once-through systems but ongoing evaporation, treatment and pumping requirements. |
| Dry cooling | Air-cooled heat exchangers reject condenser heat without a large water circuit. | The EIA reports about 95% less water use than wet systems, but higher capital cost and greater energy use for fans and air movement. |
In an EIA analysis using 2017 capacity data, more than 61% of U.S. thermoelectric generating capacity used recirculating cooling and 36% used once-through cooling. Those shares describe that cited data set, not a permanent current distribution; retirements and retrofits can change the mix.

Which power plants use steam turbines?
The turbine-generator island can look similar across very different facilities. What changes is the heat source, the steam-generation equipment, emissions-control hardware and the way the plant is operated.
| Plant type | Steam source | Distinctive considerations |
|---|---|---|
| Coal- or oil-fired | Combustion heats boiler tubes. | Requires fuel handling, combustion controls and equipment to limit particulate, sulfur, nitrogen-oxide and other emissions. |
| Biomass-fired | Combustion of biomass fuels heats a boiler. | Fuel moisture, preparation and supply logistics affect boiler operation and steam output. |
| Nuclear | Reactor heat produces steam directly or through a steam generator. | Reactor safety systems and nuclear-side heat-transfer equipment are separate from the turbine’s mechanical expansion process. |
| Geothermal | Underground heat supplies steam or heats a secondary working fluid. | Well chemistry, reservoir conditions and mineral deposits influence plant design and maintenance. |
| Solar-thermal | Concentrated sunlight heats a receiver fluid that produces steam. | Steam production follows solar availability unless thermal storage or auxiliary heat is provided. |
| Natural-gas combined cycle | A gas turbine’s hot exhaust passes through a heat-recovery steam generator. | The exhaust makes additional steam, and a steam turbine produces extra electricity from heat that would otherwise leave the gas turbine. |
EIA reported that steam turbines accounted for about 42% of U.S. electricity generation in 2022. That figure covers electricity produced by steam-turbine equipment across multiple heat sources, not one specific fuel.

Combined-cycle plants
In a combined-cycle natural-gas plant, combustion first drives a gas turbine. Its hot exhaust then enters a heat-recovery steam generator, which produces steam for a second turbine. The gas-turbine and steam-turbine generators can therefore extract electricity in sequence from the same fuel’s heat. The steam cycle still includes a condenser and feedwater return unless the plant is arranged for a different steam use.

Combined heat and power
In combined heat and power, some steam leaves the process at a useful temperature and pressure for factories, district heating or buildings instead of expanding entirely through the condensing turbine. Supplying useful heat can raise total fuel utilization, but it also ties generation to a customer’s heat demand and changes the condenser and extraction arrangement.

How operators start, synchronize and load a unit
- Prepare the water circuit: Verify feedwater chemistry, condenser vacuum equipment, pumps, valves and cooling flow.
- Establish steam conditions: Raise boiler or steam-generator pressure and temperature within the manufacturer’s limits while warming steam lines and turbine metal gradually.
- Roll the turbine: Admit a controlled amount of steam so the rotor accelerates while bearings, vibration, expansion and differential temperature are monitored.
- Reach synchronous speed: Bring the generator to the grid’s required frequency and match phase, voltage and rotation direction.
- Synchronize: Close the generator breaker only when the electrical conditions match the grid.
- Increase load: Open the governing valves according to the operating procedure, watching steam pressure, temperature, vibration, exhaust moisture indicators and condenser vacuum.
- Unload and shut down: Reduce steam flow gradually, disconnect from the grid, continue lubrication and cooling as required, and prevent damaging thermal gradients during cooldown.
Startup is slower than simply opening a valve because thick casings and rotors must heat evenly. Rapid changes can cause thermal expansion differences, rubbing or excessive stress. Actual limits and sequencing are plant-specific.
Efficiency, water and operating trade-offs
Overall performance depends on the heat source, steam conditions, turbine design, condenser pressure, generator losses, auxiliary pumps and fans, and whether useful heat is delivered. There is no single efficiency value that applies to every steam-turbine plant. A cooler condenser generally improves expansion, but obtaining that cooling may require more water, larger equipment or more fan power.
- Higher steam pressure and temperature can increase the useful expansion range, provided boiler, piping and turbine materials can safely withstand them.
- Reheating between turbine sections can limit exhaust moisture and improve staged expansion, at the cost of additional heat-transfer equipment and controls.
- Lower condenser pressure can increase turbine work, but depends on cooling-water temperature, airflow, tube cleanliness and leak-free vacuum equipment.
- Dry cooling sharply reduces water consumption—about 95% less than wet cooling according to EIA’s 2018 analysis—but usually costs more to build and consumes more auxiliary electricity.
- Extraction for process heat can improve total energy use at a facility while reducing the electricity that would have been produced by full expansion to the condenser.
Common problems and what they indicate
- Loss of condenser vacuum: Check cooling-water flow and temperature, air leakage, fouled tubes, ejectors or vacuum pumps, and abnormal steam-side conditions. Poor vacuum reduces the turbine’s pressure drop and can force a load reduction.
- Rising vibration: Investigate rotor imbalance, misalignment, bearing condition, rubs, deposits or rapid thermal transients. Operators should follow trip limits rather than continue loading a vibrating machine.
- Wet exhaust or blade erosion: Review steam temperature, reheater performance, pressure distribution, drains and moisture-separation equipment. Liquid droplets can damage final-stage blades.
- Insufficient steam flow: Check boiler or steam-generator output, fuel or heat-source availability, control-valve position, leaks and feedwater conditions.
- Abnormal generator voltage or frequency: Check excitation, synchronization, protection relays and grid conditions; these are electrical-system issues even when turbine speed appears normal.
- Water chemistry alarms: Contamination can corrode boiler tubes, turbine components and condenser surfaces. Treatment, sampling and blowdown procedures are part of routine plant protection.
Why the complete loop matters
A steam turbine is not an isolated spinning machine. Its output depends on coordinated heat addition, pressure control, blade aerodynamics, shaft and generator mechanics, condenser performance, cooling availability, water chemistry and grid controls. The central idea is simple—expanding steam turns blades and the generator turns that rotation into electricity—but reliable, efficient operation requires every part of the loop to stay within its pressure, temperature, moisture, vibration and electrical limits.
