How Steam Pricing and Regional Pricing Work for Games in China

Steam does not automatically convert a US game price into yuan at the day’s exchange rate. Publishers and developers choose prices for China and other markets, while Steamworks supplies optional exchange-rate, purchasing-power and multi-variable guidance. China is supported through CNY (Chinese renminbi, commonly called yuan), but every game can have a different Chinese price.

Valve’s current Steamworks information also lists China’s tax rate at 6% and says Steam prices are VAT-inclusive where Valve collects VAT. Those figures and policies can change, so this article dates the claims to Valve’s tables and documentation retrieved in October 2026.

What “regional pricing” means on Steam

Regional pricing is a publisher’s decision to assign different prices to the same game in different currencies and Steam region groups. The goal can include local affordability, expected spending on entertainment, currency volatility, taxes and the commercial strategy for a particular market.

Steamworks supports 37 currencies and four region groups, according to Valve’s pricing documentation retrieved October 13, 2026. That support does not create a single automatic formula. Valve’s documentation is explicit that pricing decisions remain with the developer: the prices entered for each currency and region group are up to the publisher.

Consequently, a game can be priced below, near or above a simple US-dollar conversion in China. Two games with the same US list price can have different CNY prices because their publishers made different commercial decisions, updated at different times or selected different guidance when setting prices.

How publishers choose a China price

Steamworks describes three ways a developer can evaluate a regional price. They are recommendations and comparison tools, not prices that Steam imposes on every title.

Method Inputs What it tells a publisher Important limit
Exchange-rate conversion only A currency exchange rate at the indicated time What the base price would be after a straightforward currency conversion It does not account for local purchasing power or local entertainment spending
Purchasing-power conversion only Public data about customer purchasing power in a country or region A price adjusted for what customers can generally afford locally It can differ substantially from a live exchange-rate result
Multi-variable conversion Local purchasing power, expected spending on comparable entertainment goods and exchange rates A broader affordability benchmark that includes the local entertainment market It remains guidance; the publisher can accept, change or ignore it

Valve’s regional-pricing explorer says its conversion methods use public data as of October 2026. A developer might use one method as a starting point, compare all three, then choose a round number that fits the game’s launch plan, discounts and long-term pricing strategy. Steam does not require every publisher to use the same method or to match the explorer’s suggested value.

Why a direct dollar conversion can look expensive

Exchange rates measure the relative value of currencies in financial markets; they do not measure household income or the amount people normally spend on games. A direct conversion can therefore produce a Chinese price that is out of line with local discretionary spending. Purchasing-power and multi-variable methods are intended to give publishers additional context.

Why two publishers can make opposite choices

Publishers may have different costs, audiences and goals. One may prioritize a large player base and set a lower CNY price. Another may keep prices closer to an international benchmark because of its launch strategy, content costs or anticipated demand. Steamworks guidance does not override those choices.

Does Steam use yuan in China?

Yes. Steamworks lists CNY as a live supported currency and identifies it as Chinese Renminbi, commonly called yuan. Prices are reported in fen, the fractional unit of the renminbi. A storefront can therefore display a game in CNY rather than requiring the customer to calculate a US-dollar equivalent.

CNY support does not mean that every game has one standard Chinese price. The publisher enters each title’s CNY value, and that value can be changed through Steamworks. CNY should also not be confused with other Chinese-speaking markets: Hong Kong uses Hong Kong dollars, while Taiwan uses New Taiwan dollars. Those currencies and their regional prices are separate from mainland-China CNY pricing.

Why a game may be cheaper or more expensive in China

There is no universal “China discount” percentage. The difference from a US price can reflect several inputs:

  • Purchasing power: publishers may set a price that better matches local incomes and spending capacity.
  • Comparable entertainment spending: the multi-variable approach considers what customers typically spend on similar entertainment, not only the currency market.
  • Exchange-rate timing: a conversion made at one date can differ from a later conversion as currencies move.
  • Commercial strategy: a publisher may choose a lower entry price to expand the audience or a higher one to protect revenue per sale.
  • Taxes and local rules: the amount shown to a customer can include taxes that the platform collects and remits.
  • Rounding and price architecture: publishers can choose a practical, rounded CNY figure rather than preserve the exact decimals of a conversion.

For example, if a game costs 60 US dollars, multiplying 60 by an exchange rate can produce one theoretical CNY amount. A publisher using purchasing-power data could select a lower figure, while another publisher could stay close to the exchange-rate result. The US list price alone cannot establish what either publisher will charge in China.

China’s Steam tax treatment

Valve’s Steamworks Taxes FAQ lists China at 6% in its current tax-rate table retrieved October 13, 2026. Valve also says Steam prices are VAT-inclusive in countries where it collects VAT and that it remits collected tax to the relevant authorities.

The 6% figure is a statement of Valve’s published table on that date, not a guarantee that the rate or collection arrangement will never change. A publisher evaluating its net revenue should use the current Steamworks tax documentation and its own tax advice rather than infer tax treatment from a game’s US price.

How a developer sets or changes a Chinese price

Steamworks partners manage game prices through the partner tools. Valve says its review of initial prices and proposed price adjustments is usually processed within one or two business days. The review checks for input errors, but Valve warns that it cannot guarantee that every error will be caught, so the partner must verify the submission.

  1. Choose the base and regional prices. Decide which currencies and region groups the game will support, then evaluate the exchange-rate, purchasing-power and multi-variable references in Steamworks.
  2. Enter the CNY value. Supply the Chinese renminbi price rather than assuming Steam will generate one from the US price. Confirm the amount and any displayed fen precision.
  3. Check the commercial context. Review the launch price, planned discounts, bundles, downloadable content and future price changes together. A CNY price that looks reasonable in isolation can create inconsistencies across a product line.
  4. Submit for Valve’s review. Allow the usual one-to-two-business-day processing window for an initial price or proposed adjustment, while recognizing that the timing is not a guarantee.
  5. Verify after approval. Recheck the published store page and the partner records. Compare the CNY value with the intended price, because Valve’s review is not a substitute for the publisher’s own proofing.

What players should expect to see

When Steam presents a title to a customer in China, the store can show a CNY-denominated price appropriate to that storefront region. The exact amount is title-specific and comes from the publisher’s regional price entry. It is not safe to calculate it from the US price and assume the result will match the store.

Prices can also change when a publisher updates its regional entries, when a sale begins or ends, or when tax and platform policies change. A temporary sale price should not be mistaken for the game’s ordinary CNY list price. If two people see different amounts, they should first check whether they are viewing the same edition, bundle, sale period and storefront region.

China is not every market that uses Chinese language

Language, currency and storefront geography are separate settings. A Chinese-language interface or Chinese subtitles do not prove that a title is priced in mainland-China CNY. Hong Kong-dollar and New Taiwan-dollar prices belong to their respective regions, and a publisher can set them independently.

Steam China and the ordinary Steam storefront are separate subjects

Valve maintains separate Steam China developer documentation and points developers toward Perfect World as a potential local Chinese publishing partner. That publishing context should not be treated as a different name for ordinary CNY regional pricing.

The available documentation does not establish a complete, current comparison of Steam China and the ordinary Steam storefront’s consumer catalog, access conditions or purchase mechanics. Those questions require current, product-specific information. What can be stated safely is that a publisher’s CNY price on the regular Steam pricing system and a decision to pursue a Steam China publishing arrangement are separate choices.

Geographic restrictions and why VPN price switching is not a solution

Regional prices apply to the geography for which they are offered. Steam’s Subscriber Agreement says users may not use IP proxying or another method to disguise their residence in order to circumvent geographic restrictions or purchase at a price that does not apply to their geography.

That rule means regional pricing should be understood as location-specific storefront pricing, not as an invitation to shop in another region. Using a VPN, proxy or false residence information can create account, purchase or content problems and would conflict with the agreement. The lawful approach is to use the storefront and price that apply to your actual residence and account circumstances.

Common misunderstandings, corrected

“Steam converts every US price at today’s rate.”

No. Exchange-rate conversion is only one of three Steamworks methods, and the publisher decides the final price.

“All games in China use the same discount from the US price.”

No. Each publisher chooses its own CNY value, so the difference varies by title and can change over time.

“CNY support means every Chinese-speaking user sees the same amount.”

No. Mainland China, Hong Kong and Taiwan use different currencies and regional price entries.

“The regional-pricing explorer is a mandatory Steam price list.”

No. Valve describes the explorer’s figures as guidance based on public data. The prices entered for each currency and region group remain the developer’s responsibility.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“A displayed price always excludes Chinese tax.”

Valve says Steam prices are VAT-inclusive where it collects VAT. Its current FAQ lists China at 6%, dated October 13, 2026; future rates or collection rules may differ.

A practical checklist for checking a China price

  • Confirm that the currency is CNY, not Hong Kong dollars or New Taiwan dollars.
  • Check whether the title is on sale, part of a bundle or a different edition.
  • Do not estimate the final amount by multiplying the US price by an exchange rate.
  • Remember that the publisher, not Steam’s calculator, controls the entered regional price.
  • Use your genuine residence and applicable storefront; do not disguise location to obtain another region’s price.
  • For a current tax or policy question, consult Valve’s latest Steamworks documentation because rates and rules can change.

The central idea is simple: Steam provides the infrastructure and optional pricing analysis, but publishers set the numbers. China has a supported CNY currency and a currently published 6% tax rate, yet neither fact creates a universal formula. The price on any particular game is the result of that title’s publisher decision, the applicable regional entry, taxes and any sale running at the time.

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
