A Steam sale banner, a lower game price and a publisher’s “sale starts soon” announcement can look like one promotion, but they are separate systems. A Steamworks partner enters a discount for a specific product or package; Valve runs platform events with their own eligibility and timing; and a publisher or developer can build a curated sale page that collects selected titles and submit it for review.
That distinction explains why a seasonal sale does not automatically reduce every game, why a title can be absent despite appearing on Steam, and why a teaser may appear before any price changes. The rules also matter to shoppers watching a wishlist and to partners planning launch discounts, themed events or a catalog promotion.
What a Steam discount actually is
The price cut belongs to an individual product or package, not to Steam as a whole. A Steamworks partner with pricing permission chooses a valid discount for a game package and assigns it to an event or custom time period. Steam can display that discount in a sale context, but the event itself does not rewrite every catalog price.

Valve’s Discount Management guidance says a partner must have the “Manage Pricing & Discounts” permission and belong to the Steamworks partner account receiving payment. In the Discount Management dashboard, that partner sees the games for which they have pricing permission and the upcoming events those games can join. The partner enters a percentage for each package and event, then saves it. Discounts can be edited or removed before they begin.
A discount of 20% or more has one documented notification effect: Steam automatically emails users who have the game on their wishlist. That is a notification trigger, not a guarantee of a prominent store position, a particular number of sales or inclusion on a sale homepage.

How a partner sets a discount
For most discounts, the process is handled in Steamworks rather than by a shopper in the Steam client.
- Sign in to the Steamworks partner account that receives the game’s payments.
- Confirm that the account has the “Manage Pricing & Discounts” permission.
- Open the Discount Management dashboard and select the relevant game and package.
- Review the upcoming events shown for that product, or create a custom discount period for a milestone such as a major update or release anniversary.
- Enter a valid percentage for each package and event. Check the resulting price in every currency before saving.
- Save the discount. Before its start time, the partner can edit or remove it if plans change.
Launch discounts use a different control. Near the release date, the partner configures the launch offer from the application’s landing page rather than treating it as an ordinary dashboard event. Other discounts, including many seasonal or custom offers, use Discount Management.

Launch discounts, duration and the cooldown rules
A launch discount is optional. Steam describes a duration of 7 to 14 days and a maximum discount of 40%. Its generalized guidance suggests roughly 10% to 15%, but that range is advice rather than a required rate.

Steam also applies a price-introduction cooldown. A product generally cannot be discounted within 30 days of its release, within 30 days of a price increase in any currency, or within 30 days after its launch discount ends. The restriction is tied to introducing or changing the price, so a partner should check the dates before promising a sale appearance.
Seasonal sales are exempt from the ordinary 30-day discount cooldown, but that exemption does not erase the price-introduction cooldown itself. If a game’s release, price increase or launch-discount period still has an active cooldown, the partner must wait until it expires. If it expires while a seasonal sale is already running, the partner can potentially join by manually entering a custom discount during the event.
When is the next Steam sale?
Valve’s calendar changes, so use the live Upcoming Steam Events page immediately before relying on a date. The calendar shown on October 13, 2026 listed these major seasonal sales:

For a released game, a seasonal event is an opportunity to submit a discount, not an automatic markdown. The partner must enter the discount for the eligible product or package. A game can therefore remain at its normal price while the Steam store is covered in sale branding.
Can every game go on sale during the Steam sale?
No. A game needs to satisfy the applicable timing and product rules, and its partner must actually submit a discount. Being listed in the Steam catalog is not enough.
- A newly released product may still be inside its price-introduction cooldown.
- A recent price increase or recently ended launch discount can also block a discount until the relevant 30-day period ends.
- The partner may choose not to discount the game, even when the event is open to it.
- A game may be eligible for a seasonal event but not for a separate themed Fest whose tags or primary mechanics do not match.
These conditions create common shopper outcomes: an older title may be discounted in a seasonal sale, a new release may be absent, and two games from the same publisher may have different prices because each package is configured separately.

How Steam themed sales and Fests work
Themed sales are narrower than broad seasonal events. Valve defines a category or theme, such as a genre or gameplay focus, and uses store tags plus the game’s primary theme or mechanics to identify likely eligible titles. It then sends invitations through an auto-invitation and registration process. Partners commonly have six weeks or more to register.

However, Valve says the event page will feature discounted games most prominently. That creates a practical difference between eligibility and visibility: a nondiscounted title may be allowed, while a discounted title is more likely to receive the event’s main merchandising emphasis. Neither status guarantees a front-page placement or a sales result.
Eligibility is based on the game’s main identity, not a minor matching feature. A game that contains a small element associated with the theme may not qualify if its primary gameplay does not fit. Depending on the event’s criteria, free games, Coming Soon games and games with demos may also be welcome, so the event rules for that specific Fest matter more than a general assumption about all Steam events.

A publisher or developer sale page is a curated catalog page, not a platform-wide price switch. The partner uses Steam’s Sale Event Editor tools to assemble selected games, franchises or related products into a themed presentation. Each listed product keeps its own pricing configuration; placing a title on the page does not by itself discount it.
After building the page, the partner submits it through “Request Review” in the Sale tab. Valve’s documentation describes a typical review period of 2–3 business days. “Typical” is important: the partner should leave schedule margin rather than treating that estimate as a guaranteed turnaround.

- Choose the publisher, developer or franchise grouping and decide which catalog products belong on the page.
- Build the layout and promotional content in the Sale Event Editor.
- Check that product links, artwork, dates and any price claims match the actual packages being offered.
- Use “Request Review” in the Sale tab.
- Wait for Valve’s review, allowing at least the typical 2–3 business-day window before the planned start.
- Coordinate the approved page with any Steam announcement or external campaign; those announcements are separate from the review workflow.
Steam may promote an approved developer, publisher or franchise sale in several store locations. That is an opportunity for visibility, not a promise that the page will receive a particular placement or generate a specific revenue lift.
Why is a game teased before a Steam sale?
A teaser often appears before the price change because the promotion has several schedules. A partner can announce an upcoming sale in a Steam announcement or elsewhere while the discount’s start time is still in the future. A curated sale page may also be submitted for review days before its launch, allowing the partner to prepare creative assets and tell players when to return.
For a shopper, the teaser therefore signals intent rather than a current price. The actual discount begins only when the configured package discount reaches its start time. If the planned discount is at least 20%, wishlisters may receive Steam’s automatic email notification when the discount is set live; smaller discounts do not receive that specific documented trigger.
A teaser can also refer to a publisher page rather than a Valve seasonal event. The page may gather several eligible catalog titles, while only some of those titles are discounted. Reading the page’s product prices and start/end dates is more reliable than assuming every listed game has the same offer.

What shoppers should check before waiting for a discount
- Look at the game’s current store price rather than relying only on a sale banner.
- Check the advertised start and end times; a teaser may precede the actual discount.
- Do not assume that every title in a publisher collection is discounted.
- For a new release, a 30-day price-introduction cooldown may explain its absence.
- If you wishlist a game, a discount of 20% or more may trigger an automatic email, but the notification rule does not promise a specific discount depth or store placement.
- For future event dates, verify Valve’s live calendar because dates and event details can be updated.
What partners should plan for
- Separate launch-discount configuration from ordinary Discount Management entries.
- Check release, price-increase and launch-discount dates before committing to a campaign.
- Register for a themed Fest early; invitations and registration windows commonly open six weeks or more before the event.
- Use the 20% threshold intentionally if wishlist email notification is part of the plan, without treating it as a performance guarantee.
- Submit publisher sale pages through “Request Review” with a schedule buffer beyond the typical 2–3 business-day review period.
- Coordinate the page, the configured package prices and any teaser announcement so that shoppers do not see a promotion before the relevant discount is live.
