The useful question is whether the extra units sold make up for the lower price—and whether the promotion fits Steam’s rules, regional price floors, and the game’s release lifecycle.
What a Steam discount can—and cannot—tell you
A sale lowers the buyer’s price barrier and gives a game a promotional moment. It may coincide with more copies sold, but unit growth alone does not show that the developer earned more. Compare both units and revenue, and treat a sale-period change as an observed association rather than proof that the discount caused it.

Steamworks says it has found customers at every price point and that effective discounting can contribute to long-term success on Steam. That platform guidance is not a promise that a specific discount will increase a particular game’s net revenue. The available evidence does not establish a universally optimal discount percentage or a representative current revenue lift for indie games.

Steamworks’ current discount documentation describes different ranges for launch and later promotions. Eligibility can depend on the title and its discount history, so confirm the live partner tools before scheduling.

Most discounts are subject to a 30-day cooldown. Steam-wide seasonal sales are exempt from cooldowns created by other discounts, but that exemption does not override other eligibility rules. A price increase also creates a 30-day discount cooldown, and Steamworks says price changes generally must wait until 30 days after release. Review the applicable rules in the discount documentation and pricing documentation before making a calendar.
Events do not always require a sale price
A game can appear in some themed or showcase events at full price. Placements specifically designated for discounts require a sale price, so distinguish a visibility opportunity from a discount opportunity before lowering the price. Steamworks describes the event and discount distinctions in its discount guidance.

Why regional price floors affect discount depth
Steam lets developers set prices by currency and describes three conversion approaches: exchange-rate conversion, purchasing-power conversion using public local purchasing-power data, and multi-variable conversion that also considers the expected price of comparable entertainment goods. Regional pricing is therefore a separate decision from the discount percentage applied to a base price. The details are in Steamworks’ pricing documentation.

Steam’s documentation describes a minimum base price of at least the equivalent of the $0.99 USD tier under its multi-variable conversion method and a lowest transaction price of approximately $0.49 USD, with exact permitted prices varying by currency. Its examples illustrate how the floor can cap a discount: a product at the $0.99 tier may discount up to 50%, one at the $1.99 tier up to 75%, and one at the $4.99 tier up to 90%. These are examples of platform limits, not recommended discount depths. If a regional sale price falls below the permitted minimum, the product may be unavailable in that market or the discount may be limited.
How to judge whether a promotion worked
Steamworks Sales & Activation reporting provides dashboards and downloadable CSV files for tracking player, sales, and revenue changes over time. Steamworks announced on September 15, 2025, that discount history pages integrate revenue and unit data for each discount. Use those title-specific records rather than treating another game’s results as a pricing rule. See the discount documentation and the September 15, 2025 Steamworks announcement.
Build a useful comparison
For each promotion, record the discount and its length alongside the results and the conditions surrounding it. Compare against prior periods of the same game where possible, while recognizing that no comparison automatically isolates the discount’s effect.

- Discount depth and duration.
- Units and revenue for the promotion and comparison window.
- Time since launch and any major content updates.
- Whether the game received event placement or other visibility.
- Base price and relevant regional prices.
Release age, updates, seasonality, event exposure, reviews, audience, genre, and demand can all differ between periods or titles. If revenue or units rise during a sale, report that change as a sale-period result; without a design that accounts for competing explanations, do not claim the discount alone caused it.
How to choose a discount strategy for your game
- Set regional prices deliberately. Review Steam’s supported conversion methods and set prices by currency where appropriate. Check that the intended sale prices remain above each currency’s permitted floor in the Steamworks pricing guidance.
- Choose a promotion that fits the moment. Consider launch timing, the game’s lifecycle, updates, and whether a relevant event offers visibility without requiring a discount. Do not move a release date solely to coincide with a seasonal sale: Steamworks advises that future discount opportunities remain and says, “You shouldn’t feel pressured to change your release date for the sake of a seasonal sale event.” See its pricing documentation.
- Verify eligibility and timing. Check the partner tools for the allowed discount range, duration, cooldown, and regional limits before publishing the promotion. Seasonal-sale cooldown exemptions do not erase other requirements.
- Assess results using your own history. Review units and revenue together, then note relevant differences in timing, updates, and visibility. Use the results to inform the next decision, not as a guaranteed forecast for another discount.
What public figures and discovery changes do—and do not—show
Some often-repeated indie figures are historical rather than current benchmarks. A 2018 TU Wien thesis attributes to Galyonkin an average lifetime total of 21,000 copies and an average price of $8.72 for indie games as of 2017; it also reports an average price of about $4.63 during the 2016 Steam Summer Sale. These are secondary-reported historical estimates, not a forecast of what an indie game can sell for or earn today. See the 2018 TU Wien thesis.

GamesRadar reported on September 29, 2026, that Valve planned to move Steam’s Discounts & Events section from a limited set of curated placements toward algorithmic recommendations in early 2027. The report says Valve’s test showed more games displayed and increases in store-page visits, wishlists, and cart additions. That is a reported platform discovery test—not evidence of a revenue increase for indie games or a guaranteed placement for any title.
