They are not dollars, bank deposits, or central-bank money. Their ability to stay near the target depends on the issuer’s reserve assets, the legal and practical right to redeem, the systems that process transfers, and market confidence. A token described as “dollar-backed” may still expose holders to reserve, liquidity, credit, operational, governance, and access risks.
What a stablecoin is—and what it is not
A stablecoin is a cryptoasset whose design seeks a relatively steady value against a reference asset. The reference is often a fiat currency, such as the US dollar or euro, but some tokens target other assets or use different stabilization mechanisms. The token exists on a digital ledger, often a public blockchain, and can be transferred between compatible wallets without moving physical notes.

The reference currency and the token are separate things. A dollar in a bank account is a bank liability; a physical dollar is issued by the central bank; a stablecoin is a private issuer’s token governed by its contract, technology, and applicable law. Holding one does not automatically give you the same protections as holding insured bank money or central-bank money.
“Stable” describes an intended price behavior, not a guarantee. A token can trade above or below its target when buyers and sellers lose confidence, liquidity dries up, reserves fall in value, or holders cannot use the advertised redemption route.

The main designs behind stablecoins
Before asking what backs a token, identify which stabilization model it uses. The word stablecoin covers several materially different arrangements.
| Design | What supports the target | Key questions |
|---|---|---|
| Fiat-backed | Cash and financial assets intended to support redemption at the reference currency value | Which assets are held, who controls them, and who can redeem directly? |
| Crypto-collateralized | Other cryptoassets pledged as collateral, often with an excess value buffer | How is collateral valued, liquidated, and protected during a rapid market fall? |
| Algorithmic or lightly collateralized | Supply changes, incentives, or trading mechanisms intended to influence price | What happens if demand falls and there are few or no reserve assets to sell? |
| Other or hybrid models | A combination of reserves, collateral, contracts, or market operations | Which component bears losses first, and what legal claim does a holder have? |
The International Monetary Fund describes the common fiat-backed model as support from financial assets in the same currency, typically emphasizing safe, liquid, short-term holdings. That description is a category overview, not a promise that every issuer uses cash-only reserves or offers identical rights.
How a fiat-backed stablecoin is issued and redeemed
1. Issuance (minting)
An eligible customer sends the issuer the reference currency through an approved banking or payment channel. After receiving the money, the issuer creates (“mints”) a corresponding amount of tokens and sends them to the customer’s blockchain address. The issuer records the new liability and places the incoming funds into the reserve structure described in its disclosures.

The original customer can transfer the tokens to another wallet, use them in a payment or decentralized application, or sell them on an exchange. Most holders interact with a trading venue, wallet provider, or other intermediary rather than with the issuer. The market price is therefore set by supply and demand around the redemption value, not by a central bank fixing every trade.

3. Redemption and burning
An eligible holder—or an intermediary acting for that holder—returns tokens to the issuer and requests the agreed amount of reference currency. The issuer removes (“burns”) those tokens from circulation and pays out under its terms. If the issuer requires identity checks, minimum amounts, approved jurisdictions, bank-account verification, or fees, those conditions determine who can use the primary redemption channel.
Circle describes this mint-and-burn process for USDC through Circle Mint: a participating business deposits dollars and receives USDC, or returns USDC and requests dollars. Circle says Circle Mint is not available to individuals or small businesses. A retail customer who bought USDC on an exchange may be selling to another market participant rather than exercising a direct claim against Circle.
What “backed” means in practice
Backing is an arrangement intended to make redemption possible. It is not a universal guarantee and it does not answer every risk question. Evaluate four connected parts:
- Assets: What exactly is in the reserve—bank cash, Treasury bills, a government money-market fund, repurchase agreements, commercial paper, crypto collateral, or something else?
- Control and custody: Which legal entity owns or holds those assets, and are they segregated for token holders or mixed with operating funds?
- Disclosure and assurance: How often are holdings and liabilities reported, and does an independent assurance engagement verify specified information? An attestation or assurance report is not automatically a full financial-statement audit.
- Redemption rights: Who may redeem, at what price, within what time, through which channel, and subject to which fees, limits, or jurisdictional restrictions?
A reserve can look liquid in normal markets yet become difficult or expensive to sell during stress. A token can also have substantial reserves while ordinary holders lack a direct legal path to those assets. The reserve and the redemption route must be assessed together.

USDC as a specific example (not a template for every token)
Circle states that USDC is backed by cash and cash-equivalent assets. It says most of the reserve is invested in the Circle Reserve Fund, an SEC-registered government money-market fund that can hold cash, short-dated US Treasury securities, and overnight Treasury repurchase agreements. Circle says the remainder is cash held at banks.
Circle’s current transparency disclosure reports USDC reserve composition and balances as of October 8, 2026. The company says it provides weekly reserve disclosures and monthly third-party assurance for USDC. Those are issuer statements about its own program; they should not be generalized to other stablecoins, and the date matters because reserve balances and policies can change.
Circle says institutions can use Circle Mint to redeem USDC directly 1:1 for dollars. It says individuals and everyday users generally obtain and dispose of USDC through exchanges, neobanks, and digital wallets. “Redeemable” at the issuer level therefore does not mean every retail holder has the same direct claim, timing, eligibility, or fees. Check the current terms of both the issuer and the provider holding your tokens.

Why a token can move away from its target price
Reserve market, credit, and liquidity risk
Reserve securities can lose market value, suffer a credit event, or become difficult to sell quickly. Even short-dated government debt can be volatile when interest rates jump or markets are under pressure. If the reserve cannot be converted to cash promptly at close to its expected value, confidence in the token can weaken.

Redemption and access constraints
Direct redemption may be limited to verified institutions, particular countries, minimum transaction sizes, banking hours, or approved counterparties. Retail holders who cannot redeem directly must sell in a secondary market. If many holders try to sell at once, the market price can fall below the reference value even when the issuer still reports substantial reserves.
Operational, governance, and legal risk
Smart-contract errors, blockchain outages, compromised keys, banking interruptions, poor governance, or a dispute over ownership can block transfers or redemptions. Bankruptcy treatment and customer-asset protections vary by jurisdiction and by the issuer’s legal structure. A token’s marketing language cannot substitute for the governing terms.
Loss of confidence
Stablecoins depend on a shared expectation that the target value can be realized. Unclear disclosures, a delayed payment, rumors about a bank or custodian, or an unexplained supply change can cause users to exit before any reserve shortfall is proven. Market prices can then diverge from the target simply because buyers demand a risk discount.

How a stablecoin run can become self-reinforcing
A run begins when many holders seek cash or sell simultaneously because they doubt the issuer’s ability to meet claims. To pay redemptions, the issuer may need to sell reserve assets. If those assets are thinly traded or falling in price, sales can realize losses and make remaining reserves look weaker. News of the sales can prompt additional redemptions, creating a feedback loop between falling confidence, forced selling, and a lower token price.
Best Value
Federal Reserve Board member Michael S. Barr described the requirement this way in remarks on March 31, 2026: “Stablecoins will be stable only if they can be reliably and promptly redeemed at par in a wide range of conditions, including during stress in the market that can put pressure on the value of otherwise liquid government debt and during episodes of strain on the individual issuer or its related entities.” His comments address the US policy discussion; they are not settled global rules.
A practical checklist for evaluating any stablecoin
- Identify the target. Record the reference currency or asset and whether the token is fiat-backed, crypto-collateralized, algorithmic, or hybrid.
- Read the reserve description. List each asset category, its maturity and liquidity, and whether reserve figures are current or historical.
- Separate liabilities from assets. Compare the number of tokens outstanding with the assets said to support them. Look for explanations of how affiliated entities, fees, and operating cash are treated.
- Check the verification. Determine whether disclosures are unaudited reports, an attestation, or an assurance engagement with a defined scope. Note the reporting frequency and publication date.
- Map the redemption route. Find out who may redeem directly, required identity checks, minimum amounts, fees, expected timing, supported banks, and geographic restrictions.
- Assess intermediary dependence. If you hold through an exchange or wallet, determine whether you can transfer on-chain, withdraw to a bank, or only trade inside the platform.
- Review legal protections. Read the issuer’s terms for custody, segregation, insolvency, dispute resolution, and governing law in your jurisdiction.
- Plan for stress. Decide how you would exit if the token trades below target, the issuer pauses redemptions, or the blockchain or banking partner is unavailable.
What stablecoins may change—and what they do not remove
Because tokens can move on shared ledgers, they may enable transfers outside traditional banking hours and support programmable payments. The IMF reported that global stablecoin market capitalization nearly tripled from 2021 to 2025 and was around $300 billion over the prior year, according to an August 7, 2026 speech. That is a dated global estimate, not a current market-cap measurement.
Stablecoins may also reduce some cross-border payment steps, but the saving is not automatic. The same IMF speech cited an average global remittance cost of 6.5 percent and cautioned that potential savings vary by corridor because of on- and off-ramp fees and exchange-rate differences. Users still need a way to convert local currency into the token and back again, and those gateways can impose costs, delays, limits, and compliance checks.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesTokenization does not eliminate price, counterparty, settlement, or regulatory risk. It moves those risks into a combination of issuer reserves, legal claims, software, custodians, banks, and market infrastructure.
Questions to answer before holding one
- Can I redeem directly with the issuer, or must I sell through an intermediary?
- What exact assets support the tokens, and how quickly could those assets be converted to cash in a stressed market?
- Who verifies the reserve information, what does that verification cover, and when was it performed?
- What happens if the issuer, reserve custodian, bank, exchange, or blockchain fails?
- Which country’s laws apply, and what claim would I have in an insolvency?
- Are the token’s target, reserve policy, and redemption terms documented clearly enough to monitor over time?
The Bottom Line
A stablecoin holds its target only when its stabilization design, reserve assets, redemption access, technology, and legal structure continue to work together. Treat “backed by dollars” as a claim to investigate—not as proof of a guaranteed dollar, immediate liquidity, or equal protection for every holder.
