How Southeast Asian Governments Can Close Infrastructure Funding Gaps

Southeast Asian governments can narrow infrastructure funding gaps by doing four things in sequence: define a financeable public investment pipeline, pay for rigorous project preparation, match each project with the right blend of budget, concessional and commercial money, and improve the policy conditions that make private investment possible. The region does not have one uniform shortfall or one universal financing product. Investment needs, debt capacity, climate exposure, tariffs, procurement law and project readiness differ sharply by country and sector.

The size of the gap depends on what is being measured

Two widely cited figures describe different problems. The ASEAN Connectivity Strategic Plan in ASEAN 2045: Our Shared Future, adopted in 2025, says Southeast Asia needs at least $210 billion in infrastructure investment every year from 2023 through 2030 to sustain growth, respond to climate change and advance sustainable development. The plan calls for stronger private-sector participation and a more favorable investment climate.

The Asian Development Bank (ADB) uses a different formulation on its current ASEAN Catalytic Green Finance Facility (ACGF) overview: Southeast Asia faces an annual infrastructure investment shortfall of more than $100 billion. That is a gap estimate, not the same thing as ASEAN’s gross annual investment requirement. The figures use different definitions and should not be subtracted, added or treated as a single accounting balance.

There is also an older climate-focused benchmark. An ADB report published in 2021 estimated that Southeast Asia would require $210 billion per year for climate-compatible infrastructure during 2016–2030. For selected ASEAN countries, it estimated a climate-inclusive infrastructure investment gap equal to 3.8% to 4.1% of GDP in 2016–2020. Those are historical estimates with a selected-country scope; they are not measurements of the region’s 2026 financing position.

Finally, an ADB interview article from around 2022 said the public sector had historically financed up to 92% of public and social infrastructure in the subregion. “Historically” matters: the figure should not be read as a current, region-wide public-finance share.

Why governments cannot simply borrow their way out

Infrastructure creates benefits that markets do not always monetize: safer roads, lower pollution, reliable electricity, flood protection, affordable water and regional trade links. A toll, fare or utility bill may cover only part of those benefits. If a project is socially essential but cannot generate enough cash to repay debt, a government may need budget funding, a subsidy or concessional finance rather than a fully commercial loan.

At the same time, public budgets are constrained by debt-service costs, currency risk, competing health and education needs, and the possibility that a project will run over budget. A public-private partnership (PPP) does not eliminate those obligations. Revenue guarantees, termination payments, minimum-volume commitments and state-owned-enterprise debt can create contingent liabilities that appear later in the budget.

The practical objective is therefore not “privatize infrastructure.” It is to allocate each risk to the party best able to manage it, while making the public contribution explicit and affordable.

Build an investment-ready pipeline before seeking capital

Private lenders and institutional investors rarely fund a concept sketch. They need evidence that demand, land, permits, technology, revenue and risk allocation have been tested. Preparation is often the first funding gap to close.

1. Establish a ranked public pipeline

Create a single, government-approved list that ranks projects by public value, climate resilience, regional connectivity, affordability and readiness. Separate projects that are politically desirable from those that have completed feasibility, environmental and social work, land acquisition plans and procurement strategies. A transparent ranking helps finance ministries defend why one project receives scarce preparation money before another.

2. Fund the preparation work

Preparation can include demand forecasts, engineering designs, geotechnical surveys, climate-risk assessments, environmental and social impact studies, legal due diligence, tariff analysis, financial models and transaction advice. A project-development grant or technical-assistance facility can pay for this work before a lender commits construction finance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Test bankability honestly

A bankable project has a credible repayment source and a risk allocation that lenders can price. That source might be a user tariff, an availability payment from the budget, a land-value mechanism or a regulated utility revenue stream. If the model works only with an unrealistic tariff increase, an unapproved guarantee or an optimistic traffic forecast, the project is not ready for private capital.

4. Make fiscal exposure visible

Publish the value and term of guarantees, subsidies, foreign-exchange support, termination payments and other commitments. Parliament and the public should be able to see the project’s expected annual budget cost and its worst-case exposure before contracts are signed.

Use the ASEAN Infrastructure Fund for eligible regional priorities

The ASEAN Infrastructure Fund (AIF) is a platform established by ASEAN member states and ADB to support priority infrastructure. Its stated areas include roads, power, water and sanitation. AIF can provide access to capital, project-development support, technical assistance and concessional partner financing.

  • [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by

Eligibility is important: AIF’s described scope covers sovereign or sovereign-guaranteed projects in ASEAN. A private developer cannot assume that a project qualifies simply because it is located in Southeast Asia. The relevant government agency must confirm the facility’s current eligibility, sovereign backing requirements, safeguards and financing terms.

Where AIF fits best

  • Projects with clear public benefits but insufficient commercial returns.
  • National infrastructure that supports regional trade or connectivity.
  • Projects requiring development support before a financing package can be assembled.
  • Investments where concessional terms improve affordability without concealing the project’s fiscal cost.

AIF should be treated as part of a financing plan, not as an automatic approval channel. Governments still need a credible sponsor, procurement route, feasibility evidence, safeguards and a sustainable operating model.

Use the ASEAN Catalytic Green Finance Facility to prepare climate-positive projects

ACGF is an AIF initiative designed to help governments prepare and finance infrastructure with environmental and climate objectives. ADB describes a two-part approach: technical assistance to identify and prepare commercially viable projects, followed by access to partner loans that can cover upfront capital costs. The intended effect is to reduce project risk and improve the prospects of attracting commercial capital.

An ADB institutional report published in 2021 states: “The ASEAN Catalytic Green Finance Facility (ACGF) was conceptualized and set up to develop and scale up climate-positive projects among member states of the Association of Southeast Asian Nations.”

What ACGF support does—and does not—mean

ACGF support is not a promise that a project will receive a loan or private investment. The ACGF project process moves through screening, preparation, financing-plan development, due diligence, and board and lender review. A government should expect questions about climate impact, technical feasibility, financial viability, safeguards, procurement and the proposed allocation of risks.

The ACGF overview lists ADB, Agence Française de Développement, AIF, the European Investment Bank, the European Union, KfW and the Republic of Korea among cofinancing partners. Partner rosters and available resources can change, so sponsors should verify current contributions, eligibility and terms in the latest program documents.

Projects that may suit ACGF

  • Renewable generation and transmission linked to a credible power-system plan.
  • Mass transit, electric mobility and other projects that reduce urban emissions.
  • Water, wastewater, solid-waste and flood-resilience investments with measurable environmental outcomes.
  • Energy-efficiency programs where savings can be measured and contracted.

The “green” label must be supported by a measurable theory of change. A project that is merely conventional infrastructure with a sustainability slogan is unlikely to satisfy climate-focused screening.

Consider the Regional Connectivity Fund for Energy

The Regional Connectivity Fund for Energy in Southeast Asia (RCF), described on the AIF page, finances critical project-preparation work for cross-border energy and transmission infrastructure associated with the ASEAN Power Grid. It is a targeted route for regional energy-connectivity work, not a general-purpose facility for every power or infrastructure project.

Governments considering an interconnector should first confirm cross-border demand, dispatch arrangements, wheeling rules, payment security, transmission ownership and the treatment of foreign-exchange and political risks. Preparation funding is valuable only if participating countries can align their legal and regulatory frameworks.

Blend public, concessional and private money deliberately

A sensible capital stack starts with the project’s public purpose and revenue profile. Budget appropriations can fund non-revenue-generating assets. Development-bank loans can provide long maturities or concessional pricing. Grants and technical assistance can pay for preparation or targeted viability-gap support. Commercial lenders and investors can finance the portion supported by stable cash flows.

Financing source Best use Key discipline
National or subnational budget Essential services and projects whose benefits cannot be fully charged to users Set a multi-year appropriation and disclose total lifecycle cost
Development-bank lending Large public projects needing long tenor, safeguards support or policy assistance Check debt sustainability, currency exposure and cofinancing conditions
Concessional or grant funding Project preparation, climate benefits and affordability gaps Demonstrate additionality and avoid treating a subsidy as recurring revenue
Private debt or equity Projects with reliable, contractually protected cash flows Use competitive procurement and allocate construction, demand and regulatory risks explicitly
Green or sustainability-linked debt Eligible expenditure with measurable environmental objectives Apply a recognized framework, reporting controls and independent verification where required

Blended finance works when each layer solves a defined problem. A concessional tranche might absorb an affordability gap; a guarantee might address political or payment risk; technical assistance might make the project investable. Adding cheap money without fixing land, tariff or procurement problems does not create bankability.

Compare facilities and structures before choosing one

Decision axis Questions for a government
Eligible sponsor and backing Is the borrower a government or sovereign-guaranteed entity? What approvals are required?
Sector and geography Is the project national, regional or cross-border? Does the facility cover the sector?
Climate objective Are emissions, resilience or environmental outcomes explicit and measurable?
Preparation and readiness Which studies, permits, safeguards and procurement steps must be completed?
Cost and repayment burden What are the interest rate, tenor, fees, currency and grace period? Is the support concessional?
Risk allocation Who bears construction, demand, currency, political and regulatory risks?
Additionality Will cofinancing or private capital add resources that would not otherwise be available?
Public-law consequences What procurement, debt, budget, state-aid and contingent-liability rules apply?

These questions prevent a common mistake: selecting a funding window because it is available rather than because it fits the project’s economics and legal structure.

Make private investment possible without overpaying for it

ADB identifies weak project bankability and perceived risk as constraints on private investment. Governments can respond with practical reforms:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Publish predictable tariff and concession rules, with a transparent method for future adjustments.
  • Use open, competitive procurement and disclose evaluation criteria.
  • Provide reliable land access, permits and grid or network connections before financial close.
  • Use standardized contracts for recurring sectors while retaining project-specific risk analysis.
  • Strengthen independent regulators and dispute-resolution mechanisms.
  • Offer guarantees only for risks the public sector can control, and price or cap them.
  • Build local-currency financing where possible to reduce a mismatch between domestic revenues and foreign-currency debt.

Risk transfer is not automatically value for money. If a private party is paid to accept risks it cannot control, the government may pay more than it would under public borrowing while retaining the downside through guarantees.

A practical government workflow

  1. Define the service outcome. Specify capacity, coverage, reliability, emissions and affordability targets before choosing a financing model.
  2. Screen public value and climate impact. Reject projects that fail strategic, environmental or social tests, regardless of financing availability.
  3. Prepare the evidence. Complete demand, engineering, safeguards, legal, tariff and financial studies.
  4. Run affordability and fiscal tests. Model base, downside and stress cases, including currency depreciation, delays, lower demand and higher interest rates.
  5. Choose the capital stack. Match budget, AIF or ACGF support, development-bank loans, guarantees and private money to specific risks and benefits.
  6. Obtain approvals. Secure cabinet, finance-ministry, regulator, parliament or local-authority approvals required by national law.
  7. Procure transparently. Use competitive bidding, publish material contract terms and maintain an auditable evaluation record.
  8. Monitor delivery and outcomes. Track cost, schedule, service quality, climate indicators, debt service and contingent liabilities throughout the asset’s life.

What governments should verify country by country

Regional sources do not provide comparable current data on every country’s fiscal headroom, procurement rules, debt limits, project pipeline or facility terms. Before committing to a recommendation, a government should check its latest budget documents, debt-sustainability analysis, procurement statute, PPP law, environmental rules, exchange-rate exposure and the current eligibility guidance of the relevant facility.

Nor should the $210 billion ASEAN target be divided evenly among member states. National investment needs depend on population, income, urbanization, geography, climate exposure, existing networks and the cost of delivering services. A regional target is a direction for collective mobilization, not a uniform annual quota for each country.

How to judge whether a financing plan is credible

  • Need: The project addresses a documented service or resilience gap.
  • Readiness: Technical, land, safeguards and procurement prerequisites have owners and dates.
  • Affordability: Tariffs, subsidies and debt service fit household and government capacity.
  • Bankability: Revenues and contracts support repayment under conservative assumptions.
  • Additionality: Concessional or partner funds add value rather than replace money already available.
  • Transparency: Guarantees, fees, selection criteria and expected outcomes are disclosed.
  • Resilience: The design accounts for floods, heat, storms, drought and other relevant hazards.
  • Accountability: An agency can monitor construction, operations, climate results and fiscal exposure.

The strongest strategy is portfolio-based: use public and concessional resources to prepare and de-risk projects with high public value, then invite private capital only where the resulting cash flows and contracts justify it. That approach closes more of the funding gap than treating every project as a PPP or every development-bank facility as free money.
