A smart TV is a device; IPTV is a way to deliver television over broadband. Apps, provider TV packages and traditional network connections now coexist, and the right setup depends on the channels and viewing features a household needs.
What is IPTV, and how is it different from streaming?
IPTV means television delivered over an internet protocol network, typically broadband. It can carry scheduled, linear channels. The European Commission describes IPTV as linear television delivered through broadband streaming, while video-on-demand is non-linear: viewers choose a program from a catalogue and watch it when they want.

In everyday conversation, “IPTV” is sometimes used loosely for any television watched over the internet. That blurs two separate questions: how a program reaches the screen and when the viewer watches it. A live channel delivered over broadband is different from an on-demand film, even though both use an internet connection.

The Dutch Media Authority also separates television viewing through TV packages—including linear viewing, advance viewing and catch-up—from online video, a category that includes streaming and catch-up services, pay-per-view and social media. Its 2025 survey was conducted online from 24 March to 6 April among 2,022 internet-connected Dutch residents aged 13 or older. The authority says it used a representative sample and weighted frequency analyses.

Does a smart TV mean you can cancel a TV subscription?
No. A smart TV can connect to the internet and run apps, but it does not itself provide a complete channel package. You may be able to watch some services directly through apps, while other channels or features may require a provider package, a separate subscription or a different reception method. Whether you can drop a package depends on whether the alternatives carry the channels and viewing options your household actually uses.
In Belgium, the CSA says viewers can access services including RTLplay and RTBF Auvio directly over the internet on connected devices, without going through a distributor’s decoder. That establishes a direct app route for those named services; it does not establish that every local channel, live broadcast or replay option is available through an app, or that the full range is free.
Before cancelling a package, check the specific services and channels you rely on, including live viewing, replay and catch-up. Also check device compatibility, recurring costs and bundle terms with the relevant providers: the available figures do not compare current package prices or app catalogues. Not using a decoder is not the same as having access to every channel without a subscription.
How common are connected TVs and home internet?
Connected televisions are already widespread, but the Belgian and Dutch TV estimates come from different surveys and years. They are useful national context, not a controlled head-to-head comparison.
| Measure | Belgium | Netherlands |
|---|---|---|
| TV or connected-TV presence | About 95% of households had a television and 63% had a connected television, according to the CIM Establishment Survey 2025 as reported by the Belgian CSA in 2026. | Smart TVs were present in 71% of households, according to Nationaal Media Onderzoek’s Mediatrends 2024 release. |
| Households with home internet | 94.62% in 2024, according to FOD Economie. | 99.04% in 2024, according to FOD Economie. |
FOD Economie reported an EU average of 94.09% of households with home internet in 2024. It also cautions that a broader survey population produced a lower Belgian estimate, so the Belgian figure should be understood in the context of the source’s household definition and survey method.
These measures describe different things: internet access is not TV ownership, and smart-TV presence is not proof that a household uses streaming apps or has cancelled a provider package.

Are Dutch households moving away from provider TV?
Not altogether. Traditional TV subscriptions remain substantial in the Netherlands. The Authority for Consumers and Markets (ACM) counted the following network-based TV subscriptions in the fourth quarter of 2025:
What’s actually slowing this PC down?

| Network | TV subscriptions |
|---|---|
| Cable | 3.39 million |
| Fibre | 2.20 million |
| Digital TV over copper | 810,000 |
These are subscription counts by network, not unique viewers, household penetration or a count of standalone streaming subscriptions. ACM also counted 3.86 million bundles combining mobile and fixed services in Q4 2025; that figure does not say how many included TV.
The available country figures do not establish which reception method is the primary one in Belgium or the Netherlands. The European Commission’s 2026 report gives EU-wide 2024 primary reception shares of about 31% IPTV, 25% cable, 24% satellite and 21% terrestrial television. Those are EU aggregates, not estimates for either country, and should not be used to claim that IPTV dominates Dutch or Belgian reception.
Is channel viewing changing?
In the Netherlands, average daily viewing of television channels was 118 minutes in 2025, down from 130 minutes in 2024, according to Nationaal Media Onderzoek’s 2026 release of its 2025 annual report. NMO notes that 2024 was a major sports year, including the European football championship and the Olympics. The year-to-year difference therefore should not be attributed entirely to streaming.
The figures refer to television-channel viewing, not all video watched on televisions, phones or other screens. They show a change in one kind of viewing time, not a complete measure of how Dutch households use video services.

Can you watch local channels without a decoder?
In Belgium, the CSA identifies direct internet access to RTBF Auvio and RTLplay as examples of viewers reaching local services without a distributor’s decoder. The regulator also names Netflix, Disney+ and YouTube as examples of services accessed directly through connected devices. Its examples demonstrate that a decoder-free route exists; they do not guarantee that every app is available on every television or device, or that an app replaces a full live-channel package.

For the Netherlands, the figures here do not establish a complete list of local channels available through apps without a decoder. Check the channel or broadcaster’s current service information and the app availability for your specific device before relying on that route. A television with internet access can run broadcaster apps, subscription video services, social video or a provider’s own TV app, but the device alone does not determine what is included.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Is an external streaming device worth it if your TV is already smart?
Not necessarily. An external device is most useful when the television lacks an app you need, no longer receives suitable software support, or has an interface you do not want to use. If its built-in apps and support meet your needs, adding another device may not solve a problem you have.
The CSA names Google TV, Apple TV and Fire TV devices as examples of external media devices, alongside connected televisions from Samsung, LG and TCL. These are examples of the market, not a claim that every service works on every model. Before buying, verify the apps you need are available on the particular device and consider software support and interface preference. No model-level price or performance comparison is established by the available evidence.
Why do TV interfaces matter beyond convenience?
The Belgian CSA argues that connected devices shift some discovery from distributor decoders to consumer-owned devices and manufacturer interfaces. It says consumers are moving away from triple-play bundles that include TV toward internet-and-mobile offers without TV, and raises concerns that connected-TV interfaces can affect the visibility of local services and the capture of advertising value. These are the regulator’s market assessment and policy concerns, not independently measured causal effects.
The CSA also reports, based on its reading of the CIM Establishment Survey 2025, that 63% of baby boomers and 48% of Generation X users surveyed had never installed an additional streaming app on their connected TV. That finding concerns the survey’s respondents and the wording about installing an additional app; it should not be generalized to all television owners. It does illustrate why default app placement and setup habits may matter: a service that is technically available can still be less visible to viewers.
