To accept UPI, a small business must onboard through an acquiring bank or a payment provider in the acquiring chain; displaying a random QR stand does not create a merchant account. The lowest-cost setup depends on the business’s P2PM or P2M classification, monthly UPI receipts, transaction values, and the provider’s written terms.
Under the Department of Financial Services’ FAQ dated 15 September 2026, the revised MDR framework takes effect on 15 October 2026. Covered P2M UPI transactions above ₹2,000 carry 0.4% MDR, capped at ₹300 for transactions of ₹75,000 or more. Small P2PM merchants receiving up to ₹1 lakh per month through UPI QR remain at zero MDR under the same FAQ, subject to classification and monitoring rules.

What a merchant actually needs for UPI acceptance
UPI is the payment network, not a complete merchant-acquiring service. NPCI’s UPI FAQ says a merchant must partner with an acquiring bank for UPI infrastructure. The acquiring bank or its payment provider onboards the business, creates or assigns the merchant identifier, records the business category and merchant category code (MCC), and configures the payment method.

This distinction matters because “UPI is free” is not a universal statement about merchant costs. A customer may see no fee while the merchant’s account can still be subject to MDR or separate service charges. Your classification and contract determine which costs apply.

Why a personal QR is not a substitute
A personal UPI ID or an unpersonalized QR may accept money, but it does not establish the merchant controls, category classification, settlement records, reconciliation tools or grievance route that a business needs. Use the QR issued for the business by its acquiring bank or provider, and confirm that the displayed merchant name and UPI ID are correct before putting it at the counter.
Current UPI merchant charges from 15 October 2026
The Department of Financial Services’ “Merchant Discount Rate (MDR) on Select UPI (P2M) Transactions” FAQ, dated 15 September 2026, describes the framework effective 15 October 2026. It is scoped to covered person-to-merchant (P2M) transactions, so do not apply it automatically to every UPI payment or every merchant account.
| Situation | Rate or treatment | Important qualification |
|---|---|---|
| Covered P2M transaction of ₹2,000 or less | The FAQ describes the 0.4% MDR as applying above ₹2,000; therefore this threshold is outside that stated rate. | Confirm how your own account is classified and billed. |
| Covered P2M transaction above ₹2,000 | 0.4% MDR | Merchant-side charge under the framework effective 15 October 2026. |
| Covered P2M transaction of ₹75,000 or more | 0.4%, capped at ₹300 | The ₹300 ceiling applies at the stated ₹75,000-and-above level. |
| P2PM small merchant receiving up to ₹1 lakh per month through UPI QR | Zero MDR | Eligibility depends on the account’s P2PM classification and monitoring, not simply on calling the business “small.” |
| Selected sectors such as railways, telecom, insurance and fuel | Flat ₹5 on certain transactions above ₹2,000 | Special treatment in the FAQ; it is not the ordinary small-retailer rule. |
| Capital-markets transactions | 0.02%, capped at ₹300 | Separate category-specific treatment. |
The FAQ says merchants cannot pass MDR to customers. The Ministry of Finance, through a Press Information Bureau statement dated 8 August 2026, put the payer-side position this way: “No charges for users: Consumers making payments will not face any transaction charges.” That statement does not mean every merchant service, device or settlement charge is zero.

The Department of Financial Services says transactions up to ₹2,000 account for more than 95% of UPI P2M transaction volume. That is a government FAQ statistic for UPI P2M volume, not all UPI volume and not a prediction of your shop’s payment mix. A business that receives many larger payments should model its own exposure rather than rely on the overall distribution.
P2PM is not synonymous with “small business”
The same FAQ describes P2PM small merchants receiving up to ₹1 lakh per month through UPI QR as remaining at zero MDR. It also says classification and account monitoring matter, with transition to P2M after inward UPI payments exceed ₹1 lakh per month for three consecutive months. A single payment above ₹2,000 does not, by itself, remove P2PM treatment according to the FAQ.

Ask the acquiring bank or provider to identify your account category in writing. Confirm how it measures the monthly limit, when a category change takes effect, and whether a later reduction in receipts changes the classification. Do not assume that incorporation status, headcount or a shop’s physical size determines P2PM eligibility.
Choose the acceptance method that fits your business
NPCI lists QR, intent, application-based and collect integration modes. The right choice depends on whether customers pay at a counter, in an app or through an online checkout.

| Application-based integration | Businesses operating their own app or integrated billing system | Technical integration, transaction-status callbacks, refunds and support responsibility. |
| Collect | Cases where the merchant requests payment from a customer’s UPI address | Customer approval flow, expiry, rejection handling and reconciliation. |
For a conventional counter, a merchant QR is usually the simplest starting point. Online or app-based businesses should ask whether intent or application integration is available and how the provider reports final payment status.
Step-by-step: onboard and start collecting
- Select an acquiring relationship. Choose an acquiring bank or a payment provider acting in the merchant-acquiring chain. Ask which business documents, bank-account proof, tax details, owner identification and verification steps apply to your business; the exact list is provider-specific.
- Confirm the settlement destination. Specify the bank account or merchant pool into which funds will be credited. NPCI says funds are received immediately after customer confirmation into the merchant pool or bank account according to the agreement. Get the destination and settlement timing in writing.
- Record your classification. Ask whether the account is P2PM or P2M, how the provider applies the ₹1 lakh monthly P2PM monitoring rule, and what MDR, caps and category exceptions apply.
- Request the complete fee schedule. Obtain written terms for MDR and any soundbox purchase or rental, platform or service fee, onboarding fee, settlement fee, inactivity fee, support fee, maintenance, connectivity, replacement or other charge. The official sources establish policy rates but do not establish what a particular provider charges for these extras.
- Choose the integration. Select QR for a counter, intent or application integration for digital checkout, or collect where the workflow requires a payment request. Ensure your billing or inventory system can record the provider’s transaction reference.
- Receive the merchant QR. Download or collect the QR generated for your account. Check the printed merchant name, UPI ID and any store identifier before displaying it.
- Install it visibly and safely. Place the QR where glare, dirt, distance and crowding will not prevent scanning. Keep a replacement print available and restrict access to the account details printed on the display.
- Run a controlled test. Make a small payment from a separate UPI account, verify the customer confirmation, provider notification, merchant ledger and bank credit, then test what happens when a payment is reversed or refunded.
- Reconcile daily. Match each successful payment to the provider report and bank statement. Record transaction ID, amount, date, order or invoice number and settlement status so that a disputed payment can be traced.
QR display rules and the role of a standee
NPCI’s BHIM UPI Guidelines, updated 4 June 2026, cover physical QR sticker and soundbox-static QR formats. For the specified QR sticker design, the guidelines include a minimum QR code size of 2 cm by 2 cm and clear “Scan & Pay with any UPI app” instructions; detailed artwork rules vary by format.
A countertop standee is optional display hardware. It holds or presents a valid merchant QR but does not enroll the business, assign an MCC, create a UPI ID or make an unissued code valid. Buy or print the display only after the acquirer has generated the merchant QR. If you use a soundbox, separately confirm its rental or purchase price, maintenance, SIM or connectivity terms and replacement policy.

How to reduce total acceptance cost
Match the account category to the real business
The largest avoidable mistake is assuming every small enterprise qualifies for zero MDR. Ask the provider to document P2PM or P2M status, the receipt limit, the three-consecutive-month transition rule and the date on which any reclassification applies.
Separate MDR from other charges
Zero MDR does not prove zero total cost. A provider may have commercial terms for hardware, software, settlement, support or inactivity, but the sources reviewed do not establish any universal amount. Compare the complete written schedule, not just the headline MDR.
Use the simplest integration that works
A counter-only business may not need an app integration or a soundbox. Conversely, an online store that relies on manual screenshots can create reconciliation and fulfillment errors. Choose the least complex method that gives you reliable payment status and records.
Control hardware and connectivity spending
Use a clear QR display before adding a soundbox. If audio alerts are valuable in a noisy shop, compare rental, purchase, maintenance, connectivity and replacement terms. Keep the display clean and correctly positioned so failed scans do not become repeated payment attempts or staff time.
Reconcile before treating a payment as final
Accept an order only after the merchant app, provider system or bank record shows successful confirmation. A customer screenshot alone is not a substitute for your merchant-side status. Document your refund and reversal process and the channel for disputes.

Questions to put to every provider before signing
- Is this account classified as P2PM or P2M, and what event changes that classification?
- What MDR applies to my business category, transaction bands and monthly payment mix after 15 October 2026?
- How does the ₹1 lakh P2PM limit get measured, and what happens after three consecutive months above it?
- Are there separate rates for my industry or for credit-linked UPI payments?
- What is the settlement destination, and when is a customer-confirmed payment credited?
- Which QR format will I receive, and who replaces a damaged or compromised QR?
- Are there onboarding, platform, settlement, inactivity, support, soundbox, SIM, maintenance or replacement charges?
- How can I export transaction reports and match refunds, reversals and disputes to an invoice?
- What are the support hours and escalation route for a missing settlement or unauthorized payment?
Common mistakes and their fixes
“The customer pays no fee, so my business pays nothing.”
Customer-side charges and merchant-side MDR are different. Use the dated 15 October 2026 framework and your written account terms to calculate the merchant cost.
“Any QR standee will work.”
Only display the merchant QR issued for your account. A generic standee is a holder, not an onboarding mechanism.
“One payment over ₹2,000 removes zero MDR.”
The DFS FAQ says a transaction over ₹2,000 does not by itself eliminate P2PM treatment. The relevant questions are classification, monthly receipts and the stated three-month monitoring rule.
“An old article says UPI is always zero MDR.”
That is incomplete for the current framework. A 19 March 2025 government announcement covered a separate FY 2024–25 incentive scheme: eligible small-merchant BHIM-UPI P2M transactions up to ₹2,000 had zero MDR and qualified for a 0.15% incentive. That period ended 31 March 2025 and should not be presented as a current incentive.

What the current figures do—and do not—tell you
The DFS FAQ reports 2,451 crore UPI transactions valued at ₹29.9 lakh crore for August 2026. It also reports that more than 95% of UPI P2M volume was at or below ₹2,000. These are government-reported policy statistics, not a forecast for an individual shop.
An NPCI August 2025 ecosystem snapshot lists 3,129.40 million grocery and supermarket transactions and 1,263.07 million fast-food transactions. Those are category counts for that dated snapshot, not estimates of what a particular merchant will receive or save.
No official figure in the cited material establishes a universally cheapest provider or the amount a specific business will save. The only defensible comparison is based on your category, payment mix, settlement needs and the full written fee schedule.
How to handle refunds, disputes and support
Before launch, ask who initiates a refund, how long the customer-facing process takes, whether the provider supports partial refunds, and how the refund appears in reports. Keep the original transaction reference with the invoice. For a disputed or missing payment, collect the date, amount, UPI transaction reference and customer details permitted by your records, then raise the issue with the acquiring bank or provider through its stated support route.
Do not ask a customer to pay again merely because a notification is delayed. First check the merchant dashboard, settlement report and bank account. This protects both the customer and your reconciliation records.
A practical cost worksheet
Prepare one month of expected payments and separate them by amount and category. For each provider quote, record:
- Number and value of payments at or below ₹2,000.
- Number and value above ₹2,000.
- Any transaction at or above ₹75,000, where the stated ₹300 cap may apply to covered P2M transactions.
- Expected monthly UPI receipts against the ₹1 lakh P2PM monitoring threshold.
- MDR by category and any sector-specific rule.
- Fixed platform, settlement, support or inactivity charges.
- QR printing, standee, soundbox, connectivity, maintenance and replacement costs.
- Refund, reversal, dispute and reconciliation features needed by staff.
Then ask the provider to confirm the calculation in writing. Recalculate whenever the account is reclassified, the effective policy changes or the business adds a new payment flow.
